FOREWORD

This Annual Report Presents the Performance of NAITA during the year 2010. Despite

many constraints and performing under a competitive environment, NAITA has

optimized the effort to achieve its objectives and cater to the needs of the society. This

was possible because of the commitment made by the staff and the Training Providers

in Public and private sector in relation to apprenticeship training in particular.

I take this opportunity to thank the Board of Management for its guidance, the support

extended by the staff who worked hard and to the industry supported the implementation

of programme.

PREFACE

In the terms of clause 14 of the Financial Act of 38 of 1971, the Authorities required to

submit an Annual Report.

This Report contains three sections, the performance which includes the information on

performance of different training programme, training related developed programme and

other related activities, the summery of Annual Accounts and the Auditor General’s

Report.

The Annual Report 2010 has been prepared based on the information Provided by the

Heads of the 03 National Institutes, 23 district offices and sections / units of NAITA. In

this report, the information has been analyzed based on the key performances of district

offices, Institutes and Sections / Units.

Introduction

The National Apprentice & industrial Training Authority (NAITA) has been

established under part II of the Tertiary and Vocational Education Act No. 20 of

1990 as the successor to the National Apprenticeship Board (NAB)

incorporated under the National Apprenticeship Act No. 49 of 1971.

The NAITA mainly delivers it’s training through the modes of Enterprise Based

Apprenticeship (EBA) training, Dual Apprenticeship (DA) training, In – Plant

Training and Competency Based Training (CBT).

On the Job Training is an unique component in all NAITA Training

Programmes, for this purpose NAITA has links with around 3500 industrial

establishments (Productions and service Organizations) island wide in both

Public and Private sectors. The target group of NAITA trainees is the school

leavers within the age limit of 16 to 35 years at National level NAITA provides

its training through the three National Institutes, Institute of Engineering

Technology (IET) Katunayaka, Apprenticeship Training Institute (ATI),

Katubadda and Automobile Engineering Training Institute (AETI),

Orugodawatta.

At district level 23 district offices have been established to ensure that the rural

youth in particular are benefited by the training imparted by NAITA.95 NAITA

training centres and 43 affiliated training centers are currently in operation

under these district offices.

The Training network of NAITA has been enriched with the introduction of

competency Based Training (CBT) mode under the National vocational

Qualification framework (NVQ) in the year 2006.

During 2010, 27916 youths were recruited for training. With a sense of

responsibility and commitment the Authority maintained and in training capacity

of 28694 trainees at end of year, covering all categories of training.

Towards the end of 2010 in existing permanent cadre, NAITA had a total of 636

staff out of which 335 members were trainers

4.0 Objectives of NAITA (As per TVE Act No.20 of 1990, Part II)

Objects of the Authority as listed under clauses 37 (1) of TVE Act No.20 of 1990

are;

a) Planning, Organizing and Providing of Vocational training.

b) Specifying standards in relation to vocational training.

c) Conducting of examination and issuing of certificates and other awards in

relation to vocational training.

d) Conducting National Trade Test.

e) Conducting research and development in Vocational training.

f) Holding of competitions to promote the development of various skills.

g) Developing the training capacities of establishments and other institutions

providing vocational training.

h) To advise the Tertiary and Vocational Education Commissions in regard to

Vocational Training

To have links with institutions in Sri Lanka and abroad having similar

objects and to equate and or validate certificates, diplomas and degrees in

allied subjects and course.

5.0 Main Activities /Programms of NAITA

Provision of Vocational training by the industry based apprenticeship

training conducted jointly with nearly 3500 public and private sector

organizations. Dual Apprenticeship training by the 03 National Institutes

and 95 Apprenticeship training Centers.

Provision of On the Job Training to trainees of other Vocational training

organizations.

Provision of In – Plant Training to engineering undergraduates of the

universities of Moratuwa, Peradeniya, Ruhuna and to students following

various diploma courses.

Conduction of National Trade Tests (for occupations, National

Competency Standards are not yet available).and certificates of National

Vocational Qualification (NVQ) through assessments by Recognition of

Prior Learning (RPL) for craftsman who have acquired skills informally.

Training of Trainers of Vocational Training Institutes.

Conduction of Entrepreneurship Development Programmes and referring

to grant of loans.

Conduction Career Guidance Programmes for School Children, School

leavers and other target groups.

Development of National Competency Standards for the Vocational

Training Sector.

Equate or Validate Degrees, Diplomas, Certificates Specific to Vocational

& Technical Training.

6.0 Mode of Training and Training related Services of NAITA

6.1 Training Provided by NAITA could be broadly categorized as follows

Enterprise Based Apprenticeship Training.

Institutional / Centre Based Apprenticeship Dual Training.

In – Plant Training.

On – the – Job Training (for trainees of Government and Private Sector

Training Organizations.

