Work under the direction of the AYSO National Director of Tournaments (NDOT)

Follow the National Games Handbook as required by National Policy Statement 2.8(a)

Observe all National Bylaws, Rules and Regulations, Policies and Programs which establish the guiding principles of the Games and the National Games Governing Rules

Adopt the National Games management structure as detailed herein

Follow the National Games Financial Policies

Submit required signed Memoranda of Understanding for fields and hotels committing these facilities to the Games

Provide evidence of the ability to meet or exceed the standards outlined below and detail this evidence in the spreadsheet

Under the leadership of a strong Section or Area Director, Venue Chairperson and Executive Committee, the hosting organization must be prepared to begin work on the National Games immediately following the award by the NBOD. This group must be committed to AYSO organizational goals and those of the National Games and the attendant Bylaws, Rules and Regulations, Policies and Programs.

Bid ProcessThis Request for Bid may be downloaded from the AYSO national Web site at www.ayso.org. Time should be allocated for the required information to be obtained, collated and sent to the National Office by the established deadline. To assist bidders, there is a “check list”, a “spreadsheet” and “addendums” attached to this package.

The spreadsheet should be used to drive the bid package process. The spreadsheet is set up for numerical or Yes/No information. Each “category” has a number (i.e. Budget is Category 3) each category has Exhibit numbers (3:1 = Budget spreadsheet). The spreadsheet also requests information such as “Comp Ratio” for hotel rooms and “special terms” for airlines, rental cars, etc. that may not have been initially considered by bidders.

The bid package is required to be submitted electronically. The order and numbering of categories and exhibits in the electronic submission should correspond to the spreadsheet. Any additional information provided should be filed in the appropriate category and an additional exhibit description and number added to the spreadsheet. Any additional categories that will enhance the submission are encouraged. Submitted files must be readable in Word, Excel, Powerpoint or Acrobat Reader, and different parts of the submission may be in different formats. However, please note that if the.pdf format is being used, it is greatly preferred that the file be searchable and copy-enabled; scanned or locked .pdf files should only be used as a last resort when no other formats are available. A compound “index” document with linked or embedded subdocuments is permitted, but is not required.

All bidders must make arrangements, at their expense, for a site inspection by a member of the National Tournament Advisory Commission or designee and selected National Office staff member (two total). Expenses will include airfare, ground transportation, housing and meals.

Geographic diversity is favored as increasing the opportunity to provide “More Soccer for More Kids” in as many different cultures and localities of AYSO as is possible.

The successful bidder will be announced at the National Annual General Meeting (NAGM). Prior to the announcement an interview will be held during which each bidding entity will be given 30 minutes to make a presentation and then answer questions from members of the National Tournament Advisory Commission (NTAC) for an additional 30 minutes. Both the proposed Venue Chair, and the appropriate Section or Area Director must be available for the interview. Great emphasis will be placed on the proposed management structure and the spirit of cooperation between the proposed Venue Chair, the Section and/or hosting Area Director, the NTAC and the National Office. The NTAC will make a recommendation to the National Board of Directors who will make the final determination.

Minimum Standards

The following subjects are included in the spreadsheet which lists the information that must be provided. A bidder may bid on all or any combination of programs. All places in the packet that reference numbers should have numbers adjusted to reflect the correct number of participants expected based on the programs involved

Proposed Dates It is preferred that the Games be held during the week of the Fourth of July.Hosting Games LocationThe proposed hosting location must:

Have fifteen dedicated staff members named in key positions (Organization Chart attached), Venue Chair resume must be included with bid

Have fields that comply with AYSO recommended sizes for both standard and short-sided games. As close as possible, the following dimensions should be available:

o 8 minimum 40 yards x 80 yards for U-10 and VIP o 6 minimum 50 yards x 100 yards for U-12 o 18 minimum 60 yards x 110 yards for U-14/16/19 o Additional fields of appropriate size, commensurate to any additional propsed divisions

Have documented support from community leaders, Chamber of Commerce and/or tourism and sport organizations and local schools

Be within 50 miles of a major airport that can adequately service domestic flights

Have car rental and transportation options for projected number of 240 teams – and equivalent number of players, coaches, referees and

Have sufficient lodging for 10,000-20,000 visitors commensurate with the number of teams, in hotels, motels and alternate accommodations (i.e. RV sites, college dormitories)

Have an easily accessible full service hospital within 10 miles and medical facilities within 2 miles of the field sites

Field Venue(s) – All detailed costs associated with field usage MUST be identified and included in the attached budget.

