Reading (Cambridge: Cambridge University Press, 1982), which “is meant for upper- Intermediate students of EFL and aims at providing them ‘with strategies for approaching new texts outside the classroom’. It has 24, short and interesting, authentic texts, real samples of written English, British and American, drawn from newspaper articles, advertisements, passages from novels, parts of instruction booklets, letters and poetry. The texts for reading have been divided, according to their nature, into six parts: Instructions: How to do things; Descriptions: What things are like; Processes: How things happen; Narrative: What happened; Persuasion: Why you should do it; Categories: How things are classified. The book has some 15 types of specially designed exercises to practice such skills as summary building, guessing unknown words, understanding complicated sentences, understanding internal connections and negative expressions, isolating the main ideas, inferring and interpreting, thinking and writing on a specific idea, etc. Students are encouraged to think crifically, to read between and beyond the lines. Since each text demands a fresh strategy to tackle its meaning, much depends on developing a blend of reading, writing and reasoning. It appears to me that reading and writing are the two sides of the same coin. If writing is isolated from reading, or vice versa, or if writing is disorganized, no amount of reading exercises can improve the general language development in students, which is the chief concern of a reading teacher. The aims of reading can be achieved through the students’ participation in the process of analysis and synthesis. While Authenfic Reading offers practice in analysis, it has little to offer in the direction of synthesis. So far as the book’s effectiveness in the Indian context is concerned, it is definitely very useful, particularly in light of the fact that here English is essentially meant for reading”.

PRIMARY SCHOOL ENGLISH AS A SECOND LANGUAGE BY RADIO

The Radio Language Arts Project, which is funded by the U.S. Agency for International Development (AID) and implemented in Kenya with assistance from the Government of Kenya, is an effort to demonstrate that within a particular educational setting, radio can be an effective medium for language instruction. The project envisions the use of radio to reach above all, the disadvantaged rural population for whom educational oppor- tunities are frequently limited. English language arts programmes will be broadcast as part of the regular school curriculum during school hours. Although there has been little, if any, systematic investigation of the effectiveness of teaching English as a second language by radio to primary-school children, it is hoped that the project will document the instructional system and the implementation scheme so that other groups can apply the English-language arts materials (approximately 195 lessons of 30 minutes each for each school year, appropriate tests, teacher orientation materials, and classroom observa- tion and data-gathering procedures) to different cultural and physical settings. She goes on to say that “the book offers a practical approach to the central tasks of analysing a topic, reading for an essay, note-taking for essay writing, planning strategies, drafting and redrafting, editing the final version of an essay, writing exam essays. These different ‘skills have been dealt with in many other books before, but the strength of this guide book is that it does not deal with the various skills separately but incorporates them all and aims them directly at the central focus of academic writing in an integrating and graduated way.” I
