1 Executive Summary

This annexure 1 report is in support to Quarterly report no 2 of 2nd quarter [June’2016 – September’2016] and covers detailed updates on Key meetings, events/seminar and queries addressed by SESEI expert during this period of June’2016 – September’2016. SESEI Expert, as a project and brand, was present in more than 26 meetings and 18 events and addressed 11 queries from the Industry and other stakeholders. These meetings and events provide a platform for the SESEI expert to effectively put forth the advancements being carried out in Europe in the field of standardization, policy measures and best practices.

In summary following meetings, events and queries are worth noting as addressed during this last quarter:

Meetings:

- Meeting with the team member of EU project on LCR (Local Content Requirement) & Market Access and providing input to key issues open and efforts carried out by Project SESEI

- Meetings with Industry associations to discuss BIS Rules & Procedures under formulation at BIS and its further submission

- Meetings with BIS for a) organizing bilateral meeting with CEN CENELEC Management team at the sidelines of ISO GA b) EN-115 adoption agreement c) Smart City Standards d) IT Security e) ETSI – BIS MoU f) National Electrical Code(NEC)/National Building Code (NBC) g) Smart Grid, Meter, LVDC and Electric Automotive etc.

- Meeting with IOT4SCTF (IoT for Smart City Task Force) and Telecommunication Engineering Centre (TEC) to align work on IoT/M2M, Smart City and Smart Home as carried out at ESOs, 3GPP, oneM2M etc.

- Meetings with EU Industry in India, Industry Associations, Ministry of Electronics & IT and BIS to pursue EU Industry concern and suggestions of improvement on the subject of Compulsory Registration Order (CRO) Schemes.

- Meetings with Industry representatives, Industry Associations and EU Delegation officials for discussing ICT subject covering 5G Pilot project and M2M/IoT Hackathon.

- Meeting with representative from Infineon technologies Ltd and providing guidance and way forward to address the issue of SMART CARD standards.

- 4th General Body Meeting of TSDSI

- Meetings with Department of Electronics & IT (Ministry), STQC (Standardization Testing and Quality Certification), NIC (National Informatics Centre) and NASSCOMM (Association of IT vendors and BPO Service Providers) to promote adoption of EN 301 549 (Accessibility requirements suitable for public procurement of ICT products and services) in India.

- SESE Workshop for CEN CENELEC Stakeholder Engagement and sharing insights into the current Indian Policy & Standardization landscapes and addressing various queries around CRO.

- Interactive Session with Federation of Indian Export Organization (FIEO) and its member on European Standards & Regulations for Trading with Europe.

2 Key Meetings, Events Participation & Queries (Generic)

2.1 World Accreditation Day (WAD) 2016 – 9/6/2016

Quality Council of India (QCI) organized the event to celebrate WAD 2016 on 09 June 2016 at Stein Auditorium, India Habitat Centre, Lodhi Road, New Delhi. The World Accreditation Day is celebrated world over on 9th June every year to further promote accreditation, and its use by Government, Regulators, Industry and other relevant stakeholders. QCI accreditation bodies such as NABCB and NABL have been jointly celebrating the event in the previous years. This year the theme for World Accreditation Day 2016 celebrations was "Accreditation: A Global Tool to Support Public Policy". SESEI attended the event to meet and interact with the members of The National Accreditation Board for Certification Bodies (NABCB), and National Accreditation Board for Testing and Calibration Laboratories (NABL) and use the opportunity to create awareness of the SESEI Project. QCI is also a close partner to EU Project on capacity building – CITD. Department of Science & Technology, Department of Commerce, Department of Consumer Affairs, German Agency GIZ, BIS etc. participated in the conference and shared various topics such as Importance of Lab Studies & Data for public Support, Role of accredited Labs to support human life savings, Legal Metrology, Accreditation - German Perspective, Zero Defect Zero Effect, Regulators using Accreditation to support its regulations etc.

2.2 Query on Horizon 2020 and Education about Standardization- 9/6/2016

Query: Ms. Leena Chandran – Wadia, Independent consultant requested SESEI to be included in the mailing list of projects on Horizon 2020 that international groups can collaborate on. She also requested to send the links to the educational material on standards.

SESEI responded to the queries as below:

• Mailing list of project H2020 or other international group please refer the enclosed email from EURAXESS project and subscribe to its distribution list. For any concern feel free to contact me and I will get you connected with the personal responsible here in India.

• For Education about standardization a presentation is enclosed having various links in it for more information.

2.3 SESEI meetings with the project stakeholders during the visit for Steering Committee Meeting No 1 (SC#1)

2.3.1 Meeting to discuss and close SESEI-2 Final Report - 14/6/2016

A meeting between SESEI expert and ETSI officials (Ms. Margot Dor and Ms. Cindy DeDelley and Mr. Gavin Craig) was held to discuss the SESEI II draft Final Report. The report was discussed in details, necessary changes and modifications needed were carried out and Final report was submitted to EC for review and approval

2.3.2 Meeting with ETSI DG and Ms Margot Dor – 15/6/2016

An meeting was held between SESEI expert and ETSI DG to discuss the status of the Project SESEI, current ICT issues and topics which shall be taken up as part of SESEI-3 scope. DG ETSI also enquired about the status of India’s Smart Cities Mission and standardization activities on it. Meeting was also used to discuss the proposed oneM2M event and hackathon timelines and its scope in early 2017.

2.3.3 Meeting with Ms. Margot Dor and Mr. Laurent Velez - 17/6/2016

A meeting was held with ETSI officials (Ms. Margot Dor and Mr. Laurent Velez) to discuss the tentative timelines and scope of the OneM2M event and proposed hackathon in India. Hackathon and workshop on IoT is agreed to be conducted in a similar way that the one ETSI is organizing in Nov 2016, with possibly similar themes. While the Indians stakeholders want to conduct it asap but due to release 2 and other occupancy it was not possible to be conducted in 2016 hence It appeared more reasonable to do it in early 2017. Group agreed to hold the event in March 2017 latest and discuss its feasibility with Indian Stakeholder (CDOT and others). The draft schedule for the event is proposed as below subjected to further discussion and agreement by the partners:

Day 1: oneM2M Developer day:

- A tutorial and collaborative work. - oneM2M tutorial: Presentation of oneM2M standards from a developer's point of view - Development of oneM2M software applications - Presentation and Use of oneM2M open source implementations for Common Service Entities

(CSEs) - Presentation and use case of Semantic interworking with oneM2M

At the end of the Days 1, kick off the hackathon, by building the teams and allocating the mini projects/challenges. The hackathon should be placed as a collaborative work rather than a competitive one. It is also expected to stay simple in the project subject, as some delegates might not be familiar with oneM2M to build a complex use case. The goal is to build a M2M developer community, not getting products ready to be used and deployed. The Hackathon will then go on for 2 days.

Day 2: While Hackathon goes on in a dedicated room, IoT Workshop (mainly based on oneM2M if possible) will also kick off now in parallel. The main focus points for IoT discussion would be Smart City, ITS + Health + Power, Agriculture etc.

- OneM2M Demo: To enrich the workshop, we could host the oneM2M demos like in the ETSI workshop. A lot of preparation is usually needed, so in this case, it could be just one or 2 demos, based on the implementation of C-DOT if they wish to take care of this.

Day 3: Will be Continuation of Hackathon and Workshop in parallel. Event/Workshop will conclude with result and award of the Hackathon.

2.3.4 Meeting with ETSI legal director to discuss IPR activities in India: 17/6/2016

A meeting was held with ETSI Legal Director (Mr. Christian Loyau) to discuss the IPR activities in India especially recent SEP paper as released by Ministry for comments. SESEI provided updates on several aspects of IPR issues/activities in India. SESEI through presentation shared issues, reforms and/or policies being ‘cooked”, new authorities in charge, players and positions etc. During the meeting it was also agreed to explore for an Indian subject matter expert on IPR who could take part in next ETSI organized conference in US on IPR.

2.3.5 Meeting between SESEI Project coordination team: 17/6/2016

A meeting was held with Margot Dor and Youssouf Sakho to review the project administration, financial, regulatory activities and pending items. Team agreed the way forward to their fast resolution.

2.3.6 Query on SARSO from EU Delegation in India- 17/6/2016

Query: Mr. Michele Merloni of the EU Delegation in India, posed queries on the following;

1. Do you know about SARSO? How serious is it in terms of effectiveness and progress? And how much have they aligned to existing international standards?

2. I assume India is not much looking at SAARC, but rather at US and EU

SESEI response: SARSO, is was one of the agreement under SAARC for which India is also signatory. Last year they also did a study tour to Europe and visited Commission and CEN CENELEC and DIN office to have exchange of dialogue. This trip was funded by PTB Germany https://www.ptb.de/cms/en.html While they are having few TCs covering Food and Agricultural Products, Jute, Textile and Leather, Building material, Electrical, Electronics, Telecom & IT and Chemical and Chemical Products etc., I don’t see much action or adoption or alignment happening in the SAARC region through this SARSO. As you can notice from their enclosed newsletter they are funded by external organizations hence could be financially limited as well in their activities. 2.3.7 Meeting with Ms Maitane OLABARRIA UZQUIANO, Programme Manager - Sustainability & Services – Standards CCMC – 22/6/2016

SESEI held d a meeting with Ms. Maitane OLABARRIA to discuss the EU status on Services standards. During the meeting discussions took place around Energy Management System, Fuel standards and Service Standards covering Tourism, Education and Health Care, etc. SESEI has asked for this meeting to take a stock of Services Standards in EU as this topic has become interest to Indian Stakeholders.

2.3.8 Meeting with Ms Chen Zhuohua, CCMC – 22/6/2016

A meeting was requested by Ms. Zhuohua with SESEI to discuss Project SESEI deliverable/activities which could help her aligning the Project SESEC. SESEI shared all the deliverable, timeline and how they are carried out efficiently.

2.3.9 Meeting with Mr. Gavin Craik, ETSI – 22/6/2016

Meeting was organized to discuss the EC (Ms. Silvia Vaccaro) comments provided on the draft Final Report and a way forward for its closure.

2.3.10 Meeting with Ms. Rentea Alexandra, CCMC - 23/6/2016

A meeting was held with Ms. Rentea Alexandra to discuss the session details, presentation and planned interaction with the participants during the SESE stakeholder engagement Workshop on 24th June 2016. SESEI had prepared a detailed presentation for the SESE Workshop which covered Project status and the achievements of SESEI - 2 and how best we can utilize the project to maximize the efforts and its deliverables. During the meeting Presentation was reviewed. Meeting was also used to review the list of Questions received through the survey during the registration.

