2016 Annual ReportEach year, the Diocese of London publishes the financial results of our diocese, parishes and diocesan cemeteries. The report, available to everyone, is available through our diocesan newspaper as well as our website, www.dol.ca. The figures are taken from two sources: the annual audited financial statements of our diocese, parishes and diocesan operated cemeteries as well as our internal records. Our fiscal year is the same as the calendar year, so the information in this report covers 2016. I encourage you to take the time to review the important information contained in this report.

ParishesParish collections and donations increased 0.8% from $31.1 million to $31.4 million and total parish operating revenues increased 0.6% from $38.6 million to $38.9 million. Ministry, sacramental and operating costs increased by 0.8%. Parish operating surplus (before capital donations and costs) decreased from $2.6 million to $2.4 million. Capital donations increased from $6.6 million to $9.1 million. Proceeds from the sale of former church properties decreased from $1.5 million to zero. Capital spending increased from $13.3 million

to $19.4 million, which may be the most ever spent in one year. On an overall basis (i.e. operating and capital results combined), our parishes had a net deficit in each of the past two years; $2.5 million in 2015 and $7.9 million in 2016. The reason for this was the large amount of spending on building projects.

Of our 115 parishes and communities, 34 incurred an operating deficit, versus 41 parishes last year. This was a nice improvement to see. Operating results include day-to-day receipts and expenditures such as Sunday offertory, ministry, outreach, salaries, utilities, and repairs and maintenance.

The Parish Deposit & Loan Fund has successfully operated since 1964 and functions essentially like a parish “credit union.” Parishes with excess funds, or those saving for a capital project, deposit monies with the Fund and earn interest. Parishes in need of funding for capital projects

can apply to the Parish Deposit & Loan Fund Committee to borrow. Our Parish Deposit & Loan Fund cash and short-term investments decreased from $11.9 million to $4.1 million. We’ve spent a lot of money on parish restoration and construction projects the past two years, leaving the fund with significantly less money to be used in 2017. At the end of the year, the number of parishes and diocesan entities with money on deposit was 94, totalling $22.4 million. The average deposit balance was $238

thousand. In the previous year, 97 parishes and diocesan entities had deposits of $26.9 million, with an average deposit balance of $277 thousand. The number of parishes and diocesan entities in a loan position (i.e. owed money to the Fund) was 28, with the amount totalling $20.1 million. The average loan balance was $718 thousand. In the previous year, 30 parishes and diocesan entities had loans totalling $16.8 million, with an average loan balance of $560 thousand.

In 2016 we completed construction of a new church (St. Michael) in Leamington and in 2017 we will be completing construction of a new church in Lakeshore (Good Shepherd). In both cases, the new churches are replacing two existing churches, with the two communities coming together.

Diocesan CentreThe Diocesan Centre operating surplus increased from $1.8 million to $2.0 million. Included In the current year surplus was $1.2

million of investment income of which only $548 thousand was actually used to fund operations; the remaining $652 thousand was reinvested as per our investment policy. Our investments are endowment funds which provide a stream of income for the diocese to help fund operations. At the end of the year, the diocese owed $1.0 million (2015 - $1.5 million) to the Parish Deposit & Loan Fund, which was borrowed to pay for the renovations to the Diocesan Centre. We continue to pay the price for crimes related to sexual misconduct. The price of course is high and can only be partially measured in financial terms. The spiritual cost is far greater. The financial results

noted above do not include expenses related to sexual abuse claims and the sale of non-parish assets. We are selling off non-parish assets to pay for the financial cost of misconduct but, in order to allow for an orderly sale of these assets, we arranged a credit facility with the bank. This way we can avoid “fire sales” of property. As we sell properties or receive insurance proceeds, we pay down the bank loan. The balance of the loan increased during the year from $9.4 million to $10.1 million. The debt is due June 2018.

