Alcohol, water, oil, foam or any water or alcohol-based prod-ucts with no adhesives or glue qualities, or artificial colorings are permitted. These products include conditioners and com-monly used sprays such as Kleen Sheen, Revive, Final Bloom, Pink Oil, white show foam, Freshen Up, Silk, and Sudden Im-pact.

Calves produced from the 4-H’ers own herd or the herd of their immediate family are eligible to be exhibited in the Bred and Fed Market Beef Class and must meet the following require-ments: 1) the calf’s dam must have been bred and calved at the family’s facilities; 2) the calf’s dam must have stayed in the ownership of the family since birth; 3) the calf must have stayed in the ownership of the family since birth 4) the calf must have been weighed in during the designated weigh-in period in the spring and meet all other 4-H eligibility rules. 5) The Bred and Fed entry will be identified on the fair pre-entry form and the animal designated at fair weigh in. *Immediate family for the purpose of eligibility will be defined as parents, legal guardians, or grandparents. Only one calf per exhibitor may be exhibited in the Bred and Fed Market Beef Class. The Champion and Re-serve Champion Bred and Fed will compete against Division Winners for Overall Market Beef Selection.

GOSPER: Market beef will be divided into classes by weights, as the class warrants. Heaviest weights will be shown first. PHELPS: Market beef will be divided into divisions and classes by weight. Heaviest animals will be shown first. The champion and reserve of the Market Heifer, Registered English Steer, each Crossbred Steer divisions and Bred and Fed will compete for champion and reserve market beef. Gosper and Phelps County Fair minimum weights: Mar-

ket Heifers-1000 lbs., Market Steers-1000 lbs. If market animals do not meet the minimum weights, animals will be shown in classes in which no purple ribbons or championship honors will be awarded.

BEEF SPECIALS **Nebraska Charolais Association will make an engraved plaque for Grand and Reserve Grand Champion Market Steer, Market Heifer or Breeding Heifer, provided they are sired by a Charolais bull. **A trophy will be presented to the 4-H exhibitor of the best registered Polled Hereford Heifer. Animals must be registered in ownership to the 4-H member. This award will be presented by the American Polled Hereford Association and Nebraska Pollettes. Awards would be pre-sented at annual county 4-H award banquet.

The Bucket Calf Class is open to 4-H'ers 8-11 years of age on January 1 of the current calendar year. The Bucket calf to be shown must be born between Jan. 1 and June 1 of the current calendar year. Calves may be male or fe-male; and of dairy breeds, beef breeds or crossbred. Calves are to be fed on bucket or bottle and/or dry feed. Calves are to be away from real or substitute mothers from June 1. Placings will be made on a combined score of 1/3 of total score on each of: A) Completed Bucket Calf Record Book to date (available at Extension Office); B) Oral questions asked by a judge on the day of the show and C) presentation of the bucket calf in the show arena to the judge for the day. The class may be divided by the age of the exhibitor or age of the calf.

If the calf is shown as a Sec-ond Year Bucket calf, the animal cannot be entered in a Market or Breeding Beef Class. Placings will be made on a combined score of 1/3 of total score on each of: A) Completed Bucket Calf Record Sheet to date; B) Oral questions asked by a judge on the day of the show and C) presentation of the bucket calf in the show arena to the judge for the day. **Calves exhibited as a Clover Kid Bucket calf the previous year will be allowed to be shown as a 2nd Year Bucket Calf as long as the youth has reached 4-H age (8 yrs as of January 1st) of the current year.

