A. I am a Manager of Development for NRG Energy, Inc.'s ("NRG") Northeast Region. I

am responsible for the development of biomass generation projects, including theMontvile Biomass Project, which is the subject of this petition. In addition, I amresponsible for the development of coal and natural gas-fired projects in New York.My responsibilities include preliminary design, permitting, scheduling, budgeting andproject execution. My qualifications are described in more detail in my resume, whichis attached hereto as Attachment A.

Q. What has been your role in the Montvile Biomass Project?

A. I have overarching responsibility for all development aspects of the Montvile Biomassproject. Specifically, I oversaw the preparation of the petition and the responses to theSiting Council's interrogatories.

Q. Please describe the community outreach efforts that you have made since thepetition and the responses to interrogatories were fied with the CounciL.

A. Since the petition and interrogatories were filed with the Council, MPL'srepresentatives have met or spoken with Town of Montvile offcials, including theMayor and the members of the Town Council, as well as all the State Representativesand State Senators for Montville, including the following:

In addition, MPL mailed invitations to approximately 50 abutters and Lathrop Roadresidents for an Open House at Montvile Station on September 15, 2009 to present theproject. Further, MPL sent letters to the Chief Elected Officials of the Town ofLedyard and the Town of Waterford. As indicated on MPL's response to the SitingCouncil Interrogatory No.1, MPL mailed notice letters to the owners of land abuttingMontville Station. Copies of the letters to the abutters and the adjacent towns and thereturn receipts are attached hereto as Attachment C. Finally, MPL has posted a sign atthe plant entrance to notify passersby of this Siting Council proceeding.

Dear Chairman Caruso:

We are writing in strong support of the proposed Montvile Biomass project at the NRG generating facility inMontvile, Connecticut (the "Biomass Project") proposed to the Connecticut Siting Council in Petition 907.

We fully support NRG's plan to modify Montvile Station Unit 5 to use biomass as a fuel source for 30 megawatts(MW) of the unit's 82-MW generating capacity. NRG has proposed using "green wood" biomass, which isessentially chipped wood. This form of biomass is a renewable source of energy that wil help lower the facility'snet carbon footprint. NRG wil obtain the green wood and whole tree chip biomass from nearby foresters and sawmills, which wil provide economic benefits to the region while reducing reliance on imported fossil fuels andreducing dependence on natural gas fuel sources.

When this Biomass Project comes online, it wil be another step in helping Connecticut reach its goal of creating20 percent Class 1 renewable power generation by 2020. NRG recently received Class i certification from theDPUC for this project. This means that the project, once completed, wil be able to immediately start takingadvantage of the state's renewable energy credit program. It also means that this power wil count toward thestate's renewable power generation goals.

The Biomass Project provides critically needed economic benefits by ensuring the ongoing viabilty of MontvileStation as a power generation site and as an employer in Montvile. The project wil allow NRG to maintain orincrease employment levels at Montvile Station and wil provide incremental property tax revenues to the town.Additionally, this shovel-ready project creates significant construction jobs that wil provide immediate economicbenefit to the region.
