In commemoration of World Press Freedom Day, student publications from different

colleges and universities in Metro Manila gathered in a protest action to condemn the continued journalist killings in the country with the recent murder of a Cavite-based reporter last April 6.

Rubylita “Rubie” Garcia, a reporter for Remate and blocktimer at DWAD radio station in Cavite, was shot inside her house in Bacoor City, Cavite on a Sunday morning. According to the Center for Media Freedom and Responsibility (CMFR), Garcia is the 210th media worker killed and 70th victim of work-related media killings since 1986. She is also the 22nd victim of media killings during the regime of President Benigno Aquino III.

The murder was said to be perpetrated by a local police officer whom Garcia has hard-hitting reports on regarding ill-practices of the police in the town of Tanza in Cavite.

“This recent attack on press freedom is very alarming,” said Charina Claustro, CEGP-Metro Manila Chairperson. “Rubie Garcia’s

murder is yet another case which affirms that the Philippines remains one of the most dangerous countries in the world for journalists.”

According to the 2014 Impunity Index of the New York-based Committee to Protect Journalists, the Philippines ranked third after Iraq and Somalia (which ranked first and second, respectively), as the most dangerous places to practice journalism. Also, there is the infamous Ampatuan Massacre which claimed the lives of 58 individuals, including 32 media workers, in a single incident and put the Philippines on the third spot on the Impunity Index since 2010.

Aside from media killings, threats and red-tagging of media workers are prevalent. The red-tagging of progressive online news magazine Bulatlat.com by the Armed Forces of the Philippines last October 2013 and radio reporters of Radyo ni Juan in Tagum City, Davao del Norte this April 2014 are just two cases of violating the rights of the free press.

Ang pagbibigay ng libreng serbisyong ito ay isinagawa kasabay ng pagbibigay ng birthday incentives sa mga nakakatandang sector ng lipunan kamakailan sa Reception and Action Center

Ayon sa coordinator ng LMSTC na si Criselda David, ang libreng-serbisyong ito ay paraan umano ng Pamahalaang Panglunsod upang makapagserbisyo sa kapwa nila Lucenahin sa pamamagitan ng libreng vocational courses.

Aniya, isa rin itong paraan upang makatulong sa mga senior citizens sa Lucena na nakakaramdam ng pananakit ng kanilang katawan.

Ang gawaing ito ay bilang paghahanda sa mga mag-aaral bilang karagdagang training

upang lubos silang mahasa sa kanilang kursong kinuha.

LUNGSOD NG LUCENA - Isa sa pinapangarap ngayon ng hepe ng City Agriculturist

Office para sa lungsod ng Lucena ay maging isa itong tinatawag na “organic city”.

Ito ang naging pahayag ng hepe ng CAO na si Ginang Melissa Letargo, sa isinagawang seminar ng mga magsasaka sa Lucena hinggil sa organic farming.

Ayon kay City Agriculturist Letargo, bagama’t malayo pa ang tatahaking landas ng Lucena pagdating sa organikong pagsasaka ay pangarap pa rin nitong tawagin ang lungsod na isang “organic city”.

Bagama’t aniya ay isang highly urbanized o

industrialized city ang Lucena, ay nais pa rin nito na hindi pa rin maiwan ang sector ng agrikultura.

Inihalimbawa rin nito ang lungsod ng Tayabas na isa na ngayong organic city, at ninanais pa rin nito na sa pagdating ng panahon ay mismong ang lungsod naman ang tawagin ring “organic city”.

Naniniwala rin si Letrago na makakamit ito ng pamahalaang panglungsod dahil na rin sa tulong ni Mayor Roderick “Dondon” Alcala at ng Department of Agriculture sa pamamagitan ni Sec. Isa pang nakikitang dahilan nito ay ang $1.28 trilyong utang ng Amerika sa Tsina kaya’t hindi nito isusugal ang pang-ekonomiyang interes sa Tsina.

Dagdag pa ng Senadora na ito’y malaking paglabag sa mismong konstitusyon para sa soberanya ng Pilipinas na hindi maaaring magpapapasok at magdagdag ng higit na tropa ng mga dayuhang militar sa ating bansa.

Matindi rin ang panggigipit ng imperyalistang US upang isulong ang Cha-cha o “charter change” sa bansa na inaprubahan sa Congreso nito lamang Marso at kasalukuyang ipinakilala sa Senado. Ang pagsusulong ng Cha-cha ay s’yang pangunahing rekisito ng Amerika upang makabilang ang Pilipinas sa isinusulong ng Amerika na Trans-Pacific Partnership Agreement (TPPA) sa Asya-Pasipiko bilang mas mahigpit na international trade organization na magsusulong

ng mga patakarang neo-liberal. Isang free trade agreement na dominado ng US.

