Highlights of NIEPMD Ac vi es during the year 2011-12

Na onal Ins tute for Empowerment of Persons with Mul ple Disabili es under the

Ministry of Social Jus ce & Empowerment, Govt.of India was established at ECR, Mu ukadu,

Chennai, Tamilnadu, to ful ll the objec ve of serving as a Na onal Resource centre for

empowerment of Persons with Mul ple Disabili es such as those with two or more disabili es

in one person. The enumerated disabili es as per PWD (1995) Act are. Low vision, Blindness,

Locomotor disability, Hearing Impairment, Mental Retarda on, Mental Illness, Leprosy Cured

persons, and as per Na onal Trust (1999) Act, Cerebral Palsy and Au sm. The Ins tute had

carried out various ac vi es for Persons with Mul ple Disabili es. The details are as follows.

* More intake of trainees and professionals in the HRD ac vi es / courses o ered by

NIEPMD viz. B.Ed.Spl.Edn(Mul ple Disabili es) and Diploma in Special Educa on (ASD,

CP, DB) and CPO and Training/refresher programmes.

* NIEPMD celebrated Helen Keller’s birth day on 27th June 2011. In this Connec on NIEPMD

organized a Human Chain at Marina Beach(Near Gandhi Statue). Tmt.KannegiPackinathan,

IAS, Secretary to the Govt.of Tamil Nadu, Welfare of the Di erently Abled, was the Chief

Guest. Thiru.P.R.Shampath, IAS, State Commissioner for the Di erently Abled, Govt. of

Tamil Nadu was the Guest of Honor on the occasion.

* Review Mee ng of Na onal Ins tutes has been convened on 13th July 2011 to review the

work done by the Na onal Ins tutes under the Ministry of Social Jus ce & Empowerment,

Govt. of India at ShastriBhavan, Ministry of Social Jus ce & Empowerment, Govt.of India,

New Delhi. The Hon’ble Minister Shri.MukulWasnik MSJ&E, GOI, preside over the func on.

* Hon’bleMinister.Tmt.SelviRamajayam, Dept of Social Welfare, Govt.of Tamil Nadu visited

NIEPMD on 15th July 2011 and reviewed ac vi es & services provided to persons with

Mul ple Disabili es.

* NIEPMD celebrated the Cerebral Palsy Awareness Day by organizing awareness campaign,

games and drawing compe ons on 3rd October 2011. To mark the occasion awareness

handouts about Cerebral Palsy distributed and demonstrated to the public at CMBT,

Tambaram and Kilpauk Medical College.

* Shri.Sanjeev Kumar, IAS, Joint Secretary, SCD MSJE visited to NIEPMD for review of

construc on of the New building of NIEPMD on 10th& 11th November 2011.

* NIEPMD and Madhuram Narayanan Centre for Excep onal Children Jointly organized a

Na onal workshop on “Early Interven on Across Disabili es” at Archdiocesan Pastrol

Hall, Santhome, Chennai between 25th – 26th November 2011. Smt.KannegiPackinathan,

IAS, Secretary to the Govt.of Tamil Nadu, Welfare of the Di erently Abled, was the Chief

Guest and delivered inaugural address on 25th November 2011.

* As per the approval given by Ministry of Social Jus ce & Empowerment, Govt.of India to

start the Composite Rehabilita on Centre at Kozhikode, Kerala, an agreement between

the Govt.of Kerala and NIEPMD was signed on 24th November 2011. And services to the

PwDs have also been started immediately.

* Na onal Ins tute for Empowerment of Persons with Mul ple Disabili es (NIEPMD)

has been selected for Na onal Award for Best Accessible Website for Persons with

Disabili es under the category of Public Sector/Autonomous/Local Body for the year

2011 by Ministry of Social Jus ce & Empowerment, Government of India. The Na onal

Award func on was held at VigyanBhawan, New Delhi, on 3rd December 2011.

* The rst Ethics Commi ee mee ng of NIEPMD was held at the conference hall of

NIEPMD on 19th January 2012 under the Chairpersonship of Prof.Jeyachandran, Director,

Vijay Human Services, Chennai.

* NIEPMD celebrated the Louis Braille’s Birth Anniversary on 4th January 2012. To mark

the occasion an awareness program about Braille was conducted to the students of SFS

Matricula on School, Kelambakkam, Chennai.

Chapter 1

Introduc on – Overview

The Ministry of Social Jus ce & Empowerment, Govt. of India is working for the

empowerment of the disabled since its incep on. This Ministry is serving the disabled through

its Na onal Ins tutes situated all over the country that func ons, by evolving service delivery

models, conduc ng awareness, sensi za on and HRD programs, undertaking Research &

Development, providing assis ve devices and livelihood for Persons with Disabili es. These

Ins tutes started earlier, were working for the Persons with Disabili es of di erent individual

categories (single disabili es). A er the implementa on of Na onal Trust (1999) Act, focus

was given to Mul ple Disabili es and there arose a need felt issue to start a Na onal Ins tute

exclusively for Empowerment of Persons with Mul ple Disabili es. To ful ll the above,

Na onal Ins tute for Empowerment of Persons with Mul ple Disabili es (NIEPMD) came

into existence in the year 2005. This Ins tute is situated in a beau ful ambience on East coast

road, Mu ukadu, Chennai, 35 kilometers away from the Chennai Central Railway sta on.

At present the Ins tute is func oning in a renovated building. Construc on of a state of art

building for this ins tute is in full swing, to nd its place in the world map soon.

The Na onal Ins tute for Empowerment of Persons with Mul ple Disabili es (NIEPMD)

is marching forward, pu ng forth gallant performance envisaging a richly enriched victory in

the areas of rehabilita on. Persons with Disabili es and their families are supported to cope

up with any amount of stress, such that their lives are at par with other persons in the society.

On entering the 7th year of establishment, there is an increased ow of clients. Even foreign

based Indians do approach the mul disciplinary team of experts in the ins tute for obtaining

programs of rehabilita on for their wards.

The year 2011- 2012 could be marked in Red le ers, as a mul tude of events that took

place had lead NIEPMD to greater heights. The State level workshop for Medical Boards on

disability cer ca on and evalua on, Regional workshop on Empowerment and Management

of Persons with Mul ple Disabili es are a few to be quoted.

The programs and services were strengthened by introduc on of newer strategies in

the interven on of the persons with mul ple disabili es. Economic independence among the

families of the parents of the persons with mul ple disabili es was one of our major focuses,

especially for mothers of clients with disabili es. The professionals from NIEPMD could make

more impact at the place of training and there were referrals to the centre, especially for

speech, psychological counseling, therapeu c interven ons, prosthe cs and ortho c unit,

special educa on and for availing services from Neurology, Ophthalmology and Dental clinic

run at NIEPMD on speci c days. Iden ca on of persons with Mul ple Disabili es were carried

out in di erent parts of the country and distribu on of aids and appliances to persons with

Disabili es took place in those areas.

Persons with syndromes, where Neuro-Metabolic Disorders have been a cause, have

registered at NIEPMD and this lead to very informa ve discussions in the case conferences

with allotment of the clients to e cient case managers. The rare en es in e ology of mul ple

disabili es registered are further inves gated to prove the cause and also to work more on

preven on. The improvement of transporta on facili es, led to aba ng the agony of bringing

person with mul ple disabili es, to the centre.