Enterprise Based Apprenticeship

This represents the major part of the training conducted by NAITA. The trainees

are attached to an enterprise throughout his / her training period to earn skills

through learning by doing. Under the scheme there are three levels of training

programs.

Craft Level

Situational Level

Village Level

Craft Apprenticeship training is conducted based on training standards / Orders,

developed by sector specific resource persons and recommended by National

Industrial Training Advisory Committees (NITACs). The Situational

Apprenticeship provides skills specific to the enterprises to which apprentices

are attached and also according to a training guide prepared by NAITA in

consultation with trainer / employer. The Village Level Apprenticeship aims at

training persons at grass root level and with facilities available at village Level.

The relevant theory for enterprise based craft apprentices are delivered through

distance Education Mode. Under this, Apprentices are given Basic Training at a

relevant training centre for a sufficient period of time to cover basic theory and

related practical skills. Further they are provided with printed theory lessons /

modules through postal mode to study the subject matter. Success of this

component is measured by Multiple Choice Questions (MCQ) and written

question papers answered by Apprentices Individually.

The answer for the questions which are available at the end of each module are

sent by the apprentice to NAITA and returned back to them after suitable

corrections are made. NAITA also organizes week-ends classes periodically to

solve the problems and difficulties connected with these printed lesson modules

which trainees come across.

Through the English classes trainees are provided with vocational English

lessons to enhance their knowledge on utilization of English language.

The final evaluation of craft level apprentices is done by the evaluation section

at the Head Office. In the case of situational and village level final evaluations

are carried out by the relevant district offices testing staff. In the case of National

Vocational Qualifications (NVQ) Assessments are organized by the NVQ

assessment section of Head Office. The entire certification exercise is done by

the Head Office certification Section.

Institutional / Centre Based Dual Apprenticeship Training.

In this system, trainees are directly enrolled to the National Level Training

institutes or to the Apprenticeship Training Centers

In the year 2010 NAITA operated 95 Apprenticeship Training Centers and 43

Affiliated Training Centers in addition to the 03 National Level Training institutes.

The duration of the courses varies from 01 to 04 years.

In – Plant Training

As per clause 38 (C) of TVE Act. No 20 of 1990, NAITA offers In – Plant

Training for undergraduate of the Engineering Degree courses at Moratuwa.

Peradeniya and Ruhuna Universities and Diploma courses conducted by the

universities and other tertiary level educational institutes.

On – the – Job Training

NAITA conducts programs of 06 months duration of On – the – Job training

(OJT) for students of other Vocational Training institutes. This program is

generally activated for persons who have followed institutional Training in

Technical college (DTET), Vocational Training Authority (VTA), National Youth

Services Council (NYSC) and accepted Government / Private Vocational

Training Sector organizations that need the service of NAITA in following On –

The – Job Training.

National Vocational Qualifications (NVQ) and National Trade Test (NTT)

At present NAITA is in a transition period where switching on to the NVQ

assessment system from its former Trade Testing and National Trade Testing

(NTT) System. Prior to implementation of NVQ System there was a real need to

certify the large number of skilled craftsman who acquired skilled craftsman who

acquired skills through informal means. To cater this demand NAITA has been

mandated through its Act to conduct such tests and issue certificates.

However, with the implementation of NVQ assessments NTT is being replaced

through Recognition of Prior learning (RPL) and now NTT is available only for

the traces for which National Competency Standards are not yet available.

Development of National Competency Standards (NCS)

NAITA has been mandated organization for developing National Competency

Standard. Accordingly to the priority trade occupations identified by TVEC,

NAITA develop, revise and validate NCSS through Development committees

and “National Industrial Training Advisory Committees (NITACs)“ NITAC

comprises of trade / sector specific specialists. NITACs represent approximately

16 members in each committee such as

Training of Trainers

NAITA has its own institute to cater the demand for the Training of Trainers in

Training field in both public and private sector organizations specially the

instructors, training officers, lectures etc.

Programme mostly focused on to enhance their Pedagogical skills,

Presentations Skills and some training Management skills, mostly the sandwich

type theoretical and practical content followed by follow up activities and

monitoring.

Entrepreneurship Development (ED)

ED Programmes are aimed to give knowledge and skills on Entrepreneurship to

prepare trainees for self employment after completion of their training. These

programmes focus in two categories passed outs and trainees in the system.

Master trainers were trained and placed district basis to implement training

programmes. NAITA closely work with ILO to develop the course content in this

area.

Career guidance

Career Guidance Programmes are conducted to increase the awareness about

vocational training and job market conditions specially among school leavers,

school students and other VT sector. In addition, parents, school teachers

community groups etc also given some awareness programmes. Meanwhile of

occasionally counselling programmes are also conducted.

8.0 The Analysis of the Performance of NAITA Activities – 2010

8.1 Performance of Training

In the year, Island wide NAITA managed to recruit 27916 Apprentices in different

mode of training (see table 01).How ever In 2009 the number was around 31771

(see Table 02.) The total number recruited is appeared as downward situation in

compare with the previous year. This is 13 % was declined compare to year

2009. As result of the completion reported 24711 trainees in year (See table

01).Also the number of completed training has increased by nearly 7300 when

compared to the year 2009.