Sadyang napakaraming kondisyon ng imperyalistang US na tanging ang makikinabang ng lahat ng kasunduan ay ang imperyalistang bansa. Pipigilan nito ang sariling industriya ng Pilipinas at tunay na reporma sa lupa. Lalo magiging atrasado ang pamumuhay ng mga proletaryado’t tanging makikinabang ay ang mga dayuhang nagmamay-ari at magmamay-ari pa ng malalaking korporasyon sa bansa.

Hindi pakay ng imperyalistang US na paunlarin ang ekonomiya at palakasin ang Hukbong Sandatahan ng Pilipinas. Sa katunayan, tanging ang pang-imperyalista lamang nitong kapakanan ang isinusulong ng gobyerno ng Amerika at lalo lamang nitong pahihirapan ang Pilipinas.

Hindi magbibigay ng kagamitan ang US dahil kahit ang naturang pinaglumaan nila ay ibebenta pa sa atin.

Sa nangyaring pagsadsad ng USS Guardian sa Tubbataha sa Palawan na kahit isang kusing ay walang ibinayad sa ginawang pagpinsala sa humigit kumulang 2,000 metro kwadradong coral reef. Ganoon din sa hindi pagbabayad ng Amerika sa paglilinis ng toxic waste damp ng dating base militar nito sa Clark at Subic 20 taon na ang nakararaan.

Hindi ginhawa ng dala ni US President Barack Qbama sa pagbisita nito sa bansa kundi dagdag na pahirap lamang sa mga Pilipino sapagkat pang-imperyalismong interes lamang ng Amerika ang nais nitong makamit.

The Two-Tiered Wage System must be junked, as well as proposals to legalize violations of the minimum wage. We are calling for an end to contractualization, which has been one of the most brutal and widespread means by which wages have been pressed down.

We are calling on the Filipino workers and people to resist and defeat Aquino

and his anti-worker and anti-people policies. As shown by our opposition to the big-time power rate hike sought by Meralco, it is only through our protests that we stand the chance of preventing Aquino’s anti-worker and anti-people policies from being implemented. Aquino deserves the growing anger and protests directed at his government. His anti-corruption rhetoric is only a ruse for implementing policies that favor the US government, big foreign and local capitalists and harm workers and the Filipino people. #May1Fight ADN

Ipinaalam ni Pangulong Benigno S. Aquino III kay Pangulong Barack Obama ang hangarin ng Pilipinas na sumapi sa Trans-Pacific Partnership (TPP).

Ang TPP ay isang samahan ukol sa malayang kalakalan sa pagitan ng Estados Unidos at ng 11 iba pang bansa sa rehiyon ng Asya-Pasipiko na ang pakay ay pag-ibayuhin ang kalakalang pangrehiyon.

Sinabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office, na kaharap sa bilateral meeting ng dalawang Pangulo na idinaos sa Malacanang, na nangako si Obama na tutulungan ang Pilipinas sa pamamagitan ng pagkakaloob ng technical assistance habang pinaghahandaan ang pagsapi sa naturang samahan.

Sang-ayon sa Kagawaran ng Kalakal at Industriya, ang pagsapi sa naturang samahan ay makatutulong para mapagbuti ang kalagayan ng bansa na makasanib sa pampurok na samahang tungo sa kaunlaran, pamumuhunan at pagluluwas ng mga produktong Pilipino sa Estados Unidos at mga pangunahing pamilihan ng Asya.

Ang TPP ay binubuo ng Australia, Brunei Darussalam, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, United States of America at Vietnam.

Sa pulong na ito, sabi ni Coloma, pinuri ni Obama ang mahalagang pagsulong ng bansa sa larangan ng intellectual property rights, gayundin sa karapatan ng manggagawa.

Pinasalamatan naman ng Pangulong Aquino si Pangulong Obama sa pagkatanggal ng Pilipinas mula sa US Trade Representative’s Special 301 Watch List ng mga bansang may “malaking suliranin sa property rights.”

Nagpasalamat din ang Pangulong Aquino kay Obama sa pagtataas sa Pilipinas sa Category 1 sa larangan ng aviation safety ng Federal Aviation Authority.

Pinapurihan naman ng Pangulo ng Estados Unidos ang Pilipinas sa mabisang pagpapatupad ng mga programa ng Millennium Challenge, kabilang na ang paggawa ng circumferential road sa pulo ng Samar at pagsasagawa ng mga programa upang mabawasan ang karalitaan.

Samantala, tutulungan ng pamahalaang Amerikano ang Pilipinas na magtayo ng Coast Watch Center para mapag-ibayo ang pagsubaybay sa maritime border security and maritime domain ng bansa, sang-ayon kay Sec. Coloma.

