Annual Action Plan 2016-17

Karnataka Maharshi Valmiki Scheduled Tribes Development Corporation has been

established on 26-5-2006 to implement various welfare schemes for the economic development

of the Scheduled Tribes in the State and the Corporation is functioning independently since

22.02.2007. The authorized share capital of the Corporation is Rs.20.00 crore, Remitted Share

Capital is Rs 20.00 Crore.

Action Plan 2016-17

During 2016-17 State Government has allocated Rs 118.00 Crore in its annual budget. Additional

Rs 95.80 Crore grant has been allocated from State Government for the development of schedule

tribes through separate order. After Consolidation of two grants for 2016-17 Rs 213.80 Crore is

available with this corporation.

With the available funds of Rs 213.80 Crores for 2016-17 the following action plan has been

prepared .

Remarks : During 2016-17 State budget Share Capital Central of Rs 193.00 Lakh and Micro Credit

Finance (Loan) Of Rs 200.00 Lakh has been not mentioned. This Corporation has requested through a

letter to the state Government to allocate Share Capital Central funds and Micro Credit Finance (Loan).

Scheme Details

1. SELF EMPLOYMENT PROGRAMME:-

1.1 Self Employment Scheme (Unit Cost Upto Rs 1.00 Lakh)

The basic aim of the programme is to enable unemployed, underemployed ST persons to take

up income generating activities such as Dairy, Petty Shops, Grocery Store, Cycle Shop, Small

Industries, Service and Business and there by improving their economic status in the society. The

Corporation provides financial assistance through banks and financial institutions for setting up

of Self Employment Activities .For Unit cost up to Rs.100,000/-, the Corporation sanctions 50%

of the Unit Cost or a maximum subsidy of Rs.35,000/- and the remaining amount will be the loan

. For diary activity the Corporation sanctions 50% of the Unit Cost or a maximum subsidy of

Rs.50,000/-

During 2016-17 for Providing SEP and Dairy activities 3928 beneficiaries has been targeted

.District and Assembly wise Physical and Financial Targets has been shown in Annexure 1 , 2

and 6.

1.2 Industies Service Business Services (ISB) (Unit Cost exceeding exceeding Rs 1.00

Lakh)

For running ISB activities from Unemployed ST Persons like Establishing Small Industries,

Transport activities like Runnig of taxi(Tata Indica) , Autorikshaws, Tractor, Rearing of Pigs,

Poultry, sheep, Skin Processing , Establishing Advocates office, Beauty Parlors, Ready made

Garments, DTP Center etc

During 2016-17 1234 beneficiaries has been targeted to provided Rs 5080.00 Lakh under ISB.

District and Assembly wise Physical and Financial Targets are shown in annexure 1 and 6.

1.3 Land Purchase Scheme:-

To make the ST landless Women agricultural laborers as land holders by purchasing lands

from non-SC/ST land holders. Under this Unit Cost of this scheme is Rs 10.00 Lakh, each unit

as 2.00 acres of Dry Land or 1.00 acre of Wet Land or ½ acre (20 Guntas) of Garden Land will

be purchased and Registered to the beneficiary. Under this scheme, 50% will be subsidy and

50% as term loan with 6% interest rate which has to be repaid in 20 half yearly equal

installments. District Level Committee under the chairmanship of Deputy Commissioner will

finalize the cost of Land.

200 Land Less women ST beneficiaries has been targeted under Land Purchase scheme

during 2016-17. There is no request from the districts on this scheme, hence district wise targets

for this scheme has not been fixed. Request from the districts will be considered as per rules.

2. Micro Credit Finance Scheme (MCF) (Small Loan)

Under this scheme, the ST beneficiaries of Self Help Groups of Semi-Urban and Urban areas

will be assisted to start their own petty business activities. The unit cost is Rs.15,000/-,

Rs.10,000 will be subsidy and Rs.5,000 in loan. Loan and Subsidy will be directly paid to SHGS.

For Loan amount this Corporation charges 4% rate of Interest Per annum. Beneficiaries has

repay the loan and Interest amount to the corporation in 36 equal monthly Installments.