As a result the Annual In – Training reported around 28694 at the end of

December 2010.

When consider the district wise recruitment of Enterprise based apprenticeship

training (without training centres) as at end of the year 2010,Colombo district

recorded the highest number of (1529) trainees while Mullativu District the

lowest (28). Ampara district recorded 1316 training recruitment and in Gampaha

district it was 1308.

When Consider the completion figures the highest completed number was in

Galle district and the Lowest in Kalutara district. These figures generally give a

picture about overall trainees engaged in training at the end of the year.

Accordingly, highest average No. In training Capacity maintained in Colombo

district (2831) while lowest in Mullaitivu district (28). In addition to Gampaha

district, it was 1383 while 1154 in Jaffna district.

As indicated in Table 01, under dual Apprenticeship Scheme 1029 apprentices

were recruited for three National institutes and maintained 2961 In Training

capacity as at year end.

In addition, 4869 trainees were recruited in Regional Training Centers and

maintained in Training Capacity of 6323 during the year. In – Plant training

programme facilitated 2915 University undergraduates and Diplomas Students to

get their relevant In – Plant training.

Considering different types of training it has been noticed that majority of trainees

recruited under the Enterprise Based Apprenticeship (18669 trainees), were in

the Craft Category (8127 trainees) (see Table 04 to 10). In considering the

previous years, the majority was the situational category

National Institutes

In Table 11 gives the details of Performance of the 3 National Institutes

(IET, ATI & AETI). Accordingly 1029 trainees were recruited during the

year for training. Out of the training recruitment 154 trainees 15% were

female. These institutes maintained 2961 trainees in the system as at end

of 2010.

Providing In – Plant Training for Undergraduates & Diploma

Students

Table 12 Gives the information on Providing In – Plant Training for

University Undergraduates and other Diploma Students. During the year

2915 students have been undergone training at NAITA to get their

compulsory practical training.

8.2 NVQ Assessments & Trade Testing

Under the NVQ Assessments 3277 were certified and 1734 out of them

Certified under RPL method. This number was increased in compare with

the previous year.(Please refer table 13)

Based on Table 14, 13573 trainees were tested and 12247 (90%) have

passed the final examination. Under Enterprise Based, 9917 trainees

were tested and 8668 (87%) have passed the final examination

Based on table 15 Under NTT Based, 4381 applicants were tested and

4150 (94%) have passed the final examination.

8.3 English and Distance Education

Table 17 gives the activities related to providing theoretical inputs to

trainees under this programme 9744 modules were distributed among

the trainees.

206 trainees attended to English classes and number of students 1051

them completed the programme at the end of the year (please refer table

18)

8.4 Development of National Competency Standards (NCS)

Under this activities of 9 no of NCSS (NVQ level I - IV) were Validated

and 02 no. of NCSS (NVQ Level I – IV) were revised. 30 numbers of

competency based Assessment recourses were developed. In addition to

these 27 numbers of CBT curriculum validated

8.5 Entrepreneurship Skills development

During the year of 2010 eighteen numbers of eight days KAB programs

were conducted with the participation of 446 trainees.

In addition to the existing trainers, another 187 conducted 12 no. of eight

days ED programme (Table 20)

8.6 Career Guidance & Counselling.

Table 21 gives the performance of career Guidance Activities during the

year 2010. Accordingly 198 programmes/workshops have been

conducted with the participation of 20818 participants. In addition to these

activities, individual counselling, placements for training, exhibitions were

also performed under this unit.

8.7 Administrative Activities

Both local and foreign training opportunities were used to develop staff

during the year. Under this programme 58 officers were sent for local

training & 21 were trained In overseas in various levels. 87 new

appointments and 20 different promotions were given during the year

2010. (Please refer table 22-23-24)

8.8 Publicity Activities

NAITA has a separate publicity unit and this unit covered entire training

related publicity throughout the year. 37 no of publicity activities were

conducted by this section in 2010 (Please see table 25).

8.9 Activities in Trainer Training & Training Research

TT & TR Section was conducted 07 skills development Programmes for

152 no of participants.

As well as awareness programmes, special training programme and

basic training programme were conducted by this section.

8.10 Part Time Courses

Table 27 gives the performance of the part time courses conducted

during the year 2010. During the year 1126 trainees were

participated for the part time courses. AETI & ATI were conducted

49 courses and 572 trainees Participated.

8.11 Activities in Planning & Information Section

As usual this section continued to attend collection and dissemination of

various information within NAITA, Ministry,TVEC and Other

Establishments to enable making management decision. In addition work

related to equate and or validate certificates, diplomas and degrees also

a major activity that was performed.

