General— 2018 Health Requirements: Animals under quarantine may NOT be exhibited. Only animals not showing signs of infectious or conta-gious diseases will be allowed to show. Animals that have active ringworm, visible warts, fun-gus, or abscesses, will not be allowed entry in the Phelps or Gosper County Fair for exhibition. The inspecting vet-erinarian may judge the ringworm to be inactive if the lesion is not encrusted and hair has begun regrowth in the area. Animals with warts that are visible by a hands-off inspection will not be allowed to remain on the premises. Animals that have visible abscesses will not be allowed to exhibit and will not be allowed to remain on the premises. Any animals with such will not be allowed to remain on the premises.

YQCA TRAINING (Quality Assurance): All exhibitors in beef, dairy cattle, goats, sheep, swine, rabbit and poultry must complete age appropri-ate YQCA (Youth for the Quality Care of Animals) training through a YQCA certified instructor prior to June 10th. Please refer to the enrollment deadline policy regard-ing completion of YQCA after the enrollment deadline.

NEBRASKA ORIGIN: Beef & Dairy Cattle: See health cer tificate require-ments, and ringworm and wart policy and in addition: (A) Tuberculosis-no test required to exhibit; (B) Brucellosis-no test required to exhibit Sheep & Goats: See health cer tificate requirements and ringworm, fungus, and abscess policy. (A) Identifica-tion: All sheep and goats being exhibited need to be indi-vidually identified with a Scrapie tag (USDA issued). Under no circumstances may sheep and goats be exhibited which originate from scrapie-source flocks or scrapie-infected flocks. Hog: (A) Hog shall or iginate directly from any herd not under quarantine for pseudorabies, and 1.) A Stage IV or V county, or 2.) A pseudorabies qualified herd, or 3.) Be individually tested and classified negative for pseu-dorabies within 30 days prior to exhibition. Horses: 4-H horses only used in live animal demonstra-tions. See health certificate requirements. No Coggins test required. Poultry: Health cer tificate not required for poultry. No additional testing requirements. COUNTY 4-H LIVESTOCK INFORMATION: Reweigh Policy for Beef, Sheep and Hog: Livestock Exhibitors have an option to reweigh their livestock if they are over or under weight as listed in the premium book. This will take place for 20 minutes following the posted initial weigh in time. The second time an animal is weighed in will be the official fair weight of the animal. Beef categories, Authorized Registration Papers must be entered with Animal ID forms. Club Pen Entries: For club pen displays in Gosper county, clubs may enter as many club pens as they wish, but will only receive one premium for the whole club. In Phelps County, each club may enter one club pen for any specie/class area as defined in the premium book livestock sections. SHOWMANSHIP All 4-H members exhibiting livestock are encouraged to enter showmanship. Pre-entry is required to enter these contests. There will be divisions for age for each livestock species. 4-H Showmanship contestants will be required to use their own animals in Showmanship classes. Information relative to judging 4-H Showmanship clas-ses can be found in "The Guide For Evaluating Livestock Showmanship Contests(4-H357) for Beef, Sheep and Hog: "Scorecard for Judging, Fitting and Showing Con-test" (EC2-57-82) for Dairy projects; and the Nebraska 4-H Horse Show and Judging Guide (4-H373) for horse shows and Guidelines for Nebraska 4-H Dogs Shows (4-H 19) for dogs. Phelps County - The entire Phelps County Beef Show is “Blow and Show”. Refer to the criteria listed below for clar-ification. In Phelps County, paint on hooves is acceptable. Participants not abiding by these rules will be lowered one ribbon placing. Gosper County - The entire Gosper County Beef Show is “Blow and Show”. Refer to the criteria listed below for clar-ification. Grooming of Livestock - Beef Shows in both counties, in-cluding Showmanship and all other beef classes, will be Blow and Go. Animals may be clipped, blown, brushed or combed to enhance their appearance. Guidelines for the Blow & Go show:

All animals will be shown free of any adhesive, glue, paint, or powder products.

Any compounds that have adhesive qualities that when ap-plied cannot be combed or brushed through, or alter the color of the animal are forbidden. These products include, but are not limited to commonly used adhesives and colorants such as Prime Time, EZ Comb, Tail Adhesive, Natural Hold, Ultra White Touch-Up, Black Touch Up, Black Finisher, black show foam, and baby powder.