9000 ST beneficiaries has been targeted under MCF scheme during 2016-17. District and

Assembly wise Physical and Financial Targets are shown in annexure 2 and 6.

3. GANGAKALYANA.

This scheme is being implemented for ST Beneficiaries of Small and Marginal Farmers by

providing irrigation facilities to Dry Land through Tube/Open Wells and Lift Irrigation

Schemes.

3.1 Individual Irrigation Bore/Open Wells Scheme

Under this scheme is to provide Individual Irrigation bore/ Open wells along with pump sets

and Electrification to small and marginal ST farmers having Minimum 1.5 acres or

Maximum 5.0 acres land. For Districts of Coastal and Malanad minimum extent of Land is

1.00 acre for Udupi, Dakshina Kannada, Kodagu, Shivamoga, Chickmahlur, Hassan and

Uttara Kannda. The unit cost of the scheme is Rs.2.00 Lakh, Rs.1.50 Lakh will be subsidy and

remaining Rs.50,000/- will be term loan for all the districts except Bangalore Urban,

Kolar,Chikkaballapura, Bangalore Rural, Ramanagar districts. For Urban,

Kolar,Chikkaballapura, Bangalore Rural, Ramanagar districts unit Cost is Rs 3.50 Lakh , Rs

3.00 lakh will be subsidy and 0.50 Lakh will be Term Loan. The Rate of Interest will be 6%

per anum Beneficiaries has repay the loan amount and Interest to the corporation in 12 equal

half yearly Installments.

6046 ST beneficiaries has been targeted under Ganga Kalyana Induvidual Borewells scheme

for Rs 10000.00 Lakh during 2016-17. District and Assembly wise Physical and Financial

Targets are shown in annexure 4 and 6.

3.2 Lift Irrigation Scheme

Community Irrigation/Lift Irrigation Scheme: Under this scheme, a group of 8 to 15 acres

of land belonging to ST landholders will be provided irrigation facility at free of cost by

lifting water (Pump set, Providing Pipe Line and Electrification) from the perennial rivers,

streams, etc. The unit cost fixed to provide irrigation for 8 acres and 15 acres of land is

Rs.4.00 Lakh and Rs.6.00 Lakh respectively.

. There is no request from the districts on this scheme, hence district wise targets for this scheme

has not been fixed. Request from the districts will be considered as per rules. The unspent

amount from previous years will be utilized during current year for implementation of this

scheme.

3.3 Electrification

Electrification of Individual/ Open/ Wells and Lift Irrigation Rs.50,000/- per bore well will be

provided under the SCP pooled funds to ESCOMS for Electrification of irrigation bore wells

drilled by the Corporation

During 2016-17 Rs 3000.00 Lakh has been earmarked for 6000 bore wells Electrification.

4. Loan Recovery. This corporation empowers economically weak groups of Schedule Tribes by providing

financial assistance through various programs. This includes both financial assistance Subsidy

and loans to the beneficiaries. Beneficiaries receiving financial assistance from this corporation

has to utilize for proper schemes and develop the economic status and repay the loan amount

with interest timely to the corporation , it helps the corporation to sanction subsidy and Loan to

more ST beneficiaries in future. The beneficiaries who have availed the Loan from the

corporation from 2013-14 are requested the repay the loan amount

Karnataka Mahrshi Valmiki Schedule Tribes Development Corporation

General Qualifications Prescribed for Obtaining the Benfits of the Corporation. 1. The applicant must belong to scheduled tribe and be a resident of the State in the last 15 years. 2. Applicants age should be between 21 years to 60 years for Agriculture and Agriculture allied activities, Non agriculture activities age should be between 21 to 50 years. 3. Applicants of the household annual income shold be less than Rs .1.50 Lakh in Rural areas and Rs 2.00 Lakh in Urban areas. 4. The family members of the applicant should not be employed in Government / Semi-Government institutions. 5. The applicant or his family members may not have had any facility in the past from this Corporation. 6. List of registered candidates pertains to Schedule Tribes in the District office of Disabled Welfare are available, directly select the beneficiaries from the list and provide the facility through interview. 7. Ganga Kalyan Yojana needy Benficaries facility have to be from small and marginal farmers. 8. For obtaining facility in Land Purchase Scheme , Needy benficary to be from Women Land Less agricultural Labourer from Schedule tribes. 9. The Land Seller of the land should not belong to the Scheduled Castes and Scheduled Tribes sect. 10. The vehicles Loanees also to have Badge with Driving license.