The long term training program intake capaci es have been increased to 31 a er the

RCI inspec on for the three diploma courses. Diploma in Special Educa on (Cerebral Palsy),

Diploma in Special Educa on (Dea lind), and Diploma in Special Educa on (Au sm Spectrum

Disorder). The cer cate course in prosthe cs and ortho cs also provided an opportunity for

trainees to learn all the intricacies of making an ar cial limb, providing calipers, splints, and

special shoes. The B.Ed. Special Educa on (Mul ple Disabili es) also received good patronage

from Students.

The short term training programs have been conducted both at the centre as well as other

places including other states. The di erent groups of people trained were the professionals, care

givers, parents and the persons with disabili es themselves. This delivery of training programs

at the door step induced more responses and clarity as prac cal demonstra ons were done

on their own clients with mul ple disabili es. General awareness about NIEPMD has been

on the rise. The caring and sharing nature of the rehabilita on professionals at NIEPMD has

led to the development of trust and a ec on in persons with disabili es towards the team of

professionals extending services. It gives immense pleasure to see smiling faces of the family

members and more rewarding is the child itself with mul ple disabili es crossing the barriers

and coming out of the shell to look forward with widely opened eyes full of enthusiasm.

State wise Disability popula on (in Lakhs) in India

According to Na onal Sample Survey Organiza on (NSSO) 2002 survey, total number

of Disabled Popula on in India is 1.85 crores, (i.e, 1.8%). Among them 10.63% of people are

Persons with Mul ple Disabili es. It can be seen from the above said map that the state

of U ar Pradesh has the highest disability popula on (34.53 Lakhs) and among the Union

Territories Delhi has the highest disability popula on (2.36 Lakhs).

1.1. Aims and Objec ves

As per the memorandum of associa on of the Ins tute, NIEPMD has the following aims

and objec ves

i. To undertake human resource development in various func onal areas

covering inter-disciplinary, mul -disciplinary and trans-disciplinary ac vi es for

empowerment of persons with Mul ple Disabili es through the state of the art

rehabilita on interven on viz., educa onal, therapeu c, voca onal, employment,

leisure and social ac vi es, sports, cultural programs and full par cipa on as

also through developing various approaches including community rehabilita on,

project management and capacity building of Non-Government Organiza ons

(NGOs).

ii. To promote and conduct research in all areas rela ng to Mul ple Disabili es and to

develop trans-disciplinary models and strategies for social rehabilita on to meet

the needs of diverse groups of people with Mul ple Disabili es, by the society

hereina er referred to as “the Ins tute” or through NGOs.

iii. To conduct, sponsor, coordinate or subsidize research into all aspects of the

educa on, rehabilita on, capacity building, and independent living of persons

with Mul ple Disabili es by the Ins tute or through NGOs.

iv. To undertake and /or sponsor the training of trainers and professionals in the areas

of early interven on, early childhood educa on, special educa on, voca onal

training & employment, independent living, community rehabilita on and project

management, therapists and such other personnel as may be deemed necessary

by the Ins tute in empowering the persons with Mul ple Disabili es.

v. To manufacture, fabricate, adapt or promote or subsidize the manufacture of

prototypes and distribu on of any or all aids designed to promote any aspects of

the educa on, therapy and rehabilita on of the persons with Mul ple Disabili es.

The summary of objec ves are:

To undertake development of human resource for management, training,

rehabilita on, educa on, employment and social development of persons with

Mul ple Disabili es.

To promote and conduct research in all areas rela ng to Mul ple Disabili es.

To develop Transdisciplinary models and strategies for social rehabilita on and to

meet the needs of diverse groups of people with Mul ple Disabili es.

To undertake services and outreach programs for the persons with Mul ple

Disabili es.

VISION

The persons with Mul ple Disabili es have equal rights to lead a be er quality of

life. This may be enabled with commi ed professionalism, accessible environment, equal

opportuni es, posi ve a tudes and appropriate, a ordable, acceptable and available

technological interven ons.

MISSION

To provide need based comprehensive rehabilita on through team approach facilita ng

inclusion, ensuring empowerment of persons with Mul ple Disabili es and their families and

by substan a ng eld based research and development of human resources.

VALUE STATEMENT

Promo ng quality of life for persons with Mul ple Disabili es, through equal par cipa on

of clients, families, professionals and community agencies.

Chapter 2

Organiza onal StructureNa onal Ins tute for Empowerment of Persons with Mul ple Disabili es is an

Autonomous body under the Ministry of Social Jus ce & Empowerment(MSJ&E), Govt. of

India registered under The Tamil Nadu Society Registra on Act 1975(Tamil Nadu Act 27 of

1975) bearing Registra on No: 59/2006 dated 23rd October 2006.

The Secretary, MSJ&E, is the President of General Council (GC) and Joint Secretary

(Disability Division) is the Chairperson of the Execu ve Council (EC). The Director, NIEPMD

carries out the ac vi es of the Ins tute under the guidance of the GC and EC.

2.1 The General Council: This Council guides and monitors the overall management of the

Ins tute. During the Repor ng period the Council met on 23rd December 2012 at Shastri

Bhawan, New Delhi. The List of Members are placed at Annexure 1 (Page No: 116)

Role and func on of the General Council:

i. To consider the Annual Report;

ii. To consider the Balance Sheet and the Audited Accounts for the previous year;

iii. Receipt and considera on of budget proposals for the following year;

iv. Such other ma ers or ma ers as the President may direct,

v. The President, General Council presides over all mee ng and moves the Execu ve

Council to take into considera on his views in regard to any ma er, which is

required to be considered it.

2.2 The Execu ve council: This Execu ve Council is responsible for the management and

administra on of the a airs of the Ins tute under the general control and direc on of the

General Council. The other func ons assigned to it include.

i. To Lay down broad policy to carry out the purpose of the Ins tute

ii. To review and sanc on budget es mates

iii. To sanc on expenditure as de ned in nancial bye-laws

iv. To borrow on terms and condi ons expedient

v. To create posts and recruit and appoint sta .

2.3 Academic Commi ee:

The Academic Commi ee renders advice and guidance on programs of training, research

and rehabilita on to be taken up by the Ins tute. The commi ee is headed by Dr.Ratna, Former

Director, AIISH and other Specialists in the eld of Rehabilita on. During the repor ng period

the commi ee mee ng was held on 19.04.11 at NIEPMD. The composi on of the Commi ee

Chapter 3

Human Resource Development

NIEPMD is a na onal resource centre for persons with mul ple disabili es, which focus

more on development of curriculum, on long term and short term courses to develop manpower

for the empowerment of persons with mul ple disabili es. During the academic year 2011-12

one Degree course, three Diploma courses and one Cer cate course was o ered at NIEPMD.

In addi on to that the Distance mode course of Cer cate in Early childhood Special Educa on

(CP) was also o ered at NIEPMD. The dura on of all the Diploma courses in Special Educa on

o ered at NIEPMD has been enhanced to two years from one year from the Academic year

2011-12.

To increase the level of manpower development, NIEPMD has proposed to o er 2

Post Graduate Diploma courses and M.Phil course from the next academic year 2012-13.