Sinabi ni Coloma na nangako si Pangulong Obama kay Pangulong Aquino sa pag-uusap nila na tutulungan ang Pilipinas para makalikha ng bagong National Coast Watch Center (NCWC).

Ang NCWC ay isang mekanismong inter-agency na ang pakay ay pag-ibayuhin ang kapanatagan sa maritime border, gayundin ang pangangasiwa sa maritime domain alinsunod sa Kautusang Tagapagpaganap Blg. 57 na may petsang Setyembre 2011.

Ayon kay Coloma na kaharap sa bilateral meeting na idinaos, inihayag din ni Obama ang hangarin nitong isulong ang maritime information-sharing sa mga kapanalig nitong tulad ng Pilipinas, Hapon at Australia—upang maayos ang ano mang gusot at hindi pagkakaunawaan tungkol sa maritime. ADN

Now we know why the “negotiations” for what would emerge as the Enhanced Defense

Cooperation Agreement (EDCA) were conducted under a cloak of secrecy. Not a single byte of the draft was made available to other government functionaries, not even the treaty-making arm of the Philippine state, the Senate, much less to the media and the general public.

In fact, to everyone’s consternation, no copies of the EDCA were released even after it was signed by Philippine Defense Secretary Gazmin and United States Ambassador Goldberg hours before the arrival of US President Obama for his swing-by visit to Manila. For surely, had the drafts and the final text of the EDCA been made public earlier, these would have raised the nationalist hackles of Filipinos, activist and non-activist alike, slowed down if not totally aborted the talks, and soured even further what the Aquino administration was trying mightily to project as a feel-good, arms-clasped coming together of two long-time friends and allies. The Aquino government only posted the EDCA on its official web site after Mr. Obama had left the country.

Despite its deceitful language, it is obvious that the “agreement” does not only allow the US to impinge on Philippine national sovereignty and territorial integrity by gaining access to so-called “Agreed Locations” purportedly in exchange for enhancing the Philippines’ external defense capabilities as well as boosting its capacity to respond to disasters.

Apart from a general statement in Article I, Purpose and Scope, “This Agreement deepens defense cooperation between the Parties… improving interoperability of the Parties’ forces, and for the AFP, addressing short-term capabilities gaps, promoting long-term modernization and helping maintain and develop additional maritime security, maritime domain awareness,

and humanitarian assistance and disaster relief capabilities…” there is no other provision categorically stating how this objective shall be achieved. There is no clear, reciprocal provision stating just exactly how the Philippines will supposedly benefit from the EDCA.

On the contrary, Article III, Agreed Locations, says “Given the mutuality of benefits, the Parties agree that the Philippines shall make Agreed Locations available to the US forces without rental (boldface is ours) or similar costs.” We recall that one of the main objections to the retention of US bases in sprawling areas of Central Luzon was the US refusal to pay a user’s fee while the country definitely shouldered huge lost opportunity costs by hosting the US bases.

And while in Article IV, Equipment, Supplies and Materiel, “The Philippines authorizes the US forces to preposition and store defense equipment, supplies and materiel …at Agreed Locations,” Section 3 states that “(t)he prepositioned materiel of US forces shall be for the exclusive use of US forces (boldface ours) …”

And in Article VII, Utilities and Communications, “The Philippines hereby grants to US forces and US contractors the use of water, electricity, and other public utilities on terms and conditions, including rents or charges, no less favorable than those available to the AFP of the Government of the Philippines in like circumstances, less charges for taxes and similar fees, which shall be for the account of the Philippine government (boldface ours).”

Thus from these few provisions alone, the EDCA is grossly lopsided. But over and above this, a close reading of the EDCA reveals that it is indeed a sell-out, nothing less than the surrender of our national sovereignty to our former colonizer, the US of A.

The EDCA allows a much bigger, in fact unlimited, number of US troops to be stationed, together with their unlimited number of prepositioned war vessels and armaments; in unspecified locations, possibly anywhere in the country to be provided by the Philippine government; to undertake a host of activities amounting to using

the country as a launching pad for US military adventures; and in a veritable open-ended duration of stay.

Article I on Purpose and Scope, which is supposed to define and delimit the scope of allowed activities, ends with a deliberately vague and catch-all phrase “…and such other activities that may be agreed upon by the Parties.” This opens up the scope of activities that “the US may take in the territory of the Philippines in relation to the access to and use of Agreed Locations” to any other conceivable activity that is not explicitly stipulated in the Agreement.

One might argue that the Agreement categorically states that these activities are “within” and in relation to its “access to and use of Agreed Locations” which, in Art. II Definitions, “may be listed in an annex appended to this agreement.” However, the listing is not intended to define the territorial limits of these activities, since the provision again ends with the phrase, “…and may be further described in implementing arrangements.”