The minimum field requirements are directly related to the number of teams/divisions that are being proposed. It is preferred there be only one or two venues. If multiple venues are used, the fields should be no more than 20 minutes (5-10 miles) apart in normal traffic patterns. Venue locations must be able to accommodate players and spectators based on the following:Avg number of players per team 15 x avg number of spectators per player 1.75240 teams x 15 players = 3,600 players x 1.75 spectators = 6,300 spectators

The successful bidding Section or Area must have a volunteer base minimum of 100 and display a commitment to the goals and objectives of the AYSO National Games. All Games staff must display, after appointed, a dedication to working at the direction of the NDOT and in cooperation with the National Office staff. The entire Games Organizing Committee, comprised of 25-30 members, must be identified within 90 days of the Games being awarded and all must be currently registered AYSO volunteers. Staff must also recognize the logistics involved in a national event far exceed logistics of hosting a Section or Area event.

BudgetAn initial budget on the National Games Income & Expense Form must be included with the bid package. An actual budget, developed in conjunction with the AYSO Chief Business Officer, must be submitted to the NDOT 60 days after the awarding of the Games. The budget form is attached.

RefereesThe Games will require referees. A base pool of at least 150 to 200 experienced referees with AYSO Intermediate or Advanced certification must be available from the hosting Section or Area for assignment throughout the Games for the primary divisions of 240 teams. Additional base pool referees will need to be available for added divisions. These referees should not be part of the teams involved in the competition, unless they are willing to forego their team activities to officiate. Additional referees who are traveling with participating teams should be utilized and scheduled so that they can enjoy the role of spectators at some of their team games. Be mindful that the Games will begin on Wednesday with Soccerfest. Local Referees should be available, as much as possible to referee weekdays, the week of the Games.

Volunteer ResourcesThe volunteer staff, with the Venue Chair and Section and/or Area Director, must commit to work under the guidance and direction of the NDOT. All of the Organizing Committee must be committed to the purpose of the Games and experienced with running large soccer events to support hosting a quality Games.

Additionally, a local volunteer base 75additional dedicated people will be required to support the Games during the week of the event. This is based on the primary divisions of 240 teams.An additional base of volunteers will need to be available for additional proposed divisions. Fifty percent of these volunteers need to be available for the entire week; the rest for designated portions of time. Ideally, many of these key volunteers will not have children participating in the Games so will not have conflicts.

Safety and Risk Management It is critical to the well being of all players and volunteers that a comprehensive detailed plan be developedThe National Games Safety Plan as it exists will be used as a guide, modified for the local area.

Local SponsorshipFundraising is an integral component of the fiscal viability of the National Games. As such, existing local sponsor relationships, which are not in conflict with national sponsors, must be identified with the bid package. Additionally, two critical key positions on the Games Committee are the Sponsor Sales and the Sponsor Coordinator. A 24-month plan for fundraising and solicitation of local sponsors must be included. Care must be taken to avoid conflict with National Sponsors and the commitments made to them. The Venue Chair and Section and/or Area Director must work closely and cooperatively with the NDOT and National Office staff in this regard.

Local TransportationProvide details for transport of Games staff and referees, and for players and coaches if necessary.

AccommodationsOne large hotel for headquarters, with approximately 20,000 square feet of meeting space , is required. Additional accommodations must include 1500hotel/motel rooms in close proximity to the headquarters hotel and fields. Additional meeting space and an increase in the required available hotel rooms, will be necessary for any increase in teams beyond the standard 240 teams for the primary divisions.

Community SupportA strong case must be made for why your community should be considered for the privilege of hosting the AYSO National Games. Evidence of its ability to support the Games must be provided. The hosting venue must have the support of the surrounding communities and their leaders including the mayors and city council members. Letters of support should be secured from these community/government leaders and from chambers of commerce, Convention/Visitor Bureaus, fraternal organizations, school leaders, etc.

