1. GENERAL

All documents prepared by the Contractor or its sub-contractors shall be in English and shall bear a prominent reference to the Project and a full title block containing a unique identification number, revision number, source and type of document and descriptive title.

Documents shall be on ISO standard A-size sheets, except that separately submitted computer printouts may be on fan-fold paper suitably bound into an appropriate binder.

The Contractor shall submit to the Owner’s Engineer four (4) hard (printed) copies and soft copies of documentation, unless otherwise specified in the contract.

All printed documentation provided shall be of good quality, clear, legible and able to be used by the Owner’s Engineer to produce further copies by photocopying.

All soft copies shall be in a format to be agreed mutually. As a minimum, text documents shall be in Microsoft Word Version 2000, spreadsheets shall be in Microsoft Excel Version 2000, data bases shall be in Microsoft Access Version 2000, drawings shall be in AutoCAD Version 2006 and schedules shall be in Primavera 3.0.

Where the Contractor is required to specify the performance requirements for plant including, but not limited to, valves, control valves, instrumentation, motors, pumps and blowers the data and requirements shall be set out on in the format generally attached to the relevant specification or standard. Should the relevant standard not include specimen data sheets, the requirements shall be set out on a data sheet in a form generally recognized as appropriate in the industry.

2. SUBMISSION

The Contractor will submit all documents with the purpose stamped:

For Information For Approval of the Chilean Seismic Expert For Owner’s Review For Construction As Built

All documents shall be listed in Master Drawings and Document List (refer to Attachment #1). Documents submitted For Owner’s Review shall have been processed in accordance with the overall Approval Procedure of the Contractor and will be certified by the Contractor as having been fully examined by him and in compliance with the Contract.

The documents that need the approval of the Seismic Expert will be submitted both of them for Owner’s Review and Approval of the Seismic Expert simultaneously.(refer to the attachment #6) The Contractor shall allow a period of 14 days for the Owner’s Representative to review and comment on each submittal of documents, unless otherwise specified in the Contract. The Owner’s Representative will advise the Contractor of the status of all documents submitted for review as one of the following:

• Reviewed, without comments: The work may proceed on the basis of the document, to under exclusively responsibility of the Contractor • Reviewed, with comments: The contractor must take care of the commentaries by modifying the document or justifying it. The document shall be submitted for construction as soon as possible with the noted amendments. Work may, however, proceed pending formal release, based on the noted amendments always to under exclusively responsibility of the Contractor. • Disapproved Non-compliance with the Contract. The Owner’s representative will identify the non-compliance. Work shall not proceed based on the disapproved document. The document shall be re-submitted.

Revision of the Chilean Seismic Expert:

All the drawings and documents that must be submitted for approval of the Chilean Seismic Expert (Scope of Works of Seismic Expert) will be emitted by the Contractor with a stamp in that sense. Once reviewed the drawing or document the Expert will put a clearly visible stamp on it with some of the following categories:

• Rejected: The document will have to be corrected by the Contractor and to be put under the process of revision of the Seismic Expert again.

• Approved with commentaries The contractor must take care of the commentaries by modifying the document. The document shall be submitted for construction as soon as possible with the noted amendments. Work may, however, proceed pending formal release, based on the noted amendments always to under exclusively responsibility of the contractor.

• Approved for shipping It indicates that the structures and/or the equipment can be shipped towards Angamos but that the Contractor must again be made position of commentaries modifying the document and putting under it the revision of the Seismic Expert to be approved for Construction.

• Approved for construction

The stamps of the Seismic Expert will be in the document next to the title block, and that part of the document will be scanned for emission. The use of a “Visible Stamp” in the documents provided by the Seismic Expert can be implemented. And Seismic Expert will stamp a hard copy document (title page 0r title block area) and after taking a scan image provide a pdf version of it to the appropriate project document distribution list to expedite distribution of the information. Documents may have both stamps together “Approved with commentaries and Approved for shipping” simultaneously.

3. DRAWINGS AND DOCUMENTS

3.1 Codes and Standards

Drawings shall be to the latest edition of the following:

ISO 128-1982 Technical Drawings - General Principal of Presentation

ISO/R 129-1959 Engineering Drawings - Dimensions

Standard size shall be metric A0, A1, A2, A3 and A4. Drawings shall be prepared in such a way that photo-reduction to size A3 shall result in a legible and useable drawing.

Particular attention shall be paid in this respect to selection of fonts. Each drawing submitted shall clearly indicate the applicable status, e.g. Preliminary, for Information, for Approval, for Construction, As Built.

3.3 Drawing and Document Identification

A title block shall be provided at the bottom right hand corner of each drawing with a window each for the following minimum information: (refer to Attachment #3.)

3.5.2 Dimensioning

All dimensions will be shown in millimetres unless specified otherwise by the Owner.

Leader lines shall start 2mm from the dimensioned element (unless that element is embedded within another) and end not less than 15mm away from the outer most element.

Dimension lines shall be a minimum of 10mm apart.

Dimension lines will take preference over leader lines with the leader line being broken around the dimension line.

3.5.3 Text

• Manual

Text shall have a minimum height of 3.5mm vertical upper case.

• CAD

Text shall have a minimum height by 2.5mm vertical upper case and conform to ISO 3098B style.

3.5.4 Line work

Sufficient variety of line thickness will be shown so as to provide a clear definition between components and dimensions.

4. EQUIPMENT TYPE AND NUMBER

4.1 Purpose and area of application

The power plant identification system is applied to clearly identify plants, systems, parts and components to their purpose, type and location.

