    Dear Shri Tiwari,

    A few weeks ago, I had communicated to the Ministry that I would like to

    step down from all the advisory Committees of the government, given my

    current political involvement in the anti-corruption movement. This applies

    to the CREE as well.

    Could you treat this as my letter of resignation from the Committee for

    Research in Elementary Education. I am separately sending my resignation

    from the National Advisory Council for Right to Education.

    I deeply regret losing this opportunity to work with this wonderful group

    The show cause notice issued on Wednesday by the Pallam Raju-led HRD ministry topsephologist and Aam Aadmi Party member Prof Yogendra Yadav asking why he shouldnot 'retire' as member of the UGC is set to cause a showdown.

    UGC member and former CIC Prof M M Ansari termed it "unacceptable". Yadav pointedout that the UGC Act does not mention political activity as reason for removal. Yadav has

    been given 7 days to explain.

    Ansari told The Indian Express, "...affiliation to a political party is not ground for

    removal from UGC. So it seems a show cause notice on this ground has malafideintention...." He said Yadav was being targeted.

    Yadav claimed that in October 2012 when the Aam Aadmi Party was announced, heproposed to resign and consulted the then HRD minister Kapil Sibal's office whichadvised against it. The then private secretary to Sibal, V Umashanker, said, "Yes, Prof

    Yadav did discuss the issue and we were of the opinion that he should continue as we felthis presence added considerable value to UGC."

    The notice to Yadav on September 4 said, he "recently joined a political party as officebearer." UGC sources refuted Yadav was targeted.

    Yadav alleged problems surfaced after he requested that Delhi University's introductionof the Four Year Undergraduate Programme be placed for consideration at the 493rdmeeting of the Commission in May.

    Yadav said matters came to a head in the July 31 meeting where he wanted to take upseveral issues and the UGC Chairman brought "a proposal, drafted in haste, to set up anInter-University Centre on Teacher Education at JN Technical University, Kakinada".

    CODE OF CONDUCT AS ADOPTED BY MEMBERS OF THE UGC

    The UGC in its 484th Meeting held on 27th

    April, 2012 considered the matter regarding

    framing of Policy on Conflict of Interest and Ethics and Code of Conduct, and adopted

    the following resolution.

    The Commission approved the Policy on Conflict of Interest and Ethics and Code of

    Conduct for the Commission Members. It was noted that this Code of Conduct is not

    legally binding, for this is not a Regulation. The Commission Members agreed to

    adopt and abide by this Code ofConduct on their own volition.