2.3.11 Meeting with Mr. Alexandre della FAILLE de LEVERGHEM, Programme Manager - Sustainability & Services – Standards, CCMC - 23/6/2016

Meeting was held with Mr. Alexandre della FAILLE de LEVERGHEM to take an update on the e-health related standards and policies in Europe. Meeting was also used to update Mr. Alexandre about India's plans to establish National eHealth Authority (NeHA) and other associated initiatives.

2.4 SESE Workshop for CEN CENELEC Stakeholder Engagement – 24/6/2016

CEN CENELEC organized a Stakeholders Engagement. The main aim of the workshop was to demonstrate how Seconded European Standardization Experts in India (SESEI) support the European industries and its stakeholders through this project. A privileged insight into the current Indian Policy and Standardization landscapes was shared by SESEI. Objectives of the workshop as briefed below was to provide with an overview of the role of the Seconded European Standardization Experts in India (SESEI) and how they support European interests;

- to present first-hand intelligence on the latest developments in the Indian standardization landscapes;

- to show how you could get value out of these projects to support your own interests in India;

Key Subjects taken up at the Workshop by the Seconded European Standardization Expert in India (SESEI) were a) SESEI 3 – Objective and Sectors b) the Indian regulatory and standardization landscape, the role and activities of the SESEI expert to support European industry, c) latest developments d) Case Studies (India towards the smart city, smart grid/meter & Low Voltage Direct Current (LVDC) solution and Adoption of lift and escalators standards in India). SESEI shared insight into the Indian Standardization, Policy and Legislation around Project Priority Sectors covering ICT, Electrical Equipment including Consumer Electronics, Automotive (Connected Car/ITS) and Smart City etc. A lots of Q&A were raised during the workshop. It was decided to host more such focused workshop. The workshop also provided a platform for feedback and guidance on future orientation of project SESEI.

2.5 Query on adoption process of EN 301 549 outside Europe - 24/6/2016

Query: Mr. James Thurston, Vice President for Global Strategy and Development, G3ict – the Global Initiative for Inclusive ICTs asked SESEI expert for his assistance and support on developing a sort of How-to-Guide for Adopting the EN in countries outside Europe. Countries like Australia, Mexico, Brazil and many other have expressed interest in its adoption. Perhaps, simply lay out all steps (a roadmap) to be taken to adopt the EN as a national standard by a non-EU national standards body. Identify and address any possible challenges or roadblocks that should be anticipated.

SESEI Response: SESEI shared the process of adoption as followed by CEN CENELEC and ETSI. As this standard is developed jointly by ESOs it is still owned by ETSI.

2.6 Steering Committee Meeting No. 1 of SESEI - 3 – 27/6/2016

1st Steering Committee of the Project SESEI-3 was held on 27th June 2016. The main agenda discussed during the meetings were:

- Review of Actions from the meeting #10 (last meeting of SESEI-2) - SESEI Project Management (Closure of SESEI 2 final report and Kick off SESEI 3) - SESEI Expert Report (Last Quarter Major Activities and Project work plan & roadmap) - Discussions on SESEI 3 strategy, objectives, measurements and communication within SESEI “team”

and external audience etc.

2.7 Query on Tools for measuring and comparing environmental performance- 29/6/2016

Query: Mr. Srikar Dole, Head (Training, Networking & Partnerships), IL&FS Academy of Applied Development (IAAD) wrote to SESEI seeking more information on Tools for measuring and comparing environmental performance as published by Afnor (France) and connect with people at AFNOR handling INDIKO. SESEI response: SESEI with the help of CCMC connected the AFNOR representative and discussions are ongoing for an English Version of this tool, which is expected to be released in November 2016.

2.8 Meeting with the team member of EU project on LCR (Local Content Requirement) & Market Access- 08/07/2016

A meeting was called by Mr. Michele Merloni from EU Delegation to India to introduce Dr. Biswajit Nag handling EU Project on LCR with SESEI. Mr. Michele Merloni had earlier introduced SESEI with the team leader implementing this new study project on India's technical barriers to trade. Dr Biswajit Nag is responsible for the study part on standards and local-content requirements. The main aim of the meeting was to discuss and provide all possible help and support for this study report. The identified priority sectors for the study are steel, tyres, automotive parts, medical devices, and telecom/ICT products. The discussion between SESEI and Dr. Biswajit Nag were held covering topics as below (Ms. Sanchita Chaterjee responsible for legal and compliance issues also joined the meeting):

Clarity on conformity assessment scheme and local content requirement

Clarity on issues related to testing, inspection labelling, certification, weights and measurements, implementation of regulations, lack of capacity at port of entry, etc. and their impact on imports.

BIS new Act and Rules

SESEI provided all the information available and assured to continue working with them on this important study report for EU Delegation office.

2.9 Conference Call with MAIT members to Discuss BIS Rules 2016 – 25/7/2016

A conference call was organized by MAIT to discuss the Draft BIS Rules 2016 and seek desired inputs / modifications on the same. SESEI studied the draft BIS Rules 2016 in detail and shared his comments as under;

1) Chapter I, Clause 2, Sub Clause (k): Please include definition of Self Declaration as available in BIS old rules: *#(ia) ‘Self declaration’ for the purpose of Chapter IV A means the declaration made by the Registered User that the article for which registration has been granted conforms to the relevant Indian Standard. This definition and associated provisions shall be included as part of either Chapter V of Chapter VII. This is an important provision to meet the desired objective of “Make in India” having Export Oriented Strategy and Ease of Doing Business.

2) Chapter IV, Clause 15, Sub Clause 3 (a) and 4 (a): In order to have increased and relevant participation to BIS Division Council and Technical Committee, and meeting the desired objectives of “Make in India” having Export Oriented Strategy and Ease of Doing Business, we believe the participation shall also be extended to Subject Matter Experts (SME) from other UN recognized regional standards development organizations having their operations in India. We therefore request you to kindly update the Chapter IV, Clause 15 and sub clause 3 (a) and 4 (a) for including “agency, organization, subject matter experts (SME) from other UN recognized regional Standards Development Organization (SDO’s) having local presence/representation in India” along with Industry.

3) Chapter IV, Clause 15, Sub Clause 12:- In order to allow Industry to prepare with the revised changes in the Indian Standards, which is in force for mandatory/voluntary standard the concurrent running of two versions of an Indian Standard shall be allowed for a period of up to two year as a transition period on a case to case basis. This is also in line with the best practices followed

globally [e.g. European Commission from the date of legislation allows three years for its directive to get implemented and EU standards development organization “CEN, CENELEC” allow the transition period of two year from the date of amendment/revised standard. We therefore request BIS to consider a transition period of up to 2 years as part of these rules and during this transition period allow concurrent application of both old and new editions without possibly linking it to the DG approval. This practice would also help BIS and associated ministry in avoiding frequent extensions for its implementation.

4) Chapter IV, Clause 15, Sub Clause 17: Please clarify, is this clause applicable to Confirmatory Assessment Bodies or other SDOs active in India such as TSDSI/TEC etc.

5) Chapter V, Clause 25, Clause 26: Clause 25 & Clause 26 indicate that BIS will frame Regulations for Conformity Assessment Schemes and Regulations for grant of license. In old BIS rules many of rules around License, Registration including Self Declaration schemes are already part of Chapter IV and Chapter IVA. We believe all of these rules shall be defined now and chapter IV and IVA shall be included as part of these revised rules especially schemes such as Self Declaration to meet the desired objectives and with one document we could address all needed rules and procedure in line with BIS ACT.

6) Chapter V, Clause 26: License fee of 10% of the fee for certification of conformity is quite high, Vendor is already paying for the certification cost we therefore request BIS to reconsider this and explore option if the same could be addressed by the Market Surveillance agency or BIS only.

7) Chapter VII on Market Surveillance and Enforcement is new chapter and provision, Industry is seeking additional time for its review.

2.10 Interactive Session on European Standards & Regulations for Trading with Europe – 26/7/2016

SESEI is regularly invited by Federation of Indian Export Organization (FIEO) to share his knowledge and views on the "European Standards & Regulations for Trading with Europe". This opportunity also help in providing details about the latest on the European standardization to the prospective traders wanting to trade in Europe and creates awareness on the importance of standards in trade and innovation. 2.11 Workshop by Global Certification Forum (GCF) on Investigating an End to End Device Testing & Certification Program for the Telecommunications Industry in India - 27/7/2016

The GCF organized a workshop focused on gathering inputs and requirements from regional players on the key issues, challenges and opportunities that are present in the Indian Market with regards to certification, commercialization, and management of devices from both Open Market and Operator Controlled Channels.

SESEI attended the GCF workshop on the certification of Mobile devices to hear and understand the perspective of various players in the value chain on the technical and business issues, which are impacting the market. The workshop initiated discussions to facilitate;

• Identify potential frameworks (structural and operational) under which a GCF based certification scheme can be established for India

• Define a high level scope of target test areas, standards, and methodologies • Explore multiple engagement models with GCF under which this program could be established • Collaborate on a high level project plan/timeline for achieving a self-sustaining certification scheme • What about Certification of M2M devices

SESEI during the workshop informed the GCF team that a) Present Testing and certification of Mobile phone is carried out basis IS 13252 b) BIS has developed IS 16333 - Part 1 for Mobile Phone Safety c) TEC has also developed a Mobile Phone Testing Procedure/Guidelines hence in view of this GCF shall first carry out a study of BIS new standard and TEC guidelines to determine the India specific requirement and built test guidelines for this India specific requirement accordingly while standard testing template could stay the same as adopted globally. GCF team was also informed about the Quality Council of India (QCI), which is an accreditation agency in India and TEC accreditation program which is also based on ISO 17025, and is very much in place. As asked by GCF, post workshop SESEI expert shared more information as below on this accreditation.

