The SAWE Capital Region Chapter is honored to host the 74th Annual SAWE International Conference on Mass Properties.

In the interest of keeping this year’s conference accessible and affordable, we chose a modest hotel at the north end of Old Town Alexandria. The hotel is in a quiet and safe mixed residential area and is in easy walking distance to the Potomac River, shops and restaurants in historic Old Town, and walking, jogging, and bicycle trails. The hotel is only three miles from Washington National Airport and about a half mile from a Metro station. The hotel provides free shuttle service to these locations as well as to downtown Alexandria so you probably will not need a rental car.

In addition to a full technical and training program, we are arranging tours to see the Smithsonian Udvar-Hazy Center near Dulles Airport, historic Mount Vernon, and some of the still wild beauty of the Potomac River. We have kept one day open for people to explore the area on their own; downtown Washington DC is only four stops away on the Metro and we will provide Metro cards and guides to the city to all who want them.

Although the Washington DC area provides a lot for people to see and do, we hope that the technical and training content of the conference will provide equal incentive for you to attend. The SAWE rests on a firm foundation of technical information and expertise, but this foundation must be repaired and re-enforced each year at the conference through technical papers, training, presentations, and the informal exchange of experiences and ideas.

Whether you are a veteran of many conferences or a first-timer, we hope you will help advance mass properties engineering and keep the SAWE foundation strong by participating in the conference. Since its inception in 1939, the purpose of the SAWE has been to promote the exchange of technical information and new ideas in Mass Properties Engineering.

The SAWE International Conference is the annual meeting that brings together mass properties professionals from throughout the world. These dedicated men and women work in close cooperation with, and address the needs of, industry, government, and other engineering and manufacturing organizations. The 2015 Technical Tracks are a result of input from these mass properties professionals with the combined efforts of the International Officers, the 2015 Conference Committee, and the Technical Committee.

The objective of the SAWE’s Standards and Practices Committee, or SPC, is to serve the mass properties profession by providing a non-proprietary, consensus forum for the development of industry products that respond to the needs of our members and their customers. The underlying objective of the SPC is to foster the development of products that make our

professional activities more efficient, more consistent, and more valuable for the professionals of today and tomorrow, as well as clearer and more understandable to our customers. Much of this work has centered on RPs (Recommended Practices) of many types including requirements, best practices, and product and/or process standards. SPC activities are not limited to RPs alone. Past examples have included textbooks, handbooks, and industry surveys. Now the SPC has expanded into ANSI Standards.

SAWE was approved as an ANSI Standards Accredited Developer in July 2014, based on our plans to develop standards that have a national and, potentially, international implementation. The details of the process are outlined in SAWE’s RP T-02. It is also supported with materials on the SAWE Document Management System (DMS) under the member’s only page.

Planned SPC EventsThe SPC is such an important activity that the SAWE dedicates an entire day to it. That day will feature the following highlights:

Opening Session – A kickoff to the day’s activities at which the year’s progress will be reviewed, our progress towards becoming an official ANSI-recognized Standards Developing Organization will be presented, and future objectives will be discussed.

SPC Breakout Sessions – During these meetings, chaired by industry and government leaders, industry needs and opportunities are reviewed, the year’s activities are presented, and future activities are planned. Present standards are reviewed for currency and new standards are formulated. Specific industry breakout sessions include: Marine, Military Aircraft, Offshore Systems, Missiles and Space Systems, and Airline Affairs.

In these sessions, sample topics of discussion include:

• Where do the committees stand with respcect to work in progress?• How did the committees do with respect to the objectives established during last year’s conference?• What new standards are needed by industry?• What is the highest priority for each committee to accomplish in the coming year?

The SPC welcomes all members and visitors to participate and improve the mass properties profession as it relates to your specific industry. We always welcome new ideas, new participants, and new contributions. Help us improve our profession by participating in SAWE SPC activities.

SAWE Standards & Practice Committee Chair/Member Training class – FREE to ALL SAWE MEMBERS

To encourage young or new members to participate on or support SPCs, the senior SPC Chairs have put together one-hour training class to explain what needs to be done, how you can contribute, what to expect, etc, as a committee member and even as a co-chair. This class will be open to the public, with copies of the presentations available on the SAWE DMS. So if you cannot make the conference or the training session, you can still become familiar with how you can participate and how to support standards development.

Naval Surface Warfare Center: Fostering Engineering ExcellenceDr. Joseph T. Arcano, Jr.

