    What is the English as a Second Language (ESL) Program?

    ESL Program Understandings

    Students will understand:

    1. English is used to communicate for avariety of purposes in social, cultural,

    and academic settings.

    2. English language strategies supportacademic achievement in content

    areas.

    3. English language mastery requiresproficiency in listening, speaking,

    reading, and writing.

    Which students should be part of the

    ESL program?o A student should be assessed for the

    ESL program if:

    The student is from a countryother than the U.S.

    Someone who cares for thestudent speaks a language

    other than English. The student has a sibling in

    the ESL program.

    The family uses a languageother than English at home.

    o Students will be assessed on theirreading, writing, and speaking skills

    in U.S. English.

    Where are students assessed for ESL?

    Students who meet the criteria are assessed at The

    Family Welcome Center.

    What happens after students are assessed?

    If a student is not eligible for ESL service based

    on their test scores, families can schedule a

    registration meeting at their childs school. The

    student will not receive support from ESL staff.

    If a student is eligible for ESL service based on

    their test scores, the test information is shared with

    the nearest school offering ESL support for the

    student. Families can schedule a registration

    meeting at their childs school. Free transportation

    is provided for students to attend an ESL center-

    based site.

    Who is responsible for teaching English

    Learners?

    o Most English Learners receive themajority of their instruction in

    mainstream classrooms.

    o ESL teachers provide support in avariety of ways depending on student

    need. Some of these are: Working with students in

    mainstream classes.

    Teaching sheltered Englishlanguage classes.

    How do students leave the ESL program?

    A student must show proficiency in English

    by:

    o Being successful in their mainstreamclasses.

    o Meeting or exceeding expectations onMinnesota state tests.
