The Asian Community Development Corporation, a community-based organization, is committed to high standards of performance and integrity in serving the Asian American community of Greater Boston with an emphasis on preserving and revitalizing Boston’s Chinatown. The Corporation develops physical community assets, including affordable housing for rental and ownership; promotes economic development; builds capacity within the community; and advocates on behalf of the community.

24 years of community developmentCommunity leaders and activists founded Asian Community Development Corporation (ACDC) in 1987 to respond to the needs of the Asian American community in Greater Boston. In 2010, our community has expanded beyond the boundaries of Boston’s Chinatown and ACDC’s programs have evolved to serve a geographically dispersed and yet socially, culturally, and often economically connected community. During the past two decades, the organization has distinguished itself by promoting a development model of mixed-use, mixed-income real estate with a high percentage of affordable housing and a comprehensive approach to community engagement. ACDC’s developments are home to over 800 adults and children, 5 leading non-profit organizations and 2 local businesses, and preserve the vitality of the surrounding neighborhoods. ACDC celebrates our supporters who have joined us to foster new leadership and give low- and moderate-income residents the tools and resources they need to stabilize their housing, which may include buying their own homes, participating in the change and growth of their neighborhoods, and contributing more fully to economic and civic life throughout the region.

Message from Board President and Executive DirectorAsian Community Development Corporation did not walk, but sprinted forward in fiscal year 2011. The ongoing economic crisis continues to impact the families and community we serve and underscores the importance of our role in helping residents stabilize their livelihoods and strengthen their neighborhoods. ACDC has had a tremendously successful year in building additional affordable homes and retooled our complementary community programs to increase our impact regionally, all while improving our financial health so we will be able to sustainably grow this important work for many years to come.

Providing stable, quality, affordable homes remain a foundation for families to build upon, a mechanism for community revitalization, and a critical component to our economy’s recovery. In FY 2011, ACDC focused on this effort and achieved the following:

6 Fort Street Apartments, our first project outside of Chinatown, broke ground and will transform a former church and commercial building •into 34 new homes for low- and moderate-income families in the City of Quincy.The large-scale, mixed-use, mixed-income Parcel 24 project successfully completed the major city permitting process and secured the •necessary City and State funding to bring 345 new homes, with 42% affordable, to construction in 2012.The Comprehensive Housing Opportunities Program (CHOP) became a certified HUD housing counseling agency after a rigorous review •process, tripled our monthly first-time homebuyer class attendance to 187 residents and helped 16 graduates purchase their first homes. We adopted a holistic healthy homes approach to our portfolio and worked with our residents and property management to implement •smoke free policies and utilize green technologies and practices, starting with our first development Oak Terrace Apartments. We completed a new Strategic Framework to guide our work for the next five years and with prudent management, completed this fiscal •year with a surplus.

Healthy Homes Initiative:Smoke-Free Housing and Asthma Prevention 無煙住房及預防哮喘病

ACDC became a key partner in regional tobacco control policy advocacy this year with its commitment to 1) add smoke-free housing lease addendums to its entire housing portfolio by Spring 2012, and 2) do outreach to the limited English proficiency Asian populations regarding resources for smoking cessation, asthma management for families, and asthma prevention. We conducted surveys and sponsored resident events to collect data on our Chinatown tenants and to explain their rights as tenants regarding tobacco policies. In our efforts to make sure our housing developments are healthy and just in every way, we educate residents on the ways which second-hand smoking affects affordable housing communities and, in turn, have our residents be agents of change for their own healthy community.

Community Organizing & Planning 社區組織和規劃

2010 Chinatown Master PlanThe 2010 Chinatown Master Plan referenced results from Participatory Chinatown, a 3-D interactive computer game developed with A-VOYCE youth and designed to enhance the community engagement process. ACDC was a key partner in the creation of the plan, and A-VOYCE youth played a vital role in the design and development process of Participatory Chinatown. The Chinatown Master Plan aims to guide development in Chinatown for the next decade.

Sustainable CommunitiesACDC was one of six illustrative projects selected in a succesful bid for a HUD Sustainable Communities grant. ACDC began work at the end of FY 2011 to engage the Quincy community, particularly the linguistically isolated Asian immigrant population, and the City of Quincy in civic engagement and planning efforts.

The Comprehensive Housing Opportunities Program (CHOP) provides multilingual first-time homebuyer courses, financial education, and one-on-one counseling to families for their housing needs. Low-income families, immigrants, and non-English speakers face particular obstacles to quality affordable housing, whether applying to affordable rental units or buying a home. CHOP housing specialists work closely with clients to overcome these obstacles, to secure stable housing, and to grow their household assets. CHOP is certified through the federal Department of Housing and Urban Development (HUD), and the Seal of Approval Program sponsored by the Citizens’ Housing and Planning Association (CHAPA). Graduates from our 9-hour homebuyer class receive a BostonHOME certificate that qualifies them for Cash-to-Close and other financial assistance programs. In addition, the program educates clients about the importance of affordable housing so they can serve as advocates for the community.

