Year End Elementary ELL Assessment Overview

The purpose of year-end, school-based assessment for ELL students in Burnaby is to provide a consistent, district-wide evaluation process that will guide ELL placement for the upcoming school year. It also offers teachers the opportunity to compare the progress of individual English language learners to a wider student population. Annual re-assessment takes place from the end of April to mid-June. Some of the required assessment protocols are available at each school. However, IPT answer booklets, the intermediate reading assessment (BERA), scantron cards for recording responses copies of the intermediate and grade 3 writing assessment need to be requested from the Welcome Centre. It is essential that teachers inform the assessment/helping teacher at the Welcome Centre, prior to April 30th, of assessment dates (kits are loaned to schools for 1-2 weeks), as well as the number of primary and intermediate ELL students to be assessed. New students assessed through the Welcome Centre in mid-April, May or June do not require retesting. Use the Welcome Centre testing results to create the AIP for the upcoming school year.

Speaking Reading WritingKindergarten – Grade 1

IPT-Oral Form H(Note: IPT booklets will be supplied for K-Gr.3 students only.)**If a student scores in the proficient range on the IPT, a K/Gr.1 Oral Language Assessment kit is available to assess student’s vocabulary stretch to identify ELL service need.

BERA E-Grade 2/3 Reading Assessment** required only if a student scores Level 3 or higher on the IPT

Grade 3 Writing Assessment for students who score Level 3 or higher on the IPT (1 hour total- 15 minutes oral brainstorm, 45 minutes writing- Group assessment)

Grade 4 – Grade 7 BERA Form B(35 minutes)

Process:1. Sign up for Assessment kit. The kits are signed out for a maximum of two weeks.

The Kit will be sent in the school mail. Return the Kit at the end of the week via the School Mail. The kit will be restocked at the Assessment Centre and sent to the next school. Note: The district will supply IPT answer booklets for grades K-3 ONLY

2. Scantron cards: may be returned to the Welcome Centre via the school mail for scoring. The scantron cards will be returned to the school. (Note: Do not send hand-marked answer sheets)

3. Update AIPs online and print for the upcoming school year. Sign and date the AIP and attach the scantron card, protocols and district matrix. AIPs must be completed by the end of the school year.

Primary Year-end Assessment

Placement for students in kindergarten to grade 3 is based primarily on an oral assessment and a writing assessment for grade 3 students who score Level 2 or higher on the IPT. A reading assessment may also be given to students in grades 2 or 3 who demonstrate advanced oral skills. The use of a writing sample to determine ELL levels for K-2 students is not advisable because it is difficult to differentiate between developmental stages and ELL errors in this age group.

Kindergarten to Grade Three: Idea Proficiency Test (ITP-Oral) Form H

All K-3 ELL students are assessed, at year-end, with the Oral Idea Proficency Test (IPT I) from Ballard & Tighe. Test items are included to assess both basic interpersonal communication skills (BICS) and cognitive academic language proficiency (CALP). The oral tests assess vocabulary, comprehension, syntax, and verbal expression. Each elementary school has an updated set of test pictures (Form H). Answer booklets will be supplied through the Welcome Centre. All the questions and acceptable student responses are printed in the test booklet. The examiner tests each student individually, using one test booklet for each. It is important that teachers follow the test protocol as directed to insure that results are valid. The starting levels for students known to have basic English skills (Level 2 or above) are: K-1- Beginning of Test, Grades 2-3- Level C. Please note this information is also located on page 1 of the test booklet. Prior to administration of the IPT, teachers should familiarize themselves with the assessment procedure by completing the online in-service training, available on the Ballard & Tighe website:

Oral IPT- Online In-Service

1. Go to: http://www.ballardtighetraining.com/iptinservice/default.html2. Select IPT I–Oral & IPT II–Oral at the bottom of the page –Oral IPT I is the form used in Burnaby schools.

3. It is helpful to have a copy of the test booklet and set of test pictures available for reference while viewing the online in-service. Test level summaries and diagnostic summaries are not used in the Burnaby school district. While it is helpful for teachers to complete the entire in-service, the critical components to view are Administration and Scoring. Please note that following test administration, IPT I levels are converted to Burnaby district ELL levels. Conversion charts are available through the Welcome Centre.

