MICRO, SMALL & MEDIUM ENTREPRISE DEVELOPMENT INSTITUTE, HUBLI & BR.MSME-DI, GULBARGA.

ANNUAL REPORT 2011 - 2012

The Small Industries Service Institute Hubli & Br. MSME-DI Gulbarga has a

jurisdiction covering thirteen districts of North Karnataka. Except Two districts, Belgaum & Hubli- Dharwad, all the other eleven districts are declared as backward districts as per Dr. Nanjundappa Report set up by Government of Karnataka.

This institute is conducting regular skill development training, entrepreneurship development, management development, motivation programmes besides organizing workshops and seminars on current topics & vendor development programmes.

This Institute has promoted Foundry Cluster at Belgaum during the year 2008-09 with CFC set-up, and also promoting three clusters viz., Hubli-Dharwad Auto Cluster, which is functioning after procurement of all required machineries, Readymade Garment Cluster at Hubli and Food Cluster at Gulbarga are functioning after procurement of all required machineries and one General engineering cluster at Hubli-Dharwar being considered which is exclusively for SC/ST association.

This institute has established a readymade garment training center a food incubation center a CAD /CAM & CNC machining center, and also provides in-house practical training & demonstration in consumer chemicals, food products & RMG.

During the current year our endeavor was to organize as many “out reach” programmes as possible in the rural areas. With due modesty we state that 75% of our programmes have been conducted in rural areas for SC, ST, Minority & women entrepreneurs and self help groups, are the main beneficiaries.

We have tried to impart practical skill oriented and knowledge based training under the skill development programme in the areas of food products such as preparation of ready to eat food .e.g. Gulab jamun mix, rava idle mix, sambar powder, rasam powder, sweet dishes etc; Fashion designs & Readymade Garments; value addition in RMG; Artificial jewellary; Consumer Chemicals and IT based trainings.

During the course of training information on hygiene, nutrition, preservatives, packaging, self life etc have also been imparted. All the resource persons are qualified experts and from reputed intuitions

We have imparted these training at the most remote areas to enable to start self employment venture with their limited resources.

We are of the firm opinion that with little infrastructure such as a common utility center, packaging equipment, bar-code etc., these entrepreneurs could successfully market their products within their region and also in the growing retail markets by establishing common brand names and adhering to quality.

Most of the Self Help Groups (SHG) are dependent on NGO’s to guide them

and to provide hand holding support. In reality this is not forth coming. It may be more appropriate to educate & train a few members from each SHG on all aspects of entrepreneurship and business management.

We would also like to suggest that the PMRY/REGP criteria may be reinforced with a condition that Skill Development Trainees of MSME-DI should be encouraged and given preference by banks. After all production of goods, however small, will contribute towards the general GDP and tend to create employment for others, as against schemes such as kirana, xerox shops and beauty parlors.

At the instance of MSME-DI, the B.V.B. College of Engineering & Technology Hubli is actively participating in the programme by opting as active member in the SPV. They have also offered to provide knowledge support for the center of excellence and to eventually build a healthy industry-institution relationship.

The Government of Karnataka has also considered our request & provided the Artisan Training Institute, with its infrastructure, to the SPV for establishing the common facility center. The Micro, Small & Medium Enterprise-Development Institute Hubli & Gulburga has very meager staff strength. Most important of all there are NO stenographers. It is truly hampering the performance of the institute in both these places. We request DC(MSME) to review the placements of stenographer. Staff Strength MSME-DI Hubli Director : 1 Asst. The total target allotment was spread evenly to all the quarters to achieve the target allotted of this Institute during the year 2011-2012.