Accordingly, No objec on Cer cate (NOC) from State Government has been obtained to

o er the following three (03) courses:

1. M.Phil (Clinical Psychology)

2. Post Graduate Diploma in Developmental Therapy (Mul ple Disabili es : Physical

& Neurological)

3. Post Graduate Diploma in Early Interven on

The applica on forms have been submi ed to University of Madras for a lia on and

Rehabilita on Council of India, New Delhi for approval. The course contents of the ongoing

programs are enclosed in Annexure 4. (Page No:120)

ADMISSION PROCEDURE

During the academic year 2011-12, admission no ca on for the above said courses

was published in Na onal Dailies viz., The Hindu & Dinakaran & Employment News as well as

uploaded in the NIEPMD website. The response from the students was good, the applica ons

received were scru nized and the eligible students were called for interview on 28th July

2011. Provisionally selected students of Diploma and Cer cate Courses were instructed to

take admission on or before 3rd August 2011 and B.Ed – Spl.Edn(MD) on 23rd August 2011.

Ins tu ons (Reserva on in Admissions) Act 2006, without disturbing the exis ng unreserved

seats an addi onal seat of 06 (for OBC) seats has been added to all Diploma Courses during the

year 2011-12. An approval from RCI has been obtained to this e ect.

3.2. Short Term Training Programs:

The Short term training programs are designed for in-service training the professionals

and personnel working in the eld of rehabilita on to meet their con nuing training needs.

The Ins tute also conducts training program for Parents of Children with Mul ple Disabili es,

who are integral part of the rehabilita on program, for providing be er rehabilita on services

to their wards.

During the year 2011-12, the Ins tute had conducted 111 programs including Training

program for professionals in the eld of Rehabilita on, Orienta on and awareness programs

for parents, teachers and students (normal students). A total of 7903 par cipants were

bene ed.

Chapter 4

Services

4.1 Services

NIEPMD as a model for transdisciplinary approach undertakes assessment and evalua on

which covers detailed clientele data including informa on pertaining to Ante-natal, Intra-natal

and post-natal informa on, family history, developmental history, immuniza on history and

school history. A er a detailed case history he or she is then referred to other departments

for detailed physical and medical examina on, intellectual and developmental assessment,

special educa on assessment, and therapeu c needs assessment. In consulta on with the

Government General hospital, Chennai. Psychiatric evalua on is also carried out for clients.

In the year 2011-12, 351 clients (233 Male and 118 Female) with Mul ple Disabili es were

registered at the centre along with 731 clients (488 Male and 244 Female) with single disability

were also registered with the Ins tute totally to 1082 clients.

4.2 Department of Physical Medicine and Rehabilita on:

This Department of Physical Medicine and Rehabilita on consists of Early Interven on,

Physiotherapy, Occupa onal Therapy, Prosthe cs & Ortho cs Material Development Unit.

The clients are examined by a team of Medical professionals and Rehabilita on professionals

to arrive at a provisional diagnosis. Later the clients are referred to services based on their

needs. Special clinics like Neurology, Ophthalmology, Psychiatry and Dental are conducted

on speci c days in a month. The clients requiring further inves ga ons and treatment are

referred to Government Hospitals at Chennai. An epilep c and an psychiatric drugs are

issued to clients who registered at NIEPMD. The Number of Clinents bene ted during the year

4.2.1 Unit for Early Interven on:

Any Child with developmental delay if detected early and given interven on before 3

years of age can progress well in all areas of development due to the plas city of the brain. The

clients below 3 years are assessed mainly in 6 areas of interven on namely motor(muscles),

sensory, cogni on, Language and communica on, social and emo onal developments. The

programs are planned according to their needs. The special techniques like use of herbal

massage, ice therapy(Cryotherapy), breathing exercises using spacer, visual s mula on,

resonance board and ‘Be-ac ve box’ are u lized for early development. The number of clients

4.2.2. Unit of Physiotherapy:

The department of physiotherapy consists of Exercise therapy, Electrotherapy, Massage

and Gait Therapy unit. Physiotherapy has been applied for the persons with movement

di cul es such as si ng, standing, walking etc..

The detailed assessment has been made for prescribing the suitable aids and appliances

according to the need of persons with movement di cul es. At the same me it works for

maintaining the movement abili es and prevent further deteriora on.

Physiotherapy modality includes but not limited to Neurodevelopmental Therapy,

Pulmonary Rehabilita on, Gait Training etc . Neurodevelopmental Therapy helps in improving

the child’s movement skills like neck control, si ng, crawling, standing and walking for

the children with developmental delay, Cerebral Palsy (movement problem). Pulmonary

Rehabilita on helps in increasing the Lung Volume and improves breathing e ciency. Gait

training works in improving the walking pa ern and mobility.

The regular follow up has been made for the clients to review the goals and for further

management. The home programme advice had been given for the parents to execute the

plan at home which helps in achieving the goal such as body alignment in si ng , reading,

li ing, carrying etc.,

Treadmill training has been given for the children with walking problems and also for the

client with Dea lindness to improve the cardiac endurance and walking pa ern. The details

4.2.3 Unit of Occupa onal Therapy

Occupa onal therapy services aims at maximizing the client’s independence in ac vi es

of daily livelihood. It’s done through client’s par cipa on in purposeful and produc ve

ac vi es. In the Occupa onal Therapy unit, services are provided for clients with Cerebral

palsy, Mental Retarda on, Au sm, A en on de cit disorder, A en on de cit hyperac ve

disorder, Low vision, Neurological disorders, psychiatric condi ons and other developmental

disabili es.

The main focus of Occupa onal Therapy aims at improving the func onal abili es of the

client, including both gross motor and ne motor skills, achieving developmental milestones,

enhancing the cogni ve-perceptual abili es and ac vi es of daily living skills.

Clients a ending occupa onal therapy services are subjected to ini al evalua on,

followed by goal se ng and treatment implementa on. Regular monitoring of progress of the

clients is observed and documented.

Occupa onal Therapy department func ons mainly in three units, rst one being

General Occupa onal therapy, Visual s mulus room, and the next being Sensory Integra on

Therapy (SI).

Mode of interven on is client centered service provision, using various approaches

for treatment purpose, like Biomechanical, NDT and other sensory motor approaches, Play

therapy, developmental & acquisi onal frames of reference, sensory s mula on and sensory

integra ve approach. SI services are provided to clients with pervasive developmental disorders

such as Au sm & other Au sm Spectrum Disorders.

One of the recent advancement in Occupa onal Therapy unit is the use of Constraint

Induced Movement Therapy (CIMT), for clients with Stroke, Cerebral Palsy and other

neurological disorders a ec ng the upper extremi es. CIMT is used as an adjunct to other

conven onal therapy approaches.

Structured home program is given to clients a ending occupa onal therapy services for

their be erment. Caregiver educa on and training are provided when and where necessary.

Prescrip on of Splints & adap ve devices for clients with neurological impairment is also

done. Fi ng of the splints, the wearing schedule & the maintenance of splints are explained

to them.

Realis c goals of individual clients are met through Occupa onal Therapy services. The

4.2.4 Prosthe c and Ortho c Unit

Ortho cs and Prosthe cs unit is working for Persons with Disabili es who needs the

di erent type of assis ve devices to perform their day to day ac vi es in an e cient way. The

assis ve devices helps them to improve their func onal skills and quality of life quality in the

society. This unit also caters good quality of assis ve devices as per the requirement of the

user (PwDs).

Carpentry unit was started which is meant for designing, fabrica on and manufacturing

of custom made sea ng devices. For example – Toilet cut out seat, head and neck support

devices, lap board for table top ac vi es. etc. The detail of clients bene ted during the year

4.3 Department of Clinical Psychology*

Psychological assessment services are carried out on a regular basis for new as well

as for the follow up clients. Assessments include intellectual and behavioural components

of persons with mul ple disabili es, Speci c learning disabili es, Emo onal problems,

personality and psychopathological aspects. Neuropsychological assessments are also carried

out to individuals with brain lesions due to head injuries.