ClimateProvide details of the local climate during the time of year the National Games will take place, including severe weather patterns such as thunder storms, hurricanes, tornadoes, extreme heat, heavy rains and high humidity which could cause delays or interfere with the Games schedule.

Teams Lottery DrawThis event takes place at the AYSO National Annual General Meeting in the calendar year prior to the Games. It is a public event, scheduled during Sunday of the NAGM, conducted in conjunction with games staff and NTAC representatives and must follow the Lottery Procedures outlined in the National Games Handbook. If a computerized lottery draw process is to be considered, it is up to the NTAC and a full plan and process must be submitted to the commission 120 days prior to the NAGM date for consideration.

Provide a Detailed Plan for each of the Following:

Opening Ceremonies This event kicks off the National Games celebration week. It includes a parade of all of the teams and requires attention to detail to ensure that it is special for all in attendance. A stadium site with a track usually works well.

Coach/Referee Reception and MeetingThis critical volunteer event affects the smooth operation of the Games. It must be held immediately after the Opening Ceremonies. A joint meeting with the referees and coaches followed by a breakout session for each group is required.

Soccerfest Soccerfest is the signature event of the National Games as it sets the atmosphere for the week and embodies the philosophies of the Games and of AYSO – the focus is on sportsmanship, team spirit and making new friends from all corners of the country. The Soccerfest will follow the procedures as outlined in the National Games Handbook.

VIP EventThe AYSO VIP Program provides a quality soccer experience for children and adults with physical or mental disabilities. VIP teams and individual players should have a visible and positive experience at the Games. Provide details of the plan to enhance the experience of the VIP players – Opening Ceremony, Soccerfest, youth event and games.

Youth Event The purpose of the National Games is to bring together players from different Regions, Areas and Sections to experience the diversity that AYSO offers, to make new friends, gain exposure to new parts of the country and other cultures and to enjoy a lot of soccer. The youth event provides an additional opportunity. It is designed to allow the player participants to experience the culture of the hosting entity and provide a casual opportunity for the players to comfortably mix with each other.

Staff and Volunteer Reception Another critical success element for the Games are the volunteers that work very long hard hours the week of the Games and many for the two years prior. An event designed to express a great big “thank you” to these tireless people is important.

Statements of CommitmentThe AYSO National Games is a national event and all final decisions on the structure and activities of this event rest with the National Board of Directors (NBOD), unless otherwise set forth herein. Interpretations, questions of eligibility of players and volunteers and other discretionary issues will be made by the NDOT and/or in consultation with the NTAC and the NBOD. The Venue Chair and Section and/or Area Director must provide a signed commitment statement which guarantees their understanding of the management structure and decision-making authorities over the Games. All decisions ultimately rest with the NBOD and/or National President or designee.

MapsAttach maps and aerial photos showing all key locations in relation to each other. Display all fields, host hotel, hospitals and any other relevant locations.

Local AttractionsProvide details of local entertainment/attractions that will enhance the experience of the participants.

Shopping Malls and RestaurantsProvide details of local restaurants and shopping malls.

Structure and StaffingThe relationship between the Games Committee and the NDOT as well as the National Officewill be close and cooperative. The NDOT and the National Office Liaison must be provided advance copies of all proposed forms, letters and other written communications with Regions and with team coaches for review and approval prior to distribution.

Areas of coordination with NDOT and National Office include but are not limited to:

Sponsorship protocol Vendor bidding National event and representation Host hotel contract modifications Marketing Youth and volunteer events Rooms for local and national staff and referees All contract negotiations and execution Events schedule and games schedule

Similar to other business models that blend centrally located paid staff with local volunteers, certain duties and responsibilities shall be shared or assigned to knowledgeable staff and volunteers. The over-all organizational model is described in the chart below which aligns the volunteer position with the corresponding national staff support.

All members of the National Games Organizing Committee must be currently registered AYSO volunteers who have appropriate job specific training and certification. The responsibility for hosting Games is commensurate running a Region. Consequently, the Venue Chairperson is held to the same standards as a Regional Commissioner and is responsible for abiding by the standards that apply to an AYSO executive member. AYSO conflict of interest policies apply to each member of the Games Organizing Committee.