Dr. Joseph T. (Tim) Arcano, Jr. is the Director of the Naval Surface Warfare Center (NSWC) Carderock Division, the Navy’s center of excellence for ships and ship systems for over 100 years. Dr. Arcano has had a distinguished career in submarine design and engineering including serving as the Director of the National Oceanic and Atmospheric Administration (NOAA) Office of Ocean Exploration and Research (OER), Deputy Chief of nuclear safety at the U.S. Department of Energy (DOE), Technical Director for the VIRGINIA-class Submarine Program, Technical Authority for advanced submarines, and as a program manager at the

Defense Nuclear Facilities Safety Board.

Dr. Arcano earned a Bachelor of Science degree in ocean engineering from the U. S. Naval Academy, a Master of Science degree in mechanical engineering and an Ocean Engineer degree from the Massachusetts Institute of Technology; a Master of Science degree in national resource strategy from the National Defense University Industrial College of the Armed Forces; and a Ph.D. in civil and environmental engineering from the University of Maryland. He also served for 30 years of active and Reserve commissioned service in the Navy as an engineering duty officer qualified in submarines, as a salvage diving officer, and as an acquisition professional. He retired as a Navy Captain. Dr. Arcano is also a licensed professional engineer in Maryland.

Dr. Arcano will open our conference with a presentation on the Carderock facility and how NSWC fosters engineering excellence and grows the Navy’s engineering workforce.

Standards and Accreditation at ANSILane Hallenbeck

Mr. Lane Hallenbeck is vice president of accreditation services at the American National Standards Institute (ANSI). In this position, he has primary responsibility for the direction and development of ANSI’s accreditation programs. These include the accreditation of Standards Development Organizations and their associated American National Standards, as well as the accreditation of conformity assessment bodies that certify products, personnel, and (in alliance with the ANSI-ASQ (American Society for Quality) National Accreditation Board – ANAB) management systems.

Mr. Hallenbeck joined ANSI in November 2000 with many years of technical leadership experience in service and manufacturing organizations involved in the telecommunications, aerospace, semiconductor, software, defense, automotive, and construction sectors. Prior to joining ANSI, he was providing consulting and training services in business process improvement and management system implementation. Previously, Mr. Hallenbeck held positions as director of audit, director of operations and vice president at ABS Quality Evaluations; earlier, he served as program manager for TRW Space & Electronics Group.

As a founding member of the Independent Association of Accredited Registrars (IAAR), Mr. Hallenbeck held the position of president from 1997 to 1999. He is a former Registrar Accreditation Board (RAB) board member and is a senior member of the American Society for Quality. He has been certified as a quality systems lead auditor through IRCA and ASQ, a trained TL 9000 auditor and approved TL 9000 trainer by QuEST, and qualified as a QS-9000 auditor by the AIAG Supplier Taskforce.

Mr. Hallenbeck holds an MS in technology management from Pepperdine University and a BA in life sciences from the University of Colorado at Boulder. He and his wife, Cindy, live in the Washington, DC, metropolitan area.

ShipWeight North American User Group Meeting

The 9th ShipWeight User Group meeting will be held on Monday, May 18th. The meeting will be of interest to active ShipWeight users as well as those who are considering acquiring it.

This year’s meeting will be focused on presenting the latest features of the software, including the latest enhancements to the Playground Area, advanced reporting, handling margins, and more.

The meeting is also an excellent opportunity to meet other ShipWeight users in an informal setting for exchanging experiences and discussions on best practices. Last, but not least, it is a great opportunity to provide feedback to BAS Engineering as developers of ShipWeight and participate in making priorities for future development of the software.

As the Society of Allied Weight Engineers Training committee prepares to welcome you to the 74th Annual International Conference on Mass Properties in Alexandria, Virginia, we would like to present our preliminary

slate of classes for your professional development. These classes are offered to expand your expertise as a Mass Properties Engineer (MPE), and we hope that many of you will register for classes in fields outside of your area of expertise or industry. We hope that after taking these classes you will emerge more knowledgeable and learn how special the discipline of weight engineering is across the multiple industries. This year, the Training Program will take place at the Crowne Plaza Hotel from May 16th through May 20th. The SAWE has a long proven track record of delivering outstanding training and we hope you will enjoy it with us here in Alexandria.

