1 System Design & Operation Philosophy:i. Drilling Instrumentation consists of the parameters required by the Driller, Chemist and

Geologist at the time of Drilling , Tripping, Cementing and Well Control.ii. The system shall be Server based compatible to the SCADA system for data transfer from the

Rig Instrumentation Server to the SCADA Server in WITSML Format. The same Rig Instrumentation Server to supply DATA to clients at the Driller’s cabin, Tool Pusher, Chemist & Geologist.

iii. The PLC/DAQ will send data to Drilling Instrumentation Server and Discrete Digital Display Unit (DDDU) (Drillwatch or equivalent) on the rig floor.

iv. DATA and/or trend graphs of all selected parameters are to be displayed on 15-inch Color LCD TFT Touch Screen Monitor for Driller in the Driller’s Cabin.

v. Dedicated Data Base Management System (DBMS) viz., DB2, Oracle, MS SQL, etc., shall be used as backend software.

vi. Tamper proof data base with password protection.vii. Data extraction and backup facility.

viii. In the event of failure of Drilling Instrumentation Server, current drilling parameters data should be available to the driller through Discrete Digital Display Unit (DDDU).

LIST OF (PERSONNEL) CREW

1. PERSONNEL CREW

The following is the minimum requirement. Additional personnel indicated in the crew list will be deployed for maintenance/ operations/ supervision/ training/inspection indicated in the crew list. Helicopter services for such additional personnel subject to two nos. at any one time will be provided by Operator at time of crew change at no extra cost to the Contractor and no special sorty shall be provided for such additional personnel. Bidder may have more personnel in excess of 47, if considered necessary for which their request will be considered on its merits.by ONGC. Those personnel shall be transported by boats/helicopter by Operator on chargeable basis to Contractor. However, NDA/ Warranty / Class Surveyor (maximum two at a time) shall be transported by helicopter at no cost to the Contractor.

2. Catering personnel as required but not to exceed the limit of 14 personnel.NOTE: -

1 - (a) The key personnel i.e. Drilling Superintendent, OIM, Tool Pusher, Night Tool Pusher (Tour Pusher), Barge Engineer, Driller, Asst. Driller, Chief Mechanic, Chief Electrician, Electronics Engineer, Safety Officer and Radio Officer must have at-least three years offshore experience in their respective position, out of which, at-least one year should be on the Jack up rigs and should be fluent in English.

(b) The details of all personnel i.e. bio-data, proof of qualification etc., should be submitted and got approved by Company before commencement of the work.

(c) In case of key personnel, if the contractor intends and proposed to promote such personnel to the next higher post, may do so, provided such personnel are exposed and given vigorous on the job training to take up the responsibility of the next higher post. In case Derrickman, who have put in a minimum of five (5) years offshore experience in the respective post and if the Contractor intends and proposed to promote such personnel to the next higher post, may do so, provided such personnel are exposed & given vigorous on the job training for at-least six (6) months to take up the responsibility of the next higher post. Contractor shall be required to submit each case along with the recommendations of ONGC Tool Pusher for approval of ONGC. However, such approvals shall be subjected to review by ONGC based on the performance of the individual on the promoted post. However, if the performances of promoted personnel do not found to be satisfactory, ONGC reserves the right to ask the contractor for the change or revert back to the original position. Drilling Superintendent, Tool Pusher, Night Tool Pusher (Tour Pusher) and Driller should possess valid IWCF certificate and Asst. Driller should have IADC Well CAP certificate.

Medic should have at least three years experience as a registered medical practitioner and be a minimum MBBS degree holder.

(d) Solid Control Engineer with minimum two years experience should be provided to run the Centrifuge and Cutting Drier.

3. Training to the Crew personnel.

a) All the crewmembers including catering personnel should have undergone Personal Survival Training (PST), Fire Prevention & Fire Fighting (FPFF) Training/Basic Fire Fighting Training (BFF), Elementary first Aid and Helicopter Underwater Escape Training (HUET). No personnel are allowed to go on offshore rigs without carrying out the above training.

b) Barge Engineer should have undergone Helicopter Landing Operation Training (HLO).c) Roustabout should have undergone HLA/OHETMC training