COMPANION ANIMAL The Companion Animal Show includes cats and pets. Compan-ion Animals are not housed on the fairgrounds. All exhibits in the Companion Animal show must be pre-entered. Only household, domesticated pets are allowed. This show may not duplicate animals that are exhibited in other departments in the fair. (county only show) CLASS DESCRIPTIONS: Only those animals listed above will be allowed to show in the companion animal show. Entries in the 4-H Companion Animal Show are judged on the overall health and appearance of the animal, and the exhibitor’s presentation and knowledge of the animal; not judged according to breed standards. Mixed breed animals can be entered and identification is not required. Rabbits shown in the pet rabbit class cannot be shown in the county 4-H rabbit show. Classes may be combined, or broken down further at the dis-cretion of the show management. Poster division (#11) can include entries covering any compan-ion animal (including reptiles, companion birds, or others). Ex-hibitors should make a poster with information on the proper care of a companion animal that they are not showing in another class of the Companion Animal Show. Poster should be the size of one full standard poster (should not exceed 22”x28”) board. Exhibitors must be present at time of judging and will be judged on quality of the poster, accuracy of information provided, and ability of the exhibitor to explain the information and answer judge’s questions. SHOW PROCEDURE: A. Exhibitors must be present at time of showing. Animals must be housed in a cage at all times of the show unless asked to remove them by the judge. If being shown in a travel cage, ex-hibitors should bring photographs of the animal’s normal habitat. Each exhibitor will be asked to give a short “showmanship” presentation on their animal. The characteristics, health and care of the animal should be provided in this presentation. Following the presentation, exhibitors will be interviewed on knowledge of their animal and its care. The judge will evaluate the participant on the following basis: animal health and wellbeing, cage evaluation (appropriateness of travel housing as well as description of everyday housing), and overall knowledge and presentation skills. See the 4-H Companion Animal (Cat & Small Animal) score sheets for more complete breakdown of points available. B. Par ticipants should br ing animal, adequate cage and accessories, and pictures of normal habitat if appropriate. All vaccination records for cats and ferrets must be turned in to the Extension office in advance of the show. C. HOUSING: Cats must be brought in durable car r ier s. (plastic or wire cages). Cats will remain in carriers or other ap-propriate cage provided by the exhibitor except for when being judged. The exhibitor may provide food, water and litter for the cat in the carrier if necessary. Exhibitors may want to provide a cover for the carrier to prevent their cat from seeing other cats. All cats must be shown on a leash and be on a leash at any time they are removed from the carrier/cage. All other animals should be brought in appropriate housing either their normal cage or a durable plastic or wire travel cage (not cardboard). Cages must be secure. Exhibitors should pro-vide water and food for all animals as appropriate. If a cage/