The Documents to be Submitted with the Application by Needy Benficaries 1. Passport-size Photo. 2. Caste Certificate 3. Certificate of the family's annual income 4. Ration Card / Voter ID Card / Aadhaar card 5. Project Report / Rate List

6. If Request for Vehicle, Driving license and a Badge is from the Regional Transport Department. 7. Training or experience letter to the requested needy facility. Selection Method of Beneficries

Select benificaries list from selection committee, Chaired by the Member Legislative Assembly (MLA) . Prepare a List of Needy benificaries for different Schemes and Proceeding of the selection committee has to be submitted to the Head Office for taking action.

Physical and Financial Tagets has to be followed , while selectiong needy benificaries from list. All Sub castes representation should be given equal priority of Scheduled Tribes in the selection of benificiaries . Priority should be given to forest tribals.

When choosing needy benificaries , the selection committee has to verify reservation for each program to have 5% for Physically handicapped and 33% for women .

Families of the victims of harasment and mass boycott to be given preference, while Selecting the benificaries.

When selecting beneficiaries in Ganga Kalyana ,priority should be given to those in close proximity of Electric Line to land.

Rules and Regulations to be followed for implementation of projects I Self Employment / Industries Business Services Scheme

1. In accordance with the Targets representations has to be considered. 2. Physical targets has to be intimated in advance to Lead Bank and in turn

lead bank has to fix the targets to service branches under their jurisdiction. 3. The applications selected from Nationalized banks, Scheduled Banks and

Gramina Banks has to to be recommended.

4. Verify and Scrutinse Loan Sanctioned from the Banks and request letter to releases the subsidy from the Branch Managers has to be considered for making payment.

5. The Bank proposals has to be arranged date wise and priority of the proposal has to made on priority First come First for releasing the subsidy.

6. Induvidual Sanctioned Order has to be issued to each beneficiary and help the beneficiary in opening a savings Bank account in the Bank.

7. Action has to be intiated to create Assets with in 30 days from date of release of subsidy to the Banks.

8. Take a Photo of assets created by the corporation and Bank to the Benificary, file a copy of photo in personal records of beneficiary in the District Office and send a copy to Head Office.

9. District Managers of the Corpoation after releasing the subsidy to the Banks and Utlisation Certificates Signed from Branch Managers has to be Submited to Head Office.

10. Every month facilties Provided by the corporation and Subsidy and Loan details along with Benficary Name and Purpose utilsation has to be submitted to Head Office.

II Land Purchase Scheme

1. For getting the Facily under Land Purchase Scheme the benficary should be Female Land Less Agricutural Labourer from Schedule Tribes.

2. Land Seller Should not be from Scheduled Caste or Scheduled Tribe community.

3. The proposed buying Land Should be fit for for agriculture and should not violate rules of P.T.C.L , Land Reforms , Land Grant Rules, Forest Act etc.

4. The basic documents for the land RTC, Sale Deed/Title Deed, Encumberance Certificate, No due Certificate From Banks, Mutation Copy, , Consent of Land Owner, and Other Records , Inspection Report of the Land has to be submitted with proposal to District implimenation Committee.

5. The proposals approved by the District Committee, has to be submitted for approval to Head Office with required Certified Copies and necessary documents.

6. The Proposed Land to be purchased for beneficiary has to be submitted along with Land Map and Rate List of the Land per acre Provided by the District Regisrar has to be furnished.

7. While Registering the Land in Sub Registrars office to the beneficiary, hypothecation of Land to the Corporation has to be Registered . After Hypothication to the Corporation obtain copy and obtain RTC copies and file it in Concerned individual beneficiary Record of the District.