Kindergarten and Grade One: If a student scores in the proficient range on the IPT – Oral, you may wish to use the Vocabulary Profiler to assess the student’s vocabulary stretch in order to identify the ELL service need. Please contact the Welcome Centre for materials and instructions if needed. As an alternative, students in kindergarten may be assessed with the One Word Picture Vocabulary Test. Copies should be available at each school. An answer sheet that can be photocopied will be included in the assessment kit sent out from the Welcome Centre. Both the Vocabulary Profiler and One Word Picture Vocabulary Test will yield only descriptive results. They are not normed to identify ELL levels but will allow teachers to identify vocabulary restrictions that may interfere with ELL student achievement.

Grade Two or Three: Burnaby English Reading Assessment – Form E: The BERA Form E is a 30 min. cloze reading assessment. It is intended for students with advanced oral skills who may need further assessment to identify a possible ELL service need. A copy that can be reproduced will be available in the assessment kit sent out from the Welcome Centre.

Grade 3- A writing assessment is available for grade 3 students who score at Level 2 or higher on the IPT. The district prompt will be included in the assessment kit. Teachers should use the newly developed Grade 3 writing matrix and anchor papers to evaluate.

Intermediate Year-end Assessment

Placement for students in grades 4 to 7 is based primarily on assessment of reading and writing skills. Teachers are encouraged to use the district writing prompt provided in the Welcome Centre assessment kit. This supports a consistent assessment practice throughout the district. Writing samples are evaluated with the district intermediate writing matrix. Anchor papers to provide clarification are available for grades 4/5 and 6/7. Reading is assessed using a cloze reading test (BERA B) that has been normed on a broad ELL population in the Lower Mainland. Raw scores are converted to Burnaby’s ELL levels. A conversion chart will be included in the Welcome Centre assessment kit.

Security: Please do not make and / or retain photocopies of the BERA. Do not keep the BERA B answer key in your school.

Return the Burnaby English Reading Assessment (BERA- Form B) to the Welcome and Assessment Centre. (We check all BERA booklets prior to sending them out to schools however it would be helpful if you could please flag BERA booklets that students have written in – we will replace them at the Centre)

Return all unused protocols, scantron cards and the BERA answer key to the Welcome and Assessment Centre.

Scantron cards may be sent to the Welcome Centre for machine scoring. The marked cards are returned to the school so results can be entered on the online AIP. Teachers who choose to use answer sheets rather than the scantron cards, can use the answer key supplied to mark student responses. Attach the scantron card or answer sheet to the updated AIP for the next school year.

The Burnaby English Reading Assessment (BERA) Form B

(LOMEERA Form B)PLEASE DO NOT ALLOW STUDENTS TO WRITE IN BOOKLETS

The purpose of this assessment is to estimate ELL Levels for students who would normally, as measured by age, be in Grades 4 to 7

Procedures

(1) Give each student one assessment booklet and 1 Scantron form.(2) Guide students to fill out Scantron Form (name, first and last, grade, school,

date). Note: Teachers must insure that each student has a No. 2 pencil to mark answers. Do not allow students to write on the assessment booklet.

(3) Demonstrate and practice procedures for answering (See sample question enclosed). For Scantron forms: an example to show how the form is to be marked is included under the section marked IMPORTANT. Direct students’ attention to this example. A sample response for Scantron cards is also included in the assessment kit. (4) Indicate that students should attempt to answer as many items from all of the passages as possible. Please note there are 7 passages in form B.

Time:The time allowed for this test is 35 minutes and ONLY 35 minutes.

database:

1. Go to esl.sd41.bc.ca. Please bookmark this website on your computer.

2. Login using your ELL User ID (first and last initial plus employee

number: ex. ab12345) This is not your ‘e’ plus employee number login for the district.

3. Type in the temporary password: burnabyesl

o If you are unable to login, please call Nancy Hoy at the Welcome Centre at

604-296-6936. If you are unable to reach her, please call Ann Thorup at

604-760-6357.

5. To change your password: click on

a. Type burnabyesl in the field for Old Password, then type your new password in

the field for New Password

Changing Student DataYou can change or modify student demographic information from the Booking tab. To change the school name for a student:Enter the student’s name. Select All for school name if previous school is unknown and Show all under Booking Status. Click the Search button.

Select the edit button to the left of the student name.

From the drop down menu, select the correct school name. Scroll to the bottom of the page and select

Annual ReassessmentAnnual Reassessment Features

This area of the ELL Scheduling & Assessments manages the annual reassessment of students and is found through the Re-Assessment tab. You will see a list of all students who have an initial assessment.

The field titles at the top of the student data can be used to filter only those students you wish to find. You will notice that, by default, the list is filtered to only show students from the school that you belong to, as determined from your user id. If you belong to the Welcome Center, the list will be defaulted to show all students.