We still have a significant number of outstanding cases, which will likely take a number of years to settle. Although we expect insurance to pay a portion of our costs, the financial cost to the

diocese is still very high. We have a plan in place to repay the outstanding loan and the cost of the outstanding claims. We are doing our utmost to make fair and reasonable settlements with victims of sexual abuse as quickly as possible. In addition, the diocese assists victims with counseling.

Diocesan CemeteriesIn addition to our 67 parish cemeteries, there are cemeteries in Windsor, Sarnia and London managed directly by the diocese. Diocesan cemeteries revenues increased from $7.7 million to $8.1 million. The cemeteries surplus increased from $630 thousand to $832 thousand.

The cemeteries are governed by the Ontario Funeral, Burial and Cremation Services

Act. By law, whenever a pre-planned sale is made, the money must be invested with our trustee until the service or product has been provided. In addition, also by law, when a sale is made, a certain percentage of the money must be invested with our trustee to provide perpetual care and maintenance funding. For example, when a grave is sold, 40% of the money must be invested with the trustee. Interest and dividends can be withdrawn on the invested care and maintenance money but the rest of the money cannot be removed. The amount invested with our trustee for pre-planned sales increased from $15.1 million to $15.4 million and the amount invested in the perpetual care and maintenance fund increased from $44.5 million to $47.6

million. The perpetual care and maintenance funds provide income to help pay for the operating costs of the cemeteries. Have you considered pre-planning your cemetery arrangements? Planning brings peace of mind to you and your family. Please consider pre-planning directly with one of our diocesan or parish cemeteries. We also recommend you consider plans for your funeral Mass (i.e. church, readings and music) and make those plans known to your family. Please consider the Church when preparing your Last Will & Testament. As an example, you could leave a portion of your estate to your local parish, the diocese, St. John the Evangelist Pension Fund Society (clergy pension) or St. Peter’s Seminary. In 2016, our Diocese was the grateful recipient of generous bequests from dearly departed Catholics. Our parishes received $840 thousand, the Diocese received $861 thousand and the priest pension fund (St. John Evangelist Pension Fund Society) received $136 thousand.

Accountability & ResponsibilityEach parish is required to have a finance committee to provide counsel to the pastor or administrator. Parishes must submit a financial report to the diocese annually. Parishes also are required to present a financial report to their parishioners at least annually. Every parish and diocesan bank account requires two signatures on all bank documents, including

cheques.

Our consolidated diocesan and parish financial statements and our diocesan managed cemeteries’ financial statements are audited annually by KPMG (London and Windsor). The diocese has an internal audit program. This program is led by our Diocesan Audit Committee and diocesan administration and is quite comprehensive. The internal audit review takes 2-3 days per parish or diocesan entity. In 2016 we completed 37 (2015 – 31) internal audits at parishes, communities and diocesan entities. Each parish and the diocese are registered charities and

therefore must file a charity return (similar to a tax return) by June 30 each year. Most of the information on the return is made public on the Canada Revenue Agency (CRA) website. If you would like to see more detailed information about your parish, diocese or any other Canadian registered charity, you can do so by visiting the CRA website, http://www.cra-arc.gc.ca/, and click Charities and Giving. Our diocese has an administrative group reporting to Bishop Fabbro which relies heavily on the discipline and review of our plans and budgets by our Diocesan Finance Committee, chaired by Mr. Egidio Sovran of Maidstone (Essex County). This objective committee,

comprised of people from across the diocese with significant expertise, forms part of our internal control system to ensure that we make prudent financial decisions.

The committee is a third party that is independent of administration and makes recommendations and gives advice when and where it deems necessary. We also have two subcommittees. The Investment Committee, chaired by Dave Savel, oversees the investment of our cemetery trust funds, accumulated surpluses and our Pentecost 2000 endowment funds.

The Audit Committee, chaired by Mr. Terry Crawley of Essex, oversees internal audits and meets with our external auditors, KPMG, to plan the annual financial audits and then review the financial statements and auditors report. These committees analyze our practices and policies, assess risks, and provide proactive advice.