The EDCA is thus far worse than the return of the former US bases and facilities in the country that were booted out by the Philippine Senate’s rejection of the bases agreement in 1991. Then, the US troops and war materiel were confined in well-defined or specific areas, albeit with extraterritorial rights, and their sea and air war machines could only dock in or land on these military bases. Whereas now, while the EDCA states that US facilities shall only be set up in “Agreed Locations” and again, purportedly, without exclusivity, this proviso is negated by the caveat allowing “Agreed Locations” anywhere both Parties agree on.

A specific provision in Art III, section 2 states, “When requested the Designated Authority of the Philippines shall assist in facilitating transit or temporary access by US forces to public land and facilities (including roads, ports and airfields) including those owned or controlled by local governments, and to other land and facilities…” Ergo contrary to the Philippine and US governments’ propaganda that only AFP facilities will host the US troops and war material or

will be the site of their activities, the EDCA opens the way for American boots to go anywhere they need or wish to go in Philippine territory including “roads, ports and airfields” used entirely for civilian purposes.

As to the duration of the EDCA, Article XII, Section 4 states, “This agreement shall have an initial term of 10 years, and thereafter it shall continue in force automatically (boldface ours) unless terminated by either Party…” This is a far cry from what the Aquino government wants to make us believe that the EDCA has a definite duration of 10 years the way the RP-US bases agreement had a definite termination in 1991.

A most objectionable and potentially explosive issue, being a case where the Executive branch has clearly overstepped its bounds, is the provision in Art XI, Resolution of Disputes. Any dispute “arising under this Agreement” must be resolved “…exclusively through consultations between the Parties…. (and) shall not be referred to any national or international court, tribunal, or other similar body, or to any third party for settlement, unless otherwise agreed by the Parties.”

This is supposed to mean that neither the Senate nor Supreme Court can question or revise the Agreement. This is a blatantly unconstitutional provision, violating the principle and letter of checks and balances and division of powers in government. Clearly, the Executive has encroached on the Legislative and Judicial branches’ powers and prerogatives in barring the subjection of the Agreement to legislative or judicial review.

In any case, it is now also clear why the EDCA was “negotiated” in addition to the Visiting Forces Agreement (VFA) and Mutual Logistics Support Agreement (MLSA) which had already in principle and practice opened up Philippine territory and resources to US military forces and activities. The EDCA was crafted to further legalize and justify more obtrusive increased US presence and activities which the vague VFA and MLSA provisions could not as easily or evidently cover up. ADN

MANILA – Waves of red flags filled the streets of Manila as workers marched this May 1 Labor Day.

They also carried placards amplifying the demands of workers, which included an end to contractualization, regular jobs, respect for union rights and their longtime call for a P125 ($2.81) across-the-board wage increase nationwide.

Various workers, from the manufacturing sector such as the semi-conductor industry to the business processing outsourcing (BPO) industry joined the big mobilization led by the Kilusang Mayo Uno (KMU).Bannering their theme “Oppressive, Corrupt, Puppet of America: Oppose and Overcome the US-Aquino Regime!” the workers were joined by different peoples organizations who assembled at different areas and converged in a march toward Liwasang Bonifacio in Manila. Later in the afternoon, they marched to the Chino Roces Bridge (formerly Mendiola Bridge) where, immediately upon reaching the place, they burned the effigy of President Benigno S. Aquino III, which they called “Noynoy Puppetnoid.”

They also slammed the recent signing of Enhanced Defense Cooperation Agreement (EDCA) between the US and Philippine governments. “Aquino betrayed the Filipino people by signing the EDCA, the contents of which were not yet scrutinized by legislators and the people,” said KMU chairman Elmer “Bong” Labog during the program at Liwasang Bonifacio.

Labog also slammed the government’s lavish spending for the state visit of US President Barack Obama last April 28 and 29, saying that it was the people’s money that the government had wasted. “While Aquino was feeding Obama in Malacañang, protesters expressing opposition to the EDCA were being violently dispersed by their fellow Filipino police men who used truncheons and water cannons.”

Similar May 1 protest actions were

also held in at least 10 regions all over the country including the National Capital Region, Cordillera, Central Luzon, Southern Tagalog, Bicol, Eastern Visayas, Cebu, Panay and Southern Mindanao.

Worse working conditionsAccording to Mark Gonzales,

president of the Planters Development Bank Employetes Association, bank employees are being threatened of losing their jobs due to the implementation of Bangko Sentral ng Pilipinas Circular No. 268.