SAWE RP-07: Mass Properties Management and Control of Military AircraftPaul Kachurak, Naval Air Systems Command

This full-day class will familiarize students with effective control of the weight and other mass properties of an aircraft. The class will also expose students to other considerations associated with mass properties management and control described in SAWE RP-07. The primary objective will be to acquaint participants with the major considerations for successful weight control during the development phases of a program, to include: concept exploration, demonstration, validation, and full-scale development. These major elements incorporate planning, organizing, staffing, subcontractor control, requirements allocation, risk reduction, data collection, analysis, tracking, controlling, weight reduction programs, validation, verification, and test support.

Aircraft Weight Estimating and use of SAWE RP-08: Weight and Balance Reporting Forms for Military AircraftPaul Kachurak, Naval Air Systems Command

The objectives of this one-day course are to provide an overview of weight estimating methods and the weight estimating process for aircraft and to provide insight into the weight and balance reporting formats and requirements of SAWE Recommended Practice 8. Included will be descriptions of the many types of aircraft estimating methods, together with their applicability and limitations. Many other weight estimating considerations also will be addressed, including impacts of new technologies, estimating prototypes and derivatives, sources of weight data and estimating methods, and dealing with estimating uncertainty. Estimating aircraft center of gravity location and moments of inertia will be briefly discussed. The portion of the course devoted to RP-08 will address the three major parts contained therein. The basic RP-08 concept of allocation by function will be explained, and the important RP-08 allocation instructions will be covered. The requirements for structural increments and design information also will be addressed, along with why inclusion of those data is so important to weight estimating and weight control.

Principles of Weight Management and Weight Estimating Methods for the Offshore Oil IndustryAndy Schuster, SAWE Honorary Fellow

Weight Management is a critical element of design, construction, and operation of an offshore oil system. Keeping the weight and center of gravity within predefined limits can be challenging. However, application of proven principles and tools will result in achieving these goals.

The principles involved in weight management for the offshore oil industry will be presented and explained. The student will develop an understanding of technical topics such as development of preliminary and detailed weight estimates, application of weight contingencies and allowances to cover ‘known unknowns,’ control of changes to designs, and weight saving techniques. The student will develop an appreciation of how weight information is used by other project team members such as cost control, scheduling, transport and lift contractors, and others. Also, the student will learn about some of the techniques that can be used to successfully manage the weight.

A key to Weight Management is the initial weight estimate. Therefore, an overview of weight estimating methods as defined in SAWE RP-14 and applied to the offshore industry is included. For example, the application of proven methods — based on historical weight data and experience — is employed to determine preliminary weights for offshore structures.

This training course will highlight the importance of weight management in the oil industry, present several of the methods typically used to create preliminary estimates of weight and center of gravity and walk through an example of estimating preliminary weight and CG data for a floating offshore platform. After registration, please keep an eye out for an e-mail from the instructor. He will likely be sending out a list of reading material to review before the class.

Aircraft Weight & Balance CourseTom Oole, SAWE Honorary Fellow, United States Air Force – Retired

This two-day course assumes a basic knowledge of weight and balance. The class will demonstrate and teach proper procedures for weighing and completing forms for military aircraft. The intent of this class is to provide the student with an understanding of the weight and balance system within the United States Air Force and “pitfalls” involved in weighing aircraft. Students should bring basic calculators, paper, and pens/pencils for use in examples and exercises. Students should also dress appropriately for the trip to the aircraft hangar. Wear rubber-soled, closed-toed shoes.

Mass Properties Measurement TrainingJerry Pierson, SAWE Honorary Fellow, L-3 Communications – Platform Integration Division

This class will demonstrate and teach Mass Property measuring techniques for missiles and control surfaces. The Mass Properties Measurement class will contain both a classroom presentation and a laboratory session. The class will consist of approximately three hours of lecture and five hours of hands-on laboratory session with participants making mass properties measurements.

The classroom discussion will include Mass definition and Mass measurement techniques. Force measurement methods such as spring scales, load cells, strain gauges, and rebalance technology will be discussed. The MOI definition and its relationship to torque and acceleration and measurement techniques will be included. The definition of Product of Inertia (POI) will be discussed and how it relates to Principle Axes definition, measurement, and calculation techniques.

Laboratory Exercises will include Mass measurement, MOI measurement using a torsion rod and the bifilar method. POI measurement/calculation and Principle axis measurement /calculation will be taught. It is the intent of this class to provide the student with an understanding of the methods for measuring moment of inertia. The class will conclude with the taking of a test to verify that the class has provided the students with the basic understanding of how to measure moment of inertia of a missile or a control surface.