2.12 Query on Certification of LED Lights from Embassy of the Kingdom of Belgium - 28/07/2016

Query: Ms. Babette Desfossez, Customs Attaché - Douane attaché - Attaché Douanier, Embassy of the Kingdom of Belgium, New Delhi approached SESEI seeking clarity on the Belgian companies concerns on import of LED lights. The query posed regarding certification of LED products is as follows;

IECEE: Products must have to accord to IEC60598-1 and to apply with IEC60598-2 and on top BIS (Indian certification): IS15885 (part 2/Sec 13) and 10322 (Part5/sec1).The IECEE certificates are there, but the problem for the BIS certificates is that this must be done for all the different references. This will imply a very big cost. For the Belgian company, this Indian certification feels like a trade barrier. They ask if Indian companies also go through the same certification process (implying the same costs). Request SESEI to provide details on the same. A letter from DALAI (Association by members from manufacturers & Vendors who are in line of Business) to DEITY is also annexed. They had a meeting because DALAI is about quality products and their aim is to be treated in another way then the importers of cheap non-quality products. This letter also explains the situation.

• IS 10322(Part 5/Sec 1):2012 (based on IEC60598-1): - Luminaries Part 5 particular requirement Sec 1 Fixed General purpose

As they are Indian Standards and even if based on global standards such as IEC60598, testing shall be carried out in India through BIS recognized Labs as listed here [IECEE certificates are not accepted as it]. More information on this CRS/CRO scheme is available here and here [Process is same for both Indian and Multinational companies and they both need to comply with the scheme. There are various clarification issued in the past on this subject of LED as part of FAQ and I have compiled these clarification in the enclosed document. This CRO/CRS order is listed as apart of WTO/TBT as available here. As per the letter from DALAI to Deity [Mr. Sachdeva] I understand they are interested for a differential treatment for this case by treating the items as Specialized Fine Lighting Equipment (SFLE) and exempt it from the testing & certification. I would like to understand more on it and especially the outcome of their meeting held with Mr. Sachdeva at Deity in April. I know Mr. Sachdeva and can further discuss this issue with him. If the business is immediate, testing and certification having one time cost would be a faster way to address it as procedural delay to accept and approve SFLE might take long time.

2.13 Meeting with the BIS officials – 2/8/2016

SESEI organized meetings with the BIS Officials to review and discuss:

1. Meeting with BIS International Relations Department (IRD): SESEI is working closely with CENCENELEC and BIS for signing of MoU between the two organizations for adoption of EN115. SESEI is regularly interacting with the concerned officials at BIS to take their feedback on the status on EN 115 adoption. Similarly, SESEI is also coordinating for the meeting between CENCENELEC and BIS officials during the ISO GA Meeting, scheduled to be held in Beijing in the 2nd week of September 2016. To discuss adoption of EN115 and its status and update.

2.14 Attended Seminar on India-Iceland Business Opportunities and Economic Cooperation - 03/08/2016

ASSOCHAM, in association with the Embassy of Iceland, New Delhi and the Indo-Icelandic Business Association (IIBA) hosted a seminar on India-Iceland business relations. SESEI attended the workshop. At the seminar three Icelandic companies MYR, GeoSilica and Feel Iceland presented their experience of doing business in India and the future prospect of Indo-Icelandic business relations. Mr. Thorir Ibsen, the Ambassador of Iceland also participated in the seminar. Iceland and India are the two fastest growing economies in their respective regions and the Indian-Icelandic business relations offer numerous opportunities. SESEI used this opportunity to update the Ambassador and other participants from Iceland on local presence of Project SESEI and its scope and objectives and EFTA is one of its project partner.

2.15 Meeting request by team member of EU project on Market Access and Local Content Requirement (LCR) – 11/08/2016

A meeting was sought with SESEI by the team members of the EU Delegation members to discuss and understand the new BIS ACT2016. SESEI met with Ms. Sanchita Chatterjee and Mr. Biswajit Nag to discuss the BIS Act [reform]. SESEI apart from discussing the BIS ACT 2016 and draft BIS rules and procedure also shared the documents and views on the BIS CRO scheme and associated issues as raised by the Industry. SESEI also provided additional information on the queries raised by the team with regard to Solar/Wind and Cosmetics issues.

As a follow-up to this meeting, team member (Dr. Biswajit Nag and Ms. Sanchita Chatterjee) asked following queries for which response was submitted through email:

Query 1: If any mandatory standard for Solar/Wind Energy

SESEI Response: While BIS has developed enclosed list of standard for Solar, I don’t see there is any standard mandated by BIS as of now. For Solar, the issue was more around policy such as Jawaharlal Nehru National Solar Mission mandatory provisions. WTO report as available at this link could help providing more information on it.

Query 2: More information on Multilayer packaging recycling issue around cosmetics associated with the Plastic Waste Rules, 2016

SESEI Response: The copy of this notification is enclosed for more information (Page 17 onwards are in English). Yes, I see mention of IS 9833:1981 for its conformity (clause 4a) and IS 14534 (Clause 4g) and more hence is surely an issue of concern.

Query 3: Summarizing the standards and security issues related to telecom industries in India. SESEI views are required on;

a. 2011 notification on security issues (what are the main concern from our project point of view?) What is the requirement on imported equipment? (Testing and certification and then network auditing is required) Operators are doing only network auditing

SESEI Response: Mandatory security testing, how it will happen and on which framework/criteria and how it will unfold etc. are truly the Industry’s concern. At present requirement are for both Network Audit and Testing of Imported equipment. Network audit is already in place however testing has been

delayed for many time due to absence of testing framework and testing infrastructure in India. Latest extension is April 2017 now. Yes, I would suggest the team to have meeting with an operator say Telenor/Vodafone for more real-time information or Vendor which are complying with it.

b. For IT Infrastructure • Process (following ISO 7001 (??) • Equipment (India is close to 3GPP standards), I have missed the issues related to CCRA • You have also mentioned about a Niti Aayog paper on electronics. Is it " Make it India Strategy

for Electronics product'?

SESEI Response:

• It is ISO 27001 and ISO/IEC 15408 • Telecom Equipment follows 3GPP Standards and IT equipment follows CCRA [ISO/IEC 15408]. CCRA

has a well-defined protection profile for IT equipment and they believe the same can resolve the requirement of 3GPP equipment also while it may not be entirely true hence work is taking place at 3GPP with GSMA for their implementation methodologies.

• Yes Niti Aayog paper on electronics is "Make it India Strategy for Electronics product”

2.19 Meeting with EU Project EURAXESS representative – 19/9/2016

SESEI held a meeting with Ms. Ainhitze BIZKARRALEGORRA BRAVO, Country Representative, EURAXESS Links India. The EURAXESS-Researchers in Motion website portal is being fully revamped, finalizing its main content. The India page will include a new section called "Partners" where among others, it will include R&I related initiatives/organizations that agree to give visibility to EURAXESS logo on their website. Ms. Ainhitze had sought SESEI's permission to include Project SESEI on their website. SESEI met with Ms. Ainhitze to discuss the possibility of including SESEI logo in their website. SESEI informed that while it is a good initiative and will help creating more awareness of the Project, however a) he will require approval of the Project Stakeholders b) SESEI is a project and doesn’t have its logo hence a website link could be shared and not the logo. SESEI will discuss the proposal with SC# PARTNERS and update.

2.20 Query from Dr. Biswajit Nag and Ms. Sanchita Chatterjee, EU Project on Market Access (LCR) – 19/9/2016

Query: Dr. Biswajit Nag sought inputs on "BIS reform and participation of EU Organizations in Delhi.”

SESEI response: On 7th August, 2015, Government of India introduced the Bureau of Indian Standards (BIS) Bill, 2015 in the Lok Sabha and on 21st March 2016, it has come into force as BIS Act. BIS Bill prior to its finalization was released for comments/consultation. EU Project/Organization such as Project SESEI has worked on it. BIS revised bill has many industry friendly & forward looking provisions such as few mentioned below:

• Clause 9. (1) (i) obtain membership in regional, international and foreign bodies having objects similar to that of the Bureau and participate in international standards setting process;

• Clause 10. (2) (b) adopt as Indian Standard, any standard, established by any other Institution in India or elsewhere, in relation to any goods, article, process, system or service in such manner as may be prescribed;

• Project SESEI continues to work closely with Industry associations and BIS in framing BIS Rules and Procedures 2016.

2.22 Query on Mutual Recognition Agreement (MRA) with respect to Testing, certification, inspection – 27/9/2016

Mr. Amit Kumar Jha, Deputy Director at MAIT and responsible for manufacturing, taxation, EODB and other related policy advocacy contacted SESEI to seek understanding on below items [SESEI response is recorded below each query]:

Query: MRA with respect to Testing, certification, inspection, etc. and sought a small write-up on the same.

SESEI Response:

With an assumption that the query is related to EU-INDIA MRA and is not in general, the details are as follows;

MRA is a very broad subject and is a bilateral agreement which is further based on Conformity Assessment Schemes (CAS)/Conformity Assessment Bodies (CAB) etc.

To have MRA harmonized standards plays a key role hence MRA is mostly established Sector to Sector.

Conclusion of Mutual recognition agreements (MRAs) for conformity assessment, certificates, and marking is inter-governmental and is intended to reduce the costs of testing and certification on other markets.

EU has established MRA with many third countries such as Australia, Canada, Israel, Japan, New Zealand, USA etc. and as you can see here they are sector specific MRA and as well include list of CABs

Query: Should India move forward in establishing MRA with EU or any other countries (in IT and Electronic Hardware sector). Will it benefit? What are the challenges? We understand that it will improve the ease of doing business as well as cost of doing business for MNC companies. We all are aware of the current testing/lab facilities in India and then certification under CRO is perennial pain for Industry. Establishing MRA with even a single country/Trade block will reduce this pain. SESEI Response:

MRAs are always beneficial for the trade partners and is a win-win proposition, it is a great tool enhancing EODB as well as cost of doing business.

MRA are sector specific and are also associated with harmonized standards, it need to be addressed with a political backing and business/trade interest. The dialogue on MRA between INDIA & EU started during the FTA negotiation by the UPA government and considering it is dependent on harmonized standards and is/could/shall be sector specific a joint project was started between INDIA and EU known as Capacity Building Initiative for Trade & Development (CITD). We are hopeful that as a follow-up to this project conclusion both side will discuss and address this requirement of MRA as well at least to one or few sectors such as IT and Electronic Hardware sector. This subject could also be taken up as part of EU-INDIA joint initiative between DeitY (MeitY) and EC (DG-Connect). India through BIS is also a signatory to IECEE scheme, and CRO is mostly based on IEC standards adopted as IS standards hence to begin well, BIS shall start accepting the mutual acceptance of product certificates through peer assessment (Presentation copy as enclosed shall help gaining more insight into it).

