Foreword

It is indeed pleasure to present Annual Report of MSME-Development Institute, Mumbai for the

year 2013-14. My colleagues have toiled to accomplish cent per cent achievement wherever

quantitive measures are set for targets and achievements. It was much interesting to note the

determination of able colleagues to add quantative assignments with qualitative improvement.

The glaring example of such developments are the innovative approach shown by them in

preparing State Profile of Maharashtra, planning and execution of National Vendor Development

Programmes, bringing out Souvenirs/Technical Reports, organizing Skill Development Trainings

and introducing transparency in all activities. The Officers of this Institute have actively

participated and supported the programmes and events of some other Institutions and

Organizations which have served the interest of larger section of MSMEs.

With expressing sincere thanks and gratitude to O/o Development Commissioner (MSME)

New Delhi, State Directorate of Industries, Industry Associations, prominent institutions and

MSMEs, I foresee illustrious path for achievements in coming years.

Hoping to receive valuable suggestions and opportunities from all stake holders to do effective

work for MSMEs in the state.

ABOUT MSME DEVELOPMENT INSTITUTE, MUMBAI

MSME-DI, Mumbai has been set up at Mumbai in Maharashtra in 1954.At present, it caters the

promotional and developmental needs of MSME Sector of 23 districts of Maharashtra. Rest of the districts

fall under the jurisdiction of MSME-DIs at Nagpur.

MSME-DI, Mumbai is known as the nodal institute for the state of Maharashtra. The institute maintains a

close liaison with the State Industries Department, Financial Institutions/Banks, State Promotional

Agencies, Technical Departments, Universities and academic institutions, engineering colleges and

Industry Associations.

The support of the institute is basically in terms of – 1. Policy promotions measures for MSME Sector.

2. Providing Technical Consultancy to Existing and Prospective Entrepreneurs

3. Publicizing the Public Procurement Policy and facilitating due share of MSE Sector in procurements

by Government Departments and Public Sector Enterprises.

4. Liasioning with R.B.I. for Monitoring Credit Flow to MSE Sector.

5. Disseminating Economic and Statistical Information.

6. Implementation of National Manufacturing Competitiveness Programme (NMCP)

7. Promotion of MSE-Cluster Development Programme

8. Popularize the schemes like Credit Link Capital Subsidy Scheme and CGTMSE

9. Organise suitable skill development training programmes and events for prospective and exiting

entrepreneurs

10. Services of Common Facility Workshops to Entrepreneurs (Job work as well as specialized training)

MSME-DI, Mumbai – Organizational Structure and Services The Institute is headed by the Director and supported by Deputy Directors, Assistant Directors,

Investigators and other Staff members. It is the only Institute in the country having the post of an

Industrial Designer. The officers are the experts recruited through Union Public Service Commission. They

have all India transfer liability. The technical officers having expertise in the disciplines like Mechanical

Engineering, Electrical Engineering, Electronics, Chemical, Leather and Footwear, Glass and Ceramics are

available in the institute. There are officers from Economic & Statistical Services and Management and

Training disciplines.

The institute is having potential of giving Techno-economic and Managerial Consultancy Services to MSME

Sector.

1.2 The Institute was given target to update Industrial State Profile of Maharashtra. The

profile was updated taking into consideration latest available information.

1.3. District Industrial Profile - Target of updating 05 profiles was set which was

completed on time. The districts like Thane, Pune, Raigad, Kolhapur and Nasik were

selected for updating their profiles.

2.0 PUBLIC PROCUREMENT POLICY AND VENDOR DEVELOPMENT

PROGRAMMES

2.1 STATE & NATIONAL LEVEL VENDOR DEVELOPMENT PROGRAMMES

Government of India, Ministry of MSME has announced public procurement policy in April 2012. To

popularize the policy and to provide common platform for buyers and sellers for interaction and

identifying potential buyers and suppliers, this institute had organized 3 National and 12 State Vendor

Development Programmes. The Indian Railways represented by Western Railway and Diesel Locomotive

Works (DLW-Varanasi), Hindustan Petroleum Corporation (HPCL), Bharat Petroleum Corporation Ltd

(BPCL), Mazgon Docks, Bombay Port Trust and many PSUs made their presence as buyers in the vendor

Development Activities. All NVDPs were associated with the feature of expected business exchange

assessment through feedback by both buyers and sellers.

2.4 Report of National Vendor Development Programmes (NVDPs)

NVDP at Aurangabad (02nd Jan., to 05th Jan., 2014)

Respected Shri K.H.Muniayappa, Hon’ble Minister for MSME inaugurating the exhibition.

The NVDP at Aurangabad was organised from 02nd January 2014 to 05th January, 2014 in association with

Marathwada Association Small Scale Industries. In all 98 MSME Units participated in the event and an

expected Business exchange of Rs.102 Crores was reported. Hon’ble Minister for MSME

The NVDP at Mumbai was organised from 17th to 19th January, 2014, the programme was inaugurated on

17th January, 2014 by Shri Ramesh Kumar Pandey, Joint Development Commissioner (MSME), New Delhi.

The programme was organised in association with prominent Industries Association such as Chamber of

Small Industry Associations, SME Chamber of India and Bombay Small Scale Industries Association.

In the three days event, Indian Railways were represented by Western Railway, Mumbai and Diesel

Locomotive Works (DLW), Varanasi, Presentations on Procurement Policy were given by Senior Officials

of Indian Railways. The Oil Companies like Hindustan Petroleum Corporation and Bharat Petroleum

Corporation participated in the programme and explained the procedure of Vendor Registration of MSEs

with them. The business delegations from Mazgon Dock, Bombay Port Trust, other Public Sector

Enterprises and large scale units visited the stalls and noted the business potential with them for MSMEs.