8. After registering the land in the Name of the beneficiary, measurement of the Land has to be done by a surveyor and mark the boundaries , then Distrct manager has to hand over the Land to beneficiary , Action taken about this has to be recorded and file it concerned beneficiary record along with Mahajar Report..

9. The lands given to land-ownership schemes and irrigation facilities and other amenities has to be provided to beneficiaries from co-ordination with other departments and help him take farming activities in that Land.

10. A large number of landless families from schedule tribes living in the village . sorounded by cultivable agriculture land has to be identified, Proposed purchasing Land whould be in the limit of 10 Kms from residence of beneficary

Certified copies has to be submitted for sanction of Land Purchase Scheme

1. Proceedings of the district implementation committee 2. Certificate regarding the beneficiariy is Agricultural Labourer. 3. Land owners Caste Certificate. 4. Needy Benficaries Caste, income, residence Certificate. 5. Report in Form-1 from Sub-Divisional Officer / Tahasildar. 6. Report in Form-2 from Taluk Development Officer/District managers on

Land Inspection report. 7. Attestation Certificate from District Manager in Form-3 8. The price List of land obtained from the Sub-registerars office as per

registration of Land, 9. Proceedings of the village selection Committee (Grama Sabha) along with

beneficiary list. 10. Extract of RTC having Irrigatioon Source and Croped details of the crops

grown in that Land 11. Mutation Certificate 12. NOC from the service banks( bebaki) certificate 13. Map of the Land (Rough Sketch) and 11e Map 14. Encomburance Certificate Past 13 years from the Sub Registrar about the

Land 15. Concent Letter from land owners.

16. Legal advisor opinion about the Land. 17. Copy of the Video/Photo Shooted and CD recorded during inspection of

the Land by the divisional Managers ,Assitant General Managers. 18. Certificate from Agricuture Officers of the Department regarding fitness of

propsed Dry Land for agriculture. Certification from irrigation department in the case propsed land is Wet or Gardem Land.

19. Land Owners Family Tree and all family members acceptance letter on selling of Land.

The Latest modified Rules and Circulars issued from Head Office has to be followed during implementation of the schemes. III. Micro credit Finance (MCF) Scheme

1. Each of the self-help group selected to be from selection committee, chaired by the Member of Legislative Assembly should be registered and should have bank Saving Bank account in Nationalized / scheduled /Rural(Gramina) Banks .

2. The Sanctoned amount to self-help groups(SHGS) has to be transfred to the Concerned SHGS through Crossed Cheques or NEFT Tranfer.

3. The self-help groups(SHGS) are charged annually 4% interest rate on the loan amount. SHGS can Charge Annual 5% to the members of that SHG. Difference rate of 1% can be used in SHGS as service fee for development of SHG.

4. The SHGS has to repay the Loan amount along with interest in 36 equal instalments.

IV Procedures to be followed in Ganga Kalyana Scheme 1. Method of selection beneficires has already been given in Government Order No.ಸಕಇ ಬಿ. .ಎ.2012 ದಿನಾಂಕ:12.04.2012 has to be followed. 2. Corporation officers inspection report about Land has to be prepared in form-1 for selected needy beneficiaries. 3. Eligible needy beneficariaries list to has to be provided to assigned drilling contractors and instruct to carry out Geo-Physical Survey in the land of benficaries and submit a report.