The subject coverage of training programme was modified to suit the present requirement of the educated un-employed youths such as Computer Hardware, Mobile, DTP, Web Designing, Internet, Pot painting, Saree Painting etc and in rural areas the subject covered includes Hand embroidery, Kasuti, Jardosi, Readymade Garments and Fashion Designing, making of Artificial Jewellary, Fancy Bag making, also preparation of Ready to eat food items such as Rava Idli Mix, Jamoon Mix, Idli Mix, Vada Mix, Preparation of Patato chips, Pappad making, Pickles, Fruit Jams and Sweet Chikeies and Bakery products viz., preparations Birthday Cakes, varieties of Sweet and Salt Biscuits, Pizza etc and also a programme on Bio-Technology was organized in rural area of Karwar District.

6. Workshop – cum – awareness Programme

1. Sensitization/Workshop on WTO was conducted in association with KCC&I, Hubli on 14.9.2011. 55 local entrepreneur & office bearers were attended the workshop.

2. One day interaction meeting on Export packaging conducted with Belgaum Chamber of Commerce & Industry on 28/9/2011. 36 local entrepreneurs attended. Shri. S.K.Juikar from Chennai delivered the key note.

3. One day awareness programme on Barcode in association with Belgaum CC&I on 29.9.2011, 32 participants were benefited. Shri. Satish, Guest faculty from Hubli delivered the lecturer.

4. One day awareness programme on Barcode in association with WEKAS, Hubli, 41 participants were benefited. Shri. Anand, Guest faculty from Hubli delivered the lecturer.

5. IPR Awareness programme held on 10.2.2012 at Gadag Chamber of Commerce & Industry, Gadag. In all total 102 participants participated and Shri. Lokesh and Shri. Rakesh Babu form Innomantra, Mysore delivered the lecture.

6. IPR Awareness programme held on 28.2.2012 at Belgam, total 68 participants benefited and Shri. Rajendra Inamdar and Shri. Shashikant Kulkarni delivered the lecture.

ENTREPRENUERSHIP DEVELOPMENT PROGRAMME (i) ENTREPRENURSHIP DEVELOPMENT PROGRAMMES TARGET: Gen – 09 Achieved: Gen – 09 The target assigned to MSME-DI Institute Hubli & Br. MSME-DI Gulburga for the year 2011-12 was 09 EDP’s and achieved. Salient features:

Emphasis on Skill development in Ready to eat Food processing, Fruits & vegetables preservation and artificial Jewellary and consumer chemicals, Stitching, Embroidery, Jardoshi etc.

All skills providing opportunities for promoting income generation among women and with possibilities of working individually or as a group activity. All Programmes have been aimed at participation of SHG’s and importance of group activity and adopting cluster approach has been impressed on the participants. Observations :

The training has been well received at all centers. Attendance has been very good through out the programme. Trainees demonstrated their capabilities to assimilate the technologies particularly in food products.

Biggest draw back: lack of infrastructure in terms of common utility centers and packaging equipment. Good potential for cluster approach and common branding and marketing. No of entrepreneurs trained. : Gen Women 108, Gen Men - 18 (ii) ENTREPRENURSHIP DEVELOPMENT PROGRAMMES WITH STIPEND FOR WOMEN, SC/ST AND MINIROITY. Two EDP programme conducted exclusively for SC/ST food processing and artificial jewellary and the success of these training programme is that 50% of trainees are engaged in self employment. The trainees were benefited with stipend for 12 days training period. Total number of trainees were: ST Men – 16, ST Women – 22, SC Men – 20, SC Women - 69

ENTREPRENUERSHIP-CUM-SKILL DEVELOPMENT PROGRAMMES (1) ENTREPRENURSHIP-CUM-SKILL DEVELOPMENT PROGRAMMES WITH STIPEND FOR WOMEN, SC/ST AND Weaker Section (ESDP) Target : Total:73 (UEY Gen-12, Non-Stip-ST – 22, SC – 26, Stip-SC – 06, Stip-ST – 04, Stip-Women and Weaker Sec – 02 Achived: Total:73 (UEY Gen-12, Non-Stip-ST – 22, SC – 26, Stip-SC – 06, Stip-ST – 04, Stip-Women and Weaker Sec – 02 The Institute assigned annual target of 73 programes for the year 2011-12 and these programmes were spread to all the district of North Karnataka with the with stipend and without stipend to for the trainee of 6 weeks training. The current needs of local candidates were taken into account and were training was imparted to as many as 1681 participants Covering: Gen-Men – 33, Gen-Women – 24, SC-Men – 104, SC-Women – 631, ST-Men – 109, ST-Women – 493, Minority Women – 40 were benefited.