Properly maintaining weighing equipment and completing forms for aircraft weighing will also be discussed.

Basic calculators will be needed for examples and exercises. Wear khakis or jeans since you will be in a laboratory setting. Wear rubber soled shoes. No open toed shoes please.

Ship Inclining TrainingWilliam Fox P.E., SAWE Fellow, Alion/JJMA (Retired)

This one-day class will discuss the inclining of a vessel in order to determine its displacement (weight) and centers of gravity. The primary emphasis will be on inclining in water, but inclining in air will also be covered. A classroom session on the theory, procedure, and results of inclining will be held, followed by an actual demonstration of inclining techniques aboard a waterborne vessel.The objectives of the class are to provide the student with an introduction to the principles of naval architecture and to marine terminology, and to discuss and demonstrate the inclining of a vessel to determine its weight and center of gravity. ASTM F 1321-90, Standard Guide for Conducting a Stability Test, will be used as a text for this class. Following the classroom session, the class will travel to and board a vessel for a practical demonstration of an inclining. A brief light ship survey will be completed, drafts and specific gravity of the water will be taken, and inclining weight will be moved to obtain a plot of tangents and inclining moments. The resulting data will be processed and the vessel’s light ship displacement and centers of gravity will be determined at the conclusion. After the inclining the class will return to the hotel for a summary and closing. The class will conclude with a short open-book test and exercise to confirm that the student has gained an understanding of the theory and practice of inclining a vessel. A conference room at the hotel will be provided, as will transportation to and from the inclining site.

Basic calculators will be needed for examples and exercises. Students should wear casual clothes and rubber-soled shoes, as they will be boarding a vessel. Class size will be limited to about 20 students.

Automated Weight and Balance System (AWBS) Software TrainingHarold Smoot, SAWE Member, Lockheed Martin

This one-day class will present the features of the Automated Weight and Balance Software in a handson training class. The class will begin with a discussion of the terms and developmental history of AWBS, minimum system requirements, and software installation. The basic approach of the class is to give computer demonstrations followed by student exercises that will provide the students with a good understanding of AWBS Version 10.0 features. Students will receive a complete overview of the software features to support weight control programs for military aircraft. The instructor will also allow time to address specific AWBS needs and questions of the students. Students are required to bring their laptop computer. A version of AWBS 10.0 will be required for the class.

Advanced Mass Properties MeasurementPaul Kennedy, SAWE Fellow, Space Electronics

To provide training in the measurement of moment of inertia, center of gravity, and product of inertia, with emphasis on the various measurement methods used in industry. This class begins with a review of the basic principles of mass properties measurement, including weight, CG, and MOI. Discussion continues with definition of Product of Inertia (POI) and how it is measured.

Advanced topics include: Defining scope and Reporting without confusing Error sources and Measurement uncertainties POI’s relationship to MOI Fixturing tips, tricks, and traps Specialized applications (time permitting)

Come walk in the footsteps of one of our Founding Fathers and the first president of the United States. See the restored mansion, the working farm (including the sixteen-sided barn designed by George), the tombs of George and Martha, and the extensive lawns and gardens. Or pull up a rocking chair on the porch and watch the river activity as George must have done over 200 years ago. If time permits, we will also visit the restored Grist Mill and Distillery.

There is so much to see and do in Washington, DC, that we decided to leave Tuesday free so people can explore this area on their own or in their own groups. The hotel will provide transportation to the Metro station and we will provide a $10 Metro card, which should get you there and back again. We will provide suggestions for how to spend the day and the rest is up to you.

Wednesday, 20 May 2015Shopping Spree

Old Town Alexandria offers many unique shops, galleries, and restaurants. Join us for an outing to explore Old Town and National Harbor. First stop will be the Torpedo Factory to watch artists at work in their galleries and perhaps purchase a work of art. Then we will have some free time in Old Town before lunch at one of the many restaurants in the area. After lunch we will take the water taxi under the Woodrow Wilson Bridge and across the river to National Harbor where you can visit more shops or take the shuttle to the nearby Tanger Outlet stores.

Thursday, 21 May 2015Chesapeake & Ohio Canal

After being cooped up in a hotel all week talking about mass properties, what better way to end the week than to see nature’s power out among the Potomac River’s rapids and to see how man out-maneuvered the river by building the C&O Canal. For almost 100 years the canal was a major transportation route to bring commerce from the frontier to the nation’s capital and even today the old mule towpath runs over 180 miles from Washington to Cumberland, Maryland.