enclosure is deemed inappropriate by the show superintendent, the exhibitor will not be allowed to show. D. ELIGIBILITY: To be eligible to show at the County Fair Companion Animal Show, the exhibitor must be currently en-rolled in the 4-H Cat or Companion Animal 4-H Project. E. HEALTH AND VACCINATIONS: All animals should be free of fleas, ticks, ear mites, ringworm, and internal and exter-nal parasite and infectious disease. Required veterinary checks may be performed on each animal entering the show. If any signs of these external parasites or other contagious health con-ditions are presented, exhibitors will be asked to leave without being allowed into the show area. It is highly recommended that a veterinary check is performed or preventative measures are taken prior to the show to ensure the animal in free of external parasites. ALL DECISIONS OF SHOW OFFICIALS ARE FI-NAL. If an animal shows the possibility of being contagious, it will be considered a danger to the other animals in the show and will not be allowed to show. Animals that pose a danger to oth-ers will not be allowed in the show area. Cats are required to be current on their vaccinations of Rabies, panleukopenia, viral rhinotracheitis, and calicivirus. Cats must either have a current feline leukemia vaccination or proof of a negative test within 180 days of the show. Proof of vaccinations must be on file with the Extension Office by July 10, current year, with vaccinations current on show day. Participants should have their veterinarian fill out and sign the "Nebraska State Fair Cat/Ferret Vaccination Record Form". Exhibitors will not be allowed to show without a signed Vaccination record form on file at the Extension Office. Ferrets must be vaccinated for Rabies and have a completed health form signed by the administering veterinarian submitted with registration information. Participants should have their veterinarian fill out and sign the "Nebraska State Fair Cat/Ferret Vaccination Record Form". Exhibitors will not be allowed to show without a signed Vaccination record form on file at the Extension Office. 4-H’ers vaccinating their own cats must provide proof by in-cluding a statement from their veterinarian on the Vaccination Record Form or by including the vaccination labels on the form and having that form signed by a parent. A Rabies vaccination is federally mandated to be given by a Certified Veterinarian ONLY. This vaccination must be current and include a veteri-narian signature on the Vaccination Record Form. If a cat is not declawed, the claws must be clipped. This will be a point of judging during the competition. No expectant or nursing mother animals may be entered in the show. F. ARRIVAL TIME: The Companion Animal Show will start no earlier than the time scheduled in the current premium book. Check in will ½ hour before the scheduled show time. G. NUMBER OF ENTRIES PER EXHIBITOR: Exhibitors are allowed up to four entries. Entries may be all in the same class or may be in different classes. For example, you may enter four different cats in class G100001 or may enter one cat and three hamsters. H. AGE OF ANIMALS: All animals must be weaned prior to show. DRESS CODE: Exhibitors in the County Fair Compan-ion Animal Show are required to wear the official 4-H fair dress according to the 4-H Rules and Regulations during the judging of their exhibit. The dog should reside with the exhibitor or be cared for by the exhibitor the majority of the year. OBEDIENCE LEVEL: The same dog may NOT compete in more than one regular obedience class. VACCINATION: All dogs must be immunized for Dis-temper, Hepatitis, Parvo and Rabies. The Nebraska State Fair Dog Show Vaccination Form (SF263) must be filled out and signed by a veterinarian and returned to the Extension Office by July 10, current year. This form will be used for Phelps and Gosper County and the Nebraska State Fair. The Nebraska Vaccination Record Form must document all vaccinations within 1 to 3 years based on label guidelines. All vaccinations must be in effect at the time of the county fair dog show. Ex-planation: Some vaccinations are viable for one year and some vaccinations are viable for three years but are specifically de-signed and administered according to their label. It is not ac-ceptable nor allowed to vaccinate a dog with a 1 year vaccine and plan to have it in effect for 3 years. ADVANCEMENT IN OBEDIENCE CLASSES: Follow rules in " Guidelines For Nebraska 4-H Dog Shows" 4-H 420” Phelps and Gosper counties have also added in this rule: There is no limit to the number of times a dog may be in the Graduate Novice, Open or Utility classes. The dog will stay in its highest attained class. A "new" handler" with an experi-enced dog will enter such class. The "Guidelines for Nebraska 4-H Dog Shows" will be followed when placing purple ribbon exhibits. For other advancements at the State Fair, check the State Fair Premium Book. DISQUALIFIED DOGS: Females in season will not be per -mitted to be shown. Overly aggressive dogs may be disquali-fied at the discretion of the judge or superintendent. Lame or crippled dogs will not be permitted to show if it is determined by a show superintendent that it is affecting the health of the dog. AGE OF DOG: A dog that is exhibited at the County Fair must be 6 months or older. Agility dogs must be 18 months or older. DRESS CODE: Exhibitors are required to wear the official 4-H dress. Closed toed shoes with a non-slip sole are required. No flip-flops or sandals are allowed. BAITING: Baiting with food or a toy is not per mitted and is cause for disqualification. Handlers may use baiting action without food or toys in showmanship. The judge has the au-thority to disqualify violators. SHOW ORDER: The order of the show will be: Agility, Clover Kids, Obedience and Showmanship. Check the show program for specifics. EXHIBITOR RESPONSIBILITY: Cleanup shall be the EXHIBITOR'S RESPONSIBILITY. This includes all areas while in or near the show site. It also includes when dogs are in the show ring. ELITE SHOWMANSHIP COMPETITION County Fair Eligibility: Youth who are champion or re-serve champion in the Senior Divisions of Showmanship in the areas of beef, meat goats, sheep, and hog are eligible to compete at the county competition. (If there aren’t enough animal num-bers in a particular specie, winners of that specie showmanship senior division are still eligible to compete at the County Elite Showmanship competition.) To encourage 8 youth compete in the Elite Showmanship Com-petition, the third individual in each show will be labeled at the time of the show. Individuals placing third may qualify to com-pete through the following: Individual(s) qualify for the competition in more than one

specie; therefore, the third individuals from the respective shows with multi-qualified youth will be labeled and select-ed by random drawing. Drawing will take place immediate-ly after the last livestock show, administered by a non-partisan Committee member.