Parents / family members of persons with disabili es are counseled regarding the

condi on of their wards and emphasized the importance of rehabilita on program. They are

also highlighted and encouraged to be as a partner in the rehabilita on program so as to

improve the quality of life of person with disabili es.

Psychological Interven ons are planned based on the results of detailed psychological

assessments. Factors related to family & nancial condi on, accessibility to the department,

severity of the condi on etc. were considered before star ng interven on programs. Major

forms of psychological management procedures used in the department include behavior

management, play therapy, cogni ve behavior therapy, family therapy, social skills training

and neuropsychological rehabilita on. The details of clients bene ted during the year

4.4 Department of Special Educa on:

The Department of Special Educa on plays a vital role in rehabilita ng the persons

with disabili es. It holds the responsibility of developing appropriate service delivery model

for persons with mul ple disabili es. The prepara on of human resource development to

train the children with mul ple disabili es is another important role of this department. The

department of special educa on carryout the program of research and development such as

development of func onal assessment check list for programming of children with mul ple

disabili es, au sm and deaf blind. Prepara on of teaching learning materials and Adap ve

devices to facilitate the func ons of persons with mul ple disabili es is part of the program of

department of special educa on. Facilita on of inclusive educa on and to develop the training

modules for in service teachers and other professionals to carry out the task of inclusive

educa on is also one of the programs of department of special educa on. The number of

Model school for persons with mul ple disabili es is established to provide the services

in the school atmosphere. The school registers only the children with mul ple disabili es of

di erent combina ons. The program of each child carried out in the school is well informed to

the parents through conduc ng parent teacher mee ng.

The model school is also working as lab for the teacher trainees of HRD program to do

their prac cal and to conduct research in the area of mul ple disabili es. The teacher - student

ra o has maintained at 1:8 with mild to moderate challengeable group and 1:4 with severe

and profound challengeable group and this atmosphere requires more special a en on and

facili es. About 119 children with disabili es enrolled in the model school during the year

2011-12.

Unit for Early Childhood Special Educa on: In this Unit the special educator focuses on school

readiness program toward inclusion of the child into the main stream/ Special schools. Children

below 6 years are given training on Self skills, language & communica on and cogni on. There

Unit for Cerebral palsy with addi onal disabili es: This unit has three class rooms, Primary,

Secondary, and Prevoca onal. The primary class admits children of the age group 7-10 years

Unit for Dea lind with addi onal disabili es: This class is unique as each person with

Dea lindness is di erent from the other as the degree of visual and hearing impairment

varies and because of associated problem that interferes with the development. The three

major areas that are given importance are communica on, informa on processing, orienta on

and mobility. These children are also grouped into early interven on, func onal academics,

transi on, and voca onal groups. Special strategies are used to develop communica on. Tac le

mode along with residual vision and hearing helps to explore and learn from the teacher. Peer

tutoring helps in the development of self help skills and academics. Lots of real life experiences

are given. There are 22 clients enrolled in this unit. The Combina on of Disabili es are as

Unit for Au sm with addi onal disabili es: Children with Au sm spectrum Disorders and

addi onal disabili es are trained to develop communica on, socializa on and play with their

peers. Special techniques like behavior modi ca on and sensory integra on therapy are used

to control unwanted movements and mannerisms. There are 25 students with ASD associated

Unit for Severe and Profound Mul ple Disabili es: This unit is established in the academic

year 2011-12 to provide intensive and pervasive support to the severe and profound Mul ple

Disabili es. The children who are immobile and having episode of seizures with more than two

disabling condi ons are enrolled and the teacher makes the plan carefully with the parent and

other professionals to provide the necessary support for the child and family member.

4.5 Department of Speech, Hearing & Communica on:

Communica on is the interac ve exchange of informa on, ideas, feelings, needs and

desires. Language is a formulated code that a group of people use to communicate with one

another. Speech is the oral produc on of language.

Communica on disorder is an impairment in the ability to receive, send, process and

comprehend concepts of verbal, non-verbal and graphic symbols systems.

The department provides service to children and adults having problems related

to speech and hearing. The ranges of ac vi es are assessment, diagnosis, interven on,

demonstra ve home training program, follow-up, Audiological evalua on, hearing and trial &

tment, ear mould impression, etc.

Demonstra ve home training program is done with parents focusing on comprehension

& expression of speech & language skills. A Client centered approach is prac ced, highligh ng

the abili es of the children, rather than their disabili es. A format called ‘My Talented Child’, is

used for this purpose, where the parents and family members are included as partners in the

interven on program.

Apart from clinical services to children and adults, the department is also involved in

training and guiding students from other Ins tutes of Bachelor of Audiology Speech and

Language Pathology and Master of Rehabilita on Science.

Mobile Services:The aim of mobile service is to provide services for persons with Mul ple Disabili es in

the unreached areas around NIEPMD within the radius of 20 kms. The 20 kms were extended

around 30-40 kms, the clients living in the areas are registered who have di culty in a ending

services due to poor nancial condi ons and inability to travel due to mobility problems. Apart

from iden ca on, mobile service also aims to create awareness about NIEPMD and Mul ple

Disabili es. The services are presently carried out by the Care givers and rehabilita on

professionals. In addi on, assis ve devices under ADIP scheme are provided to clients with

Mul ple Disabili es. About 241 clients with Mul ple Disabili es and 661 clients with single

disability with a total of 902 clients bene ed through mobile service during the year 2011-12.

NIEPMD in collabora on with SRM university established a SRM extension centre in SRM

Medical Hospital. The following centre was established to cater the needs of the clients coming

from outskirts of South Chennai. NIEPMD engaged two Special Educators on session basis and

other services like Speech and Language, Physiotherapy and Occupa onal therapy are being

provided by SRM sta . The details of clients registered and number of clients provided with

Family Counseling:

Schemes and Concessions:

NIEPMD which is registered with Na onal Trust has so far provided Nirmaya insurance

cards in collabora on with Na onal Trust to 49 clients with disabili es. The department is also

involved in providing service cer cates towards free bus pass for clients visi ng the Ins tute.

During the year 2011-12, 132 clients with disabili es were provided service cer cate towards

free bus pass for commu ng from their respec ve home to NIEPMD. 22 clients with disabili es

were provided with free bus pass for commu ng within the state of Tamil Nadu, 20 clients

with disabili es were provided with Railway concessions.

4.7 Department of Adult Independent Living:

The department func ons with the objec ves of providing adequate support for adults

with Mul ple Disabili es to lead an independent life. The service includes assessment and

voca onal guidance and various skill training and voca onal training programs for the adult’s

with Mul ple Disabili es. In addi on to this, concept of empowering the family members of

CONVERGENCE OF DEPARTMENT AT SERVICES BASED ON INTERNATIONAL CLASSIFICATION OF FUNCTONING, DISABLITY AND

HEALTH (ICF)

WHO re ned the models of looking at disabili es and introduced: The Interna onal

Classi ca on of Func oning, Disability and Health (ICF) in 2001 (WHO, 2013). ICF is named

as it is because of its stress is on health and func oning, rather than on disability. Previously,

disability began where health ended; once you were disabled, you where in a separate category

(WHO, 2002). ICF puts the no ons of ‘health’ and ‘disability’ in a new light. It acknowledges

that every human being can experience a decrement in health and thereby experience some

disability. It explains disability as the interac on between individuals with a health condi on

(e.g. Cerebral palsy, Down syndrome and depression) along with personal and environmental

factors (e.g. nega ve a tudes, inaccessible transporta on and public buildings, and limited

social supports) (WHO, 2013). The ICF, strikes a balance between the two models (the medical

and the social model) of work (WHO, 2002) so as to facilitate the realiza on of empowerment

of people at the individual, ins tu onal and social level. WHO (2001) proposes a new

perspec ve of looking at PWD. It synthesizes what is true in the medical and social models,

without making the mistake each makes in reducing the whole, complex no on of disability

to one of its aspects. This more useful model of disability might be called the biopsychosocial

model WHO, 2002.