The subject covered was mainly Readymade Garments, Maintenance of Sewing Machine, Food Processing, Bakery Products and consumer chemicals, artificial jewellary making, Embroidery, Jardosi and fancy bag making also covered IT based programmes viz., Desk Top Publishing, Hardware-Networking, Multimedia and others. (6) ENTREPRENURSHIP-CUM-SKILL DEVELOPMENT PROGRAMMES FOR BIO-TECHNOLOGY (ESDP) TARGET: 01 ACHIEVED : 01

This institute allotted one ESDP one Bio-technology for the year 2011-12 and the same was organized at a Village of Karwar District on Vermicompost and 25 in which Gen-Men – 4 & Gen-Women - 21 were participated in the training programme and the training programme was successful for self employment.

MANAGEMENT DEVELOPMENT PROGRAMME TARGETS : Gen-12 ACHIEVED : Gen-12 This institute allotted 12 MDP for the year 2011-12 and the same was organized in all districts of north Karnataka viz., Dharwad, Karwar, Belgaum, and Gulbarga. and Total 287 participants, Covering : SC-Men – 38, SC-Women – 70, ST-Men – 7, ST-Women – 8, Muslim -Women – 08, Gen-Men – 21, Gen-Women – 128 OBC Women-5, PH Women-2 were participated in the training programme.

BUSINESS SKILL DEVELOPMENT PROGRAMME Targets : General – 2, SC-1 Achieved : General-2, SC-1 This institute allotted 3 BSDP for the year 2010-11 and the same was organized one at Hubli, Shigoan & Kumta for Polytechnic Students and Total No.98 Participants, covering : SC-Men – 24, Gen-Men – 22, Gen-Women – 15, OBC Men – 5, OBC Women-1, Minority Men -3, Women -2, ST Men-21, ST Women-5 were benefitted the programmes. INDUSTRIAL MOTIVATION CAMPAIGN: Target: 68 Achieved: 68 Locations : Hubli, Dharwad, Gangival, Budihal, Pattihalal, Bhail Hongal, Mudhol, Savadatti,

Gadag, Haveri, Belgaum, Koppal, Navalgund, Nargund, Badami, Gulbarga, Raichur,

Karwar, Kalagathi, Bidar, Koppal, Sirsi, Aminbhavi,

Target : SHG’s, Engineering College and other College Students, ITI Students, Computer Institute and educated un-employed youths and Industrialists. Total No. of participants – 4013, Covering : SC-Men – 217, SC-Women – 672, ST-Men – 43, ST-Women – 305, Muslim-Men – 37, Muslim-Women 207, PH-Women – 12, Gen-Men – 1168, Gen-Women – 1331, OBC Men-8, Women-13were attended the campaign conducted at various places.

VENDOR DEVELOPMENT PROGRAMME : Targets : 01 Achieved : 01

1) THE EXHIBITION CUM VENDOR DEVELOPMENT PROGRAMME on Automobile and General Engineering Components was organized at Belgaum from 6th to 7th March, 2012.

The event was held from 6th to 7th March, 2012 at Belgaum Foundry Cluster Hall, Udyambagh, Belgaum and organized in association with Belgaum Small Scale Industries Association, Belgaum No of Stalls : 100

Total business generated during the event : Rs. 45 Lakhs

No. of visitors per day : 1500 The objective of the Exhibition cum Vendor Development Programme was:

To encourage the growth of Engineering industries in North Karnataka Region

To provide a platform to entrepreneurs to interact with Technology Providers & consultants.