3 Key Meetings, Event Participation & Queries (Smart Cities)

3.1 Query on role of oneM2M in Smart City Architecture – 22/6/2016

Query: Mr. Bipin Kumar chairperson of IOT4SCTF inquired for more information on the SMART CITY Architecture based on oneM2M platform with specific input to following: 1) What (or whose) implementation of oneM2M Busan is using? 2) 2 entities 1 core entity - the 'Open Platform' and the other, 'Connectivity' as oneM2M compliant.

Does this mean the 'Applications' don't have to be oneM2M compliant?

SESEI responded to the queries as below with the help of ETSI and oneM2M members from Korea:

1. What (or whose) implementation of oneM2M Busan is using?

Response: There was a government funded project led by KETI. The outcome of the project is an open source oneM2M platform called Mobius. SKT has improved the open source platform (optimization & adding some security aspects) and commercialized oneM2M services. (All this happened from 2013 ~ 2015) Korean government is now sponsoring an open source forum called OCEAN to distribute the source code and establish an IoT ecosystem. In 2014, there was a committee prepared a RFP for smart city large scaled projects. At that time the main issues was how to make all large scaled IoT projects are interoperable and sustainable. There was a lot of discussion within the government. The solution was to mandate global IoT/M2M standardization so that whoever become the leader of such large scaled IoT pilot projects, the government can make sure that they are interoperable. Based on this policy, the committee provide a guideline in the RFP recommending oneM2M standards when the project is started. There were two oneM2M based large scaled projects in Korea, Busan smart city and Daegu daily health care. Both are built on top of oneM2M based platform and applications. So that any SMEs developing IoT devices or services in Busan can also provide their devices and services to Daegu. Recently, the government has called another smart city similar to Busan. This new smart city will be built based on oneM2M standards so that all three large scaled pilot projects are all interoperable.

Response: Open Smart city platform is a server side platform implemented based on oneM2M standards. (This platform has been evolved from the open source project. There exist other local connectivity IoT platforms such as OCF and All Seen. As they are focusing on connecting IoT devices locally, the slide might call them as part of connectivity platform. Anyhow we are seeing oneM2M as a platform gluing all different local area IoT/M2M platforms. In this way, OCF devices can communicate with All Seen devices. This is possible because oneM2M has interworking features in its release 2. Application platform has to be oneM2M compliant. As other local platforms are connected via core oneM2M platform, oneM2M applications can see all end node devices as oneM2M devices.

3.2 Forum IoT for Smart City Task Force (IoT4SCTF) - RFP Meeting via conference call – 11/7/2016

SESEI is an active member of the IoT4SC Task Force and participates when possible in meetings through Audio conference. IoT4SCTF [https://sites.google.com/site/iot4sctf/home] is a technology driven open forum of domain experts from industry, academia, government, startups, professional bodies and user agencies. The initiative is supported by Department of Electronics & IT and is addressing following streams, which will help Government in achieving its mission/vision of building 100 Smart Cities in most effective and harmonized way. SESEI efforts are to align the work of oneM2M and other related ETSI standards towards India's initiative to build 100 smart cities and role of IoT in it.

IoT4SCTF (IoT FOR SMART CITY TASK FORCE) organized presentation for its member on LoRa Technology as implemented by Tata Communications in India. SESEI attended this online presentation to gain insight into LoRA implementation in India by Tata Communication as it would help updating project partners about its progress and may further help on M2M/IoT work in India. 3.4 "Future proof IoT based smart cities using oneM2M?” oneM2M Webinar - 28/7/2016

Dr. Omar Elloumi, oneM2M Technical Plenary Chairman, presented a webinar on “Future proof IoT based smart cities using oneM2M?” This webcast addressed the following topics.

How can smart city architects plan for future scalability, integrate as yet unknown technologies while being interoperable with legacy installations?

Only a standards-based solution can help address these challenges.

We will see how the oneM2M standard used in a smart city architecture can introduce a horizontal interoperability layer and reducing vendor lock-in.

We will learn from the experience of oneM2M in the field, taking the example of Korea's ambitious smart city project in Busan, based on oneM2M.

We will examine a blue-print for future smart city development, taking into account legacy systems, open standards, open data and security.

SESEI attended this webinar to gain latest update on oneM2M status, release 2 and its role in smart city in view of its importance to Indian initiatives to build 100 smart cities in India and other associated efforts to define the ICT/IoT part of smart city RFP as addressed by IOT4SCTF. SESEI is aligning this progress with IOT4SCTF WGs.

3.5 TEC M2M WG on Smart Home Conference Call - 14/7/2016

SESEI participated in the audio conference call of the TEC’s M2M Working Group on Smart Homes. The main agenda of the meeting was to review draft Report on Smart Home. SESEI had shared the draft report with partners for review and comments if any. SESEI expert suggested following input to chapter six on Communication standards / Technology:

3.6 Audio Call meeting of Smart Home Work Group – 11/8/2016

SESEI is an active member of the Working Group on Smart Home at TEC. He participates in the periodic audio meetings when possible and contribute to the work on the said subject. The highlights of the discussions and action items agreed in the working group are as under;

Technology Ingenu was suggested to be included as its performance is said to be better than some of the included references in the Draft like LoRA.

• Three key aspects to be considered for smart home: Safety and security, energy availability, water quality, usage and waste management. There was a suggestion that apart from commercial benefits Government should provide infrastructure for these items that need 24/7 support and it

could promote the penetration of solar and its usage, water and waste management, usage of public transportation etc.

• It was decided that a small section can be included in the document to provide references on Building automation, references to Smart city like Water management, sewage, street light management, kids’ safety. It was suggested that base water usage for individual building can be included as part of Smart home.

• Reference to source of content to be included as part of document for more clarity. • More Smart home products can be included with more use cases and it can be mentioned as 5 years’

roadmap. • Organizations in this field could come to a platform to create common APIs for the related devices

/ equipment for interoperability. • It was suggested to include Smart lock as part of Smart home use case. Template for reports will be

shared.

SESEI has shared CCMC and ETSI work on this subject and got it included as part of this report under preparation.

3.7 The Fraunhofer Innovation & Technology Platform (FIT) along with the Ministry of Commerce & Industry organized the '4th Fraunhofer Innovation & Technology Platform 2016' – 2/9/2016

The Fraunhofer Innovation & Technology Platform (FIT) organize an annual flagship event focusing on different thematic fields and showcases, cutting edge technologies, innovations & solutions. This year the main themes were built around Smart Technologies i.e. Smart Manufacturing, Smart Cities and Smart Energy. More than 10 Fraunhofer experts from various institutes participated and showcased technology needs/solutions for the Smart Technology situation in India. Top CEO’s and researchers from India and Fraunhofer Institutes as well as Senior Government officials from the Ministry of Heavy Industries & Public Enterprises and Department of Science & Technology were present at the Technology Platform. During the inaugural session, Prof Frank Treppe, Director Corporate Strategy and International Relation, Fraunhofer Gesellschaft Germant highlighted new partners in India such as ACMA, SIAM, BHEL etc.), Prof Dr. Boris Otto, a leading expert in the field of advanced manufacturing and chairman of 4th FIT Platform highlighted importance of sustainability as resources are scarce, Dr Martin Manz, Deputy Chief of Mission, German Embassy highlighted German Partnership on Smart Cities with Bhubneshwar, Kochi and Coimbatore and Industry 4.0 and Solar Energy Cooperation between India and Germany, Dr. Arabinda Mitra, Advisor & Head International Bilateral Coop, IGSTC (Indo-German Science and Technology Centre) highlighted India is one of the top 3 countries in research partnership, and joint Beam Light Project and Guest of Honor Mr. Anant G. Geete, Minister of Heavy Industries & Public Enterprises proposed that 68th Institute shall be established in India and Ministry will provide all needed for it, research cooperation in heavy industry is the need of the hour for India and Germany has expertise, also highlighted India's young population - 55% POP below 35 yrs. of age, Advanced Super Critical Power Project is in pipeline hence cooperation is needed.

The presentations from the experts covered key issues and challenges related to the complex subject of smart cities / smart manufacturing / smart energy through parallel sessions. Fraunhofer also showcased their expertise in smart solutions and models for India.

3.8 National Summit on 100 Smart Cities India 2016- 9/9/2016

Bharat Exhibitions organized its National Summit on 100 Smart Cities India 2016 on 9th September 2016 at, New Delhi, INDIA. ETSI and oneM2M had endorsed the event. 2nd edition of this industry flagship event – National Summit on 100 Smart Cities India 2016 was held with main theme of "BUILDING TODAY - THE CITIES OF TOMORROW”. This event discussed and debated the importance of various aspects of infrastructure that needs to be planned, designed, built and operated in order to provide the 'Smart' attribute to a city development.

SESEI was invited as a Moderator & Lead Speaker of the technical session on "Smart Cities – Transforming Indian Cities towards a Sustainable and Smart Future". SESEI used this opportunity to provide details on the Role of standards in the making of Smart Cities. The main highlights of his presentation was;

4.1 Meeting with head of Electro-technical Department (ETD) at BIS (Bureau of Indian Standards) – 12/7/2016

SESEI organized meeting with the Head of ETD department at BIS and took up discussions on topics:

a) EN-115 adoption agreement: Updated Mr. Mathews with ongoing engagement and adoption agreement on EN-115 adoption, which has now been sent to Ministry for final approval

b) National Electrical Code(NEC)/National Building Code (NBC): Discussed possibility to contribute on National Electrical Codes which are due for review cycle

c) Smart Grid, Meter, LVDC and Electric Automotive etc.: Requested for a subscription to wide Circulation email group working on the subject of Smart Grid, Meter, LVDC and Electric Automotive and possibility to attend it as an observer.

4.2 Meeting with. Mr. J.Pande, Director IEEMA (Indian Electrical and Electronics Manufacturers' Association – 2/8/201

SESEI sought a meeting with Head of IEEMA Delhi office Mr J. Pande to exchange views on a) Draft BIS Rules & Procedures: BIS Act 2016 b) BIS proposed work on Electrical Installation Codes as part of NBC and/or National Electrical Codes (NEC). Both agreed to work together on these two immediate important subject. Progress was updated to CCMC Policy director.