Keeping in view the empowerment for PWDs in the ICF framework, Na onal Ins tute

for the Empowerment of Person with Mul ple Disability (NIEPMD) was established in the

year 2005. NIEPMD is located at Mu ukadu, Tamil Nadu, and is 35 Kms away from Chennai.

As we enter the NIEPMD campus the comfort and the grace of the universal design grabs

immediate a en on of one and all. The word which grabs a en on in the name of NIEPMD

is “Empowerment”. Empowerment is the capabili es of a person to par cipate in, nego ate

with, in uence, control, and hold accountable ins tu ons that a ect their lives (Thomas &

Velthouse, 1990). Empowerment is thus a phenomenon to be realized at the personal and

socio-poli cal level. NIEPMD building architecture and its website has been designed so as

to make it accessible to all. The ac vi es of NIEPMD focus on empowerment of PWDs as

per the ICF, 2001 guidelines at three levels Physically, Psychologically and Socio Poli cally. At

NIEPMD regular medical and rehabilita on services from six major departments can be availed.

Further the work domain extends to removing the a tudinal barriers amongst the society and

advoca ng elimina on the structural barriers at buildings and in the Web. Both the a empts

for implementa on of universal designs are prac cally successful and has honoured Na onal

award in the year 2012 and 2011 respec vely.

At NIEPMD, about 28 categories of people with mul ple disabili es along with Uni

disability avail services. The six departments, including Department of Special educa on,

Department of PMR, Department of Speech, Hearing & Communica on, Department of

Clinical Psychology, Department of Social Work and Department of Adult Independent living

work as a team.

The implementa on of ICF work model at NIEPMD can be appreciated be er by a case

example from NIEPMD. A deaf blind adult aged 28 years, got registered with a goal to have a

be er quality of life. He had a complaint of progressively reducing hearing and di culty and

in understanding speech. He had limited visual acuity since childhood and had a ended the

school for the blind. He had acquired post gradua on in Poli cal Science and is eloquent in

Tamil, English & Braille. He wanted to pursue his carrier as a lecturer in Sociology however

his reducing hearing acuity, which restricted his par cipa on, was perceived as a hurdle in

achieving his goal to complete his master’s degree in Sociology and be a lecturer. He had

availed consulta on from ve Hospitals and clinics in Chennai for his reduced hearing where

he was recommended use hearing aids, though the hearing aids did not provide much bene t.

NIEPMD began rehabilita on for the client by ini al evalua ons of the body structure

(anatomical parts of the body) and func on (WHO,2002) by the Department of Physical

Medicine and Rehabilita on and their consultants. General physical examina on along with

evalua on of the eyes and the ear was carried on by an ophthalmologist and a physiatrist. The

opinion of the physiotherapist and the occupa onal therapist was also availed. The client was

diagnosed as having Ushers syndrome-Type III with deafness and op c atrosis. The clients with

Ushers Syndrome are rare and they have visual impairment along with progressive reduc on

of hearing and may have balance disorder as well. The client was referred to the Department of

Speech Hearing and Communica on. The body func on, including the physiological func ons

of hearing, speech as well as balance was evaluated by an audiologist and speech language

pathologist who indicated the degree and type of hearing impairment. He was diagnosed as

having bilateral sensory neural hearing loss and moderate – moderately severe sloping hearing

loss in the right ear and moderately severe to profound raising hearing loss in the le ear

with di eren al diagnosis as Primary Auditory Dys-synchrony in the right ear. Hearing aids are

known to be less e ec ve in cases of Primary Auditory Dys-synchrony. He was tried with the

best available hearing aids. However, the execu on of speech comprehension task (ac vity)

was severely limited in the standardised environment (sound treated room) with the use

of ampli ca on and hearing aids. The usage of the hearing aid in real life situa ons did not

improve the par cipa on of the client. He had restric ons, like listening to the news, taking

part in the conversa ons, a ending a lecture, etc. During evalua on the performance and the

capacity of the client to comprehend speech did not vary even with the use of best available

hearing aids in a standardised environment. The hearing aid usage was contraindicated as there

was no signi cance di erence between the performance quali er and the capacity quali er

used to indicate ac vity and par cipa on limita ons as described by the ICF. The client was

not convinced about the failure of hearing aids to help him. He had mul ple unanswered

queries about the ear and why he could not hear without the hearing aid. The client’s queries

were answered by typing the answers and ge ng them converted into Braille through Parkins

Brailler (Howe Press), Proset Braille Key and Basic Braille embosser (Index Braille) machines.

The availability of embossed pictures and models could clarify his doubts, helped him to accept

his condi on and the fact that hearing aids could not help him much.

The client was refered to the Department of Clinical Psychology where an Intelligence

Quo ent and ap tude of the client was evaluated. The client needed to be strengthening in

the area of socializa on and self esteem. The psychological counselling was provided along

with a sign language interpreter for strengthening his socializa on and self esteem which

lead to intrinsic a tudinal changes leading to personal empowerment. Following this he was

refered to the Department of Adult Independent Living (DAIL), where the main aim of the

client to develop himself to lead a be er quality of life was addressed to. The DAIL based upon

the need assessment, trained him on his self advocacy skills. The department supported him

to peruse M.A (Sociology) and appear for UGC-NET examina on. The resource material was

made available in Braille. Braille transla on of the resource materials was done with the help of

another Deaf Blind Employee (Na onal Awardee) of NIEPMD working for Deaf Blind unit under

the Department of Special Educa on. The Department of Social Work also correspondent with

the UGC, reques ng for a UGC Net ques onnaire in Braille and gave him informa on of the

available schemes for the PWD. The Department of Library and Informa on services regularly

procures books, periodicals and CD ROMs to meet the requirements of users. With all the

support the client appeared for his NET examina on which was held on 30th December 2012.

Due to restricted vision the client could not use conven onal sign language. He could express

himself verbally but due to auditory dys synchrony could hardly understand what was spoken to

him. He communicated through moon alphabets wri en on the palm of the receiver and used

rudimentary four hand sign language. Presently the client is receiving training on four hand

sign language by Indian sign language teacher along with grooming up his self advocacy skills

at NIEPMD. A faculty from the DAIL worked as the trans-disciplinary worker and harmonised

with all the other ve department professionals to facilitate the rehabilita on process.

The approach towards management ma ers a lot. The client had approached more than

ve medical setups for help but their focussed was on the hearing loss (disease) and they

recommended him to purchase a hearing aid, use it and be happy with whatever bene ts

it gave, because that was the only prescribed way out. The client could not be conveyed

about the exact status of his problem as his hearing loss prevented him from understanding

speech (normal mode of communica on). The need for using/ learning an alternate mode of

communica on (Braille/ four hand signs) was not felt as it was thought to be non essen al.

The result was years of doctor shopping, loss of me energy with an addi onal anxiety. The

client hoped for a cure to his problem and kept spending me and money for evalua ons.

