This session consists of two presentations. The first presentation describes how the City of Carlton used GIS to address inflow/infiltration and develop a sewer lining project. The second presentation describes how a village can implement a computerized maintenance management system for management of their assets, the hurdles that are likely to be encountered, the implementation, and the actual use will be discussed.

2. Implementing a Fleet Capital Equipment Program Moderator: Steve Albrecht, City of Burnsville Kevin Schlangen, Dakota County

Development and implementation of a successful fleet capital equipment program is a fundamental part of delivering quality and sustainable public services. This session will provide the fundamentals for developing a successful program, and will be beneficial to public agencies looking to develop a program or improve an existing program.

3. Pavement Preservation Using Hot-In-Place Asphalt Recycling Moderator: Don Volk, Automatic Systems Company William J. Hoppe, WJH Engineering and Construction Support, LLC

The presentation will provide information on the importance of implementing and supporting an active pavement management and pavement preservation program, some of the various pavement preservation techniques available, and will briefly explain how you can improve your road infrastructure and budget utilization by implementing and maintaining a pavement preservation program. The five (5) asphalt recycling/ recovery disciplines as recognized by the Asphalt Reclamation and Recycling Association (ARRA) will be presented and discussed with attention to the three (3) sub-categories within Hot-in-Place Asphalt Recycling (HIR) discipline, Surface Recycling, Remixing, and Surface Repaving. Focus will be placed towards the HIR Surface Recycling processes already performed in various areas of the Midwest.

4. Minnesota Department of Transportation Mini Sessions Moderator: Bev Farraher, Minnesota Department of Transportation

MnDOT Bridge Maintenance Academy Sarah Sondag and Larry Cooper, Minnesota Department of Transportation

How does MnDOT transfer knowledge and skills from experienced bridge workers to the next generation of bridge maintenance workers and ensure that uniform bridge maintenance practices are applied statewide? The Bridge Maintenance Academy consists of three, one-week-long sessions of classroom and hands-on courses which are targeted toward bridge maintenance workers with fewer than five years of experience. This training series equips the next generation of bridge leaders with the knowledge and skills to be consistent, effective, efficient, and safe in their work maintaining structural assets. MnDOT would like to make this training available to city and county bridge owners in 2014, so this is a good opportunity to learn of MnDOT’s development efforts and experiences as well as preview this innovative way to maintain institutional knowledge that provides hands-on training to bridge maintenance crews and supervisors, in a controlled setting.

Cable Median Barrier - Installation and Maintenance Lessons Learned Dewayne Jones and Mohammed Dehdashti, Minnesota Department of Transportation

Since the first use in 2004, cable median barrier installations in Minnesota have been high-profile safety improvements and have been successful in preventing severe accidents resulting from cross-median accidents. In the metro area, there are 125 miles of cable median barrier in place with another 41 miles to be installed in the fall of 2013. These highly effective safety systems must be repaired in a timely and correct manner or they become ineffective. Basic installation criteria and design standards will be presented along with maintenance processes, e-learning, field experiences, and lessons learned. Bring all your questions related to cable median barrier placement, design, repair, costs, and effectiveness.

5. Vikings Stadium Design Presentation -- How We Managed Through the Maze of Community Involvement to Complete a Site Design for the New Stadium Moderator: Adam Kramer, Progressive Consulting Engineers Richard Koppy, EVS Engineering

EVS was selected in January 2013 as the Vikings Stadium civil engineer. This is the largest public works project on one contiguous urban site ever proposed in the State of Minnesota. Richard Koppy, the presenter, is the EVS project manager for the civil and transportation elements of the project. He will take the audience through nine months of the site design and approval process (assuming it is approved by the fall session 2013). Special attention will be given to the public works nuances that were addressed during the design and approval process.

Water and Sewer Raters – Past and Future? Grant Meyer, AE2S

This session consists of two presentations. The first presentation will address the financial challenges of upgrading or replacing our crumbling infrastructure. A city’s approach will also be addressed. The second presentation will discuss how the overall trends in our industry have influenced water and wastewater rates in the past and how they continue to be the major drivers for utility rates in the future. Presentation of historic rates in the region and the major influencing factors will be discussed.