To expose Entrepreneurs to latest technologies and techniques. To Motivate marketing through cluster approach. Trends in Engineering Products – Role of Small Scale Industrial Sector Certification – Procedures.

PARTICIPANT STALLS : Seventy Six exhibitors participated in the programme. During the programme, technical seminars were held on the following topics and were delivered by eminent experts in the field.

Registration and Purchase procedure of various Govt. Deptt, ISO Certification and quality Standards Govt. Scheme viz., CGTMSE, CLCSS, EClub and others.

CLUSTER ACTIVITIES DURING THE YEAR 2011-12

1) Hubli-Dharwad Auto Cluster - Hubli CFC for Hubli-Dharwad Auto Components Cluster under MSE-CDP has

been setup. Procurement of Machineries of 1st & 2nd Phase as per the release of

Installments and awaiting for release of 3rd installments Utilization Certificate submitted for the Installment CFC partly operational.

2) Readymade Garments Cluster - Hubli

CFC for Readymade garment cluster under MSE-CDP has been setup. Procurement of Machineries is made as per the release of Installments Utilization Certificate submitted for the Installment. CFC partly operational.

3) Food Cluster – Gulbarga Food Cluster have stated their full fledged operations since one year. Most

MICRO, SMALL & MEDIUM ENTREPRISES DEVELOPMENT INSTITUTE, HUBLI An Analysis of “OUTREACH PROGRAMMES" conducted by MSME-DI Hubli during 2009-10 Outreach as we have understood it

The location of the programme is a predominant factor in the outreach programme. Programmes organized at Taluk level where the population is about 50000 and or in the villages adjacent to the Taluk. Target group for programmes

90% of trainees are women entrepreneurs or those who desire to become entrepreneurs Identification of entrepreneurs

Directly through NGO's and self help groups, through organizations such as ECIL, Karnataka Vikas Grameena Bank and through DIC Qualification and other characteristics of the entrepreneur

The members of an SHG comprises mostly of married women in the age group of 30 to 45 years and few ladies in the age group of 20 to 30 years

Qualification Min. 7th class and Max graduates

Most of the present activities of SHG’s confines to providing loans to its members, mostly to meet their domestic needs, from the SHG savings. No income generating activity is being undertaken. All members are actively participating some SHGs have commenced the micro/ small units for income generation in Food Processing and Tailoring, Embroidery skills. What is the level of enthusiasm of the participants?

There is interest to improve their quality of life and to be engaged in a productive activity during the spare time available to them. The urge to do something is invariably expressed.

85% of the programmes have received good response by way of full attendance and active participation during the training programme.

What is the scope of organizing programmes for such groups and what should be the level of the programmes?

The most important question that has to be addressed is : Technology, Technique, Process and information assimilation capabilities of the groups. The extent of feasibility vis a vis marketing opportunities and constraints in marketing From our experience all programmes should be aimed at Skill development,

which will help in producing a consumer product for consumption at the Taluk and district level. It will no doubt help in exploring bigger markets in course of time with participation of more members or groups employing better marketing skills. What type of products?

The most important sectors are invariably FOOD & CLOTHING followed by CONSUMER CHEMICALS FOOD: Ready to eat food products and processed foods for domestic consumption. Every area have their own distinct flavors, taste and specialties which can be commercially exploited.

CLOTHING: Ready Made garments for ladies, children etc

CONSUMER CHEMICALS: soap, detergents, phenyl, agarbathi rolling, candle making, washing powder etc. Why these products?

Because they find a ready market in Taluk and rural areas where populations

are about 15000 to 20000 and can be produced in proportionate economic scale of operations, priced competitively, to meet this population with reasonable amount of income to the entrepreneurs.

