2.1 "Government entitiesn shall refer to departments,hureaus,offices,commissions and similar bodies of thenational government, including GOCCs and GFls;providedthat staffbureaus or entitieswhich form part oftheorganizationstructure of ~epartmentsor offices shallbedeemedabsorbedby the latter and shall not be treatedas a separateagency.

A milestoneyear refers to the: 15th anniversary and toeveryfifthyearthereafter.

5.0 Savings Clause.

Casesnot cDveredby the provisions of this Order shall be submittedto the Secretaryof Budgetand Managementfor appropriateevaluatiQIlandrecommendationto theOfficeof the President.,