4.In cases of successful Water point (jalabindhu) , Bore Well Sanctioned order has to be issued to the benficaries. Instruct the beneficiaries to submit followng documents in Form-1 for sanction of Loan. 1. Concent Letter in Rs.20 / - Stamp Paper Form-1A. 2. A Pronote in (Rs.20 / - Stamp Paper) 3. Consideration Receipt in (Rs.20 / - Stamp Paper) 4. Loan Agreement in (Rs 50 / - Stamp Paper) 5. Consent letter given by beneficiay to the Corporation for recording hyphthication has to be submitted in form1(e) and acknowledgement to be obtained and RTC coopy has to be obtained for being hyphthicated to Corporation and it should be filed in beneficiary record. 6. After being hyphothicated to Corporation and on the basis of Geo-Physical Survey report Work order to be issued for drilling of Bore wells. Through this delay in Supply of Pumpsets others can be avoided. 7. At the time of drilling bore wells Taluk Development Officer /Staff , beneficairy should be present , drillimg detais has to be recorded accurately in Form-3. The thickness of casing pipe and Specification to be recorded. If the casing pipe is not as per specification it should be recorded in reports. At the time of drilling ,if the Avilabilty of water exceeds 1000 GPH photo o to be taken and enclose the photo in form 3(a) to Head Office. 8. For the electrical connection to be made , Register Online in ESCOM , Signature of the beneficiary in form 3 (A) to be obtained and submit to ESCOM Office. 9. c) RTC (Pahani) d) The Registration fee and Initial security deposit (I.S.D), Meter

Security deposit (MSD) and the meter box fee (Presrcibe from Concerned ESCOM) based on supply of Pumset HP , Demand Draft(DD) has to be obtained and make payment to ESCOM and submit Completion Report (CR). This procedure has to be completed with one week after drilling completion of the borewell. During the Registration time entire value has to met from unit cost.

12. At this stage it is needed to calculate the pumpset and accesories cost required and additional amount required above subsidy to be estimated. If the total Cost exceeds available Subsidy and Rs 50000/- Loan amount , exceeded amount has to be met from beneficiary.

a. If this Cost is met from Subsidy amount, Hypothication to the Corporation has to be Cancelled, Pumpsets and Acessories has to be supplied.

b. Remaining Subsidy and Term Loan of exceeds Rs 50,000/- , then additional term loan has to be get it sanctined and Supply the Pumpsets.

c. Term Loan exceeds Rs 50000/- additional amount has to be deposited to corporationby the beneficiary and issue receipt for being deposited,the supply of pumpset.

13. Obtain Certificate from 3rd Party Inspection agency, regarding type of casing pipes used in drilling of bore wells. 14. During drilling time any failture of bore well , it should be recorded in form-3 and document has to be kept district office . This type of borwells has to be filled Sand and Stones and intimate to the Concerned Tahsildar to Cancel hypothecation made to the corporation. 15. On the basis of work order issued to the Contractor from Head Office , Pumpset and accessories are to be inspected from 3rd party agency. Being inspected obtain certificate. After recording all details In form 5 (b) and Photo of Pumpset and accessories supplied has to obtained and submit to Head Office. 16. Ater Consoildation bills in form -5(a) abstract has to be submitted to Head Office for being supply of Pumpsets and accessories. 17. After fixing the Pumpset to the bore well, send form-5(e) to Head Office for making payment, Photo to be enclosed in form 5(ee). 18. Completion report for being installed to the borewell and wiring daiagram has to submitted to ESCOM through Electric Contactor.

19. With in one month after Electrification field inspection has to be carriedout in form-6 and Completion report in form-7 has to be submitted to head office. 20. Monthly the following formats are to be sent to Head Office. A. Progress of Electrification (Progress Report Form-8, 8(a), and 8 (e). B Progress achieved in Drilling of Bore well Progress Report Form-0 9 V Lift Irrigation Scheme

1) Each unit of this scheme should have at least 3 farmers and at least Minimum of 8 acres of Land and Maximum of 15 acres of Dry Land.

2) The unit is the beneficiaries should have Land Side by Side, for the same Certified Copies of the Land Map has to be obtained by the Department of Survey Settlement and File in the Concerned Record.

3) Certified Copies has to be obtained and attesting all the records and file In the Concerned Reords.

4) Eligibility Criteria of Farmers, Field Inspection report by District Mangers/Taluk Development Officers has to be filed in the Concerned Record.

5) Permission Letter to be obtained for Lifting of Water from Irrigation Department.

