NORMATIVE FRAMEWORK

ILO Employment Services Convention No.88 The essential duty of employment services as stated in convention 88

(Article 1) is to ensure in co – operation where necessary with other public and private bodies concerned, the best possible organisation of the employment market as an integral part of the national program for the achievement and maintenance of full employment and the development and use of productive resources.

Provisions of ILO Convention 181 – Private Employment Agencies

Labour Act, CAP L1, LFN 2004 Establishment of offices for registration of applicants and notification of

vacancies by employers.

IN THE BEGINNING…

There were Employment Exchanges and Professional Executive Registries.

2004 Implementation of NEEDS led to a high demand for data as evidence of the 7 million jobs NEEDS was to create by 2007.

Activities of EE and PER were reassessed and transformation of manual procedures to electronic.