SESEI is making all efforts to meet and exchange dialogue with the various important standardization stakeholders to discuss the new BIS Rules & procedures based on BIS Act 2016. This will help to gather the understanding, requirements and views of all the Industry bodies, concerning priority sector and align the rules and procedures appropriately.

4.3 Conference call with Mr. Eric Marchand, CCMC to discuss ISGF interest to participate in the works of SECG- 9/8/2016

A conference call was held with Mr. Eric Marchand, CCMC to discuss the interest of ISGF (India Smart Grid Forum) to participate in the works of SECG (Smart Energy Coordination Group – SGCG & SMCG). ISGF interest is more like first having a co-operation and Observer status with SGCG/SMCG and later decide and send the nomination for participation and this participation could be any from their members including government/regulatory bodies. It was discussed that:

Letter of request for participation from ISGF is expected

Participation/ observer status for ISGF with the Smart City Coordination Group will be done in a phased manner.

4.4 Meeting with Mr. Arun Sachdeva, Scientist G (Additional Charge), Industrial Promotion - Electronics & Hardware Manufacturing Division at Department of Electronics & IT – 10/8/2016

SESEI had a meeting with Mr. Arun Sachdeva, Scientist G (Additional Charge), Industrial Promotion - Electronics & Hardware Manufacturing Division at Department of Electronics & IT to discuss Compulsory Registration Order (CRO) scheme and issues of concern as raised by M/s BARCO (PROJECTER/DISPLAY), M/s SIEMENS (DESKTOP) and BELGIUM EMBASSY (LED).

During the meeting following items were discussed and way forward was agreed: Matter will be taken up with Industry associations for a consensus building and accordingly take up the matter with BIS and Ministry appropriately.

- Proposal to accept the digital signature also in addition of ink signed hardcopies of the application (Digital India)

- Avoid frequent changes/amendments to BIS standards and combine multiple amendments and Indian standard amendments shall be implemented simultaneously with international/Regional standards: E.g. Standard amendments to IS13252 (part 1):2010

- Updates on regulations: transition periods is too short, to be aligned with 2 year transitions as is a practice in EU and other parts of the world: Request BIS to consider a sufficient transition period say 2 years and during this transition period allow concurrent application of both old and new editions

- Registration validity: include option for 5 year initial registration validity for high end product having life cycle more than 5 years

- Acceptance of international CB safety report and EMC report from laboratory, recognized by ILAC or EA MLA for BIS registration for standards which are equivalent to Global standards and matured already in India from its introduction.

4.5 EEETech 2016: Technical Conference and Exhibition on Energy Efficiency, Environment and Technology – 1/9/2016

The confederation of Indian Industry (CII) through its Centre of Excellence for Competitiveness organized EEETech 2016: Technical Conference and Exhibition on Energy Efficiency, Environment and Technology on 1-2 September 2016 at India Habitat Centre (IHC), New Delhi. This Technical Conference was held to provide a platform for thought provoking discussions and technology led solutions on various issues of Energy Efficiency, energy security mechanism to make India competitive and global. Building Competitive & Energy Efficient Enterprise was the main theme of the Technical Conference.

SESEI attended the conference to gain insight into the subject as it is an important subject to be tracked and there was a session dedicated to standards as well. During the session on standards, latest Standards update in Energy Efficiency, Efficient Equipment/System/Process were presented and

International Copper Alliance India (ICAI) through a presentation covered updates on latest standards & efficiency in Transformers - a life cycle cost analysis and highlighted IE2 & IE3 complied Motors as motor accounts for 70% of electricity consumption in Industries. ICAI also highlighted evolution of Indian Standards IS12615 along with Test standards IS 15999:2011/IEC 60034-2-1 & IEC 60034-30:2008. Comparison table of IE1 v/s IE2 v/s IE3 including annual savings were also presented. Approach in implementation of ISO 50001:2011 were highlighted by other presenter from Shree Cement & Van Putten Instruments B.V. and Energy Management System (EMS) was presented by Atandra Energy Pvt. Ltd. Overall session was productive and It may be noted that SESEI expert’s had an earlier engagement with ICAI through meeting and while addressing their query on EU Directive around IE3 compliance.

6.1 CCICI - NIST International Workshop on Cloud Computing and Cyber Physical Systems – 6/6/2016 to 8/6/2016

Cloud Computing Innovation Council of India (CCICI) in collaboration with National Institute of Standards and Technology (NIST, USA) and in technical partnership with IEEE Bangalore Section organized a workshop on Cloud Computing and Cyber Physical Systems. The workshop was attended by a wide cross-section of people from industry, academia, R&D labs and government – exceeding 200 to 250 delegates. A galaxy of distinguished speakers from India and abroad attended the conference covering Four speakers from NIST, Dr. (Ms.) Aruna Sharma (Secretary, DeitY), Mr. Kris Gopalakrishnan (President CCICI & Co-founder Infosys & Chairman Axilor Ventures) and Dr. Abdella Battou (Head, Cloud Computing and Division Chief, Advanced Network Technologies, Information Technology Lab, NIST) etc. SESEI was invited as a Speaker for this conference to present his views during the Plenary Session-1 on: “Cyber Physical Systems: Standards and Frugal Innovation challenges". 6.2 ETSI Security Week - 13/6/2016

The ETSI’s Internet of Things Security Workshop took place from 13-15 June 2016 and focused on the technical, business and policy implications of securing of Internet of Things (IoT), taking examples from the most relevant IoT domains such as Automotive, Smart City and the Industrial Internet.

SESEI attended the ETSI Security Week at the sidelines of SC#1 meeting to gain knowledge on this topic of importance to the project and as well shared updates from India through a presentation with a theme of "How do Policy and regulatory initiatives address the topic of IoT Security?" During the presentation following topics were covered:

6.3 Meeting with Mr. N.K. Goyal of CMAI – 4/7/2016

A meeting was requested by Mr. N. K. Goyal, President CMAI Association of India (http://www.cmai.asia/), Chairman Emeritus TEMA (Telecom Equipment Manufacturer Association) to understand more on the project and its objective and explore cooperation. Mr. Goyal after reading the SESEI recent Newsletter and as well hearing SESEI at various Industry forums became eager to know more about the Project and explore cooperation. Mr. Goyal is an Industry veteran in ICT Industry and Domestic Manufacturing.

SESEI used this opportunity to make him aware about the Project SESEI objectives, What Project Partners want to achieve through this and the expected deliverables set out for this phase of the project. Mr. Goyal also informed SESEI about various activities addressed by CMAI under his leadership such as IT Park establishment in India, IT Platform modernization of Railway’s ticketing organization IRCTC, and CMAI engagement with Universities on various research projects etc. SESEI also informed Mr. Goyal about EU’s flagship H2020 Project and EURAXX project in India.

6.4 Conference call with Mr. Vinayak Khandeparker from Siemens India – 05/07/2016

SESEI was introduced with Wolfgang Leetz of Siemens Germany during the SESE Workshop as organized by CCMC. Siemens is one of the leading electrical and medical devices manufacturer/supplier in India and they had a query related to the BIS CRO certification scheme.

SESEI provided input on the query raised by Dr Wolfgang Leetz of Siemens Germany on the Compulsory Registration Order (CRO) issued by BIS for certification of certain electronic items. Due to paucity of time at the workshop, SESEI suggested to take up the discussion later in detail while involving their local Siemens representative in India as it's a specific [not generic] issue around CRO notification.

Dr Leetz connected SESEI with their local representative in India for further discussion on the issue. A conference call was scheduled and the issue was discussed in details. Siemens India representative informed SESEI that a solution to the problem has been identified for its implementation in Sep-Oct 2016 and is expected to resolve the present problem. SESEI and Siemens India representative agreed to work together on the issue and do a follow up call/meeting f2f sometime in November.

6.5 33rd MAIT AGM and Launch of DIAG Reports – 07/7/2016

Manufactures Association of Information Technology (MAIT) held its 33rd Annual General Meeting (AGM) on 7th July 2016. SESEI project being a member of the MAIT attended this Annual General Meeting. Apart from the formal AGM, agenda also included a release of special report by Digital India Action Group (DIAG) on the topic of "Accelerating Digital India's initiative".

During the AGM SESEI networked with many other members / companies while creating more awareness about the Project SESEI and witnessed the release of paper and conference on "Accelerating Digital India's initiative". During the conference a report by Digital India Action Group was released on IoT and AAdhar. Keynote address was given by Mr. Kiren Rijiju, Minister of State for Home Affairs, Govt. of India. Mr. J S Mathur, Secretary Ministry of Rural Dev. and other senior officials from the Ministry also participated the conference. SESEI took up discussion on the CRO Scheme and agreed to work together with MAIT on this subject of concern by EU Industry in India. A follow-up meeting was agreed to take up further discussion on CRO with MAIT official responsible for the subject.

6.6 Query/Inputs and recommendations from SESEI expert draft M2M Service Provider Guidelines from Department of Telecom – 7/7/2016

Query: Mr. Bipin Kumar from IOT4SCT approached SESEI seeking his comments on the draft M2M Service Provider Guidelines from Department of Telecom.

SESEI response: SESEI expert submitted following input after consulting the same with ETSI office [highlighted red are changes]:

The M2MSP shall induct only such device/equipment in the network which meet TEC/TSDSI/BIS standards, wherever specified as mandatory by the Authority from time to time and in the absence of mandatory TEC/TSDSI/BIS standard, the M2MSP may deploy those devices/ equipment that is certified in compliance to meet the relevant standards set by National and International standardization bodies, such as 3GPP, BIS, TSDSI, ITU, OneM2M, IEEE, ISO, ETSI, IEC etc.

6.7 Conference call with Mr. James Vinosh from Qualcomm, India – 13/7/2016

On request from Mr James Vinosh from Qualcomm India a conference call was held to discuss the topic of 5G test bed program in India. Mr. James discussed with SESEI the Indo-EU project on ICT Standards for select technologies to check specifically if 5G test bed could be considered as part of it. Mr. Vinosh also informed SESEI about the ongoing 5G test bed program at IIT Hyderabad with the support of DeitY and is understood to be a center of excellence (CoE). Telecom Industry along with TSDSI shall work on it and explore if this Test Bed become a part of EU-INDIA ICT project. SESEI advised Mr. Vinosh to have a brainstorming session on the subject with Industry including relevant players such as COAI, NSN, ERICSSON, TSDSI and importantly EU Delegation and decide the way forward accordingly and SESEI will further discuss the subject with ETSI. During the call discussion also took place on Global Certification Forum (GCF) – Indian Cellular Association (ICA) MoU as proposed by GCF and the proposed GCF workshop in July’2016 and DoT notification on Spectrum for TVWS [spectrum is issued only for trial purposes].