Qualified youth may choose to not participate in the compe-tition; therefore, the third individual will move into the com-petition due to self-withdrawal.

State Fair Eligibility: Par ticipation at the Nebraska State Fair Elite Showmanship competition is limited to senior level youth (ages 14 and up) with one representative from each coun-ty. The individual representing the county at the Nebraska State Fair must exhibit at least one animal in a livestock competition at the Nebraska State Fair. Should the individual not be regis-tered for State Fair for the current year, the 2nd place individual will be asked to go in their place. For more Nebraska State Fair Elite Showmanship rules and regulations, please refer to the Ne-braska State Fair Elite Showmanship rules page. County Contest Format:

There will be five (5) sections to the competition (worth 500 points): a written test, Swine showmanship, Sheep showman-ship, Goat showmanship and Beef showmanship.

Animal displayed to advantage (25 pts)

The Elite Showmanship Committee will select animals for the competition and a drawing will be held to determine which ani-mal each contestant will show. The following species will be shown: market steer, market heifer or breeding heifer; a market or breeding lamb; a market hog; and market goat.

Goat ID: All does (market & breeding) must have USDA Scrapie tag in place as identification and part of scrapie eradica-tion program. All market goats must be listed on Market goat affidavit and Breeding goats on separate Breeding goat affidavit. Goats should be a minimum of 45 lbs and a maximum of 125 lbs. Herdsmanship is very important in the welfare of each animal and should be done in order to keep the animal as comfortable and clean as possible. Herdsmanship is also important at fair to give a nice presentation of the animals to the general public. Herdsmanship Responsibility: Herdsmanship duties ar e the responsibility of the exhibitor, not leaders or parents. It is not required for an exhibitor to be present at all times, but maintain-ing a clean space is important at all times. Stalls/pens should be clean with proper bedding between 8:00 AM and 10:00 PM. Herdsmanship is judged for the following species and each spe-

cies is judged as a separate Division: Beef/Dairy, Sheep, Goat, and Hog. Scores will be posted at the livestock office after each check during the fair. Phelps County: Herdsmanship begins at the time the live-stock are to be in place and ends the morning of the 4-H Auction. Herdsmanship may be judged anytime between 8 AM and 10 PM. Any 4-H Member enrolled in the 4-H Light Horse Project in Phelps or Gosper County is eligible to enter and compete in this show. The County Fair 4-H Horse Show will use the rules of the "Nebraska 4-H Horse Show and Judging Guide" (4-H 373) as to Objectives, Requirements, General Show Rules, Tack and Attire and Standard Class Score sheets. All additional rules and regula-tions governing the 4-H Horse Show will be those of the host county. Gosper County will host the 4-H Horse Show in even numbered years, Phelps County will host in odd numbered years. The 2019 Phelps-Gosper 4-H Horse Show will be hosted by Phelps County on July 20th. RECOGNITION: The recognition program for the Phelps-Gosper County Fair 4-H Horse Show will be that of the host County. Premiums will be paid to 4-H members by the county program in which they are enrolled. When hosted by Phelps County, championship performances in the three age divisions of Showmanship, plus Champion Mare and Champion Gelding will be awarded recognition items at the time of the show. Championship performances in all other clas-ses will be designated on a single item of recognition and award-ed to the contestant at a later date (i.e. The 4-H Achievement Banquet of the contestant to be recognized.) To be eligible for championship recognition the performance must be of Purple or Blue Ribbon quality as designated by the judge for the day. There is an entry deadline. Late entries will be allowed to partici-pate, but not be awarded ribbons or premiums at the super-intendent's discretion. When hosted by Gosper County, championship and reserve championship performances in all classes will be designated on a