The client also availed help of social organisa ons for the blind and had an advocate as an

advisor. He wanted the system to help him, demanded for his rights, quoted the laws but

most of the places, it be universi es, UGC or medical set up had a tudinal or infrastructure

barriers. He perceived his hearing loss was the major barrier but organiza ons exclusively

func oning on the social model of work did not have experts in the area. At NIEPMD, the best

of the medical model and social model work together. The medical condi on (Usher Syndrome

type-III with Bilateral sensory neural hearing loss consequent to Primary Auditory neuropathy)

was iden ed with the help from the Department of Speech Hearing and Communica on

by the state of art equipments and medical doctors. He could be conveyed the ndings as

there were alternate op ons like the Braille translators and embosses for communica on as

recommended by the Social model. Once he was clear about the nature of hearing loss and

limited bene ts expected from a hearing aid he perused his studies with all his energy. He

could avail all the support and resources for his educa on and carrier from the department of

DAIL, Social work and Special educa on owing to the social model of work. The work model at

NIEPMD follows a balance between the two models the medical and the social model of work

(WHO, 2002) so as to facilitate the realiza on of empowerment at the individual, ins tu onal

and social level thus it is the realiza on of the ICF model of work.

SUCCESS STORY

NIEPMD is very par cular in the rehabilita on of not only the clients but also their family

through the Mother- Child concept. Mr. S. Vignesh registered as a client to NIEPMD in the

year 2005, for rehabilita on services. A er the assessment of Mul -Disciplinary Team, he

was diagnosed as a client with Spas c Cerebral Palsy (Quadriplegia) associated with Mental

Retarda on. He is a wheel chair-bounded, spasm in both legs & hands and deformity in hands

and legs. He also had undergone an open heart surgery in the year 2000. He was able to sit

with support and the mobility is restricted to wheel chair and was totally dependent in the

ac vi es of daily living.

Mr. S. Vignesh is the youngest one of the family. His family is not sound nancially,

despite making e ort to bring him up as independent. He was given regular physiotherapy and

started si ng without support and his hand func on has improved gradually with the required

interven on. Ini ally, he was enrolled in Special Educa on department on 28/06/2007 and

con nued in Special School up to 21/06/2011, where he availed Special Educa on Services for

a period of four years and later he was transferred to the DAIL for training in further skills A

detailed voca onal training was designed and imparted in the areas of Personal Skill, Social

Skill, Safety Skill, Communica on Skill, Func onal Academic Skill, Occupa onal Skill, Domes c

Skill, Work Behaviour Skill, Mobility & hand func on and a structured program enhanced with

Independent Living Skill. Following a suitable avenue sui ng the person’s abili es & capaci es

of the individual was iden ed. Accordingly the individual was allo ed with a Pe y Shop

within the campus under Income Genera on Program. In this Program- his family members

are suppor ng him as a facilitator. He was well versed in the transac ons skills. He sells the

products of sta oneries, grocery, daily household ar cles, easy recharge and recharge coupons

and has improved his skills in the ac vi es of daily living and generate income.

SUCCESS STORY

Mr. ARULAPPAN, 42 Years old, male had come to our Occupa onal Therapy Department

on 09.06.2011 for ini al assessment. He was diagnosed as Cerebral Vascular Accident by

experts. His clinical diagnosis was Right Hemiplegia with aphasic features. Cranial nerves

involvements were present. He brought to occupa onal therapy for ini al assessment; Wheel

chair was propelled by his wife. Through the occupa onal therapy ini al assessment we

found that he was having di culty in walking, di culty in hand func ons skills, poor bladder

control, needed more assistance for wheel chair propulsion and other ADL skills. A er six

months of intensive occupa onal therapy service, he was rehabilitated to near normal level

in all his all func onal areas. His ne motor skills even improved well, during the me of his

discharge he could able to hold pen and pencil properly, could able to do clerical (wri ng) work

too. He got more improvement in his balance and mobility pa ern, he walked without support

and performed unilateral standing. Bilateral co-ordina on and ne motor co-ordina on is

improved to the maximum level. A er the con nuous occupa onal therapy service, he was

return back to his previous job.

SUCCESS STORY

Master.Arivuselvan, 5 years old boy, who was diagnosed as Au sm Spectrum Disorder

with mild mental retarda on, had come to occupa onal therapy unit on 18.07.2011 for ini al

evalua on. By the result of sensory dysfunc on screening, we found that he had problem in

a en on span, had hyperac ve behaviors, having poor responses to our simple commands,

poor social interac on skills, eye contact and peer group interac ons. Due to sensory integra on

therapy he started show very good response in overall func onal skills. Interven ons were

given through Sensory Integra on Therapy to the child to improve his foreseen problems.

Lacing, Beg Board, Trampoline ac vi es, Ball exercise and Ball compressions were given to

improve his sensory motor skills. Intermi ent assessments were showing his progression in

all performance areas. Now a day, he obeys our simple verbal commands and instruc ons.

His si ng tolerance is increased up to 20 minutes. He got marked level of improvement in his

visual motor integra on skills. He started to par cipate in group games and his hyperac ve

behaviours decreased.

Chapter 5

Scheme of Assistance to Disabled persons for purchase/ ng of Aids/Appliances (ADIP) Services

The Ministry of Social Jus ce and Empowerment, Government of India has selected

this ins tute as one of the implemen ng agencies for distribu on of assis ve devices to

disabled persons. The aids and appliances supplied under the scheme shall con rm to Bureau

of Indian Standard (BIS) speci ca ons to the extent possible. Assessment and Distribu on

camps were organized as per the need and requirement of the community. As per NSSO

Report 2002, 17% Persons with Disabili es use assis ve devices. The Ministry of Social Jus ce

& Empowerment, Govt. of India vide le er No:4-1(134)/2010-DD-I(NGO) dated 31st March

2011 has sanc oned an amount Rs.1,80,00,000(Rupees One Crore and Eighty Lakhs only) to

NIEPMD for distribu on of aids/appliances under the above men oned scheme for 18 districts

in Tamil Nadu viz. Coimbatore, Tirunelveli, Kancheepuram, Thiruvallur, Dindigul, Kanyakumari,

Thanjavur, Tiruvannamalai, Toothukudi, Virudhunagar, Pudukko ai, Sivaganga, Thiruvarur,

Theni, Nilgiris, Karur and Perambalur. Inorder to ensure easy access and mely availability of

these devices, the Na onal Ins tute for Empowerment of Persons with Mul ple Disabili es

(NIEPMD) organized camps at various places as well as centre for the implementa on of ADIP

scheme of Government of India in which 2874 aids and appliances were provided to 2263

persons during the repor ng year 2011-12. The details are as follows

Chapter 6

Research and Development

Research is a scien c and systema c search for per nent informa on on a speci c

topic. It includes a careful inves ga on or inquiry especially through search for new facts in any

branch of knowledge. Research is an academic ac vity. It consists of de ning and rede ning

problems, formula ng hypotheses or suggested solu ons, collec ng, organizing and evalua ng

data and reaching conclusion. In the eld of rehabilita on it is always evidence based research

that is carried out. Research and Development is one of the objec ves of NIEPMD

The Academic commi ee has been formed to provide guidance for the Research projects.