“Behind our neat uniforms and air-conditioned offices in a business district like Makati, we worry over our job security,” said Gonzales. He said that through an agency or a third party service provider, an employee is hired on a contractual basis and this is because of the BSP Circular 268 that mandates outsourcing of positions such as that of credit investigator, appraiser, clearing and processing of cheques, among others.

“That is why we are here to defend our right to job security,” said Gonzales, a bank employee for 17 years now. He said five bank unions in Metro Manila have also joined them in the Labor Day Rally.

The BPO employees also decried worse working conditions such as the pressing down of basic salaries for entry level positions. “BPO clients from the US are forcing local employers to trim down basic salaries to as low as P10,000 ($225.37) – P12,000 ($270.45) on entry level positions whereas back in the year 2000, BPO employees enjoy as much as P20,000 ($450.75) – P25,000 ($563.44),” said Ian Porquia, spokesman of BPO Industry Employees Network (BIEN).

“The growing competitive environment in the BPO industry is forcing many companies to lower wages in order to maintain global recognition as the cheapest labor force up to date. However, this compromises the quality of living that BPO workers are facing today.”

They also decried lack of job security and they are prohibited from forming workers’ unions. “We cannot petition for profit sharing and appraisal on our pay, we are simply left to take calls and eventually outgrow norms inside the industry.”

Workers of the multinational company NXP semiconductors also attended the labor day protest vowing to continue their fight. Recently their management declared a deadlock in the negotiations for a new collective

bargaining agreement (CBA). Reden Alcantara, president of NXP employees union, said the management continues to harass workers who are opposing contractualization.

Unemployment and forced migration

Kabataan Partylist Rep. Terry Ridon dubbed this year’s Labor Day as “the worst May 1 for workers in years,” noting the worsening youth unemployment. He said that half of the three million unemployed Filipinos are from the youth with ages 15 to 24.

“The ranks of the unemployed would swell once again, with the entry of more than 700,000 graduates in the labor market. And the government’s response is to hold job fairs! It’s simply not enough,” Ridon said.

“The massive unemployment among the youth is testament to the Aquino regime’s failure to bring change to the lives of Filipinos. Millions of our countrymen are hungrier than ever, with most people remaining jobless, and those with jobs are living with barely sufficient wages,” Ridon added.

Garry Martinez, national chairman of Migrante, said that despite the government’s claim of economic development, thousands of Filipinos still have to brave finding jobs overseas. He said that under the Aquino administration, the number of OFWs leaving the country rose from 2,500 daily in 2010 to 4,884 in 2013.

“Last year, the Philippines breached the two million mark in deployment of OFWs in a year, the highest in history. This is the result of massive unemployment, low wages, landlessness and privatization of social services under the Aquino regime,” Martinez said.

“While the government spent P300,000 ($6761.24) per night during Obama’s state visit, poor Filipino families are eating pagpag,” Martinez said. Pagpag is a Filipino term for dust-off, which, in this context, refers to left over food picked up from the trash.

Aquino, deaf to the calls of workersAccording to news reports, Aquino did

not grant a wage increase for minimum wage earners and state workers, even as he met with labor leaders in Malacañang on Tuesday, April 29. This was immediately slammed by Labog of KMU, who said Aquino is quick at granting the demands of big businessmen like Henry Sy, Gokongweis, among others, but not when it comes to workers’ demands such as for a wage hike.

“The Aquino administration has been deaf to the workers’ call of granting justifiable wage increases,” said KMU vice chairman Lito Ustarez.

“It was 14 years ago when the late KMU chairman, Crispin ‘Ka Bel’ Beltran, started the call for a P125 wage increase across-the-board. It has been four years now since Aquino became president, and he remains deaf to our long-time call,” Ustarez said. The campaign for a P125 wage increase was first launched in 1999.

Ustarez said they have been steadfast in their call for a P125 across-the-board wage increase and during the 15th Congress House Bill 375 or the P125 Wage Hike Bill was

passed in third reading. “However, former Congressman Crispin Remulla blocked the transmission of the bill to the Senate, that it is why it is now once again pending in Congress.”

Still, Ustarez said, they continue to push for the long overdue wage increase and their consultations with legislators continues. “We have gained overwhelming support from the people’s champion, and also the worker’s champion, Sarangani Congressman Manny Pacquiao.”

Oppose anti-people, anti-workers policies

“Today we condemn the betrayal of Aquino in signing the EDCA while he continues to deny the workers’ long time calls for a wage increase, an end to contractualization and for job security. This is how the corrupt and negligent Aquino treats Filipino workers” said Labog.

Anakpawis Rep. Fernando Hicap also called on workers to unite and demand for a national, legislated wage increase, for job security, humane working conditions and union rights. Hicap said these basic workers’ rights are perennially being ignored by employers and the government. He pointed to the injustice in the fact that “Workers are the producers of social wealth and yet they are among the most impoverished. Their families are poor and hungry. They cannot send their children to school. They survive on a hand-to-mouth existence.”