7. Straight From the Source: An Update on MIDS for Stormwater Management Moderator: Sherri Buss, TKDA Anne Gelbmann, Minnesota Pollution Control Agency; Randy Neprash, Stantec; Klayton Eckles, City of Woodbury

This session will provide important information to conference participants on the latest requirements and standards for stormwater managment in Minnesota. Presenters will discuss the updates to the MS4 permit requirements, and the outcomes of the MIDS (Minimum Impact Design Standards) for stormwater management. The session will provide a look at the new MIDS calculator for best management practices (if available), and offer an opportunity for questions on new requirements and standards.

8. Multi-Modal Interchanges – Planes, Trains, Baseballs, and Automobiles Moderator: Bridget Rief, Metropolitan Airports Commission George Fantauzza, George C. Fantauzza & Associates; Allen Dye, Metropolitan Airports Commission; Gary Ehret, Kimley-Horn & Associates

This session will highlight two major interchange projects in the Twin Cities. The Interchange is a new multi-modal transportation hub located adjacent to Target Field in Minneapolis, bringing together transit, rail, and urban redevelopment into one unique community gathering space. The Diverging Diamond Inter change at I-494/34th Avenue serving the Minneapolis – St. Paul International Airport and the Mall of America is one of three new interchanges of this type in Minnesota, but the only one with a light rail line bisecting the traffic movements. Be sure to attend to learn about the partnerships needed to get these distinctive projects underway, the design coordination efforts needed, and the construction challenges encountered.

9. Minnesota Department of Health Iron and Manganese Guidelines Moderator: Bob Cockriel, City of Bloomington James Kelly, Minnesota Department of Health; Karla Peterson, Minnesota Department of Health

Manganese is a naturally occurring metal common to groundwater throughout Minnesota. The Risk Assessment Advice (RAA) was updated in 2012 by the Health Risk Assessment Unit at the Minnesota Department of Health, and matches the earlier established Health Risk Limit. The tiered RAA for manganese in infants less than one year of age is 100 micrograms per liter of water (ug/L), and the RAA for children and adults at 300 ug/L. Manganese concentrations in Minnesota groundwater range from less than 50 ug/L to greater than 1,000 ug/L, and the pattern of occurrence is complex.

10. University of Minnesota Infrastructure Systems Management and Engineering (ISME) Capstone Projects Moderator: Brad Henry, University of Minnesota

Intelligent Compaction – Rolling Into the Future Andrew Erichson, Ulland Brothers

Intelligent Compaction (IC) is becoming more frequently used on Minnesota construction projects. IC uses automated tools, including GPS, to measure roadway compaction. While the technology includes intriguing potential, it also includes variables to successful usage in the compaction industry.

The presentation will cover: introduction to compaction; the types of compaction, compaction failures; basics and advantages/disadvantages of IC; IC case studies, and an implementation plan for IC going forward.

Right of Way – What Engineers Need to Know Julie Groetsch, Minnesota Department of Transportation

Right-of-Way (ROW) acquisition is an important, and potentially time-consuming and costly, consideration in the MnDOT project delivery process. The presentation will describe the components of the MnDOT ROW process, the relationship of project design issues to that process, a case study of an actual MnDOT project, and make recommendations to improve the acquisition process for projects.

Stormwater Ponds – Balancing Aesthetics with Engineering Bryan Gruidl, City of Bloomington

Stormwater ponds are increasingly a fact-of-life in the metro Twin Cities, with an estimated 20,000 public ponds. As properties surrounding these ponds have developed, management of these ponds often involves balancing community aesthetics guidelines with engineering function. The presentation will include several pond management strategies, issues, recommendations, and conclude with a potential stormwater pond implementation plan.

The emergence of smartphones and tablets, as well as advancements in GIS technology, has led to an explosion of innovative applications that can save time and money. Generally, agencies have two choices in acquiring apps: ‘off-the-shelf’ or ‘build your own.’ Mark Ray will present an general overview of several apps available and potentially useful to public works staff, including the recently released Gopher State One Call app. Don Elwood and Mike Kennedy will describe two specific apps developed by the City of Minneapolis and the reasons for their approach.

Initially, Minneapolis developed an iPhone/iPad application called ADA Field Collector in order to inventory curb ramps for ADA compliance. Seeing the success of that app led to the idea of a snowplow tracking and performance monitoring application using iPads and GIS online mapping that doesn’t rely on Automatic Vehicle Location technology. Both presentations will describe the technology applications, the successes and problems in trying to implement these initiatives, and demonstrate the types of outputs.

Steve Maki will update the current status of the new Minnesota Vikings stadium design and development and anticipated closure/demolition of the HHH Metrodome. Included in the discussion will be the marketing of the new facility for large-scale national events.