The commi ee holds its mee ng on 19th April 2011. The 1st Ethics Commi ee mee ng was

held on 19th January 2012. Both commi ees approved 4 research projects with the dura on

of 3 years. The details of the research projects are as follows:-

Ongoing Research Projects:

1. Biochemical and Neurodiagnos c Pro le of Clients with Mul ple Disabili es

Introduc on:

The Department of PMR, NIEPMD has ini ated a project to nd out the underlying causes

of Mul ple Disabili es, through the Biochemical, Gene c and Neurodiagnos c Pro ling. The

es mated cost of the project is Rs. 8 Lakhs. So far an amount Rs.2,43,747 has been spent for

this project.

Aim: To nd out the causes of Mul ple Disabili es and to prevent the occurrence or its

deteriora on in Persons / Children with Disabili es.

Current Status: Completed

Research ndings:

1. Miller Dicker Syndrome: First case reported all over India.

2. Cryp c Genomic Imbalances: Novel Changes in Human genome causing disability.

3. Supernumerary Chromosome: extra chromosome of non parental origin

2. Study of sleep pa erns in children with mul ple disabili es and its e ect in day to day func oning.

Introduc on:

Clients with Mul ple Disabili es are o en have been problems in ge ng smooth sleep.

The lack of sleep produces ina en on, irrita on and interferes with learning. Hence, study of

sleep pa erns and treatment of sleep disorders will help the clients to overcome the above

di cul es. An amount Rs.7.5 Lakhs has been allocated for this project. So far an amount

Rs.2,43,747 has been spent.

Aim:

To record the sleep pa ern of 50 clients with Mul ple Disabili es to analyze the pa ern

of sleep and give interven on.

Expected outcome:

The clients who are su ering due to inadequate sleep will be made to have a sound sleep

and thus reducing the irritability and ina en on.

Current status:

50 children with mul ple disabili es and with problems with sleep have been iden ed.

The Proformza regarding assessment of sleep pa erns is prepared. A Memorandum of

Understanding (MoU) has been prepared and signed by Dr Ramakrishnan of the NITRA Sleep

Clinic, Chennai. The Clients are being sent to clinic for sleep recording Polysomnography. Sleep

pa ern are studied from 9.30pm in the night ll the child wakes up. 16 children have been

sent for sleep analysis. The reports showed problems like non-establishment of Rapid Eye

Movement sleep (REM), snoring disturbances, inadequate feeding and seizure disturbances.

Children were advised accordingly by the Specialist. It was di cult to record the sleep in

children with hyperac vity. The clinic has developed adapta ons to record the sleep pa ern

in hyperac ve children. This study has helped to control unwanted irrita ons seen in children

with Mul ple Disabili es. Pharmacological & Non-Pharmacological interven on have been

provided in consulta on with Dr.Ramakrishnan- Sleep expert. Improvements were no ced in

the following manner: The a en on span has increased, as the children could have prolonged

hours of uninterrupted sleep. For all the 16 children assessed – Medica on, exercises and

modi ca on at home of the sleeping room were provided. It was reported by the parents that

there is remarkable improvement in their sleep pa ern.

3. A study on ven latory pa ern, parameters and interven on for the clients with spas c Quadriplegic cerebral palsy.

Introduc on:

Pa ents with quadriplegia have immense changes in ven latory pa ern. There seems to

be a similar motor de cit in spas c quadriplegic cerebral palsy. Hence, there arises a need to

assess their ven latory parameters and nd out whether there is a respiratory compromise.

The es mated cost of the project is Rs.5 Lakhs. Till date an amount Rs.60000/- has been spent

for this project.

Aim:

To study the ven latory pa ern, parameters of clients with spas c quadriplegic cerebral

palsy, to design an interven onal protocol for the same.

Expected outcome:

Depending on the results of the study recommenda ons will be given in the following

areas, to develop a protocol for pulmonary rehabilita on, inclusion of pulmonary rehabilita on

in service models, to develop separate pulmonary rehabilita on unit for clients with mul ple

disabili es.

Current status:

This study was designed to be conducted in 3 phases. The rst phase comprises of

1. Iden fying suitable clients mee ng the inclusion criteria.

2. Assessing the ven latory parameters using computerized spirometer.

3. Comparing the value of respiratory parameters with normal subjects.

4. To nd out the area of short fall and device appropriate pulmonary rehabilita on protocol.

Phase 1 is completed and Phase 2 is completed for 10 clients. In this phase the primary

goal is to improve Pulmonary func ons. Pulmonary func ons are improved through structured

pulmonary rehabilita on protocol which comprises of

1. Breathing Exercises

2. Ac ve exercise to shoulder/shoulder girdle

3. Thoracic expansion exercises

4. Diaphragma c strengthening exercises etc.

These exercises were given for a period of 6 weeks with intermi ent tes ng for pulmonary

volumes and capaci es in the 3rd week.

4. Exis ng service provisions for Persons with Mul ple Disabili es in India - A Database compila on

Introduc on:

Persons with Mul ple Disabili es do have a combina on of various disabili es that may

include: physical mobility, speech, mental retarda on, visual, hearing and other associated

disabili es. Thus there is a need to have a data bank pertaining to the exis ng services and

service models available in the whole country. The es mated cost of the project is Rs.10 lakhs.

An amount Rs.1,50,000/- has been spent for this project ll date.

Aim:

To provide a compiled Data base of the exis ng Organiza ons/ Ins tu ons rendering

their services for persons with Mul ple Disabili es in India.

Objec ves:

1. To compile and categorize the addresses of the Organiza ons/ Ins tu ons working

for Persons with Mul ple Disabili es.

2. To compile informa on pertaining to the services available to persons with Mul ple

Disabili es all over India.

3. To review informa on pertaining to the service delivery models available for

persons with Mul ple Disabili es.

• To develop unique service delivery model at NIEPMD.

• Networking with NGO’s working in Tamil Nadu and other states.

• Publica on and Presenta on.

Current status:

• Ques onnaire has been nalized by Research Advisory Commi ee.

• For the process of data collec on, the en re country was divided into six zones

namely, North, North-East,South, West and Central Zone.

• A zonal co-ordina ng agency from each zone has been selected in order to co-

ordinate for the process of data collec on

• The ques onnaire was prepared as so ware inorder to upload in the NIEPMD

website under the NGOs registra on sec on. This so ware will be used to collect

the data and also for compila on of the collected data.

• Two days training program was conducted for professionals selected from each

zonal co-ordina ng agency and they have been trained prac cally to implement

the data collec on process.

• The data collec on is on the process. Expected to complete data collec on within

three months.

Cerebral Palsy Awareness Day:

NIEPMD celebrated the Cerebral Palsy Awareness Day by organizing awareness

campaign, games and drawing compe ons on 3rd October 2011. To mark the occasion

awareness handouts about Cerebral Palsy distributed and demonstrated to the public at CMBT,

Tambaram and Kilpauk Medical College. At NIEPMD Bocce games and drawing compe ons

were organized for the Persons with Cerebral Palsy.

9.1.1. Filling up of iden ed back log post reserved for SC/ST, OBC and PwDs:

In pursuance to GOI instruc ons to ll up the iden ed back log vacancies in

respect of SC/ST/OBC and Persons with Disabili es, by conduc ng Special Recruitment drive,

Ministry of Social Jus ce & Empowerment vide their le er No:D.O.No:27-02/2008 -Cdn dated

7th May 2010 had instructed NIEPMD to submit their annual direct recruitment plan, to take

necessary ac on to ll up the backlog vacancies and to submit detailed progress report in this

regard.However it is submi ed that NIEPMD established in the year 2005 and out of 71 posts

sanc oned by GOI/EFC, only 32 posts have been created in Phase – I and that the recruitment

ac on for lling up the sanc oned posts were taken up only a er March 2007, there is no back

log vacancy iden ed to be lled up for SC/ST/PwDs/OBC.