6.8 Query on European Standards on M2M/IoT from Department of Telecom – 13/7/2016

Query: Department of Telecom (DoT) is preparing a vision document on M2M/IoT and in this regard Director NT, DoT approached SESEI expert seeking information on relevant document in EU which could help the department preparing this vision document.

6.9 Conference Call with Ernst & Young (E&Y): Study report on Mobile Handset Manufacturing in India - 19/7/2016

Head of ICA (Indian Cellular Association) asked SESEI to join the task force as Standards Expert and contribute to its work including study report as getting prepared by E&Y. Considering the ongoing work with BIS and TSDSI in line with ETSI on this subject, SESEI agreed for its participation. A conference call was held with Ms. Ankita Kala at Ernst & Young (E&Y) to discuss the study report on Mobile Handset Manufacturing as initiated by ICA as part of FTTF ToR.

Terms of References (ToR) of the Fast Track Task Force has been set up by the DeitY (Department of Electronics & IT) under the Chairmanship of the head of ICA to promote manufacturing of mobile phones and components in India. In this regard ICA has set up a committee for working on the recommendations of the Task Force against the following Terms of Reference (ToRs) covering:

ToR 13: To suggest recommendations for security, testing, certification and other related areas which affect the Industry

ToR 17: To study and recommend the positive impact of having design houses in India and its overall benefit in boosting manufacturing as a whole

It is envisaged that the key findings of this committee and recommendations, related to technology evolvement and its alignment with manufacturing vision, will give further impetus to current efforts in establishing India as the Global Manufacturing HUB for Mobile Phones and components, which is the main objective of the FTTF.

6.10 Conference call with TEC WG on M2M – 19/7/2016

SESEI participated in the conference call of TEC Working Group on M2M. The main discussions held during the conference call were;

a) Review Comments received from Members on Draft Policy of M2M Service Provider guidelines: Department of Telecom had drafted M2M Service Provider Guidelines which was circulated to Industry for comments. TEC also consolidated these comments and SESEI Expert had submitted changes to clause on Standards, Testing & Certification after consulting it with M2M Program Manager at ETSI. The revised clause is as produced below:

6.11 Workshop on “5G Internet of Things” jointly organized with Amrita Vishwa Vidyapeetham along with the 25th GISFI Standardization Series Meeting (GSSM) - 21/7/2016 to 23/7/201

Global ICT Standardization Forum for India (GISFI) organized a 3 days’ workshop on 5G Internet of Things (IoT) jointly with Amrita Vishwa Vidyapeetham along the 25th GISFI Standardization Series Meeting (GSSM) at Bengaluru from July 21-23, 2016. SESEI was invited to present a talk / presentation on M2M/IoT. GISFI is a member of ETSI and we support all standardization initiatives in India hence SESEI keeps a track of GISFI work in India, contribute on the subjects of mutual interest and update partners about its progress. IOT/M2M is also a priority topic for Project SESEI hence SESEI attended this workshop and used this opportunity to present the latest on ETSI & OneM2M work on it with the delegates. SESEI in his presentation covered following:

6.12 Meeting with Dr Mamta Pant Abhichandani, Head Public Affairs & Communication at Infineon technologies Ltd – 26/7/2016

Dr. Pant had interacted with SESEI during the MAIT AGM meetings and asked for a meeting to discuss an open issue relevant to Chip/Smart card business in India. Dr Pant during this meeting updated SESEI expert with the progress on SCOSTA (Smart Card Operating System for Transport Application - http://www.scosta.gov.in/) Standards including Release of National Informatics Center (NIC) guidelines on Smart card / Microcontroller Module / Inlay product Certification, and recent Motor Vehicle Act amendment upgrading the EPROM capacity to 64K, and Applicability of ISO/IEC 7816 standard.

The concern was that the Ministry has not mandated the guidelines as issued by NIC, which covers inclusion of Secure Flash and its applicability to ISO 14443. Industry is demanding inclusion of Secure Flash/SCOSTA in line with NIC guidelines.

SESEI expert discussed the matter with BIS on phone and found out that ISO/IEC 7816 has already been adopted as IS 14202 and SCOSTA software standard in under development. SESEI informed Dr Pant that as per the norms and process followed at BIS: If Industry wants to build a SCOSTA HW Standards, it shall be proposed to the WG/TC. SESEI expert further advised Dr. Pant that first BIS shall develop a standards in compliance with the NIC guidelines, only after this Ministry can issue an amendment to make it mandatory if needed hence the matter shall be first discussed with BIS and SESEI expert will be happy to extend all possible help on this subject. Dr. Pant and Infineon’s technical team has started engaging with BIS on this subject now. Both agreed to work together on this subject of concern to EU Industry Infineon technologies Ltd.

6.13 A 5G testbed: brainstorming session with the ICT Industry members – 26/7/2016

Mr. Vinosh James of Qualcomm organized a brainstorming session of Private ICT Industry players on their views and inputs on the 5G Test bed trials and SESEI was invited to attend it. Meeting Participants included COAI, Ericsson, Nokia, Qualcomm, EU Delegation and SESEI. Meeting proceeding are briefed below:

Mr. Rahul from the EU delegation stood in place of Mr. Klaus Pendl and shared a brief update on the EU-India program, status of EU project on ICT Standard which is in its final stage of acceptance and is expected to be signed soon [expected to kick start in Sep/Oct 2016]. In regard to 5G Research Program both Secretary DoT and EU Ambassador have agreed the broad scope/text and is going to be addressed in the next bilateral discussion possibly in Nov'2016.

SESEI shared the meeting participant that EU Project on ICT Standard possibly has other stakeholders beyond TSDSI and ETSI such as COAI, TCOE etc., hence it shall be possible to include relevant player to work on this 5G test bed pilot program however the same need to be further checked with EU Delegation office and Project implementation ToR [Mr. Rahul will confirm the same].

Mr. Vinosh relayed that 5G test bed and CoE has been established at IIT Hyderabad with endorsement and acknowledgement from Deity/Meity & NASSCOMM.

Participants acknowledged that 5G trials will/shall eventually happen in India, as its happening globally and there was consensus that industry needs to drive this effort together. The open question was: should this be left to the individual companies to take up with operators and regulators independently, or present it as a common front [consortium] where a center of excellence (CoE) can be created for housing this test bed trials.

Participants were updated by Qualcomm that NGMN is currently considering a model fitting the case consortium. Participants liked this option as well, but needed a little more time to consult and revert back. Furthermore, a few options were considered:

i. Allow 5G discussions to progress as is in TSDSI ii. Use C-DoT as a nodal house for the test bed program or

iii. Use TEC as the nodal point for the test bed program or iv. Use COAI as the nodal point for the test bed program

Participants also evaluated a tripartite model of NASSCOM + COAI + DoT/TEC. Participants preferred for it to remain under the DoT control. There was general consensus on a COAI + DoT/TEC model with Industry, which was considered win-win. However, it was also expressed that there is a need to keep

this option open for more members to join, but ensure entry criteria is well defined to maintain quality. Members will contribute in-kind, and other resources can be seeded in from DoT and the EU partnership. COAI was also asked to educate DoT on the need to keep DoT specific research projects like the 5G program under its control. COAI will make a representation to the minister, and advise accordingly. In short, DoT shall also consider funding this project. COAI and the members need to work on identifying a few intermediate folks in the DoT / TEC, who can be involved to make this project a reality. Some high level agreements made during the discussion were;

i. It is necessary to demonstrate that 5G comes into India, at the same time as the rest of world (thereby shrinking the time to market when compared to 3G and 4G)

ii. Control the test bed program, along with COAI and DoT / TEC. Create a center of excellence that can then be used for communication related engineering studies. Members to internally discuss, and prepare for a detailed session in Sep 2016.

6.14 9th Annual ASSOCHAM Summit on Cyber & Network Security -29/7/2016 ASSOCHAM is a Member of the Joint Working Group (JWG) on Cyber Security set up by National Security Council Secretariat (NSCS), Government of India, Member of Cyber Regulation Advisory Committee and Member of Joint Working Group on the Digital India both set up by Ministry of Communications and IT, Government of India. Assocham held its 9th Annual Cyber and Network Security Summit on 29th July 2016. The Annual Summit was presided over by many International and National Speakers and experts on Cyber Security. The chief guest of the Annual Summit was Shri. Kiren Rijiju, Hon’ble Minister of State for Home Affairs. The Annual Summit stressed on the:

Develop Test Labs in India Indian Assistant (SESEI Project) attended the conference in absence of SESEI expert got occupied in another event. The opportunity was also used to network, share Project SESEI presence in India, and gain insight into this important subject of Security.

6.15 Meeting with Mr. Rahul Sindhwani of Konnect Worldwide India Pvt. Ltd - 04/8/2016

A meeting was held with Mr. Rahul Sindhwani, Project Director of Konnect Worldwide India Pvt. Ltd. to discuss their upcoming conference on Internet of Things called IoT Innovation Conclave 2016.

In the meeting SESEI discussed the proposed agenda, topics of discussion and the speakers for each of the session. SESEI post discussion with Mr. Sindhwani gave his consent to attend the seminar as a speaker. He also forwarded the proposal to ETSI and oneM2M for exploring endorsing to the event.

6.16 LTE Seminar at TEC – 17/8/2016

Telecommunication Engineering Center (TEC), Department under Ministry of Communication organized a two days’ workshop on LTE for their senior officials. SESEI was invited to share an update on the subject

of LTE. SESEI used this opportunity to provide status update on the standardization activities concerning Long Term Evaluation (LTE) technologies after consulting the same with 3GPP team at ETSI HQR. Following agenda items were addressed during the session:

6.17 4th General Body Meeting of TSDSI – 17/08/2016

The 4th General Body Meeting (GBM) of TSDSI was held on 17th August, 2016, New Delhi. The main agenda for the meetings were:

a. Approval of Audited Financial Report for FY 2015-16 b. Budget for FY 2016-17 c. Approval of Changes recommended in Rules and Regulations d. Announcement of General Council Elections e. Technical Activities Status Updates f. Discussion on Standardization Roadmap

SESEI attended the TSDSI Annual General Meeting as a representative of ETSI. Apart from the formal business of the GBM, the TSDSI members also discussed the standardization road map for the Indian ICT sector and provided schedule for the next General Council Election date and schedules for other activities. SESEI suggested the Chairman to use this GBM as an opportunity to invite more Industry delegates and share the progress on more and wider platforms.