Replies to the Report of the Auditor General as per the section 14 (2)

(1) of monetary Act No. 38 of 1971 with regard to the Financial

statements of the National Apprentice and Industrial Training

Authority for the year ended 31 December 2010.

2. Financial Statements.

2.2Comments on Financial Statement

2.2.1. Delay in the presentation of Financial Statements.

The respective officers have been instructed to comply with circulars from the year 2011.

Accordingly, action will be taken to present financial statements as stipulated.

2.2.2 Sri Lanka Accounting Standards

a. Standard No.18 Under the Sri Lanka Auditing and Financial Policies Act. No. 15 of 1995, this institution has

been identified as the establishment which is not operated on commercial purposes, hence, the

General Treasury has informed by the letter No. PE/STBD/4/2007 dated 27.07.2007 that it is not necessary to reevaluate the fixed assets. Further action has been taken as per the instructions of

the Treasury.

b. Standard No. 24

The authority has purchased fixed assets since the establishment of the authority, i.e. 1971 and

most of assets have already been fully depreciated. Further, as unserviceable assets have been

disposed it has been difficult to reconcile. Hence, action has been taken in conformity with the requirement of standard No. 24 since 2010.

2.2.3 Accounting Deficiencies (a) Even though these amounts could not be included in the financial statements by oversight

it has been rectified by journal 852,853 and 854 in the year 2011.

(b) It was noted to rectify by making relevant adjustments having verified in this respect.

(c ) It was noted to rectify by making relevant adjustments having verified in this respect.

(d),(e),(f) It was noted to act in comply with relevant instructions since 2011.

(g) The land in which the Katunayake National Centre is located has been granted by Greater Colombo Economic Commission and the building constructed for BOI project has also

provided to us.

It appears that value of the land as well as the buildings has been calculated and mentioned in the financial statements together. It is difficult to indicate values separately as the deed of

transfer could not be found. Action is being taken to rectify this issue and it in expected to

mention values separately in financial statements of 2011 after clarification.

The value of the buildings located at training centre of Wellawatta has been indicated in the

financial statements of Typists Training Centre under the buildings in the page 09.

The lands of the training centres at Beruwala and Kalmunai cannot be mentioned in the

financial statements as they belong to the Land Authority.

Accordingly, less value of fixed assets has not been indicated.

(h) Noted down to rectify when final account is prepared for the year 2011.

(i) Rs. 7,367,731 to be receivable from two employees due to breach of agreements and action

was taken by legal division to take over a deed of transfer for Rs. 3,277,000.00 from one of the employee by 31.10.2011.

Money to be recovered due to breach of agreement signed by officers with the authority for foreign scholarships and other courses has been accounted on the receiving basis of such

money (prudence concept) and this has been identified as an accurate method of revenue

accounting by the authority.

Relevant officers have been made aware to disclose these recoveries in accounts since 2011.

(j) As the money for EPF and ETF is payable on stipulated date, the money to be paid on behalf of the employees serving at District Offices under our Institute is paid by the Head Office and

action is taken to recover them from the respective District Offices.

Accordingly, the money paid for EPF and ETF on behalf of the employees serving at District

Offices has been shown as receivable amount. This is only an internal transaction.

(k) A number of balances which are receivable and payable to the Head Office from District Offices have been settled during the year 2011 and officers concerned have been made aware

to comply with relevant instructions when preparing financial statement for 2011.

(l) Noted down to rectify when final account is prepared for the year 2011.

2. 2.4 Un-reconciled Control Accounts (a) Differences had not occurred regarding the transactions of the year 2010 and action was

taken to rectify differences occurred in the previous years when preparing financial

statements for the year 2011.

(b) The total amount indicated in the financial statements of the entry No.02and page No.19

is Rs.61,120,346.41. After reconciliation of Rs.16,043.87 of the previous year indicated in the

same page, the balance is Rs.61,104,302.54. According to statements of financial flow, the investment incurred for acquisition of fixed assets under investment activities is

Rs.61,104,302.54. Hence, the difference of Rs.18,880,732.54 can not be seen as pointed out.

(c ) During the relevant period ,more provisions for had been made by oversight. Action has been taken to clarify after identifying the excess.

2.2.5 Receivable and Payable Accounts

(a) During the review year, although debtor balance had been Rs.32,026,052 out of which

Rs.21,223,242 was internal transaction. Rs.3,377,008.06 out of the balances of national institutions and provincial offices has been settled. Further, letters and reminders have been

sent to the addresses of other institutions which could be found.

Efforts were made to settle these balances by sending letters and reminders, thus, there had not been responses and replies for the letters sent confirming balances. The above factors as

well as deficiencies occurred in documentation had been an impediment in settling these long

standing balances.

(b) We possess the relevant documents in order to confirm that this money is due and if such

money had not been indicated in accounts of the said institutions it is not our responsibility. Hence, reminders have been sent to recover the relevant money.