ANIMAL SCIENCE

Alcohol, water, oil, foam or any water or alcohol-based prod-ucts with no adhesives or glue qualities, or artificial colorings are permitted. Calves produced from the 4-H’ers own herd or the herd of their immediate family are eligible to be exhibited in the Bred and Fed Market Beef Class and must meet the following require-ments: 1) the calf’s dam must have been bred and calved at the family’s facilities; 2) the calf’s dam must have stayed in the ownership of the family since birth; 3) the calf must have stayed in the ownership of the family since birth 4) the calf must have been weighed in during the designated weigh-in period in the spring and meet all other 4-H eligibility rules. 5) The Bred and Fed entry will be identified on the fair pre-entry form and the animal designated at fair weigh in. *Immediate family for the purpose of eligibility will be defined as parents, legal guardians, or grandparents. Only one calf per exhibitor may be exhibited in the Bred and Fed Market Beef Class. (county only show) CLASS DESCRIPTIONS: Only those animals listed above will be allowed to show in the companion animal show. Entries in the 4-H Companion Animal Show are judged on the overall health and appearance of the animal, and the exhibitor’s presentation and knowledge of the animal; not judged according to breed standards. Mixed breed animals can be entered and identification is not required. Rabbits shown in the pet rabbit class cannot be shown in the county 4-H rabbit show. Classes may be combined, or broken down further at the dis-cretion of the show management. Poster division (#11) can include entries covering any compan-ion animal (including reptiles, companion birds, or others). Ex-hibitors should make a poster with information on the proper care of a companion animal that they are not showing in another class of the Companion Animal Show. Poster should be the size of one full standard poster (should not exceed 22”x28”) board. Exhibitors must be present at time of judging and will be judged on quality of the poster, accuracy of information provided, and ability of the exhibitor to explain the information and answer judge’s questions. SHOW PROCEDURE: A. Exhibitors must be present at time of showing. Animals must be housed in a cage at all times of the show unless asked to remove them by the judge. If being shown in a travel cage, ex-hibitors should bring photographs of the animal’s normal habitat. Each exhibitor will be asked to give a short “showmanship” presentation on their animal. The characteristics, health and care of the animal should be provided in this presentation. Following the presentation, exhibitors will be interviewed on knowledge of their animal and its care. The judge will evaluate the participant on the following basis: animal health and wellbeing, cage evaluation (appropriateness of travel housing as well as description of everyday housing), and overall knowledge and presentation skills. See the 4-H Companion Animal (Cat & Small Animal) score sheets for more complete breakdown of points available. B. Par ticipants should br ing animal, adequate cage and accessories, and pictures of normal habitat if appropriate. All vaccination records for cats and ferrets must be turned in to the Extension office in advance of the show. C. HOUSING: Cats must be brought in durable car r ier s. (plastic or wire cages). Cats will remain in carriers or other ap-propriate cage provided by the exhibitor except for when being judged. The exhibitor may provide food, water and litter for the cat in the carrier if necessary. Exhibitors may want to provide a cover for the carrier to prevent their cat from seeing other cats. All cats must be shown on a leash and be on a leash at any time they are removed from the carrier/cage. All other animals should be brought in appropriate housing either their normal cage or a durable plastic or wire travel cage (not cardboard). Cages must be secure. Exhibitors should pro-vide water and food for all animals as appropriate. If a cage/

enclosure is deemed inappropriate by the show superintendent, the exhibitor will not be allowed to show. D. ELIGIBILITY: To be eligible to show at the County Fair Companion Animal Show, the exhibitor must be currently en-rolled in the 4-H Cat or Companion Animal 4-H Project. E. HEALTH AND VACCINATIONS: All animals should be free of fleas, ticks, ear mites, ringworm, and internal and exter-nal parasite and infectious disease. Required veterinary checks may be performed on each animal entering the show. If any signs of these external parasites or other contagious health con-ditions are presented, exhibitors will be asked to leave without being allowed into the show area. It is highly recommended that a veterinary check is performed or preventative measures are taken prior to the show to ensure the animal in free of external parasites. ALL DECISIONS OF SHOW OFFICIALS ARE FI-NAL. If an animal shows the possibility of being contagious, it will be considered a danger to the other animals in the show and will not be allowed to show. Animals that pose a danger to oth-ers will not be allowed in the show area. Cats are required to be current on their vaccinations of Rabies, panleukopenia, viral rhinotracheitis, and calicivirus. Cats must either have a current feline leukemia vaccination or proof of a negative test within 180 days of the show. Proof of vaccinations must be on file with the Extension Office by July 10, current year, with vaccinations current on show day. Participants should have their veterinarian fill out and sign the "Nebraska State Fair Cat/Ferret Vaccination Record Form". Exhibitors will not be allowed to show without a signed Vaccination record form on file at the Extension Office. Ferrets must be vaccinated for Rabies and have a completed health form signed by the administering veterinarian submitted with registration information. Participants should have their veterinarian fill out and sign the "Nebraska State Fair Cat/Ferret Vaccination Record Form". Exhibitors will not be allowed to show without a signed Vaccination record form on file at the Extension Office. 4-H’ers vaccinating their own cats must provide proof by in-cluding a statement from their veterinarian on the Vaccination Record Form or by including the vaccination labels on the form and having that form signed by a parent. A Rabies vaccination is federally mandated to be given by a Certified Veterinarian ONLY. This vaccination must be current and include a veteri-narian signature on the Vaccination Record Form. DAIRY HERD………Class G44915 Exhibitors in the Dairy Herd class will enter three females. At least one of the three must be a cow that has freshened and has been fresh long enough to have a projected 305 day M.E. At least one animal must qualify as bred by exhibitor, and all three must be of the same breed. They must pre-enter to qualify.