9.1.2. Vigilance cases:

During the period of report no disciplinary/ vigilance cases were ini ated or pending at

NIEPMD.

9.2 Construc on of buildings:

The Government of Tamil Nadu allo ed 15.22 acres of land on East Coast Road,

Mu ukadu along with the exi ng buildings, which were suitably renovated through CPWD,

Chennai to start the service and program ac vi es and family co age services to the persons

with Mul ple Disabili es. For construc on of New Building for NIEPMD the Ministry of Social

Jus ce & Empowerment, Govt.of India issued the O ce Memorandum of the Minutes of

Expenditure Finance Commi ee (EFC) mee ng vide le er No: 8-2/2006 – NI.I dated 27th

June 2008. The Ministry of Social Jus ce & Empowerment, Govt.of India cons tuted a Central

Commi ee for monitoring of the construc on of new complex at NIEPMD, Chennai under the

Chairmanship of Shri.K.M.Acharya, Secretary to Govt.of India, MSJ&E, Govt. of India le er

F.No:8-1/2009-Nis, dated 3rd April 2009. So far three mee ngs were held on 12/05/09,

09/07/10 & 21/10/10 respec vely at NIEPMD, Chennai. The new buildings of NIEPMD were

being constructed through CPWD, Chennai with the total area of 12331 Sq. mts with a total

nancial es ma on of Rs.38.80 crores.

9.3. Library and Informa on Service

NIEPMD Library during the year 2011-12 con nued to march to its mission of facilita ng

the crea on of new knowledge through the acquisi on. It o ered various services to the

users including reference, membership, circula on, document delivery, resource sharing and

informa on alert service. The Collec on building is one of the important func ons of the

library that supports academic and research work of the students, faculty, sta and other

users. Library collec on comprising of books, journals, theses, reports, standards, pamphlets

and other reading materials. During the year 4010 visitors visited the Library and 1775 books

have been issued to the users.

A list of new addi ons of books and Journals issues circulated to all the Departments at

regular intervals. Special care was taken to neatly maintain the library stacks to facilitate users

9.4 Work done under RTI Act

The Ins tute has been implemen ng the Right to Informa on Act 2005, since 2007.

Shri.M.Rajesh, Informa on Media O cer has been designated as CPIO and the Appellate

Authority in respect of the Ins tute is Dr.NeeradhaChandramohan, Director, NIEPMD. While

discharging du es assigned under RTI Act, the Ins tute received 9 RTI applica ons during the

year 2011-12. All the applica ons were disposed o . The Annual Return was submi ed to the

Central Informa on Commission(CIC) to this e ect.

9.5 Implementa on of O cial Language

The Commi ee cons tuted for the purpose of Hindi implementa on in this Ins tute is

following all instruc ons issued by the Department of O cial Language (Ministry of Home

A airs) for be er use of Hindi in o cial ma ers.The o ce seals and o ce le er pads are made

in bilingual.The RTI applica ons received in Hindi were replied in Hindi. NIEPMD celebrated

the Hindi Fortnightly week on 30th September 2011. In this connec on various compe ons

was conducted for the sta working in this ins tute viz. Hindi words dicta on, copying Hindi

words and pronuncia on of Hindi words. . Dr. NeeradhaChandramohan, Director, NIEPMD

delivered the welcome address. Shri .C. N. Mukudkarar, Principal, Dr. Annie Besant Hindi

Training College, Dakshin Bharat Hindi Sabha, Chennai, who was the Chief Guest and addressed

on the importance of Hindi.

9.6 Implementa on of various Government orders:

As per the Instruc on of Ministry of Personnel, Public Grievances and Pensions, Govt.

of India, DOPT OM No.11013/3/2009-Es .(A) dated 21st July 2009, NIEPMD had cons tuted a

commi ee to prevent the sexual harassment of working women in our o ce, as per the rule 3

commi ee was also carried over during the year 2011-12.

An Terrorism Day was observed on 20th May 2011 to commemorate the death anniversary

of former Prime Minister Shri.Rajiv Gandhi. In this connec on Dr.NeeradhaChandramohan,

Director, NIEPMD administered the An Terrorism day pledge to the Sta and Students.

The Ins tute observed SadbhavnaDiwas by taking an oath on 20th August 2011, marking

the birth anniversary of Late Prime Minister of India, Shri. Rajiv Gandhi, to promote Na onal

Integra on and Communal Harmony, adhering to the le er from the Ministry of Youth A airs

and Sports, Government of India, vide O. M. dated 11th July 2008.

Chapter 10

Composite Regional Centre for Persons with Disabili es, Kozhikode, Kerala

To start the rehabilita on services to the Person with Disabili es at Kozhikode, Govt.of

Kerala has allo ed a vacant land (7158 sq. ) with a building (3538 Sq. ) at the Social Welfare

complex, Kozhikode for Composite Regional Centre. As per the approval given by Ministry of

Social Jus ce & Empowerment, Govt.of India to start the Composite Rehabilita on Centre at

Kozhikode, Kerala, an agreement between the Govt.of Kerala and NIEPMD was signed on 24th

November 2011. Accordingly, services to the PwDs have also been started immediately with

the following objec ves.

1. To serve as Resource centre for rehabilita on and special educa on of persons

with disabili es.

2. To undertake human resource development by training rehabilita on professionals,

village level workers, mul -rehabilita on workers and other func onaries in

Government and Non-Govt. sector, required for providing services to persons with

disabili es.

3. To undertake public educa on programs for crea on of awareness in the parents

and the community.

4. To undertake designing, fabrica on and tment of aids and appliances.

5. To undertake services of educa on and skill development leading to enhancement

of opportuni es for employment, rehabilita on, mobility communica on

recrea on and integra on in society.

6. To undertake research and development with speci c reference to needs of

diverse groups of people with disability, keeping in view the nature and severity of

disability in the region.

7. To develop strategies for delivery of rehabilita on services suitable to the socio-

cultural background of the region.

Audit Reports & Annual Accounts

An amount of Rs.12.21 crores were total receipts for the year 2011-12, among those

an amount of Rs.1.54 crores was closing balance for the year 2011-12, Rs.8.74 crores had

been received as Grants-in-aid from MSJ&E, GOI, and Rs.1.93 crores was collected as Receipts

of Tui� on fees. Registra� on fees, Guest House charges and applica� on fees, RIP Maturity

and Interest, SB Interest for the year 2011-12. The Recurring and Non-recurring expenses

during the year 2011-12 was Rs.11.69 crores and the closing balance as on 31st March 2012

amoun� ng to Rs.52 lakhs will be carried over for the year 2012-13.

In terms of Sec� on 20(1) of C&AG’s (DPC) Act, 1971, the CAG, New Delhi had entrusted

audit of Annual Accounts of NIEPMD for a period of 5 years from fi nancial year 2006-11 and

extended another period of 5 years from 2010-11 to 2015-16 vide O.M.No.1(16)-B(R)/2011,

dt.27-07-2011 from Department of Economic aff airs , Ministry of Finance to the Director

General of Audit (CENTRAL), Chennai. Accordingly, the DAG (C), Chennai is audi� ng the annual

accounts of NIEPMD.

For the fi nancial year 2011-12, the audited statement of accounts comprising of accounts

statement, balance sheet, income & expenditure statement and receipts and payments details
