District and Community
The Yakima School District is located primarily within the boundaries of the City of Yakima. Serving a diverse population of over 15,000 students, Yakima is the 18th largest school district in Washington, the second largest in Eastern Washington, and the largest Latino-majority district in the state.
One size does not fit all, especially when it comes to education. Every elementary school in the district provides full day, every day kindergarten classes; International Baccalaureate and Advanced Placement programs at the two high schools attract students from out-of-district; a strong vocational program is growing every day with a state-of-the-art skills center; and alternative offerings include Stanton Academy, Yakima Online and various satellite programs.
Enjoying an average of over 300 days of sunshine each year, Yakima is located in the south central part of Washington State roughly equal in distance from Seattle, Spokane and Portland. Nestled in the shadow of the Cascade Mountains, Yakima is the gateway to a myriad of outdoor recreational activities.
The eighth largest city in Washington, Yakima offers a wide array of amenities. Residents enjoy extensive recreational facilities, including numerous city parks and golf courses; two major hospitals, a community college, access to public and private four-year institutions with teacher training programs, and an active business community. A strong commitment to the arts is evidenced by an arts council, a symphony orchestra, The Seasons Performance Hall and the beautifully-restored Capitol Theatre.
Challenges and Opportunities
The following challenges and opportunities have been identified as those the Assistant Superintendent for Human Resources will play a critical role in addressing in the coming years:
Develop and maintain positive professional working relationships with district employees and theirlabor relations representatives.
Communicate clearly and effectively with the community, administrators and staff regardingpertinent human resource issues impacting the district.
Recruit, select and employ the best available staff to enhance the education of students in thedistrict.
Oversee negotiations and management of fair and equitable contracts with the district’s 11recognized bargaining units. Conduct fair and impartial investigations of alleged employeemisconduct, when appropriate.
Effectively and efficiently manage the human resource department’s staff and budget.
As a member of the superintendent’s cabinet, provide thoughtful and meaningful input intopolicies and practices impacting the district.
Monitors and provides guidance for all employee evaluation processes and plans of improvementfor the purpose of ensuring highly qualified staff are retained by the district in compliance withregulation and policy.

Qualities and Qualifications
The district is seeking candidates with the following personal qualities and professional qualifications including:
• Demonstrated proficiency in oral and written communication.
• Demonstrated skill in training of staff.
• Knowledge of pertinent state and federal laws related to human resource administration.
• Knowledge of human resource administration including employee counseling, equal employment testing and
evaluation, job analysis and classification.
• Ability to recruit top-quality staff.
• Ability to work effectively under pressure, exercise independent judgement, organize activities and set priorities.
• Ability to develop, administer and monitor budgets.
• Demonstrated skill in establishing and maintaining effective working relationships with the community, administrators, staff, applicants, labor leaders, outside agencies and the public.
• Demonstrated implementation and monitoring of systems.
The following professional qualifications are preferred, but not required, for the position:
Master’s degree or higher in education and/or human resource management.
Washington State Educational Administrative Credential.
Successful experience as a personnel administrator.
Experience in conflict resolution, contract interpretation and collaborative bargaining.
Training and experience in investigations.
Bilingual (English & Spanish).
Experience in P-12 system as administrator, teacher or support staff.

2. Historically, we have had shortages in different positions in the district (teachers, bus drivers, para-
educators). What are your top two (2) strategies for minimizing and eliminating these shortages?
3. What do you believe are the three most important systems in a Human Resources Department and why?
4. Following an investigation, under what conditions would you judge an employee’s performance as
evaluative versus disciplinary?
5. What do you see as the top two (2) challenges and top two (2) opportunities this position presents for
you and why?
