Mitt Romney was born in 1947 in the USA in Detroit MI to two U.S. Citizens parents who clearly were both legal U.S. Citizens per the U.S. Nationality Act of 1940. Barack Hussein Obama is not and and can never be a natural born Citizen of the United States. Obama's father was a foreign national who was never a U.S. Citizen, not even an immigrant to the USA. Under U.S. law Obama's father was an alien. Barack Hussein Obama is not a "natural born Citizen of the United States" since his father was not a U.S. Citizen.UPDATE: See data from newly released 1940 census records now available at Ancestry.com. I have appended that information to this file. See the 2nd last page which is the census record for George Romney in 1940 wherein George Romney is listed as an "American Citizen Born Abroad". George's wife Lenore was born in Utah and thus was a U.S. Citizen. Thus since since both of Mitt's parents were U.S. Citizens when Mitt Romney was born in Detroit MI in 1947, Mitt is a "natural born Citizen of the United States" and is constitutionally eligible to be President and Commander in Chief of our military. recognize only jus soli, birth on the soil only. The parents had to be Mexican togain Mexican nationality at birth. The Gaskell Romney family living as U.S.Cititzen for a time in Mexico left in 1913 due to the Mexican Revolution. NeitherGaskell nor his wife Anna ever lost their U.S. Citizenship in Mexico nor is thereany evidence that they renounced it and formally naturalized in Mexico. They werebirthright U.S. Citizens when they went to Mexico and their son George when bornthere inherited his U.S. Citizenship by U.S. "jus sanguinis" laws and they wereall U.S. Citizens when they returned to the USA in 1913. Citizens at Birth underU.S. laws such as George Romney do not have to file any naturalization paper worksince they were born to U.S. Citizen parents. Here is a copy of the relevantsection of the 1857 Mexican Constitution which was in effect when George Romneywas born in 1907.---------------------------------SECTION IIOf the mexicans30. Are mexicans:I. All persons born within or outside the territory of the Republic, from mexicanparents.II. Foreigners naturalicen in accordance with the laws of the federation .III. Foreigners who acquire real estate in the Republic or have mexican children,provided that they do not manifest the resolution to retain his nationality.----------------------------------The 1886 Mexican "Law of Alienage and Naturalisation" still maintained a the main"jus sanguinis" law but added a provision to Mexican law to grant Mexicannationality to someone born in Mexico "jus soli" if they maintained residency inMexico until the age of majority, i.e., adulthood. There was also anotherprovision in the 1886 law which provided for loss of Mexican status for extendedabsence from the country without due cause. Since George Romney departed Mexico asa child of age 5 or 6 with his parents circa 1913 when they returned to theirnative country, the USA, this 1886 law did not apply to George Romney since he didnot maintain residency in Mexico until the age of majority.