6.18 IET India IOT Congress 2016 – 06/09/2016 to 08/09/2016

SESEI bring an active member of this IET Panel on IoT and contributing to the panel as standards expert was invited to deliver an address on IoT session on Manufacturing Track. IoT India congress event acted as a catalyst to achieve the road map set by IoT India panel and primarily focused on creating momentum towards increasing business investment in IoT, growth in technology, R&D and skill building.

The event acted as a platform to bring the IoT experts to come forward, share, exchange and address the key factors of IoT’s growth like policy guidelines, technology adoption and investments in the sector. It also provided a platform to share and exchange the views on current scenario of IoT applicability in India.

The IoT India Congress had plethora of parallel tracks running on different verticals of IoT intended to cater each set of audience from the world of IoT. The conference focused on 4 main verticals – Healthcare, Retail, and Smart Cities & Manufacturing/Industry. IoT/M2M is an important and preferred

SESEI during the session - Tinker or Transform acted as a moderator and shared a brief speech on M2M/IoT evolution, potential and challenges, ETSI/oneM2M work on it before kick starting the session with other panelist as below:

What’s your views on it?

2. What are the challenges we foresee that are expected to come up in achieving the real manufacturing potential of IoT in India especially important verticals such as Health, Automotive, Retail etc. and in line of Mission mode project of Make in India?

3. What are the big milestones or what one should look at in India which need to be crossed to make this vision as a reality?

Event and forum provided an excellent opportunity to share updates on M2M/IoT work at oneM2M and ETSI.

6.19 Meeting on Accessible Public Procurement Policy with Department of Electronics & IT (Ministry) - 14/9/2016

Microsoft officials and Mr. James Thurston from G3ict asked SESEI to join a meeting with Department of Electronics & IT (Ministry) in which EN 301 549 (Accessibility requirements suitable for public procurement of ICT products and services) adoption in India will be taken up. The meeting was attended by SESEI along with Ms. Karishma Chhabra, Ms. Madhu Khatri, Mr. Ashutosh Chadha from Microsoft and Mr. James Thurston from G3ict – the Global Initiative for Inclusive ICTs. During the meeting subject of Accessible Public Procurement Policy and EN 301 549 adoption in India were discussed. SESEI shared a presentation covering following agenda items during the meeting.

6.20 EN 301 549 Meeting & Presentation to STQC (Standardization Testing and Quality Certification) & NIC (National Informatics Centre) & NASSCOMM (Association of IT vendors and BPO Service Providers) – 16/9/2016

A meeting was set up by Microsoft and Mr. James Thurston from G3ict – the Global Initiative for Inclusive ICTs with STQC DG Mr. R P Sondhi and its team member from Ministry of Electronics and Information Technology and representative from NIC and NASSCOMM. SESEI was invited to attend the meeting and share update on EN 301 549. SESEI attended the meeting and this meeting was in continuation with the ongoing efforts for adoption of EN 301 549 in India. 6.21 LI meeting in India - 28/9/2016

A Skype meeting was asked and held with Mr. Michael Hammer to discuss the possibility of holding LI meeting in India sometime next year. Mr. Michael hammer is from Yaana Technologies representative to ETSI Technical Committee for Lawful Interception (TCLI). He contacted SESEI in connection with hosting of the LI Meeting in India jointly with CDOT as CDOT had earlier shown an interest and it was CDOT who informed Mr. Michael Hammer about SESEI presence in India. Mr. Hammer through exchange of email discussed the idea of preparations required for holding LI Meeting in India. SESEI with ETSI officials are reviewing the proposal. SESEI will discuss the proposal with ETSI team and decide the way forward accordingly.

6.22 Conference call with Mr. Shubhankar and Ms. Shilpi from m2mpaper - 30/9/2016

A Conference call was asked by Mr. Shubhankar and Ms. Shilpi from m2mpaper. M2MPAPER yearly organizes a M2M+IOT forum, which has been very successful y-o-y. SESEI is Vice Chair to their advisory board and endorse their event and participate in it as a speaker to share the progress of M2M/IoT subject at ETSI, oneM2M etc. Mr. Sudhakar have asked for continued support of SESEI and its Project Partners for their session in early 2017. SESEI will discuss the proposal with Partners for its endorsement and participation for 2017.

6.23 IoT Innovation Conclave 2016 - 30/9/2016

The IoT Innovation Conclave 2016 was organized by Event Organizer KONNECT. SESEI was invited as a speaker to speak on IoT Standards & its role in Smart Cities. Event was endorsed by ETSI and oneM2M. 7.1 Query on Method for measure for power consumption and energy efficiency of wireless access network equipment 15/5/2016

Query: Mr. Ram Krishnna, DDG FLA, Telecom Engineering Centre approached SESEI with a specific query related to ETSI related documents on power consumption and energy efficiency.

• This has reference to document no. ETSI ES 202 706 V1.4. (2014-12) vide which Measure method for power consumption and energy efficiency of wireless access network equipment (GSM - BS in static mode) has been evolved. However, as per clause / para 7.2.8 of the document, energy efficiency in dynamic mode is to be developed in the later version. In view of this, it is requested to kindly intimate us whether any new version of document for measurement methodology for GSM - BS in dynamic mode has been evolved / brought out. It may also be clarified that the methodology for power consumption and energy efficiency of GSM - BS in dynamic mode can be derived from the ETSI document number ETSI ES 203 228 V1.0.0. (2015-01) for assessment of Mobile Network energy efficiency.

7.2 Query for seeking suggestions on India-EU FTA – 1/5/2016

Query: Mr. Sumeet Rawat from Industry association ASSOCHAM requested SESEI for his inputs and suggestions on India-EU FTA as per the Agenda of the Council meeting on immediate basis enabling them to compile all the view points and submit it to the Ministry at the earliest.

SESEI Response: SESEI used this opportunity to ask EU Delegation office to provide if any input for its submission. EU Delegation in discussion with EC office and SESEI decided to submit "importance of standards discussion as part of FTA discussion". Accordingly, the inputs were submitted to ASSOCHAM office as below:

• In the capacity of Project SESEI's I would like to submit that: The field of standards and technical regulations is an important aspect for consideration in the EU-India FTA and if not addressed appropriately, they have the potential to become one of the most serious technical barriers hampering market access. An ambitious FTA will include provisions in a wide range of sectors, promoting compatibility and convergence of regulations based on international standards. India having its “Bureau of Indian Standards (BIS) Bill 2015” passed by the parliament, is well on the track

Hence in my opinion the agreement should also include provisions to enhance cooperation and technical exchange, in order to continuously support an open, effective trade flow between the regions and not hampered by discriminatory technical regulations and outdated standards. It may be kindly noted that such provisions are included in all the FTAs which the EU has signed with important trade partners, like Canada, Singapore and Vietnam. It is of fundamental importance that a meaningful chapter is included in the India-EU FTA as well, so that the agreement can fully develop its vast economic potential.

7.3 Query to provide more Information needed on the Technology Committee for the Fast Track Task Force (FTTF) at Deity - 1/5/2016

Query: Mr. Vinosh James of Qualcomm got in touch with SESEI to seek more information on Technology Committee for the Fast Track Task Force (FTTF) at Deity and a copy of Indonesia TBT Notification No G/TBT/N/IDN/103/Rev.1 on technical requirements for IT products.

7.4 Query: Details on Smart Watch Intrinsic safety test – 30/4/2016

Query: Mr. Arvind Tiwary, of IoT4SCTF (IoT for Smart City Task Force), sought following information

• Testing labs like CIMFR/CMRI Dhandbad, ERDL Kolkata saying that they do not know how to test the smart watch for intrinsic safety test required from DGMS in order to allow its usage in underground mines. Are you aware of any body in India doing IS testing in accordance with IEC-60079-0 and IEC-60079-11

SESEI Response: While India is a member of the IECEx Scheme, there are no Indian certification agencies currently accredited as ExCBs. International accredited labs in India such as TUV, Intertek, ISC etc. available in the enclosed file could be approached for a quick check. STQC could be another option as they have competence around ICT products. Quick search also indicates that following are also capable of Product Certification and Testing of this IEC-60079-0 and IEC-60079-11 The Central Power Research Institute (CPRI) in Bangalore, Karandikar Laboratories Pvt. Ltd. (KLPL) and Intertek Lab offer product testing and certification facilities for explosion protected equipment.

7.5 Input on Standards & Specification for Grid connected solar rooftop programmes – 24/6/2016 Query: Assocham shared draft Standards and Specification for the Grid Connected Solar Rooftop programmes and requested feedback if the suggested standards are complete or needed update /corrections.

SESEI response: SESEI shared the document with CCMC for their feedback and review. SESEI and CCMC office didn’t find any comment/feedback from TC member hence we decided not to respond to it. Draft paper was also shared with IEC SMB member Mr. Vimal Mahendru in India for its further distribution to IEC community.

7.6 Query on steps that telecoms needs to take in making IoT a reality in India – 21/4/2016

Query: Mr. Sharad Arora of Sensorise Digital Services Private Limited wanted information about a repository / links / ppt that dwell on the steps that telecoms needs to take in making IoT a reality, and how these will assist in breaking the silos between the various application areas.

SESEI Response: In case of M2M or IoT, it is like this

• While all the operators agree this as a new revenue streams, most of them are giving wait and watch situation. There is a strong inclination towards oneM2M platform surely. Some are working on LoRA or Sigfix basis solutions, which are also working with oneM2M Partnership Project. Entire Telecom/ICT SDOs are working together at oneM2M partnership project.

• 3GPP NB-IOT work is also an important subject on which work has started. • Some of them are also rolling out proprietary solutions as a check/try • When it comes to telecom operators they are testing the solutions with the help of DoT.

Query: Mr. 'Håkan Ohlsén from Ericsson sought expertise of SESEI to get more information about what technology and how TVWS trials will look like in the 470-586 MHz band?

