A short while ago, various private sector groups came forward to predict the sum of damages inicted economically by the Ratchaprasong seizure of the United Front for Democracy against Dictatorship (UDD), which from April 3rd until now has accrued to 5,244 million baht per month or 174 million baht per day. Besides the closure of hotels, large-scale malls, and smaller stores, many workers went unemployed as day wore onto day.
Seeing the problem and the hardships of those affected, the government tried to solve the problem by compensatory measures. However, following a May 4th cabinet meet-ing, the prime minister still hadnt accepted a measure for personally compensating 3,000 baht per each of 20,000 employees whose monthly salaries were less than 15,000 a baht, considering this compensation still insucient to solve the problem effectively. Thus, a new assistance framework for relief provision must be reconsidered by the Ministry of Labour as well as the working group behind it.
If we consider every aspect of compensa-tory provision for affected people from the perspective of past problems, not only in
terms of governmental projects,
but also from the free trade domain and the natural disaster area, then some problems become apparent, as has occurred on each past occasion also, such as:
Lack of transparencyThe government and private sector frequently emerge to disclose damage data and com-pensation measures. However, no matter what the hypothesis; the references or logic behind the numerical data is seldom seen. Maybe this is for reason of the numerical data not being based precisely on scientic methodology or else being distinct in its way of discovery but not revealing a great deal in terms of substance. On the other hand, this preceding scenario does not let every stakeholder check to see if the data is correct. Moreover, no civic organization exists to raise the alarm on any issue, as much as should happen.
LatenessReasons for the late response to assist af-fected people are such as the failure of state agency negotiation, waiting for committee checks, late budget approval, the problem of data lacking on affected people, such as knowing which group of people is affected, how many affected people
there are, and how much they are affected. Even standard procedures can be lacking by which to assist people, thus making the assistance late.
But these problems should be corrected. The public sector should more strongly emphasize compensation because taking care of affected people is a government duty. Moreover, it is of concern to all people in the country since the government must take tax money to compensate the affected people.
I would like to suggest that the public sector establish an agency to take care of the ac-countability needed by allocating the budget in order to aid affected people quickly, not having to wait for steps which might come late. This agency would coordinate with other agencies concerned with the checking of data of affected persons in order to calculate and compensate the right people and groups appropriately in order to consider whether those affected are demanding too much compensation or not. Further, this agency must still have a distinct plan to proceed transparently and fast. A timeframe must also be clearly xed, for exam-ple, within a seven day period following cabinet
approval.
Moreover, the agency must present a regular report giving clarity to the parliament, for example on payments made to the affected people.
Establishing an agency to help the public sector give easy checks on this work would mean that rechecking from many public agency sources could be avoided. More im-portantly, those affected would know which agency they could call on and also how to call on that agency.
For the government, the best way is problem prevention, but, in fact, while we can never prevent all problems from occurring, taking care of people during a problem period is also important.

To all Amthai readers; rst I would like to express my thanks to Miss Ramida Vijitphan the Editor, Mr Charlie Ercilla, Operations Manager,and the Amthai-team which has given me the opportunity to discuss the signicance of the Thai Mon-archy, of which we should be proud.
Every country has its own national ag, as a symbol of the country. Thailand has the Thai ag of red, white and blue. The three colours of the ag represent the three Institutions of - the Nation, the Religions and the Thai Monarchy. The blue stripe is wider than the white stripe, and the colour represents the institution of monarchy. This means that the blue colour is a symbol of dignity, tolerance, and integrity. It is like the King or Mon-arch of Thailand.
above and below the blue stripe are white stripes, which represent religion. Buddhism is the main religion in Thailand, the basic teaching of Buddhism is the Five precepts,
the Five ennobling virtues, and the highest teaching aims to purify the mind. That is why we use the white colour on the ag to represent religion.
The red colour of the stripes above and below represent the Thai nation or popula-tion, all Thais are under the same constitution, the Thai population is ready to sacrice its blood and life, for the country, if an enemy attacks. They are, of course, willing to protect their own country with their life. So we use red, as blood is red in colour, to represent the Nation.
These three Insti-tutions of - the Nation, the Reli-
gion and the Thai Monarchy, surely relate
to each other, and help and support each other. This, of course, makes Thailand a very strong
country, and independent, since Thailand was established nearly 1,000 years ago. It is like a piece of wood, if we have one or two pieces of wood we cannot make them stand upright, if we have three of them we can use the three
pieces of wood to lean together, so that those pieces of wood can stand and be rm in position. To take another example, in string or rope, usually there are three
strands. The three strands help and sup-port each other, this makes the string or rope strong and suitable for tying or tugging all things, as we need. If the string has only one or two strands, it will not be strong enough or suitable for any purpose.
Thailand has never, ever, been colonised by other countries. This is, because Thai-land has the three Institutions of - the Nation, the Religion and the Thai Monarchy. The Thai Monarch is the most important person in the country. The Thai Monarch is at the centre point of the mind of the Thai population. That is why Thailand is the only country in South East Asia which has been independent since the Sukhothai period, up to now. Without the Institution of the Thai Monarchy, Thais would not hear and see Thailand as it is today.

Like any other community the Asian com-munity is affected by domestic violence. It affects people irrespective of race, ethnic or religious group or class. It also affects men as well as same sex relationships.
Different cultures may have different views and be subjected to different pressures; however the rights afforded under English Law are available regard-less of ethnicity. Would you consider the following as do-mestic violence?
* Belittling your partner in front of oth-ers?* Unjustly accusing a partner of having affairs or irting?* Preventing them from seeing family/friends?* Constantly checking up on them by calling them/following them?* Controlling them by threatening depor-tation?
If the answer to one or more of these is yes then they may be experiencing domestic violence.
Domestic violence is usually a pattern of coercive and controlling behaviour. People may only think of domestic violence as being physical violence however it includes psychological, sexual and nancial con-trol. Forced marriages are also a form of domestic violence, although there is now a specic Act governing this. It is often referred to as domestic abuse which takes place within a family type relationship.
Domestic violence can also be carried out by persons other than a partner. It can often be the case that when living with extended families, a common living arrangement in Asian households, that it is a member of the extended family respon-sible or encouraging the behaviour.
The Family Law Act sets out who may apply and a good solicitor should be able to advise you if you can do so or
whether it is more appropriate for you to seek alternative legal action.
Protection is available in the form of an injunction forbidding the abusive behaviour. In certain cases a child may be included to protect them.
An emergency injunction can often be obtained without notice to the other party where there has been a recent use or threat of violence. On other occasions it may be more appropriate for the other party to be notied of the application. This would depend on the circumstances of the case and a good solicitor should be able to advise you on how to proceed.
An order can also be obtained regulat-ing the family home such as evicting an abuser from the home or preventing them from returning or coming within a specied distance of the home.

Thai culture, trade and tourism in London.Highlights on the day included a photo exhibition to celebrate the 50th anniversary of Their Majesties the King and Queen of Thailands State Visit to London in 1960, cultural performances such as traditional Thai dances, Thai classical music, jazz music,

Chang has attended for the last three years and are proud to be part of a prestigious event that showcases the brand to a captive audience. Blue Elephant and Maeping joined Chang Beer on two sepa-rate days as a joint venture to provide Thai nibbles to accompany Chang Beer. Blue Elephant offered Thai salads prepared at
the stand and Maeping offered traditional Thai nibbles. Chang complements an array of spicy foods.
The name Chang itself means Elephant in Thai and we were pleased that Cha-Chang our adopted elephant from the Elephant Family accompanied us at Taste.