Hicap encouraged workers to “fight and take back what is rightfully theirs,” saying that beyond the yearly Labor Day demands, workers must work for a better future, a better Philippines.

“We must fight against exploitation and social inequality and work to realize genuine social change,” Hicap told workers.

Bagong Alyansang Makabayan secretary general Renato Reyes also slammed the EDCA. Under the agreement, he said, US troops are being allowed to stay in the Philippines without paying rent or taxes. “Do you know that while the people are finding it difficult to pay for their rent, US troops can stay in the Philippines for as long as they want for free? Are we just going to let this pass?” he asked the crowd, who replied a resounding no.

“We will not let the US to once again colonize our country. It is better to live free even for just one day than to live a slave forever,” Reyes said.

In response, the gathered workers chant together: “Imperyalismo, ibagsak! (Down with imperialism!)

Roger Soluta, secretary general of KMU, blamed the dire poverty of Filipinos to the government’s implementation of “anti-people policies.”

“It is with these policies that imperialists are now continuing to control our economy and plunder our natural resources,” he told the protesters at Mendiola.

Anakbayan chairman Vencer Crisostomo said the first chant aired by workers in their first May 1 rally in the Philippines in 1903 was “Death to imperialism!” He said the workers shouted it out at a time when their families. ADN

Letargo, bagama’t malayo pa ang tatahaking landas ng Lucena pagdating sa organikong pagsasaka ay pangarap pa rin nitong tawagin ang lungsod na isang “organic city”.

Bagama’t aniya ay isang highly urbanized o industrialized city ang Lucena, ay nais pa rin nito na hindi pa rin maiwan ang sector ng agrikultura.

Inihalimbawa rin nito ang lungsod ng Tayabas na isa na ngayong organic city, at ninanais

pa rin nito na sa pagdating ng panahon ay mismong ang lungsod naman ang tawagin ring “organic city”.

Naniniwala rin si Letrago na makakamit ito ng pamahalaang panglungsod dahil na rin sa tulong ni Mayor Roderick “Dondon” Alcala at ng Department of Agriculture sa pamamagitan ni Sec. Hindi makapaniwala ang halos 3,600 na manggagawa ng Carina Apparel Inc. sa sinabi sa kanila ng

manedsment na magkakaroon sila ng isang linggong paid leave. Sa kanilang 15 taon na pagtatrabaho, hindi pa sila pinagbakasyon nang may sahod. Nagsuspetsa nila na may mali.

Hindi sila nagkamali. Noong Pebrero 21, huling araw ng kanilang “leave,” pinatawag ng manedsment ang mga manggagawa at sinabi ang kanilang kinatatakutan: magsasara na ang kompanya; nalulugi raw ito.

Imposible ang sinasabi ng kompanya, ayon sa mga manggagawa. Kamakailan lang, pinamadali sa kanila na matapos ang napakalaking order: 10 container vans ng mga bra, panty, at iba pang lingerie na may mamahaling international brands gaya ng Victoria’s Secret, Dillard’s, Marks & Spencer, Uniqlo, at iba pa.

International Industrial Park ang pinakamalaking pagawaan sa bansa ng imported na lingerie. “Akala ng mga Pinoy sa labas ginagawa, dito lang gawa ‘yon,” sabi ng isang manggagawa. Ang mga manggagawa rito’y sinasahuran ng mula P337 hanggang P408 kada araw para sa masinsing paggawa ng mga produktong binebenta sa merkado nang mula $18 hanggang $70 kada isa.

Noong Pebrero, dapat sana ay papasok na ang kanilang unyon sa panibagong round ng Collective Bargaining Agreement. Pero nagsara na nga ang kompanya, bago pa man ihapag ng mga manggagawa ang kanilang mga kahilingan, pangunahin ang dagdag-sahod.

Karamihan sa kanila, nagmula na sa iba’t ibang pagawaan ng garments (sister companies ng Carina), na ‘ilegal’ ding nagsara rin noong dekada ’90. Hinala nila

noon, isinara ang dating mga kompanya at itinayo ang Carina para mabuwag ang mga unyon at makapagtanggal ng mga manggagawa.

Ngayon, sa ‘ilegal’ na pagsasara naman ng Carina, parehong dahilan ang kanilang nakikita: pambubuwag ng unyon, pagtatanggal ng regular na mga manggagawa para palitan ng kontraktuwal. O di kaya, ang paglilipat ng mga operasyon sa Sri Lanka, kung saan sinasabing lalong mas mura ang lakas-paggawa.

