by certain Federal agencies for a 6-month period.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress
assembled,2
SECTION 1. SHORT TITLE.3
This Act may be cited as the Ammunition Manage-4
ment for More Obtainability Act of 2013.5
SEC. 2. PROHIBITION ON PURCHASING AMMUNITION.6
(a) DEFINITIONS.In this section7

(1) the term agency has the meaning given1
that term in section 551 of title 5, United States2
Code;3
(2) the term ammunition has the meaning4
given that term in section 921 of title 18, United5
States Code; and6
(3) the term covered agency7
(A) means an agency; and8
(B) does not include the Department of9
Defense.10
(b) PROHIBITION.During the 6-month period be-11
ginning on the date of enactment of this Act, a covered12
agency may not purchase during any month or possess,13
at any one time, more rounds of ammunition than the14
monthly average of the number of rounds of ammunition15
purchased by the covered agency during the period begin-16
ning on January 1, 2001 and ending on December 31,17
2009.18
(c) GAO REPORT.Not later than 180 days after the19
date of enactment of this Act, the Comptroller General20
of the United States shall submit to Congress a report21
regarding the purchasing of ammunition by agencies,22
which shall include an assessment of the effect of the