Refer to "Guidelines For Nebraska 4-H Dog Shows" 4-H 420 for show procedures. This show will follow standards as set forth in this guide available from your Extension Office. It is the dog exhibitor's responsibility to pick up after their dogs at all times. Dogs soiling in the show ring (during a class) will

be lowered one ribbon placing. DOG ELIGIBILITY: Exhibitor should provide pr imary care and training for the dog. The dog should reside with the exhibitor or be cared for by the exhibitor the majority of the year. OBEDIENCE LEVEL: The same dog may NOT compete in more than one regular obedience class. VACCINATION: All dogs must be immunized for Dis-temper, Hepatitis, Parvo and Rabies. The Nebraska State Fair Dog Show Vaccination Form (SF263) must be filled out and signed by a veterinarian and returned to the Extension Office by July 10, current year. This form will be used for Phelps and Gosper County and the Nebraska State Fair. The Nebraska Vaccination Record Form must document all vaccinations within 1 to 3 years based on label guidelines. All vaccinations must be in effect at the time of the county fair dog show. Ex-planation: Some vaccinations are viable for one year and some vaccinations are viable for three years but are specifically de-signed and administered according to their label. It is not ac-ceptable nor allowed to vaccinate a dog with a 1 year vaccine and plan to have it in effect for 3 years. ADVANCEMENT IN OBEDIENCE CLASSES: Follow rules in " Guidelines For Nebraska 4-H Dog Shows" 4-H 420” Phelps and Gosper counties have also added in this rule: There is no limit to the number of times a dog may be in the Graduate Novice, Open or Utility classes. The dog will stay in its highest attained class. A "new" handler" with an experi-enced dog will enter such class. The "Guidelines for Nebraska 4-H Dog Shows" will be followed when placing purple ribbon exhibits. For other advancements at the State Fair, check the State Fair Premium Book. DISQUALIFIED DOGS: Females in season will not be per -mitted to be shown. Overly aggressive dogs may be disquali-fied at the discretion of the judge or superintendent. Lame or crippled dogs will not be permitted to show if it is determined by a show superintendent that it is affecting the health of the dog. AGE OF DOG: A dog that is exhibited at the County Fair must be 6 months or older. Agility dogs must be 18 months or older. DRESS CODE: Exhibitors are required to wear the official 4-H dress. Closed toed shoes with a non-slip sole are required. No flip-flops or sandals are allowed. BAITING: Baiting with food or a toy is not per mitted and is cause for disqualification. Handlers may use baiting action without food or toys in showmanship. The judge has the au-thority to disqualify violators. SHOW ORDER: The order of the show will be: Agility, Clover Kids, Obedience and Showmanship. Check the show program for specifics. EXHIBITOR RESPONSIBILITY: Cleanup shall be the EXHIBITOR'S RESPONSIBILITY. This includes all areas while in or near the show site. It also includes when dogs are in the show ring. Non-entered dogs and puppies are not al-lowed in the show area.

ELITE SHOWMANSHIP COMPETITION County Fair Eligibility: Youth who are champion or re-serve champion in the Senior Divisions of Showmanship in the areas of beef, meat goats, sheep, and hog are eligible to compete at the county competition. (If there aren’t enough animal num-bers in a particular specie, winners of that specie showmanship senior division are still eligible to compete at the County Elite Showmanship competition.) To encourage 8 youth compete in the Elite Showmanship Com-petition, the third individual in each show will be labeled at the time of the show. Individuals placing third may qualify to com-pete through the following: Individual(s) qualify for the competition in more than one

specie; therefore, the third individuals from the respective shows with multi-qualified youth will be labeled and select-ed by random drawing. Drawing will take place immediate-ly after the last livestock show, administered by a non-partisan Committee member.

Qualified youth may choose to not participate in the compe-tition; therefore, the third individual will move into the com-petition due to self-withdrawal.