19 First-time homebuyer (“HB101”) classes •in English and Chinese delivered, with each class featuring 6 seminars discussing individual aspects of homebuying process

187 families and individuals graduated from •our HB101 curriculum, an increase of over 300% compared to last year

26 households became mortgage-ready as a •result of one-on-one housing counseling

16 HB101 graduates purchased their first •home last year

Over 2,500 pieces of bilingual mailings •reached households with information on new affordable housing and/or first-time homebuyers’ ownership opportunities

CHOP ONGOING EFFORTS 綜合屋主計劃現時進行服務Our Growing Asian American CommunityThe 2010 census indicates that Asian Americans are the fastest growing populuation in Massachusetts, with a 47% state-wide growth rate since 2000. In the City of Quincy, the Asian American community grew by 164%, positioning the city to have the highest per-capita ratio of Asian Americans in any town in Massachusetts. In response, ACDC began offering the first-time homebuyer program in Quincy and launched its first “mobile classroom” in 2011. ACDC is committed to making our services accessible, bringing them to our members when possible.

Asian Voices of Organized Youth for Community Empowerment (A-VOYCE) is a youth leadership development program for high school students in the Greater Boston area. The year-long program begins with a comprehensive ten-session curriculum that includes modules on community development, cultural identity politics, urban planning, civic engagement, public speaking, and other topics and tools to empower our youth to use their voices and stories to affect positive change in our community. Youth learn through guest speakers from the Chinatown community, facilitated workshops, and peer trainings with youth from other community organizations to expand their network of youth leaders.

亞裔青少年社區進步之聲是亞美協會為大 波士頓地區亞裔高中學生開辦培養青少年 領導才能的專門計劃。該計劃的活動剛要包括內容涉及社區建設﹐ 文化根源﹐和自我推銷才能等10個部份﹐長達一年。活動內容包括邀請中國城社區的客座﹐富於創意的講座﹐以及與來自其他社區和非營利組織青少年朋友一起的共同培訓。

“ Before joining A-VOYCE, I thought I could only translate for my parents and did not think of using this skill to help others. A-VOYCE made me realize I could be a translator for the

community too! I was glad to be able to help my community by using the multi-lingual skills I had in English, Cantonese, Toisanese, and Mandarin. For example, I translated flyers for an Energy

Efficient Light Bulb campaign and…I interviewed a woman who mentioned she wanted more playgrounds for children in Chinatown, and more benches for elders. [Recording] suggestions like

A-VOYCE

In 2011, A-VOYCE youth moved from theory to action as guides of walking tours of Chinatown and producers of public art for Hostelling International’s new Boston hostel. In the past, youth produced original radio pieces exploring issues they’ve identified as current issues relevant to the community. The curriculum and projects provide youth with both the tools and leadership experienec to be leaders of today, not just tomorrow.

Real Estate Portfolio

Oak Terrace was completed in 1995, is home to over 300 residents, and provides community space and ground-floor retail space along Washington Street. ACDC has maintained 88 units of quality housing, with 60 units affordable to low- and moderate-income households.

The Metropolitan is a mixed-use 23 story high-rise containing 251 rental and homeownership units, 115 (46%) of which are affordable to low and moderate income families. It also includes community space for community-based social service groups; street-level retail and commercial space; and two-levels of underground parking with 283 spaces. ACDC successfully

incorporated an extraordinary number of affordable units by capturing and capitalizing on the intrinsic value of the site’s desirable location in downtown Boston, access to a number of public transportation options, and existing diversity and density that allowed the market-rate condominiums to subsidize the affordable housing component.

Fort Street Apartments 福特街出租房屋

ACDC is pleased to report that its renovation of the formerly vacant 6 Fort Street Building in Quincy, MA is nearly complete. Homes in the new “Fort Street Apartments” development will be ready for occupancy in December 2011.

The Fort Street Apartments development provides thirty-four (34) units of affordable rental housing. Twenty-six (26) of the thirty-four (34) units are considered “moderate-income” and are leased at discounted rents to households with incomes at or below 60% of the Greater Boston Area Median Income (AMI). Initial residents for the moderate income units have been selected through a lottery process. Remarkably the open enrollment period for the lottery, which lasted only ten days in June 2011, attracted 396 applicants – more than 15 applicants for each of the 26 units. Monthly rents for these units start at $835 for a one-bedroom, $1,000 for a two-bedroom, and $1,160 for a three-bedroom and include all utility costs with the exception of electricity and cooling. The remaining eight (8) units are supported by a “Section 8 Project-Based Rent Subsidy” and leased to households with incomes at or below 30% of AMI. Rents for the Section 8 units vary and are determined based on each tenant’s income.