Financial ResponsibilitiesBefore and During the Games

The host Section or Area Director shall appoint a National Games Treasurer who is an AYSO trained and certified current AYSO volunteer and who must have previous experience in bookkeeping or event accounting, is familiar with AYSO accounting procedures, financial policies and practices. It is helpful if this person has had prior experience as a treasurer for other large events in the organization.

National Games Treasurer shall prepare a budget of income (including in-kind products and services and expenses relating to the Games) within 90 days of the Games being awarded and submit it to the NDOT, National Games Executive Committee and the AYSO Chief Business Officer for review and approval.

The approved Games budget will be the determining financial document.

 National Games Treasurer will set-up a National Games NAP Account within 30 days of approval of the budget. The Venue Chairperson, Venue Treasurer, NDOT, the AYSO Chief Business Officer and the appropriate Section Director or Area Director shall be designated as signers on the account. The NAP account will be operated with the regulations imposed on AYSO Region accounts.

AYSO Chief Business Officer, on behalf of the national organization, will “seed” the Games NAP Account with $$10,000, to be expended on budget items only. This amount shall be returned to the AYSO national organization when the NAP account shows profitability but in no case later than opening day of the Games.

The National Office Marketing Department will submit in writing to the Venue Chairperson, the National Director of Tournaments, the National Executive Director and National Director of Events within 90 days of the awarding of the Games any specific obligations by the Games to National Sponsors, along with any specifics and amounts of in-kind products, services or cash from those sponsors that are specifically allocated to the Games. National sponsors may activate at the National Games (and any national events) at their discretion and often do not make those activation decisions until much closer to the event. After that date, any new or renegotiated contracts that contain obligations by the Games to National Sponsors or cash, in-kind services or products from a National Sponsor to the Games, must be reported and monies deposited within 30 days of the receipt of those monies by theNational Office.

Any AYSO National sponsor money earmarked for the National Games in contracts as well as “local” sponsor money shall be directly deposited directly in to the AYSO

National Games NAP account and shall be properly accounted for.

All state grants and like awards of monies to the Games (and their obligations) must be disclosed and deposited to the National Games NAP Account and earmarked as such.

All income and expenses will run through the AYSO National Games NAP account, including local sponsorship and advertising funds, and all merchandise sales before, during and after the Games.

One year out, a formal review of the budget will be made.  At that time, if projected income has not been met for items which require contract signatures and/or affects the bottom-line of planned events or other projected expenditures, the budget, at the direction of the NDOT and/or the AYSO Chief Business Officer will be restated and those events or line items may be changed or reduced to eliminate the potential for deficits.

This periodic budgetary review will be made by and with the National Games Venue Chair, National Games Treasurer, Section and/or Area Director, NDOT and the CBO.

All payments must be approved by the Venue Chairperson and the Games Treasurer within the prescribed limits of approval set forth by the Chief Business Officer.

Budgeted items upon submission of invoices and/or receipts will be paid after review by the National Games Treasurer and NDOT, approval of the NED and within the signature limits set forth by the Chief Business Officer.

Unbudgeted items may be expended up to $500.00, with the approval of the NDOT.

The Games Venue Chairperson must secure approval from the NDOT for any items not included in the budget before the expense is incurred.

Procedures for accurate accounting of cash & checks received during the week of the games must be submitted and approved by the CBO. These include means of collection, tracking and daily deposits being made utilizing armored transport or a similarly safe procedure

The National Games Treasurer must prepare monthly financial statements and present them to the National Games Venue Chairperson, the NDOT and the AYSO Chief Business Officer.

The Director of Coaching, Player Programs and National Events is responsible for the oversight of all financial aspects of the Games and for adjustments to the costs of events, items and unforeseen business expenses. This responsibility/oversight could include developing additional financial guidelines and policies as may be requested by the AYSO Chief Business Officer.

After the Games The local NAP account must be closed within 180 days after completion of the Games

National Office shall receive at least $10,000 from the Games revenue as cost of doing business (used to cover all National Office expenses involved in supporting the Games including meeting and event travel, communications and supplies) and will increase if additional support is required and additional monies expended. Unforeseen budgeting in this area will be approved by the NDOT, National Executive Director and the National President or Designee.