The contents are in accordance with “KKS identification systems for Power Stations” issued by VGB Kraftwerkstechnik GmbH Essen. (refer to attachment #5)

In order to perform the set tasks the identification system must be capable of satisfying the following requirements:

• All installations and sub-systems have to be included,

• An adequate number of reserve codes must be available for future developments in power plant engineering,

• The classification of installations and sub-systems must be generally applicable to all types of power plant; all individual circuits and arrangements must, however, be clearly identifiable,

• Clear identification of all sub-systems,

• An identification used in a power plant must be non-recurring,

• Sub-division with graded details and a fixed in relevance to the data characters,

• Variable identification length depending upon the detailed requirements of the various areas of application,

• Independent identification of various systems must be possible,

• Ease of recognition ensured by clarity and an acceptable length for the identification,

• Plausibility check facility, especially for data processing,

4.3 Structure and application of the identification system KKS

KKS shall be applied for the process-related identification which identifies installations and equipment according to their assigned task in the power plant process.

A uniform identification structure was created with a maximum of four breakdown levels, except application to spare parts. And the Project shall utilize upto three breakdown levels with a maximum; the units referred to becoming smaller from left to right.

Table 1 summarizes the identification and type of data characters of the breakdown levels appearing in the KKS.

In the process-related identification the entire system is subdivided according to the function or process, since, whether for mechanical, electrical, control of civil

engineering, the equipment units and components must be identifiable in relation to the process.

The process-related identification is for many applications the most important identification, since it permits, for example, locations of electrical and control equipment, rooms, signals, and the identification in circuit diagrams related to particular functions.

In the electrical and instrumentation control engineering sectors, the equipment for auxiliary services, power supply, open-loop-control, instrumentation, etc,. is treated as a process engineering function. The same applies to structures in civil engineering work.

The process-related identification corresponds to the identification block “Plant” in DIN 40719, part2. This block has the prefix sign “=”. According to the standard, the prefix sign can be omitted provided that the identification remains unambiguous.

4.4 Automation Systems Identification

• Functional groups identification

The automation system is divided into functional groups/subgroups according to functionally associated process sections.

The structure of the automation functional groups is showed in the following figure 4.1 and is made by:

4.5 Pipeline identification

• Identification code

The code for the pipelines identification is made up by the Plant and the Function codes (level 0 and 1) as defined in Clause 3.2 and a third level code that identifies the line number.

The code is made up by two alphabetical characters (A1A2) that identify the equipment, and three numeric digits (NNN) for the line counting.

• Line attributes

Additional information, that, are not part of the line identification code, but are useful to give the complete characterization of the line, follow the line identification code.

• Line diameter

This shall be indicated following line number, by up to four numeric digits that represent the nominal diameter in millimetres.

• Piping design specification

One alphabetic digit and one numerical digit refer to the piping class used

• Cable Raceways The structure of the cable raceways identification code is showed in figure 4.3 and is made by:

Level 0 - Entire Plant;

Level 1 – Function; as defined in this paragraph for the cable raceways the last two numeric digits are identifies the floors level (F3 NN is optional and relevant characters may be omitted);

two alphabetic digits for raceways assembly and two numeric digits for counting in each raceway assembly.

4.7 Project related rules, agreements and procedures

• General rules on process-related identification

Piping & Instrument Diagrams (P&ID) are the basic documents (origins) for a Project related KKS coding.

Single line diagrams are the basic documents (origins) for a Project related KKS coding in electrical engineering. However, KKS codes for electrical consumers, measuring loops and items of I&C represented in Function Diagrams are originated in P & IDs.

For other engineering activities (e.g. layout planning, component engineering), KKS code must always be taken from the above mentioned basic documents.

In basic KKS documents (P&IDs and single line diagrams) the breakdown level 3 (component code) is never used.

Note: Special rules on point of installation identification and location identification have to be established within the relevant engineering disciplines (electrical, I&C and civil engineering). The basis are the KKS-Application Commentaries, Part B2, B3, and B4 by VGB.

• Rules on modifications and cancellations of KKS numbers. It is not allowed to change allocated KKS numbers for a Project, if these numbers have been released for the Project.

The original KKS number is still kept, even when another kind of equipment is used providing that the function according to the KKS equipment unit code is not changed (e.g. substitution of a gate valve by a globe valve).

If in a Project a hardware component is no longer used, it is not allowed to re-allocate its KKS number for another component in the same Project.

• Agreement on breakdown level “0” and the prefix number “F0”.

• General rules on other numbering code elements (FN, AN, BN).

Numbering starts anew when one of the preceding code elements changes.

Numbering may be consecutive or grouping.

Numbering need not be continuous.

Numbering conventions, once established, may not be altered, not even in the event of changes made in the progress of planning.

Redundant zeros must be written.

An application-specific scheme of numbering may be established. However, such schemes may not have the effect of reserving numbers in other applications, not even within the same engineering discipline.

Management systems (e.g. computer checking programs, allocation sheets) have to assure, that no double KKS numbers occur in the Project.

If necessary, subdivisions of number ranges in Fn and An according to the division of work could be made. They have to be written down directly in the Function key code and must be respected by the Members.

• General rules regarding direction of numbering

Standard designations have priority in all cases.

Numbers are increased in media or process flow direction.

Project counting directives refereed to local layouts are related to breakdown level “0”, and prefix number for system code “F1” and structures (F1=U) only.

The counting is not related to any geographical direction (e.g. not from west to east, not from north to south).

• Writing modus of KKS code Following structures of the KKS code are allowed:

- in one line with space between Function Level, Equipment Unit Level (and Component Level).