To find a student using the filter fields at the top of the screen, you can type in text fields, such as Legal First Name and Legal Last Name, PEN Number or you can select from the drop-down lists such as School Name. Once you have made yourselections, click the button

To search the database for records of exited students, select the box labeled :

Allows you to view the student assessment history

Allows the ELL teacher to enter the annual reassessment details for a student

When you select a student their demographic information and assessments are displayed.Beneath the student demographic data portion of the screen, all prior reassessments and the initial assessment summary details are displayed in order of most current assessment. The original AIP will be listed with the word Original next to the year.

Select to complete the AIP for the next school year.

Select the edit button beside the prior reassessment to edit or modify an existing AIP.

By selecting Next Year Assessment, you will be taken to the following screen that will allow you to provide the reassessment data for this student. Note: You will only be allowed to select a particular year once. If for some reason, the current year has already been selected, complete the AIP by modifying the existing AIP.

June, Year - choose the present year.

Year of ELL Funding- choose the next year of funding. Note that although the BC Ministry of Education restricts funding to 5 years of service, it is possible to select Year 6 in this database. This allows teachers to include students who receive funding beyond the 5 funded years. Verification of years of service can be found in the electronic 1701 verification form sent from the Ministry of Education to each school.

Next Year's Grade - choose the grade that this student will be in for the next school year.

Exiting Students- if a student no longer requires ELL support or has moved out of district, click the Exit button and select a date and reason from the drop down window. If a student has exited, a note at the top of the reassessment page will be displayed indicating that the student exited and the date of the exit. Do not exit ELL students moving from grade 7 to grade 8 if they are to continue to receive ELL support at high school.

Educational Background/History- remove comments that were included as part of previous AIPs.

The upper portion of the screen displays the student information. The lower portion of the screen contains the required fields to be completed for the annual reassessment. As in the initial assessment, the skills assessed, tools/measure used and

results should be recorded for the reassessment. The skills assessed will be defaulted to what was on the original AIP. Make the necessary changes for the reassessment.

For students in grades K-1, reassessment will be based on oral language skills.

For students in grades 2-3, reassessment will be based on an oral assessment and a district reading assessment for those students who demonstrate advanced oral language skills. As well, for grade 3 students who are Level 2 or above, writing skills should be assessed using the district prompt and grade 3 writing matrix.

For students in grades 4-12, reassessment will be based on assessment of reading and writing skills.

Recommended Placement ELL- select a two digit month-four digit year (09-2013) for the recommended placement. Note that you cannot save a reassessment record without a learning goal.

Learning Goals

Based on the recommended placement for ELL determined for the student, select the appropriate level of learning goals in this section of the form. Please note that the learning goals selected must match the recommended placement level.

If applicable, select the appropriate support strategies. By default, those from the most recent assessment will be checked off. Make changes as necessary.

Select the appropriate type of service. By default, those from the most recent assessment will be checked off. If the service is not listed, you may select from the available options in “Other Service” or type it in. If you type in an entry in “Other Service”, this option will automatically be added to the drop-down list for future use.

Reporting Term

This area is reserved for the ELL teacher to initial and select the date in the appropriate reporting term for the student.

ELL Summary Information

Reading - select the reading level that applies to the student, if applicable. Levels exist from 1 - 4 and also include a level called Proficient. Proficient is used when the initial assessment shows that the student does not require ELL services in this area.

Writing - select the writing level that applies to the student, if applicable. Levels exist from 1 - 4 and also include a level called Proficient. Proficient is used when the initial assessment shows that the student does not require ELL services in this area.

For a number of reasons, students may exit ELL support before they are fully proficient. Record the assessed ELL level that the student demonstrates on the exiting AIP.

Comment Status - select a comment from the drop-down list for students who demonstrate a lack of progress in acquisition of English Language skills indicating possible reasons for the lack of progress, for example - extended absences.

ELL Additional Comments - the assessor may record any additional comments here. If a student has moved during the school year indicate in this section the name of the school and the date the student left the school, for example, "moved from Bellamy School, November 1, 2008". Any other additional notes relative to the reassessment may be recorded here.

Date of Assessment - select the date the assessment was performed in this field.

Click to print a copy of the reassessment. Sign the AIP and add it, with testing protocols, to the student’s AIP file.

Click to save the reassessment without printing.

Clicking the button will cancel your data entry and willreturn you to the Reassessment Student List without saving any data you have entered.