(c) Fixed assets in value of Rs.26,805,883.49 were granted to the authority from the skills

development project. As the said project was terminated in the month of October 2006 and having taken into consideration the financial value of fixed assets granted by the project,

approval of the Board of Directors is sought to write off Rs.100.000 to be due and it would

be settled in the year 2011.

(d) An advance of Rs.5,227,978.08 has been settled up to 31.10.2011 and action has also been

taken to settle a sum of Rs.847,540 for the first Tele drama as at 31.12.2011.

Although, Efforts were made to settle these balances by sending letters and reminders,

absence of replies and difficulties faced in searching of old documents had been an

impediment in settling these long standing balances.

However, the relevant offices have been made aware to take action in order to settle the

balance of Rs.833,990.92 before 31.12.2011.

(e) Rs.23,084.059 to be settled as internal transaction among the Head Office, National

Institutes and District Offices and maximum efforts to be taken to settle during the year

2011

(f) Vehicles belonging to line Ministries, other Ministries, Departments and public institutions

are repaired by motor vehicle repairing division at Orugodawatta and balances which brought forward for a longtime owing to non –payment of money after repairing have thus

been indicated as due amounts. Letters and reminders

Letters and reminders have been sent to respective departments requesting to pay this money

and such balances have to be indicated as unsettled balances owing to non function of some

ministries departments and paying no heed to the letters.

Instructions have been given to stop the repairing on credit basis since 2011 in order to

overcome this situation.

(g) Total credit balance as at 31.12.2010 was Rs. 32,745,683 and Rs. 19,810,834.56 out of the

said balance was internal transactions with other institutions under the purview of the

Authority.

You are informed that the efforts will be made to settle the balances remained during the

year 2011 having paid special attention in this regard.

Efforts were made to send letters, reminders and officers to some institutions in order to

settle the credit balances with regard to the other institutions and defects existing in

documents of each institution, unresponsiveness of the respective parties have been a severe issue to settle the aforesaid balances which had been there for a long period of time.

However, you are informed that further actions will be taken during the year 2011 in this

regard.

2.2.6 Non –availability of Evidences for Auditing

(i) Stock Having conducted the annual board of surveys, reports and schedules have been prepared.

Title deeds and documents for all lands of which possession has been acquired are with the legal division. At present, actions are being taken regarding several lands of which possession is to be

acquired.

Presentation of balance sheets has been an issue due to unresponsiveness of the relevant parties

although the letters and reminders were sent.

(iv) & (v) Numerous Debtors & Creditors

(vi) Construction Advances (vii) Advances All details and files are under the purview of the Institute (viii) Exhibition of Engineering Technology.

2.2.7 Non- compliance

(a) Financial Act No. 38 of 1971

Section 7 (1) Activities of the Authority are being maintained on the sum provided by the Treasury and these

sums are released as a reimbursement of expenses.

This deficiency is witnessed as allocations of gratuities, provisions of depreciations, accrued

expenses are entered into annual accounts.

However, it was able to reduce the deficiency of the amount of Rs. 95,543,858 as at 31

December 2009 of that Account up to Rs. 5,007,604.22 by 31 December, 2010.

(b) Section (5) I of the payment of Gratuities Act No. 12 of 1983 Actions will be taken to pay gratuities within one month for all the officers who are releasing

from the service and entitled the gratuities. However, owing to the delay of the settlement of

dues to the Authority from some officers who release from the service without prior information, there are instances in difficulty in payment of gratuities duly.

(c) Extra-ordinary Gazette Notification No. 1530/3 of 01 January, 2008. Actions have been taken to charge a stamp levy of Rs. 25/= for the payment of exceeding Rs. 25,000/= and remit them to the Commissioner General of the Inland Revenue

(d) Establishment Code

(i) Section 10 and 10.3 Chapter of the II Instructions were given to officers-in-charge of the subject to take actions to refer the officers

concerned for a Government Hospital for aptitude Test and obtain Medical Certificates in due course.

(e) Financial Regulations of the Sri Lanka Republic

(i) F.R. No.104

Maintenance of a Registry to keep records on vehicle accidents was commenced. Actions are

being taken to submit relevant returns since the year 2011.

Copies of agreement endorsed during the year under review have been submitted for auditing.

Necessary actions will be taken to make the relevant officials aware to submit summaries of daily running charts and monthly performance.

(f) Public Enterprises Circular No.PED/12 of 02,June 2003

(i) Paragraph 5.2.1

Budgeted Balance Sheet and Cash Flow Statement has not been submitted for the year 2010, by

mistake. Action will be taken to submit those reports since 2011 onwards.

(ii) Paragraph 6.5.1

Action will be taken to submit a copy of draft Annual Report with the Financial Reports since 2011 onwards.

(iv) Paragraph 6.5.3 Annual report for the year 2008 and 2009 has been submitted to the Parliament on 28

th October

2011 and 17th July 2012 respectively.