The Chesapeake & Ohio Canal National Historic Park is a twenty-minute ride North of the hotel and has easy walking boardwalks and trails out to the islands

that make the Potomac un–navigable even today. Here you can see how and why the canal was built and you can even see how it was travelled in the early 1800’s by riding a restored, working canal boat up the canal, powered by a real mule team.

In addition to our technical schedule on Monday and Wednesday, Standards and Practices (S&P) schedule on Tuesday, and training classes scheduled Saturday, Sunday, Monday, and Wednesday, we will offer you opportunities to interact socially meeting new friends and old. The three organized events for this are the Sunday Welcome Reception, Tuesday’s Standards and Practices Luncheon, and, of course, Wednesday’s closing Awards Banquet, where the history and heritage of the SAWE will be on display. All members, attendees, and guests are invited to join us. Separate registration and payment is required for each, including for exhibitors.

• Welcome Reception - Start the conference week off right with a drink and light hors d’oeuvres with your fellow SAWE members. If weather permits, we hope to have this down on the banks of the Potomac River about a block from the Hotel. 5PM to 7PM.

• Standards and Practices Luncheon – Enjoy a plated luncheon of salad, chicken rosemary with maple glaze served with roasted potatoes and seasonal vegetables, rolls and butter, Kona coffee and a selection of tea, and dessert. (See page 10 for details on our luncheon speaker). Dietary restrictions will be accommodated (just let us know on your conference registration).

• Awards Banquet – The Awards Banquet closes our conference and allows us to honor all those who have had a part in running our Society for the past year or more. We induct our new international officers for 2014-2015, introduce the latest Fellows and Honorary Fellows, confer the Best Paper Award and Student Scholarship, and present all the other accomplishments of note. Dinner will consist of roasted filet mignon with red wine gastrique and garlic mashed potatoes and includes salad, dinner rolls, dessert, and coffee or tea. A cash bar will be available during our Silent Auction before the banquet and a limited time at the beginning of the banquet. The 74th Annual International Conference of the Society of Allied Weight Engineers will be held at the Crowne Plaza Hotel in Alexandria, Virginia. This small hotel overlooks Old Town Alexandria and the Potomac River and is located only three miles from Washington National Airport, a few blocks from historic downtown Alexandria, and fifteen minutes by Metro from downtown Washington, DC.

The area of the hotel is mixed residential and small business and has many unique restaurants and shops. About seven blocks south is the lively King Street which runs from the Masonic Temple (and Metro station) to the city wharf on the Potomac. The hotel is on walking and running trails and bicycles are free for guests to use. Guest room internet is free with free sign up of IHG Reward Points.

Our room block has been reserved at the Crowne Plaza Hotel in Alexandria, Virginia, for the 2015 International Conference. Transportation

The Crowne Plaza Hotel is three miles from Washington National Airport and provides free shuttle service to and from the airport. For those coming into Dulles International Airport, there are shuttles that can get you to Washington National where you can get the Hotel shuttle.

The Hotel provides free shuttle service to and from the airport and King street where there are also Metro stations. The Metro will take you pretty much anyplace you might want to go so it is likely you will not need a rental car.

Registration for the “Technical Conference” for 1,2, or 3 days is required for everyone attending or participating in any of the Technical sessions (Monday and Wednesday) and the SPC Day (Tuesday). Non-members must pay an additional fee to attend the Technical sessions and/or the SPC Day. Only by registering can you obtain a Conference Badge, which is required for admittance to these events.

Those people that are doing training only, only pay for training. Members and Non-members are welcome to our hotel events, including the Welcome, SPC Luncheon, Awards Banquet, and any of the day tours planned, by signing up for “events only.”

Advance registration is strongly advised. Payment of all applicable Registration Fees by credit card, check, or cash is required prior to or at the time you obtain your badge and conference materials at Registration. This is to improve headcounts for food budgeting and help eliminate excess costs to the conference. 1. All registrations conducted after May 6, 2015, will incur a $50 Late Charge over and above the listed fees. We therefore encourage all parties to pre-register prior to this date, even if your company has not yet authorized your attendance or you know you will be paying your fees upon arrival at the conference instead of at the time of registration. There is no charge to cancel a registration.

2. All qualifying registered attendees will be granted access to all SAWE papers presented at the conference by means of a password and link to allow access to them electronically. The links will be forwarded to the attendance list shortly after the conference. As a benefit of SAWE membership, members also have free access to all presented papers from past conferences one year or more previous to the current conference.