6) For Power Sanction permission has to be obtained by ESCOM. 7) Aftr completion of works of the Unit , District Manager has to submit to

Head Office in prescribed format. 8) Having implemented Units of Community /Lift Irrigation Schemes, Once

again Proposals Should not be Sent same units to Head Office . The modified rules and instructions of the Corporation , Circulars, Latest Government Orders and instructions issued during Yearly action Plan must be followed while implementing the all Schemes. VI Recovery Procedure The financial condition should be Sound for better growth of the Coroporation. Most of the revenues come from loans and Subsidies funded the for the creation of the beneficiary assets, income generates from this positively and improves the economic condition benficary and helps in repayment of Loan regularly.

For better recovery the following criteria to be applied during implimentaion.

• Provide quickly amd timely Loan / Subsidy to the beneficiary. • The objectives should be to choosen for creation of permanent asset

that can be profitable. • Marketing facilty for the Products manufactured by the beneficiaries

to be provided with the help of Government /Private Markets. • Harvesting season has to more focused during collection drives . • Notice to be sent to all beneficiaries for the Loan instalment dues of

all schemes. • Immediately after the release of the respective loan , Loan account

Ledgers to the each benficaries has to be opened and it should be computerized. Repayment details of the date and amount of each installment has to be recorded in the ledger. Immediately repayed amount has to be credited in the Ledgers.

• Repayment List of Benficaries has to be prepared with balance amount. Separate Scheme wise balance List is to be prepared and Agriculture and Non agriculture purpose has to be bifurcated. It is the responsibility of Accounts Assitants and District Managers to Update the Loan Ledgers.

• Assets inpection has to be carried out 100 per cent. Through the inspection, facilities provided by the Corpoartion to the beneficiaries has been fully utilsed or not utilsed will be Known, Compulsory 100% Inspection of the units has to be carried out by each Taluk Officer , 50% by District Mangers , and 25% by Deputy District Mamagers , in this way corporation wants to know , Whether Subsidy, Loan reached to the beneficiary or not? Whether assets have been purchased from the approved amount? Whether Assets Quality is good ? Whther benefits derived from this? ,whether beneficiary is repaying the loan regularly? and other details has to be recorded in inspection reports , and measures to be taken for Loan recovery.

• Report of the evaluation of the units in the prescribe format has to be submitted to Head Office once in three months regularly.

• Age wise loan recovery statement has to be prepared and action has to intiated for taking action on loan recovery.

Prepare the list Loanee beneficiaries outstanding repayment due more than three instalments, , obtain 20 blank cheque leaves from loanees

who are defaulters of repayment. Issue Notices to through Legal advisers to (nominated for the district) them . With all theses formalities , if the loanee fails to repay the loan, then present the cheque to the bank for encashment and adjust the amount to loanee account. If it also fails then Notice to be issued to suriety of the Loanee. With all failure of attempts of Reovery, Contact the Deputy Commissioner request to take recovery action from Concerned Tahsilars.

All Taluka Development Officer Shoud have List of beneficiaries who has obtained Loan form all schemes / outstanding Loanees of the coroporation .Village wise , Loane Names, Outstanding Loan and other detailed information.

Demand Collection Balance (DCB) has to be prepared at the Yaer End and Road Map has to be prepared for collection drive.

Progress Reports to be submitted to Head Office. For State level monthly meetings progress reports of various schemes in presrcribed proforma MPIC has to be submitted to Head Office with 5th of every month, for timely submission of various reports and DCB email and fax facilities has been provided to District Managers.By utilizing this facility District Managers iformation in prescribed formats and MPIC format has to be submitteds to head office with 5th of every month. For District level meetings progress has to be furnished MPIC Formats. Common reports of Implimenting all Schemes of the Corporation to be Submitted to Head Office are

Monthly Debit and Credit Report . Monthly Salary Bill report. Monthly Progress report of All Schemes . While Submiitting details of beneficiaries, Subcaste, sex , Physically Handicaped, and others detailed information has to be recorded. along with benficiriy names.

The release of the money from Head Office, beneficirywise Utilisation Certificate has to be submitted in prescribed format . if the Progress is Nil, then Nill progress report has to be submitted to Head Office.

Monthly Electrified Progress report has to be submitted in prescribed format under Ganga kalyna Scheme.