(v) Paragraph 8.3.9 Only one vehicle has been released by the line – Ministry for the activities on project

supervision involved with the Authority.

Total amount spent for fuel required to the said vehicle has been incurred by the Ministry.

(g) Public Administration Circulars

(i) Public Administration Circular No. 41 /90 of 10, October, 1990 Relevant officials have been made aware to act in terms of provisions of the circular.

(ii) Circular No. 26/92 of 17 August, 1992 and No. 26/92(1) of 03 August, 1997.

As per Regulations of circulars, Government Emblem and a sticker stating the name of

Authority have been affixed in vehicles.

(h) Circulars of Ministry of Vocational Training

Section 1.1.1 of the circular TVET/1/CIR/2004/1 of 28 January 2004. Actions have been taken to recruit at least 15 persons in each & every occasions when

conducting full time courses. But, such courses have been commenced where there is a low number of applications received for any course and the commencement of such courses is a

must.

Officers concerned have been made aware to act to obtain the prior approval of the Ministry on

such instances.

(i) Circular No. NPA/8 and Procurement Hand Book of the National Procurement Agency

Section 3.1.4, 3.2.2, 3.4.1(c), 3.4.2, 6.2.2 and 8.13.3

As per the instructions of the procurement booklet, actions have been taken to purchase

economically profitable goods efficiently and punctually by calling tenders competitively in certain extent in the procurement process.

Departmental procurement committees for Major and minor Procurement Activities were established for the Authority according to the approval of the Secretary of the line Ministry and

limits to be approved as per the instructions of the Procurement booklet were also provided.

Actions have been taken to call tenders from at least five registered contractors of the ICTAD in every possible instances and there may certain occasions obtaining low quotas where there is not

an opportunity of finding adequate number of such contractors in the northern and Eastern

Provisions.

Contract fluctuation would be up to 30% out of the contract value, but not within 10% which

the limit of contingent allocations.

3. Financial and Operation Review

3.1 Financial Review

3.1.1 Financial Result Total Income for the year 2009 was Rs. 509 Mn. and year 2010 Rs.600Mn. Expenditure for the Year 2009

was Rs.605 Mn and Year 2010 also it was 605Mn. Therefore it was appeared as decrease of deficit in

comparison of previous year.

3.2 Operational Review

3.2.1 Performance

(a) Progress Report inclusive of activities of the Authority has been prepared. Actions will

also be taken to prepare returns of detailed performance inclusive of finance and physical from the year 2011.

(b) Less interest shown to follow these courses due to the facts such as having to spare a

considerable period of time for the training, availability of institutions which recruit the young individuals as trainees and the possibility of making money soon has resulted in the decrease of

the number of apprentices.

(c ) Reasons for Not conducting Courses

Special Training Unit

Providing of training for students who study in various Universities and Higher Educational Institutions of the Island are carried out through these courses.

Even though estimates were prepared for courses for the forth coming year on the basis of the data in previous years, the authority is no responsibility to recruit students other than providing

training for those who are referring to our institute by institution concerned.

Technician Training Institute As it is difficult to refer students who are undergoing the course for factory-wise training, it was

suspended and students were attached to any other courses.

Apprenticeship Training Institute

The anticipated targets could not be reached owing to the dearth of adequate equipment and

other resources and non-receipt of adequate number of application.

Automobile Engineering Training Institute

Basic qualifications are required to follow these courses. Recruitments could not be made as

planned due to the unavailability of an adequate number of candidates amongst the applications received.

(d) Conducting of Courses and Not reached the Targets

Technician Training Institute

Targeted recruitments are 400 numbers of recruitments are 359. Accordingly decrease only accounts for 10.25% out of the targeted amount.

The young individuals who get selected for the training sometimes give up the course before its

commencement or as the course goes on owing to various reasons such as continuing higher studies and receiving other jobs. It is very difficult to avoid such circumstances.

Special Training Unit Providing of training for students who study in various Universities and Higher Educational

Institutions of the Island are carried out through these courses.

Development of Assessment Resources Course

National competency standards and development of assessment resources are not courses.

Compilation of standards is performed under this on the financial aids of the Department of Technical Education and Tertiary Education Commission.

This task is carried out with the expertise of external resources persons with expertise in various fields and it is difficult to achieve the targets due to reasons beyond the control such as the

difficulty of finding resource persons and the busy schedules of the resource persons thus found.

Entrepreneurship Development Division It was unable to reach the targets of Entrepreneurship Development Division due to the shortage

of resources persons and Inspectors for District Offices.

Expected targets has not been mentioned by mistake.

Information Technology Division Information Technology Division was shifted to the Colombo District Centre due to the

unavailability of adequate space in the Head Office. 05 courses are being conducted in the

Colombo District centre.

Language Competency Section

It was not scheduled to recruit 40 groups within the year and 72 apprentices were recruited for

02 courses, out of which 60 have completed them successfully.