State Fair Eligibility: Par ticipation at the Nebraska State Fair Elite Showmanship competition is limited to senior level youth (ages 14 and up) with one representative from each coun-ty. The individual representing the county at the Nebraska State Fair must exhibit at least one animal in a livestock competition at the Nebraska State Fair. Should the individual not be regis-tered for State Fair for the current year, the 2nd place individual will be asked to go in their place. There will be five (5) sections to the competition (worth 500 points): a written test, Swine showmanship, Sheep showman-ship, Goat showmanship and Beef showmanship.

SHOWMANSHIP ……………… Purple 2.50, Blue 2.25, Red 1.75, White 1.25 4-H members enrolled in Rabbit Showmanship will present an oral presentation about the rabbit to the judge. Information on rabbit showmanship is found in 4-H 339, Rabbits, Rabbits, Rab-bits, NATL4H 08080 Rabbit 1: What's Hoppening?, NATL4H 08081 Rabbit 2: Making Tracks, NATL4H Rabbit 3: All Ears, and other resources may be available at the county extension office. Refer to the Livestock Showmanship rules. A. Rabbit basis for judging-showmanship is based on groom-ing and training of the rabbit and the appearance and behavior of the exhibitor. The exhibitor must vocally explain the steps in their routine and the merit of the rabbit. Primarily showmanship is the skill of the exhibitor in presenting and explaining the rab-bit before the judge. The excellence of the rabbit is not consid-ered in scoring. Rabbit Showmanship Scoresheet: SF 291 B. The par ticipant may use any rabbit they choose, so long as it was raised and trained by the 4-H'er. C. The judge may or may not ask questions of the exhibitor at the close of the routine. D. Maximum length of showmanship presentations is 4 minutes. Exhibitors will be timed.

Maxi-mum weight 9 pounds. Class G080004 – Stewers, All rabbits entered in this class must be 6 months of age and over. Minimum weight is over 8 pounds.

SHEEP Phelps County Fair minimum weight: 100 lbs Gosper County Fair minimum weight: 100 lbs

Market lambs not meeting minimum weight requirements will be shown in classes in which no purple awards or champion-ships are awarded. All Market Sheep to be shown at State Fair and Aksarben MUST have hair sample for DNA on file. Deadline for DNA is June 15th. All ewes (market & breeding) must have the USDA Official Scrapie ID tag in place (part of scrapie eradication pro-gram). This will be used for county and state identification. Phelps County Only--There will be no clipping or sheering of sheep allowed after weigh-in/check-in on the Sunday of coun-ty fair, except for touch ups on the head and legs only. Body clipping is not allowed after the sheep have been weighed in. All lambs must be close shorn for vet inspection at weigh-in/check-in time, so any fungus or ringworm is visible. All clipping and sheering is allowed on the fairgrounds prior to weigh-in. Any violation of this rule will result in a drop in one ribbon placing during the show. Gosper County Only -Grooming Rule- At the time of sheep check-in, a veterinarian inspection will take place, and Sheep must be closely shorn so that any club lamb fungus or ringworm is visible.

The purpose of a Veterinary Science exhibit is to inform the public about a common health problem of animals or a veteri-nary science principle. Do not confuse veterinary science exhib-it topics with animal husbandry or production topics. A Veterinary Science exhibit may consist of a poster or a display. The exhibit may represent mater ial from exhibitors enrolled in Animal Disease or Animal Health. If photographs are to be part of the exhibit, remember that they will be viewed by the public. Make sure that the photo-graphs are in good taste and will not be offensive to anyone. Graphic photographs of excessive bleeding, trauma or painful procedures are not appropriate. For exhibits related to veterinary surgical procedures, aseptic techniques need to be shown, for example, use of drapes, use of sterile procedures, wearing of gloves, and other appropriate veterinary medical practices. All static exhibits must have received a purple ribbon at the county fair to advance to the State Fair. The Nebraska State Fair has a Premier 4-H Science Award is available in this area. First-Aid Kits: Because of public safety concerns and r isk of theft of first-aid kit contents (veterinary drugs/equipment) with perceived potential for drug abuse, NO ANIMAL FIRST AID KITS WILL BE PERMITTED. Animal first aid kits submitted will be immediately disqualified and not shown. Veterinary Science Posters This exhibit presents the viewer with a design that is simple and direct, unlike a display that usually presents more infor-mation. A poster should not exceed 22” x 28” and may be ei-ther vertical or horizontal.

Veterinary Science Displays A display may include but is not limited to: a 3-dimensional exhibit, a scale model, the actual product (for example: skele-ton; teeth; samples of leather, fur, or dried skin damaged by disease or parasites) or a notebook. A display is not a poster. A display may be mounted on poster board not to exceed 22" x 28" or on 1/4" plywood or equivalent that does not exceed 24" high or 32" wide.