Group activity in each of these sectors can be feasible and encouraged. Marketing is relatively easier as the market segment is within a radius of 10 kms.

Investment in machinery & equipment and working capital will normally not exceed Rs.10000 to Rs.20000 thousand for each group of about 10 persons.

Manufacturing/ Process Technologies for these products are readily available within the MSME-DI and outside and are easily assimilated in spite of the limited educational qualifications of the trainees. Good quality standards can be easily understood and achieved.

Transfer of Technology (Skill development training)

It is not an exaggeration to term the skill development as Transfer of Technology, because while imparting the practical training the technology to prepare ready to eat food products, bakery products, squashes and juice etc are provided to them at our ESDP programmes.

To cite an specific example, during our practical training programme we impart the technology to prepare Gulab Jamun Mixes, Dosa Mix, Idle Mix etc, techniques for preservation etc These technologies are sold by DFRL & CFTRI at about Rs 20000/- or more under technology transfer terms. It is similar for the other sectors of Consumer Chemicals and Readymade garments.

It would be fair to state that these sections of women entrepreneurs have never before received such knowledge based training in any vocation. There is no other central or state government institution offering such practical knowledge based training programmes in the rural areas. What are the problems?

Getting finance to individuals or groups. The SHG’s are invariably dependent on the NGO's to guide them. There is no one to provide them with sustaining hand holding support to establish and at least help them for two or three cycles of operation after completion of training.

The TREAD scheme of DCSSI is applicable only to NGO’s. Most NGO’s do not show the enthusasium for providing hand holding support for a period of time required for the entrepreneurs / groups to establish themselves. Some answers to the problems Train at least two persons from each SHG on all aspects of entrepreneurship i.e.

how to go about conducting programmes, getting benefit from government schemes, maintaining direct contact with officials and departments, adopting simple book keeping, knowledge on market forces etc.

This will help in reducing their dependence on the NGO's for advice, physical support, and obtaining financial help from institutions.

Encouraging better Coordination between SHGs will help marketing of goods between themselves and through collective marketing. Such a step will also help in enlarging the basket of products, from soap to food products.

Establish common utility centers for packaging and brand marketing and also to serve as knowledge centers for exchange of information and interaction between members and institutions / experts /etc.

It may also be worthwhile to consider if all our skill development training programmes are conducted jointly with NABARD. NABARD has officers stationed in each district and are directly in touch with recognized SHG’s. The quality of training can be monitored and NABARD can assist the entrepreneurs for financial assistance through interaction with the other financial institutions.

They could act as the coordinating agency between MSME-DI’s and the SHG’s.

What is the difference between EDP, Skill Development, Income generation, Enterprises? Entrepreneurship Development Programme:

All aspects for Encouraging promotion of enterprises / Income generating activities Market opportunities, Product Selection, Qualities, Project report, financial implications, marketing techniques. Whom to approach for what, Schemes and incentives, book keeping, Skill requirement etc Skill Development:

Providing practical training in production activities of consumer goods Providing skill up gradation training of specific skills such as machine operators

Income generation enterprises?

Income generation is a term conventionally used where the trainee spends his or her spare time to produce goods for human consumption and finds market within a reasonable distance of dwelling. Goods which can be produced without considerations of economic scale of operations and can yet generate a sustainable income i.e. with reasonable margin of profits. Should MSME-DI take up programmes such as Beautician courses, Valuation of gold, etc which do not offer opportunities in production of goods nor are industry specific service oriented business enterprises.

Most of such programmes are dependent on private institutions having infrastructure and hence the programmes are “outsourced” with very little involvement of MSME-DI in the programmes. We may not be able to exercise any control even on discipline, quality etc. It is therefore, preferable for MSME-DI’s to conduct programmes inviting resource persons and within the available infrastructure of MSME-DI / DIC / NGO’s etc. participating in rural areas.