single item of recognition to be awarded to the contestant at a later date (ie. The 4-H Achievement Banquet of the contestant to be recognized.) To be eligible for championship recognition the performance must be of Purple or Blue Ribbon quality as desig-nated by the judge for the day. There is an entry deadline. Late entries will not be permitted to participate, will not receive ribbons or premiums. Classes listed as a part of the County Fair 4-H Horse Show will be judged according to the procedure outlined in the standard score sheets listed in the "Nebraska 4-H Horse Show and Judg-ing Guide". Each 4-H member may enter and use a maximum of five (5) horses. No member may enter two horses in the same perfor-mance class. No horse may be used by two riders in showman-ship classes or the same performance class. The same horse can be used in all events. Stallions must be foaled during the calendar year of the show. Older intact male animals will not be allowed to show. Competitive divisions for the performance classes and show-manship will be broken by the age of the exhibitors on Jan. 1 of the current calendar year. Exhibitors must have completed Horse Advancement Level 2 in order to compete in 2-3 Year Old Snaffle, Goat Tying, and Roping classes. To be eligible for the All Around Award, exhibitors must have completed Horse Advancement Level 1. Please report all Level Advancement documentation by July 1 to the county office. Market lambs not meeting minimum weight requirements will be shown in classes in which no purple awards or champion-ships are awarded. All Market Sheep to be shown at State Fair and Aksarben MUST have hair sample for DNA on file. Deadline for DNA is June 15th. All ewes (market & breeding) must have the USDA Official Scrapie ID tag in place (part of scrapie eradication pro-gram). This will be used for county and state identification. Phelps County Only--There will be no clipping or sheering of sheep allowed after weigh-in/check-in on the Sunday of coun-ty fair, except for touch ups on the head and legs only. Body clipping is not allowed after the sheep have been weighed in. All lambs must be close shorn for vet inspection at weigh-in/check-in time, so any fungus or ringworm is visible. All clipping and sheering is allowed on the fairgrounds prior to weigh-in. Any violation of this rule will result in a drop in one ribbon placing during the show. Gosper County Only -Grooming Rule- At the time of sheep check-in, a veterinarian inspection will take place, and Sheep must be closely shorn so that any club lamb fungus or ringworm is visible.

The purpose of a Veterinary Science exhibit is to inform the public about a common health problem of animals or a veteri-nary science principle. Do not confuse veterinary science exhib-it topics with animal husbandry or production topics. A Veterinary Science exhibit may consist of a poster or a display. The exhibit may represent mater ial from exhibitors enrolled in Animal Disease or Animal Health. If photographs are to be part of the exhibit, remember that they will be viewed by the public. Make sure that the photo-graphs are in good taste and will not be offensive to anyone. Graphic photographs of excessive bleeding, trauma or painful procedures are not appropriate. For exhibits related to veterinary surgical procedures, aseptic techniques need to be shown, for example, use of drapes, use of sterile procedures, wearing of gloves, and other appropriate veterinary medical practices. All static exhibits must have received a purple ribbon at the county fair to advance to the State Fair. The Nebraska State Fair has a Premier 4-H Science Award is available in this area. Please see General Rules for more de-tails. First-Aid Kits: Because of public safety concerns and r isk of theft of first-aid kit contents (veterinary drugs/equipment) with perceived potential for drug abuse, NO ANIMAL FIRST AID KITS WILL BE PERMITTED. Animal first aid kits submitted will be immediately disqualified and not shown. Veterinary Science Posters This exhibit presents the viewer with a design that is simple and direct, unlike a display that usually presents more infor-mation. A poster should not exceed 22” x 28” and may be ei-ther vertical or horizontal.

Veterinary Science Displays A display may include but is not limited to: a 3-dimensional exhibit, a scale model, the actual product (for example: skele-ton; teeth; samples of leather, fur, or dried skin damaged by disease or parasites) or a notebook. A display is not a poster. A display may be mounted on poster board not to exceed 22" x 28" or on 1/4" plywood or equivalent that does not exceed 24" high or 32" wide.
