INTRODUCTION

This guide is intended as a resource to aid in the prevention of damage to underground facilities. It includes the American Public Works Association Color Code and marking guidelines, a listing of the known international One-Call Centers, and a summary of damage prevention laws. The laws indicate that it is the responsibility of the excavator to notify the one-call center before excavation occurs.

Coordination, cooperation and communication are what one-call systems are all about. A one-call system is a tool used in preventing facility dig-ups. It is a communication link between excavators and buried-plant owners and operators.

One-call is a safety program designed to cut the cost of pipe and cable repairs and diminish the potential hazard posed to workers and the general public whenever excavation is done.

Please use this guide as a training and information tool. The one-call center nearest you can also serve as a valuable resource for your training and safety programs. Please contact them for assistance. Their number is listed in the One-Call Directory. Most one-call centers have people available for presentations and have an excellent selection of promotional materials.

OCSI MISSION STATEMENT

The purpose of One-Call Systems International (OCSI) is to promote facility damage prevention and infrastructure protection through education, guidance and assistance.

DIRECTORY DISCLAIMER

This directory is not all-inclusive, nor is each system listed necessarily a member of One-Call Systems International or an adherent to its principles. The purpose of the directory is to illustrate the extent of one-call service available. The accuracy of information is not guaranteed by APWA or the one-call systems, and there well may be inaccuracies or changes at or after publication. It should be clearly understood that each system provides a different level and type of service. Any person using this directory is responsible for verifying information, including the extent and limit of such service, inter-alia, from local source or as required by state law or other regulation, or as required by the local system.

ONE-CALL SYSTEM DEFINITION

What Is One-Call?

One-Call is a communication system established by two or more utilities, government agencies, or other operators of underground facilities to provide one telephone number for excavating, tunneling, demolition, or any other similar work. This one-call system provides the participating members an opportunity to identify and locate their underground facilities.

Why Is It Needed?

Damage to underground facilities increased considerably following the building boom of the 1950s, 60s, and early 70s when the trend was to go underground with utilities. Thousands of miles of underground facilities were vulnerable to excavating machines, such as backhoes, and the resulting damage interrupted utility service and threatened life, health and property. The use of one-call systems and location of underground facilities prior to excavation reduce the risk of damage or service interruptions.

Excavator Responsibilities

1. Notify one-call center in advance of work in accordance with the local regulations. (See state summary in the following One-Call Directory)

2. Meet with owner’s field representative if necessary.

3. Look for, observe and preserve marking.

4. Excavate in a careful and prudent manner and in accordance with local regulations. (See state summary in the following One-Call Directory)

5. Notify facility owner immediately of any damage to facility, coating or special backfill—DO NOT COVER UP.

Facility Owners Responsibilities

1. Actively participate in the local one-call center.

2. Respond to notices in a timely manner, in accordance with one-call center guidelines and local regulations.

3. Properly mark facility location, in accordance with local regulations. (See Color Code below)

4. Honor all field meeting appointments with excavators.

5. Respond promptly to call for assistance or information.

This marking guide provides for universal use and understand-ing of the temporary marking of subsurface facilities to pre-vent accidents and damage or service interruption by contrac-tors, excavators, utility companies, municipalities or any others working on or near underground facilities.

ONE-CALL SYSTEMSThe One-Call damage prevention system shall be contacted prior to excavation.

PROPOSED EXCAVATIONUse white marks to show the location, route or boundary of proposed excavation. Surface marks on roadways do not ex-ceed 1.5” by 18” (40 mm by 450 mm). The facility color and facility owner identity may be added to white flags or stakes. USE OF TEMPORARY MARKINGSUse color-coded surface marks (i.e., paint or chalk) to indi-cate the location or route of active and out-of-service buried lines. To increase visibility, color-coded vertical markers (i.e., stakes or flags) should supplement surface marks. Marks and markers indicate the name, initials or logo of the company that owns or operates the line, and width of the facility if it is greater than 2” (50 mm). Marks placed by other than line owner/operator or its agent indicate the identity of the des-ignating firm. Multiple lines in joint trench are marked in tandem. If the surface over the buried line is to be removed, supplementary offset markings are used. Offset markings are on a uniform alignment and clearly indicate the actual facility is a specific distance away. TOLERANCE ZONEAny excavation within the tolerance zone is performed with non-powered hand tools or non-invasive method until the marked facility is exposed. The width of the tolerance zone may be specified in law or code. If not, a tolerance zone in-cluding the width of the facility plus 18” (450 mm) measured horizontally from each side of the facility is recommended.

ADOPT UNIFORM COLOR CODEThe American Public Works Association encourages public agencies, utilities, contractors, other associations, manufactur-ers and all others involved in excavation to adopt the APWA Uniform Color Code, using ANSI standard Z535.1 Safety Colors for temporary marking and facility identification.

1. Utility lines will be indicated by markings using current APWA color codes. Markings should be 18”-24” in length and 2” in width.

2. The owner of a facility should be indicated by initials or by name in letters 6” high at the beginning and end of the

locate. On long locates the facility owner should be indicated every 100’.

3. When known, the total number of lines within the ground will be indicated. The number of lines indicated should be based on the physical lines “that you could place your hands on.” Multiple cables twisted together to form a single facil-ity, as in the case of electric lines, would be considered one cable for locate purposes.

4. If a facility is known to be present but the total number of lines for a facility cannot be determined a corridor marker may be used. The corridor marker should indicate the ap-proximate width of the facility. A marking resembling the letter “H” lying on its side will indicate the corridor marker.

5. When known, the size of the line being located will be indicated. Line size will indicate the outside diameter of the pipe or structure. The oversized utility marking should indicate the approximate size of pipe or structure. A mark resembling the letter “H” lying on its side, bisected by line extending along its length will indicate the oversized utility marking. The committee discussions centered on indicat-ing sizes of single physical structures such as gas lines, sewer lines, water lines, and storm drains.

6. Duct structures, whether a single duct or multiple ducts, will be indicated by duct symbol indicating the approximate width of the duct structure. The duct marker will be indi-cated by a marking resembling a diamond bracketed by two parallel lines. The committee did not state whether indicat-ing size should extend to indicating size of duct structures (telecommunications, electric) or indicating pair count for telephone lines.

7. When known, the pressure of a gas facility will be indicated. Gas pressure will be indicated as either low pressure, inter-mediate high pressure or high pressure. The committee did not determine whether gas pressure would be indicated in instances of high pressure only or for all pressures. The com-mittee did not determine whether the type of pipe should be indicated (plastic, steel, cast iron, etc.).

8. When known, termination points, dead ends and stub outs should be indicated. The committee reviewed the National Utility Locating Contractors Association (NULCA) recommen-dation, which resembles the letter “T” with drop downs.

9. When there is a strong likelihood that marks may be de-stroyed, offsets should be used. Offsets are indicated on a permanent surface and are placed parallel to the running line of the facility. The offset should indicate the distance from the offset to the facility and should identify the facility owner and if necessary size of the facility.