SESEI provided following update in response: • The government recently issued eight licences in the 470-582MHz band to ERNET (an autonomous

body under the Telecom Ministry), power equipment maker BHEL, IIT Bombay, IIT Delhi, IIT Hyderabad, IIIT Bangalore, Tata Advanced Systems and Amrawati.

• Action on TVWS started with Microsoft Spectrum Sensing technologies [but seems to be dying down now], IIT Mumbai along with TATA [NTT] also tried wi-fi hot space along with backhaul. Now, it seems that it won’t a fixed proprietary technology anymore but open for all/any technologies.

Query: European Business Group (EBG) asked for input to their yearly position paper and more specifically input to Standards, and other initiative in ICT Sector.

SESEI response:

SESEI is a member of the European Business Group. EBG shared the Telecom Sector draft paper for inclusion in the 2016 edition of the EBG Position Paper and sought his inputs to finalize it.

SESEI provided input to document covering updates/comments on entire document while specific inputs/update were given to chapter on standardization as below:

• Telecommunications Standards Development Society, India is an SDO that aims at developing and promoting India-specific requirements, standardizing solutions for meeting these requirements and contributing these to international standards, contributing to global standardization in the field of telecommunications, maintaining the technical standards and other deliverables of the organization, safe-guarding the related IPR, helping create manufacturing expertise in the country, providing leadership to the other developing countries (such as in South Asia, South East Asia, Africa, Middle East, etc.) in terms of their telecommunications-related standardization needs.

• Collaboration with the Global Standards Development Organization is now happening at the level of the Global Standards Collaboration (GSC) initiative, where TSDSI is now a full member. The industry is also happy to note that TSDSI have taken up important areas of technical work such as M2M, Energy Efficiency, 5G, Security Mobile Terminal Safety to name a few. TSDSI is now fully operational with a leadership in place, an active Technical Organization having its own IPR policy.

• TSDSI has also joined is on board for OneM2M Partnership Project alliance and is working on making India specific contributions.

• The Department of Telecom including the Telecom Engineering centre (TEC), should continue its support and sanctification in making TSDSI a well-established and recognized Standards Development Organization from India and continue its momentum and work through tabling local requirements at global platform, promote relevant locally developed standards and contribute to its global harmonization.

• TSDSI may like to develop country specific standards where suitable international standards are lacking, including country specific applications and futuristic technologies; and take these locally

7.11 Query to provide information on EU Regulation around Frequency Allocation – 28/3/2016

Query: Mr. Bipin Kumar, Chair of the IoT4SCTF (IoT for Smart City Task Force) enquired from SESEI whether Europe has one standard regulation or countries within EU have their own regulation when it comes to frequency allocation.

SESEI Response: Once there is any adoption/communication/Implementation from European Commission/Parliament such as “2013/752/EU: Commission Implementing Decision of 11 December 2013 amending Decision 2006/771/EC on harmonisation of the radio spectrum for use by short-range devices” [covered/summarized in my document submitted on 27/3/2016 and enclosed] it is applicable to entire Europe and local regulation if any is accordingly withdrawn by the respective member states.

European Radiocommunications Committee (ERC) within the European Conference of Postal and Telecommunications Administrations (CEPT) is the controller of frequency band harmonization in entire Europe [like WPC/DoT in India] and they maintain a document such as “THE EUROPEAN TABLE OF FREQUENCY ALLOCATIONS AND UTILISATIONS COVERING THE FREQUENCY RANGE 9 kHz TO 275 GHz [enclosed]”.

7.12 Query to provide inputs to IoT4SCTF recommendation to TRAI for IoT Spectrum allocation – 27/3/201

Query: Mr. Bipin Kumar, Chairman of the IoT4SCTF (IoT for Smart City Task Force) requested SESEI to provide update from EU, which could be submitted to TRAI as an inputs for IoT spectrum. • In March 2003, the EC proposed that member states should use the 2.4 GHz and 5 GHz bands to administer unlicensed WLAN access to public electronic communications networks and services. These recommendations have resulted in an increase of Wi-Fi bands in most EC member states. The Electronic Communications Committee (ECC) within the European Conference of Postal and Telecommunications Administrations (CEPT) has also produced reports such as the Report 132 and 137 which highlight more flexible and market driven approaches towards spectrum management. In a strategy paper published in 2007, the European Commission calls for flexible spectrum management. Following bands are provisioned to be licensed exempt in EU: o 9 kHz – 11.3 kHz, • 11.3 kHz – 14 kHz, • 6765 kHz – 7000 kHz, • 13570 kHz – 13600 kHz, • 26350

7.13 Queries on New BIS Act / Bill 2016 - 18/3/2016

Query: Mr. Michele Merloni of EU Delegation in India sought clarification from SESEI on the new BIS Act and Bill being drafted by the Government of India. His queries are as under;

1. The report reads that a committee will be set up to draft the rules (below in yellow) and that members' will give suggestions. Does it mean a consultation? Do you think that consultation will be open to third countries as well or will be an internal one?

2. Then the report says that the bill proposes to allow multiple types of simplified conformity assessment schemes including self-certification and market surveillance instead of inspectors visiting factories, thereby ending the inspector raj on standards. I understand that the bill is law, therefore it is legally valid, right? What are your views on the bill? What are the real advantages and the problems left behind? We can maybe meet next week so you can explain me the technicalities.

3. If we are not mistaken, the BIS Bill 2015 has finally been passed by the Parliament. We would like to send a fiche to Brussels, explaining what it means in practical terms. Do you maybe have some document that can be shared?

SESEI Response Query 1: While this news update confirm/indicate that formulation of draft rules shall be done through a consultation however my brief talk with BIS officials indicate that Its going to be more internal through a committee formulation hence I am not sure at this stage the methodology adopted for this. In the past such committee always has few members from key associations such as CII and these associations normally share such draft with their members for comments and suggestions.

SESEI Response Query 2: Yes it’s a law and as per the bill Chapter III, Section 12.(1) provision has been incorporated in the bill saying Bureau may notify a specific or different conformity assessment schedule for any goods, article…..Market surveillance have also been mentioned as part of section 9(2) (a).

SESEI Response Query 4: Yes BIS ACT has finally been passed by the Upper house of the parliament on 8th March. The brief background and summary is as below:

• Upper House of the Parliament on 8th March passed a bill to replace the 30 year-old Bureau of Indian Standards (BIS) Act and bring more products like jewellery under the mandatory standard regime besides ending the 'Inspector Raj'. The Bureau of Indian Standards (BIS) bill 2015 was passed unanimously by a voice vote in Rajya Sabha after two members withdrew amendments. The bill was passed by Lok Sabha in August last year.

• "Our mandate is to protect consumers. So, we have broaden the ambit of the bill to ensure consumers get quality products, services, systems and processes," Consumer Affairs Minister Ram Vilas Paswan said in the Upper House while replying to the queries of the members on the bill. Stating that the government does not want to bring in the "inspector raj", Paswan said the bill provides for not only to bring om more products and services under the mandatory standardization, but also has provisions for taking stringent action against defaulters. Paswan said that a committee will be set up to frame rules for the Act. "We will try and see if how we can incorporate members’ suggestions. We are open to do that," he said. Currently, 92 items are under mandatory standards and only products and systems come under the ambit of standards. The bill proposes to "include services, besides articles and processes under the standardization regime."

• The bill seeks to establish the Bureau of Indian Standards (BIS) as a national body and empower the Centre to authorise any other agency having necessary accreditation for the purpose of conformity assessment against Indian standards. The bill also provides for compulsory hallmarking of precious metal articles, widening the scope of conformity assessment, to enhance penalties, to make offences compoundable and to simplify certain provisions in the Act. The bill proposes to allow multiple types of simplified conformity assessment schemes including self-certification and market surveillance instead of inspectors visiting factories, thereby ending the inspector raj on standards. That apart, it also proposes recall of the products including with ISI marked, but not conforming to relevant Indian Standards. The new bill aims to empower the Centre and BIS to promote a culture of quality of products and services through mandatory or voluntary compliance with Indian standards.

7.14 Query on Frequency Allocation for Low Power Radio Communication – 22/2/2016

Query: Mr. Ritesh Kumar Kalle of Hitachi India sought clarification from SESEI on following:

As part of my research, currently looking at 865-867 MHz band for low power radio communication in India. Are you aware spectral masks and emission standards for India? Or do we follow any ETSI spec like ETSI EN 300 220-1 for unlicensed bands.

SESEI response: As per NFAP 2011 this band is provisioned as below:

Also as per G.S.R.36 (E). - In exercise of the powers conferred by sections 4 and 7 of the Indian Telegraph Act, 1885 (13 of 1885) and sections 4 and 10 of the Indian Wireless Telegraphy Act, 1933 (17 of 1933), the Central Government hereby makes the following rules, to amend the “Use of low power Equipment in the frequency band 865 – 867 MHz for (RFID) Radio Frequency Identification Devices (Exemption from Licensing Requirement) Rules, 2005.” Namely:-

1. These rules may be called the Use of low power Equipment in the frequency band 865 – 867 MHz for (RFID) Radio Frequency Identification Devices (Exemption from Licensing Requirement) Amendment Rules, 2006.

2. They shall come into force on the date of their publication in the Official Gazette. i. In Rule 3, the words “shared (non-Exclusive)“ shall be substituted in place of “non-exclusive”

ii. Also in compliance to CRO reference to IS 13252 is also referred for many wireless devices for emission characteristics.

Query: Mr. Umakant Potdukhe, Head Exports (Specialty Chemicals) - Grasim Industries Limited | Chemical Division approached SESEI expert with following queries:

• Request for help on guidance on EU standards for PolyAluminium Chloride - Water treatment Chemical: The specific query is for Polyaluminium Chloride a Chemical used for raw water treatment for drinking water use. The product is a coagulant/Flocculant which removes mud from the surface wate ( River water etc). We have a company incorporated as a Belgian company by name Aditya Birla Chemicals BVBA. This company already is into selling of Al2 O3 ( Al. Chloride) within European region. We further wish to export Polyaluminium Chloride in solid form to our Europea n facility which will dilute with water 10 % w/w of alumina content and distribute the product within EU. We understand the relevant standard is EN883 for Polyaluminium Chloride which is attached. Request you to please advice us on the European certification agency which will certify that our Poly aluminum Chloride meets the European CEN Standard requirements so as to obtain the CEN mark to enable us sell the product in European Union.
