Our 22 nd November 2017 Conference will now take this key MNT issue to the next stage. We aim to interrogate the many risks threatening pension schemes today and consider whether MNT’s are adequately equipped with the right tools to do the job? The Conference will be held at the offices of our very generous sponsor, Dimensional Fund Advisors, near Great Portland Street Tube Station. Places will be eagerly sought after so please respond early if you would like to attend. This is an important opportunity for MNT’s to express their views and experiences on major trustee concerns; either during the day with a line-up of expert speakers or at the ever popular ‘break-out’ groups. ByJoanneLivingstoneTechnicalDirectorPunterSouthalljoanne.livingstone@puntersouthall.comortel:02033275000IadmitthatwhenwefirststartedtohearaboutIRMIwasmoreinclinedtothink“I’mstuckwithyou”.ThatgluefeltstickierasthePensionsRegulator(TPR)strengtheneditsearlyplugsforIRMinMay2013byincludingmultiplereferencesinthe2014RevisedCodeofPractice3forfunding.IRMwasfullyadheredfromaregulatory,ifnotlegal,pointofviewbysuccessivecallstomakeitacentralfeature-fromthisyearthereisevenastricturethatallschemesneedtoputinplacecontingencyplansintheeventthatadownsideriskmaterialises.

IfstuckwithIRM,theindustrywasperhapsalsostuckonhowtodoIRMeffectively.Evenmonitoringtheprogressofcovenant,fundingandinvestmentwasapracticalchallenge,thoughmanyatrusteenowenjoystheuseofasummarydashboard.Atleastthesecanshowprogressandriskmeasuresforeachaspectonthesamepage.ButforapproachestoIRMtobecentraltopensionschememanagementtheyneedtogetbacktowhatyouaretryingtoachieve.AtPunterSouthallwebelievethatthiscanbestbeencapsulatedbyplanningyourfundingandinvestmentstrategiestomakethebestpossibleuseofthesponsorcovenant,givingyouthebestchanceofbeingabletoprovidemembers’benefitsinfull.

OurRiskofRuinresearch(availablefromourwebsitewww.puntersouthall.com)showsthattheinteractionsarecomplex,andreceivedwisdomaboutprudenceinfundingandinvestmentmightnotimpactonyourchanceofsuccessfullypayingbenefitsinfullinthewaythatyouexpect.Forexample,asimple0.5%reductioninthediscountrateusedtomeasureyourliabilitiesisprobablynotgoingtomakeitmuchmorelikelythatyouwillbeabletopaybenefitsinfull.

Ibelievethat,inordertoavoidmakingsub-optimaldecisions,allschemesshouldbeusingIRMmethodologythatfocusesonfundamentalobjectives.Inparticularthemethodologyneedstolookattheexpectedchanceofsuccessfullymeetingtheobjectiveandwhatwillhappenifyoudon’t–howlikelyistheretobeanirreparableshortfallorsponsorfailureandhowbadlymightthemembersbeimpactedifthisweretohappen.WhenIRMisusedinthisway,itbecomesatoolthatcanbedeployedwheneveradecisionisneeded,whetheraboutalternativeinvestmentstrategiesfornowandthefuture,mitigationsfordamagetocovenant,whethertohaveasecondaryfundingtargetorevenwhichRecoveryPlantochoose.AndhavingatooltohelpindecisionsisconsiderablymorevaluablethanhavingIRMjusttotickaboxforTPR.Itconvertsthisscepticintoafan,inprinciple.

ThefinalstageingettingmedancingontheceilinghasbeenforPunterSouthalltodevelopwaystogivetrusteesandsponsorsindividuallycraftedsinglemeasureswhichshow,overtheirchosentimeperiod,whatthechanceofsuccessisandpotentialdownsidepainbasedontheindividualcircumstancesofthesponsorandthecontributionandinvestmentstrategiestheymightbeinterestedin.WedothisusingourSmarterAnalyticsSuitewhichcombinesAsset/LiabilityModellingavailablethroughoureverydayvaluationplatformwithmodellingaroundthecovenant.Thisisfundamentallychangingthewaywecanconsultwithourclients,makingbothone-offexercisessuchastheactuarialvaluationandongoingmonitoringconcentratelessonthetechnicalaspectsandmoreontheoutcomes.

Forexampleoneofourclientswithaborderline‘tendingtostrong’/’tendingtoweak’covenanthadagreedatthevaluationtopayfixedextracontributionstolockdownriskby2030.TheTrusteeswantedtoknowiftheywerenowdoingallpossibletomaximisethechanceofsuccess.Theyusedouranalyticstofindtheyhada62%chanceofgettingtowheretheywantedbythatdatebut

notedthatthismeantthattherewasa38%chanceofnotbeingabletoachievethisduetoeithercovenantfailureorlackofinvestmentsuccess

Theywantedtounderstandmoreaboutthechancestheywouldnotmaketheirtargetby2030.Weconcentratedoncaseswheretheymightnotmaketheirtargetbutstillhaveanaffordabledeficitafter2030ontheirpreferredminimumriskbasis.Ouranalysisshowedthiswouldbeonlybeforabouthalfofthe38%ofscenarioswherethetargethadnotbeenreachedandcouldbeaslowasonethirdoftheoutcomesifaffordabilitywasalsostressed.Havingconsideredthepotentialimpactonmembers’benefitsoftheseadverseoutcomestheTrusteesdecidedtorequestthattheEmployerconsiderextendingtheparentcompanyguaranteeandalsodecidedtoreviewtheirplannedglidepath.IthinkthisexampleillustratesthatthenextphaseofIRMisactuallyprettyexcitinganddefinitelysomethingtosingabout.