Sa ngayon, wala pang pinatutunguhan ang paghahabol nila sa Department of Labor and Employment (DOLE) ng kasong illegal closure sa mga may-ari ng kompanya, na pinangungunahan ng dayuhang si Andrew Sia ng ACE Style Intimate Apparel Ltd., mother company ng Carina na nakabase sa Hong Kong. Kailanman, hindi nakita ng mga manggagawa ni anino ni Sia. Hindi rin maobliga ng DOLE ang may-ari na humarap sa mga manggagawa, lalo pa at sinasabi ng mga abogado ng kompanya na nagpalit na ang mga may-ari ito.

“Sa ngayon, hindi namin alam kung saan kami kukuha ng ng ikabubuhay, kung paano kami makakapagsimula ulit. Dapat humarap ang may-ari at panagutan ang pinsalang ginawa niya sa aming manggagawa,” sabi ni Elmer Mercado, bise-presidente ng unyon.

Sa ngayon, marami ang napipilitang manahi sa ibang pagawaan sa piece rate, o napakababang halaga na 20 sentimos kada piraso. Umaabot lang sa P150 ang kinikita nila maghapon—sapat lang, umano, para sa isang kilos bigas at galunggong na ipangkakain sa pamilya.

“Walang pangangalaga (si Pangulong Aquino) sa amin. Napakaraming foreign investors ang tinakasan ang mga manggagawa, at hinahayaan lang ng gobyerno na panay ang akit sa padating nila,” dagdag ni Mercado. Aniya, milyun-milyong Pilipino na nga ang walang trabaho, madadagdagan pa ng 3,600 mula sa kanilang hanay.

Mga ‘pahirap’ ni AquinoNoong Mayo 1, Araw ng Paggawa,

muling pangungunahan ng sentro ng paggawa na Kilusang Mayo Uno (KMU) ang malakihang mga pagkilos ng mga manggagawa at iba pang sektor ng lipunan sa iba’t ibang bahagi ng bansa. Nanawagan silang wakasan na ang pagpapahirap umano ni Pangulong Aquino sa mga mamamayan, lalo na sa mga manggagawa.

“Galit ang mga manggagawa sa polisiya ng murang paggawa ni Aquino. Bigo ang pangulo na lumikha ng disenteng trabaho para sa mga Pilipino, at lalo pang pinahirapan ang mga manggagawa,” sabi ni Elmer Labog, tagapangulo ng KMU.

Ayon sa sarbey ng Social Weather Stations noong huling kuwarto ng 2013 nasa 12.2 milyong Pilipino ang walang trabaho. Tinatantiya rin ng Migrante International na 4,000 Pilipino ang umaalis kada araw para magtrabaho sa ibang bansa, dahil sa kakulangan ng trabaho at mababang sahod sa bansa.

Sa loob ng apat na taon, ayon sa KMU, hindi dininig ni Aquino ang panawagang P125 dagdag-sahod ng mga manggagawa

sa buong bansa. Barya-barya kung mag-utos man ang gobyerno ng taas-sahod. Ipinatupad ang Two-Tiered Wage

System, na kinakaltasan pa ang sahod ng mga manggagawa o di kaya’y pinapako ito sa napakababang halaga.

Lumala rin ang kontraktuwalisasyon. Sa tantiya ng Ecumenical Institute for Labor Education and Research o Eiler, mahigit pa sa apat na milyon ang mga manggagawang kontraktuwal sa bansa. Kalahati nito ay mga agency-hired, na tumatanggap ng mas mababang sahod kaysa direct-hired.

Sinabi ng KMU na hangga’t walang pundamental na mga pagbabago sa lipunan, lalala lamang ang kawalang trabaho at pagpapahirap sa mga manggagawa.

“Sa gita ng pandaigdigang krisis, kailangan natin ng pag-eempleyo na hindi nakaasa sa dayuhang pamumuhunan para lumikha ng mga trabaho. Kailangan palayain ang potensiyal ng ating mga produktibong puwersa sa pamamagitan ng tunay na reporma sa lupa at pambansang industriyalisasyon,” ani Labog.

Pero kabaligtaran nito ang ginagawa ni Aquino. Ayon nga sa tinakasang mga manggagawa ng Carina, “walang maasahan” sa gobyernong nagkanulo sa kanila. Nabigla man sila sa pagtanggal sa kanila sa trabaho, handang-handa naman silang lumaban. ADN

In protest against increased and permanent U.S. military presence, basing and operations in the country

As detained peace consultants of the National Front of

the Philippines (NDF) in its peace talks with the Government of the Republic of the Philippines (GPH), we express our vehement and loud criticism of the current U.S. imperialist master, Barrack Obama’s token visit to our country to pat the back of its current chief lapdog in the country and bless their respective underlings’ signing, the day before, of the Enhanced Defense Cooperation Agreement (EDCA) for an even more increased and permanent presence, positioning of prohibited weapons (including nuclear weapons (although not explicitly stated) and intensified involvement in military operations (including hidden tactical commands) of U.S. military forces in the country.