(e) Although there are targets with respected to recruitments, there are no targets with respect

to the completion of courses.

However, A rough idea can be taken according to the number of apprentices getting recruited for

courses and their time period.

Not receiving proper information due to various reasons such as quitting the course for higher

studies or receiving other jobs getting confirmed in the posts while on the job training and

leaving the country are the matters concerned in this regard.

(f) A major part of the advertising campaigns are carried out based on National Institutions

and District Offices. Mobile services, exhibitions, etc. organized by the Ministry and other

Institutions to which the contribution of the Authority also should be given are held under this division. Thus, it is difficult to forecast the number of programmes held under each major

programme although the number of major programmes could be targeted.

(g) Although part-time courses are planned recruitments are made based on the young

individuals demand for the courses.

Recruitments for part time courses can be less in number as most of the time the youth expects

to follow only the computer courses as part time courses.

(h) Although it was planned to print 100 modules, it has been difficult to achieve the targets owing to the dearth of resource persons and the staff.

As the provisions granted are not adequate the target of printing and distribution could not be reached.

3.2.2. Quitting of Courses by the Apprentices

(a) & (b)

The young individuals who are selected for the training tend to quit the courses before and after

the commencement due to the reasons such as continuing higher education and getting other employments.

Although monitoring of the apprentices after recruiting for trainings is very important requirement, shortage of adequate number of supervisors is also a severe issue in this respect.

Not having to bear a financial loss for quitting as a fee is not charged from the apprentices for

training. The consent experiment various things without being limited to one thing having to spend a considerable time for the training, availability of institutions which recruits the young

ones without a training and the possibility of earning money having recruited to such institutions

are some of the reasons which have resulted in this regard and it is very difficult to avoid such situations.

3.2.3 Management Inefficiencies

(a) Construction of the private telephone extension towers within the premises of the authority

The relevant agreement has been signed by now.

The income pertaining to the year 2010 has been properly charged and kept

in books.

(b) Purchase of equipment to commence Tamil Medium Training Centres.

Even after the annual plans were made, this course had to be commenced as

an urgent requirement on the request and financial provisions of the Deputy

Minister. Thus, it was unable to plan the number of students and the date of

commencement of the course.

668 apprentices have been recruited having commenced 18 courses within

06 Districts within the year 2009/2010.

Actions will be taken to commence the rest of the courses before the end of

the year 2011.

The equipment purchased are allocated for the courses commenced in 2011

and actions have already been taken to send some of the equipment to the

relevant centres.

These purchases have been made as requested by the Director (Training) as

the courses concerned had to be commenced as an urgent requirement on the request of the then Deputy Minister.

(c) Production of a Single Episode Tele drama

Actions have been taken to hand over the relevant DVD to the stores and

instructions have been given to issue GRN.

Accordingly, Advance payments will be settled as at 31.12.2011.

(d) Balances to be recovered from the officers who have vacated the posts.

The following matters could be observed.

(i) The actions will be taken as required having observed the

particulars in this regard.

(ii) Actions have been taken by the legal division to acquire a deed of

transfer for a sum of Rs. 3,277,000.00 from one officer by

31.10.2011 out of Rs. 7,367,731 which has to be recovered from two officers due to the breach of the agreements. Action are being

taken to recover the balance too.

(iii) The actions will be taken as required having observed the particulars in this regard.

3.2.4 Controversial Transactions (a) Necessary actions have been taken to acquire the relevant lands to the

Lands Authority.

(b) Funds are requested from the General Treasury along with

recommendations from the line Ministry as per the monthly requirement.

Due to not receiving the funds requested and having to utilize the money given on prioritized compulsory expenditure (water, electricity,

telephone, allowances for visiting instructors, salaries of the staff etc..)

the remaining limited amount of money is not adequate to pay the monthly allowances for apprentices continuously.

Moreover, the allowance requests of the month of December are indicated in the financial statements as an amount to be paid from the

total amount received to the Authority in January.

(c) This is recovered from all the other officers except from two officers who have vacated the service.

(d) Customs duties for these vehicles have been paid as per the assessment

of Sri Lanka Customs with the concurrence of the line Ministry and the

General Treasury.

This vehicle has not met with any accident on this day. Hence, it is not

necessary to conduct an investigation in terms of F.R. 104.

No any payment has been made for such repairs as this vehicle has not

met with an accident. Payments have not been made to the Automobile

Engineering Training Institute on 13.07.2010 as you have mentioned. A

driver has not been attached by this date.

As this vehicles has been parked for a long time in the same place

without running, Automobile Engineering Training Institute has

instructed not to start the engine at once. Accordingly, this vehicle has

been transported to the Mineral Sprin (pvt) Ltd. which was the institute

then serving vehicles of the Authority, by the united Motors on

25.02.2010 and subsequently, having cleaned them, they have been

transported to the Automobile Engineering Training Institute for further

action.