Encouraging skill development in productive sectors will help the entrepreneur perusing his / her own enterprise with opportunities for growth, enabling them to transform from income generation to tiny industries to small industries. Producing goods / products, in any sector, for consumer usage can encourage group / cluster approach and derive cost advantages and also encourage improvement in social aspects in rural areas.

Locations of the programme organized:

In North Karnataka Region, Gulbarga, Raichur, Bidar, Koppal and some talukas of Belgaum and North Karnara Districts are considered to be the most backward places where the development of Micro and SSI enterprises is very much in slow pace. Due to little progress in Agriculture, there is wide spread of unemployment and poverty. Hence, motivating these people to take up non-farming activities is most challenging and MSMEDI, Hubli is however, taken up the task for the last four years selecting the following backward talukas for conducting Entrepreneurship cum Skill Development training and Industrial Campaigns Level of Skills Imparted: During the training programme looking into the educational background of the trainees a sample technique of manufacturing process was shown for the food and bakery products, consumer chemicals, embroidery etc. This enables them to learn easily the manufacturing process and start their own micro enterprise. Nature of Training Programme: As India is witnessing fast growth in rural markets, the demand for ready to eat food and processed food is increasing in many fold. Today the smaller towns provides a good opportunities to manufacture in suitable economic scale of operation and by competitive pricing, products can be sold aand earn reasonable income by the entrepreneurs. With this aim, MSME-DI,Hubli organized following Skill Development Training in outreach places of the following products:- 1. Food Products - Ready to eat food and processed food for domestic

consumption. 2. Bakery products:- Bread, Bun, Cake, Puff, Biscuts etc. 3. Milk and diary products , Nutrition and Preservation of vegetables/ fruits. 4. Enbroidary & Artifical Jewellary making 5. Soft toys making.. 6. Readymade Garments. 7. Ribbon & Mirror Embroidery, Making fancy bags. 8. Pot Painting 9. Consumer Chemicals – Soap, Detergent powder, phenyle, Agarabatti rolling and

cleaning powder.

10. IT based programmes such as DRP, Hardware, Web designing, Internet, Mobile repairing, Tally etc.

Follow up and Hand holding Service:

It has been decided to take up intensive follow up for the trainees who have undergone in our various type of Skill Development Programme. A suitable hand holding service will be provided for arranging finance in Government Schemes like PMRY, KVIC/REGP and other assistance for taking up collective marketing. Helping them in procurement of raw materials, motivating NGO and SHGs to take benefit of TREAD scheme etc.

NSIC CASES APPROVED DURING THE YEAR 2011-12

30 cases were received for registration and all the 30 units were inspected and report sent to NSIC, Bangalore during the year 20011-12 and an amount of Rs. 86,000/- has been collected as Revenue during the year. Bar Coding

During the year 2011-12 four cases for Bar Coding reimbursement were received towards One-time registration and annual recurring fees and the same were reimbursed for an amount of Rs. 1, 02,525/- in total CGTMSE

During the year 128 applications were received for loan under CGTMSE Scheme and all the applications were scrutinized and around 96 cases were recommended for grant of loan under CGTMSE scheme to various public sector banks and regional rural banks Capacity Assessment

During the year one case was received for capacity assessment and was inspected and report submitted, an amount of Rs. 21,500/- revenue has been received as fees. EDI Scheme First time in North Karnataka an EDI has been approved by Govt. of India under Min. of MSME thro MSME-DI, Hubli. GIEMA-ATPC & EDI is a SPV formed by M/s. Gulbarga Industrial Estate Manufacturer Association. This SPV has stated an EDI at Gulbarga during 2010-11 and successfully got the approval from the Min. of MSME with share from GoK & SPV. The total cost of the project is 130 lakhs of which MSME grant in aid is 65 lakhs. This EDI will impart training to women entrepreneurs in Garments, Fashion Designing as per NIFT syllabus & state development programmes of Min. of Labour, Min. of MSME and State Govt. programmes.