The Fort Street Apartments project is the adaptive reuse of an existing vacant building in Quincy Center. The four-story structure on the site consists of two buildings – one a historic church and the other an office building that was added on when the church was converted to office space in 1985. The new project joins the buildings with an enclosed bridge structure. In addition to thirty-four (34) affordable housing units, the Fort Street development provides multiple benefits for the City of Quincy. It will transform a badly neglected building into a vibrant housing community, help revitalize the neighborhood generally, enhance the pedestrian environment along Fort Street through improved design, and provide a consistent source of property tax revenue to the City of Quincy. ACDC’s long-term investment in the local community is assured by the organization’s continued ownership and community focused management of the property.

2011 Milestones

Funding and financing for the Fort Street redevelopment was provided by the City of Quincy, the Commonwealth of Massachusetts Department of Housing and Community Development (DHCD), Metropolitan Boston Housing Partnership (MBHP), MHIC, Eastern Bank, MHP, The Life Initiative (TLI), State Street Bank & Trust Company, and the Community Economic Development Assistance Corporation (CEDAC). Fort Street’s architect is Davis Square Architects (DSA) of Somerville and its general contractor is Northeast Interiors, Inc. of Braintree.

Fall 2010- Northeast Interiors, Inc. receives building permit to begin construction at Fort Street

- Asian CDC hosts a “Wall-Breaking” ceremony and is joined by Mayor Koch and Tina Brooks (Undersecretary, Department of Housing and Community Development for the Commonwealth). The Mayor and the Undersecretary team up to “swing the first hammers” at Fort Street, officially marking the commencement of the renovation.

Parcel 24 will reknit the urban fabric of a neighborhood that was disrupted by highway expansion more than 40 years ago. As a joint venture with our for-profit partners New Boston Fund, Parcel 24 will provide 345 new homes in Chinatown, with 95 rental and 50 homeownership units affordable to low- and moderate-income households, and creating approximately 700 construction period jobs and approximately 27 permanent jobs that will bolster regional economic development. In FY 2011, the extraordinary level of local support for the project and the high amount of community benefits helped move the project successfully through the major City permitting process and secure the necessary City and State funding during a highly competitive funding round. The development is positioned to move forward towards a 2012 groundbreaking.

In addition to providing affordable homes at a highly desirable downtown Boston location at the end of the Rose Kennedy Greenway, Parcel 24 will provide lushly planted green space, ground-floor commercial and community space that will activate the adjacent streets and be an asset to surrounding residents and community members, and underground parking incorporated into a neighborhood-sensitive, sustainable design. Parcel 24 is a significant part of the master plan effort to build a vibrant, healthy, and diverse Chinatown and its comprehensive, inclusive community process is a model for future developments.

July 25-26, 2010: ACDC Community Cup Golf Tournament

August 26-29, 2010: Films at the Gate

Over 100 golfers showed their support for ACDC’s work to build affordable homes by playing in this year’s Community Cup, a two-day tournament hosted and sponsored by the exclusive Lake Winnipesaukee Golf Club. Started as a family golf tournament by Michael Tow and Douglas Ling nearly a decade ago, the Community Cup now attracts golfers and their guests who are leaders in real estate and business with ties to ACDC’s work to build healthy neighborhoods.

Every summer, we transform a vacant lot near Boston’s Chinatown Gate into a free, outdoor theater, showing Kung-Fu and classic Chinese-language films under the stars. Films at the Gate is a collaborative project of Chinatown residents, Boston Street Lab, film curator Jean Lukitsh, and ACDC. The event has been an annual neighborhood tradition since 2006, drawing over 800 movie-goers.

March 26, 2011: Asian Comedy Night

The Asian Comedy Night has been hosted annually by the Comedy Studio at the Hong Kong Restaurant and is the largest event of its kind in New England. The Boston Globe put it best, “The evening offered a reminder that laughter not only breaks down barriers, but also builds connections.” In 2011, audience members shared in laughter to support the Comprehensive Housing Opportunities Program (CHOP).

An annual highlight among ACDC special events, the Inspiration Gala draws distinguished community and business leaders, as well as long-time ACDC friends and supporters. The night is dedicated to honoring those who inspire hope, leadership, courage, and vision to build a better neighborhood, community, and shared future. This year’s Inspiration Award was given to State Representative Tackey Chan and Caroline Chang was on hand to give Paul W. Lee the Leadership Award that is named in her honor. Secretary Greg Bialecki underscored the importance of our affordable housing development work and, in particular, his excitement with the development of Parcel 24 during his opening remarks.