Automobile Engineering Training Institute has replaced essential spare

parts and done repairs to the vehicle before running the vehicle which

has been parked in the same place without running and a sum of Rs.

405,954.84 has been paid for this purpose. In addition, the bills

amounting Rs. 431,686.98 and Rs. 383,379.36 for painting and other

expenses have been reimbursed on 21.10.2011.

These bills which belong to months of February, March and April are

relevant to the repairs done to the vehicles at the time of purchasing

them.

(e) Insurance premiums and vehicle license fees have been borne as per the

decision of the management as the vehicle in the name of the Authority.

(f) This was note down in order to take necessary actions after observations.

3.2.5 Funds Utilization (disbursement) (a) Funds are not provided to our institute as at 01 January so as the other

departments. Therefore, certain amount has to be retained for urgent

expenses until such time that reserving of funds from the General Treasury for the new year. This amount available in accounts which were owned to

the main offices, National Institute and District Offices were adequate only

to 10 – 15 days.

3.2.6. Idle and underutilized Assets

(a) Bids has been called for quotations to fix a new engine for the jeep

concerned.

Bids received to sell the bus were lesser than the assessed value of the bus

concerned, actions have been taken to release it to the Vocational Training Authority as per a decision of the Board of Directors.

(b) Actions have been taken to repair of this vehicle.

(c) This equipment could not be used as the courses could not be commenced as

planned. The said equipment will be taken to be used in the basic training

centres initiated in the year 2011.

(d) This vehicle has also been obtained with the concurrence of the line ministry

and the General Treasury as per the assessment of the Sri Lanka Customs.

As this vehicle has also been parked in a same place without running for a

long time, instructions have been given by the Motor Vehicle Engineering

Training Institute not to start the engine of this vehicle at once. Accordingly,

this vehicle has been transported to the Mineral Sprin (Pvt) Ltd. which was

the Institute then servicing vehicles of the Authority ,by the United Motors

on 12.03.2010 and subsequently, having cleaned it, it has been transported to

the Motor Vehicle Engineering Training Institute for further action.

The Engine of the Motor vehicle and the other spare parts of it have been

dismantled with a view to change essential spare-parts and make repairs that

must be done prior to drive a vehicle which was in a same place without

running for a long time.

The amount of 1,134,000 includes VAT and PAL. This is the amount

assessed by the Sri Lanka Customs and the said sum has been approved by

the General Treasury.

3.2.6 Supply of Resources of Authority to the Ministry and other Government

Institutions

(a) Two drivers and a typist have been released to the line Ministry for tasks

related to the Monitoring of the projects related to the Authority, In

addition, a driver for the vehicle given to the Authority by GIZ institution for the purpose of monitoring projects and yet another officer

for the Presidential Secretariat had been released.

The driver who had been assigned to the GIZ institution has reported to

the service of the authority with effect from 01.01.2009.

A request has been made to send back the two drivers who have been

released to the line Ministry.

3.2.8 Recognized Losses

(a) Necessary actions have been taken to recover the relevant amount.

(b) Attention is paid not only to the lowest quotations, but also to the

specifications we have requested with respect to the relevant item the

consent of the supplier with respect to the warranty period, period of supply etc… in purchasing. There after, the relevant goods are purchased having

selected the lowest evaluate responsive bidder as per the procurement

instructions.

(c ) As the then security service was unable to prevent the death of two

students in the unrest took place between the students of the Institute of Engineering Technology and the neighbors, the said security service was

immediately dismissed on the instructions of the line ministry and it

was assigned to the security service which operates under the National Youth

Services Council.

(c) Actions are taken to assign it to an institution which operates under the

purview of the Authority.

3.2.9. Human Resource Management

(a) (i) Recruitment procedures have been submitted for the approval having

compiled them as per the instructions of the National Salaries and Cadres Commission and the Department of Management Services.

(ii) A new establishment structure with a new cadre for the Authority have been approved to be effective from 01.07.2011 by the Department of

Management Services of the Ministry of Finance and Planning and the

National Salaries and Cadres Commission.

Accordingly, this issue will be settled in future.

(b) A committee has been appointed with respect to the transfers and it is expected to act according to the recommendations of the said committee.

However, it is difficult to transfer the officers to other places that have

been recruited to each course based on relevant qualifications.

3.2.9 Annual Combined plan and action plan

Instructions have been given to the officers concerned to comply with circulars

from the year 2011. Combined plan and action plan from 2012 -2016 are being

prepared.

3.2.11 Budgetary Control

Although estimates are prepared considering the requirements of the Authority, budget estimates have to be revised according to the amount of provisions

received as the requested provisions are not granted. Thus, estimates have to be

revised very often.

Further, electricity and water bills, expenses such as monthly rental for the

building, raw materials and other goods needed for training increase with respect to

the revision of prices which is done time to time. This may happen due to circumstance beyond our control.