This, to now further override the local constitution and laws prohibiting the permanent presence, basing and involvement in military operations of foreign military forces, and the positioning of their nuclear weapons in the country -- even

if in practice these prohibitions have actually kept on being overrided and violated by U.S. military forces in the country well from the past up to the present.

And this, too, to all the more now use the Philippines as a main U.S. military base area, launching pad and maneuverpoint in the current pivot of the armed forces of the U.S. to Asia (particularly to the East Asia-Pacific area) as its rivalry with the now Number Two world economic power and rising rival military power in China has increasingly been intensifying.

While the permanent presence and military basing of foreign troops have, since 1991, been officially prohibitedin the country, these have long since been reestablished through initially roundabout but now even quite obvious means, such as the participation in”joint military exercises” and the “rotational presence” of U.S. military forces in the country and the hiding of permanent U.S. military bases inside existing local military bases, such as a large U.S. military base tucked inside Camp

Navarro (in Zamboanga City) and another U.S. militarycamp also tucked in another Philippine military camp in General Santos City (in Saranggani Province). Less hidden, although quite distant, has been the more recent construction by the Philippine government of a Subic Naval Base-type structure for the U.S. Navy in Oyster Bay, at the western-most edge of Palawan -- even before the formal signing of the EDCA.

The U.S. military’s permanent presence, basing and operations right within Philippine territory are highly violative of our national sovereignty and place our country and people at great risks, not even in our interest, but exclusively in the interest of the U.S. empire and itsaccomplices. Very much related to all this have been the U.S. imperialist superpower’s gross exploitation and utter subjection of the national economy and of the people to grave backwardness, destruction, poverty and misery.

The NDF its allied revolutionary organizations and the

mass of the Filipino people should by all means fight such utter puppetry and mendicancy to U.S. imperialism, atnd the resulting disregard of national sovereignty and the people’s interest.

If and when theNDF and GPH peace panels again meet to talk peace, we propose that all these should be put high, in fact, on top of the agenda. We expect the NDF peace panel to strongly voice the NDF’s vehement protest at and struggle against all these utter puppetry and mendicancy to U.S. imperialism. Batay sa ulat, unang naitala ang naturang kaso sa bayan ng Infanta, na kung saan ang naging biktima ay kinilalang si Myla Avellaneda, residente ng Brgy. Abiawin.

di-pa nakikilalang suspek ang tahanan ng biktima sa pamamagitan ng pagsira ng bintana sa banyo at nang makapasok ay nagtungo ang mga ito sa kwarto ng biktima.

Kumatok ang isa sa mga kawatan at ng buksan ito ni Avellaneda ay agad na tinutukan ito ng patalim dahilan upang mapasigaw ito at ibigay ang bag niya na naglalaman ng mahigit sa P20, 000 piso.

LUNGSOD NG LUCENA - Dahil sa pagnanais na matulungan ang lahat ng mga magsasakang Lucenahin, nagbigay ng tatlong araw na seminar para sa organikong paraan ng pagtatanim ang City Agriculturist Office.

At dahil sa gawaing ito, pormal na pinasalamatan ni Mayor Roderick “Dondon” Alcala ang hepe ng naturang tanggapan na si Ginang. Melissa Letargo.

Bukod kay Letargo pinasalamatan rin ni Mayor Dondon Alcala ang focal person ng Agriculture Training Institute Region IV-A na si Mario Lapitan sa pagdadala ng nasabing programa sa lungsod.

Ayon pa kay Mayor Alcala, walang ginasatos ang pamahalaang panglungsod sa

naturang seminar dahil sinagot na lahat ito ng ATI at ang tanging ambag lang nito ay ang pag-iimbita sa mga dadalo sa aktibidad na kung saan dinagsa naman ito ng mga pangulo ng mga magsasaka sa iba’t-ibang barangay sa Lucena.

Ayon kay Mayor Dondon Alcala, malaking tulong ang seminar na ito sa mga magsasakang Lucenahin dahilan sa madadagdagan pa ang kanilang mga kaalaman pagdating sa organic farming na maarin rin nilang ibahagi sa kanilang mga kapwa magsasaka at mga kabarangay.

Sa ngayon ay marami nang mga Lucenahin ang nagsasagawa ng organic farming at marami na rin ang bumibili ng mga produktong ito sa lungsod na tiyak rin na magbibigay ng malaking kita para sa mga magsasaka. ADN