The Diocese of London secures and protects its data using multiple methods. Firewalls have been installed at all sites. Terminal services have been deployed at nearly all sites and all application data and files are stored at a secure data centre. Pentecost 2000 UpdatePentecost 2000 was a five-year (1989-94) major fundraising campaign in the Diocese of London to establish endowment funds for the seminary, cathedral and diocesan programs. Parishioners across our diocese responded very generously: the original endowment balance from the campaign was $15.3 million.

The funds have been prudently invested according to investment policies and goals established by our Investment Committee, with the assistance of our investment advisors. In accordance with a policy established by our Finance Committee, 4.25% is paid out annually to fund the seminary, cathedral and diocesan programs. The payout policy and percentage was developed to preserve the purchasing power (inflation protection) of the endowment funds and prevent wild swings in the amount paid out. Whether we earn 12% or lose 2%, we still pay out 4.25%. The excess income (above 4.25%) is reinvested in the endowment funds to provide for increasing payout amounts in the years to come to keep pace with inflation.

Our investment returns were 4.0% in 2015 and 5.4% in 2016. Our five- and ten-year annualized returns were 7.4% and 4.7%, respectively. The ten-year returns were negatively impacted by the 2008-09 financial meltdown.

The Most Rev. Ronald P. Fabbro, CSB and the Most Rev. Joseph Dabrowski, CSMA, together with the Assembly of Catholic Bishops of Ontario (ACBO), were recently in Rome for their Ad limina visit. The Bishops were received on April 25 in a private audience by His Holiness, Pope Francis. This meeting gave each Bishop the opportunity to discuss with Pope Francis the life of the Catholic Church in their Diocese and across Canada. The Vistita Ad Limina Apostolorum (“to the threshold of the Apostles”) is undertaken approximately every five years and gives the Bishops an opportunity to pray at St. Peter’s tomb and to meet with the Pope.

St. Peter's Seminary Foundation Executive Director’s ReportMajor Renewal at St. Peter’s Seminary

St. Peter’s Seminary is undertaking a major building renovation in order to continue its mission, as it welcomes growing numbers of men and women from the Diocese of London and across Canada wanting to pursue vocations to ministry. Bishop Fabbro has made the future of the Seminary a high priority.

The Seminary’s leadership concluded that, just as it has needed to recruit highly-trained new faculty, and made ongoing curriculum improvement to address the realities of the 21st century Church, its dated and deteriorating physical state needed urgent attention both inside and outside. The project is estimated at $35 million--$32 million for interior renovation and building envelope restoration costs, and $3 million in endowment for current programs and long-term capital needs.

Over 91% of the needed financing is in place. The Diocese of Hamilton has committed $23 million because of the value it has placed on the Seminary to meet its own seminarian formation needs. The Diocese of London will contribute $5.5 million in cash from the sale of excess land that presently surrounds the Seminary to King’s University College, and from the growth of the Seminary’s endowment established by the Pentecost 2000 campaign. The last $6.5 million will be raised from the Seminary’s supporters in and beyond the Diocese of London in a capital campaign called Rekindling the Gift, for which Bishop Fabbro is the Patron. Currently that effort is at about $3.4 million and growing.

The result is intended to provide a contemporary, supportive environment that will operate in a more cost-efficient and environmentally responsible way. New classrooms will strengthen the Seminary’s academic partnership with King’s. And the Seminary will be the diocese’s principal formation centre for newly emerging roles in parish ministry in response to the “Families of Parishes” model, in addition to the traditional formation streams for the priesthood, permanent diaconate and lay ministry. The improved Seminary building will be available for year-round use by groups for retreats, training and education and meetings. Expanded endowment will underwrite Seminary teaching positions.

Work began on phase one in August 2016 and progress has been rapid both inside and outside. New faculty and seminarian residences will be open for occupancy in the spring of 2018, with total project completion anticipated in 2020.