The proceeds (net) from the Games shall be divided in the following manner

o 15% of the net proceeds to the AYSO National Tournament Commission

o 15% of the net proceeds to specific AYSO program(s) determined by the NBOD with input from the NDOT and CBO.

o 70% of the net proceeds to the host Section/Area/Region for the Games

All state grants and like awards of monies to the Games must be transparent and accounted for within the NG Budget and NG NAP account.

An audit will be conducted by the National Office after bills are paid and the NAP account is closed

Should the National Games lose money and it is determined by the NBOD with input from the NDOT and CBO, that the money was lost because of mismanagement by the venue, the hosting Section/Area will be responsible for a minimum of 50% of the losses incurred

Games Identity

A National Games-specific local identity will be designed by the National Office and approved by the NBOD based on the desires and input from local organizing committee. The identity should represent the venue location and include the AYSO traditional logo within the approved NG branding format.

Contracts

The responsibility for negotiation, writing and execution of all contracts involving the National Games will rest with the National Executive Director after consultation with the AYSO Legal Commission.

AYSO supports both an open and fair bidding process for all goods and services not included in any of its national partner or sponsorship agreements. Accordingly, any and all goods and services not committed by an agreement described above shall include a bid process that solicits a minimum of three bids from different companies. The National Games Executive Committee will review and select the winning bid. Bid acceptance and review will be based upon the following criteria:

Financial stability and performance record of company

Local consideration

Bid specifics will be made available to interested bidders no later than twelve months prior to the opening day of the Games. Bidders will be allowed 60 days to submit their bids, and the winning bidders will be notified within 30 days after that deadline.

In order to prevent any possible confusion or conflict with AYSO National Sponsors, the AYSO Chief Marketing Officer shall work closely with the local sponsorship coordinator on the National Games Committee. This shall both enhance and ensure that local marketing and sponsorship opportunities for the AYSO National Games are as effective as possible while avoiding any possible conflict with current or future AYSO National sponsorship agreements.

A list of AYSO National Sponsors as well as information regarding their planned participation in the National Games shall be provided by the CMO approximately 16 months prior to the start of the Games with updates on additions and drops of sponsors provided on a regular basis. The National Office CMO will interface with Marketing and the Games committee. If AYSO has a travel agency at the time of contract for Games travel, they must serve as the preferred travel agency for the National Games.

Insurance

AYSO provides a comprehensive insurance package for all officially sanctioned AYSO activities. The AYSO National Games are an officially sanctioned activity and are therefore covered at no additional cost. Should the National Games Organizing Committee wish to include other activities at the National Games that are considered high risk, or which may even be specifically excluded by our insurance policy, then supplemental insurance coverage may be required. Any additional costs associated with acquiring and paying for any supplemental insurance coverage for events and activities planned by the venue shall be considered a direct expense of the National Games and must be approved per the policy.

Competition Rules

The AYSO National Games were established to bring together different Regions, Areas and Sections to share in the diverse culture of AYSO. This event focuses on sportsmanship, team spirit and making new AYSO friends. Teams are comprised of registered AYSO players that wish to participate in a national event where they will have the opportunity to interact with other AYSO Regions and Sections. The AYSO National Games are not a national championship. There are no qualifying contests for entering the Games – only the luck of the Lottery Draw decides the participants.

All AYSO National Games will follow the current published AYSO version of the FIFA Laws of the Game and AYSO National Rules and Regulations.. The National Games Rules (roster size, number of players on the field, game duration, etc.) will be checked for consistency with any current published changes to FIFA and AYSO’s governing documents. Rules specific to the venue(s) will be submitted by the National Games Committee and reviewed by the NTAC. A sample National Games Rules package is enclosed.

A minimum of twelve months prior to the start of the Games, the National Games Rules Committee shall be formed to review the rules and submit to the NTAC any specific venue rules that they wish to have considered. This committee shall be comprised of the following positions/individuals:

AYSO National Games Assistant Venue Chairperson Referee Administrator Coach Administrator Statistician/Sportsmanship Coordinator NDOT Section Director or National Board of Directors Liaison

This group shall also convene at any time there is a formal dispute or complaint filed.*The National Office liaison will only participate in a rules dispute/complaint if one of the other members is unavailable or has to recuse him/herself.