As per the feedback given by the Exhibitors, expected business is around 76 crores. About 8000 visitors

made their presence in the exhibition.

NVDP at Pune (29th Feb., to 02nd March 2014)

The NVDP at Pune was organised from 28th Feb., 2014 to 02nd March, 2014. The event was organised in

association with Mahratta Chamber of Commerce, Industries & Agriculture, Pune. Around 75 Units from

MSME Sector actively participated in the three day event. Presentations on Outsourcing from Diesel

Locomotive Workshop, Varanasi, BPCL & Other PSUs were made during the concurrent Technical

Sessions. As reported by the participating MSMEs the event witnessed expected Business Turnover of

over Rs. 110 Crores.

O/o. Development Commissioner(MSME), New Delhi & GIZ, New Delhi with the local support of MSME-DI,

Mumbai had organised a Consultative Workshop on Public Procurement Policy, its implementation and

field level requirements of change in policy. The workshop was held on 03rd December, 2014 at Hotel Lalit,

Mumbai. The participants were representatives of PSUs in the State, prominent Industry Associations and

Offices reporting to the O/o.DC(MSME). Shri U.C.Shukla, Director, Headquarters represented

O/o.DC(MSME) and noted the suggestions given for policy amendments.

3.2 INTER DESIGN 2014

A 15 days’ Workshop of Inter Design 2014 was held by The International Council of Society of

Industrial Design (ICS&D) & Wellingkar Institute of Management, Department of Research

(WESchool).The key theme of Exhibition was visualizing Matunga as a University Township which

displayed the prototype that would be like a classroom out of education township with Wi-Fi

enabled interactive learning Kiosk, mobile teaching buses and an open learning ampi theatre etc.

The idea was to relocate the space usage and develop community space. Shri Satish Raut,

Industrial Designer was one of the Experts/Advisor for planning and execution of the above

Workshop. Many of his design modules were carried forward for implementation including the

Interactive Learning Kiosk in the Workshop.

3.1 Intellectual Property Facilitation Centre (IPFACE)

IPFACE located at National Chemical Laboratory (NCL), Pune, aims to promote awareness and

adoption of Intellectual Property Rights amongst Entrepreneurs & MSMEs while also making

accessible high quality IP services & resources. MSME-DI, Mumbai has been representing in

Quarterly Steering Committee meetings held in order to review the progress.

4.0 Lean Manufacturing Competitiveness Programme

Implementation of Lean Manufacturing Competitiveness Programme in Clusters.

During the Financial Year 2013-14, assistance was given to the National Productivity Council for

identification of clusters where Lean Manufacturing concepts could be introduced. The assistance

was also extended to carry out fifth Audit in respect of all the Lean Manufacturing Clusters in the

State of Maharashtra. Recently in the month of March 2014, new guidelines on Lean Manufacturing

Clusters under NMCP (Upscaled 2013) have been received and 03 Clusters have been identified in

the Nashik Region wherein, the process of forming a Special Purpose Vehicle (SPV) is undertaken

which is likely to be completed by mid of May 2014.

5.0 MSE Cluster Development Programme (MSE-CDP)

5.1 Under MSE-CDP, 06 Clusters have been identified by the O/o.DC(Inds.), Govt. of Maharashtra, for

which recommendation from Director, MSME-DI, Mumbai has been given for soft interventions as

well as hard interventions. The following MSE-CDP Common Facility Centers (CFCs) have received

administrative approval (Grant in Aid from Govt. of India) from O/o.DC(MSME), New Delhi.

a) Readymade Garment Cluster, Ichalkaranji*

b) General Engineering & Allied Cluster, Pune*

c) Auto & Engineering Cluster, Ahmednagar* &

d) Mango Processing Cluster, Ratnagiri*

(*Hard Interventions, administrative approval received for Grant in Aid from Govt. of India)

In Principle approval for setting up of Common Facility Centers have been received for following

clusters in the state of Maharashtra, identified under MSE-CDP by O/o.DC(Inds) GoM and

recommended by MSME-DI, Mumbai.

b) Terry Towel Cluster, Solapur

c) Textile Cluster, Navapur, Nandurbar

d) Cotton Fabric Cluster, Hatkanangale, Kolhapur

Soft Interventions have been approved in following Clusters in the year 2013-14, on the

recommendations of MSME-DI, Mumbai and O/o. DC(Inds.), Govt. of Maharashtra.

c) Kokum Processing Cluster, Kudal,

d) Tiny Engineering and Allied Cluster, Aurangabad.

5.2 Director has attended MSE-CDP Steering Committee Meetings held at New Delhi under the

chairmanship of Hon’ble Secretary (MSME) on 15.1.2014 and 23.2.2014 and presented 09 cases of

MSME-CDP identified Clusters in the State of Maharashtra.

5.3 Director and A.D.(Mech)/CDE attended the State Cluster Coordination Committee Meetings in

which the cluster requirements were identified by state DI and cases were screened before

recommendations to the O/o.DC(MSME), Govt. of India. The meetings were held on 19.08.2013 and

20.3.2014 and chaired by Secretary (MSE) and Principal Secretary (Industries) Government of

Maharashtra.

5.4 Director and A.D.(Mech) visited the site of Ex-Servicemen Cluster (Infrastructure Development –

under MSE-CDP Scheme) at Pune on 3rd February 2014.The report has been sent to headquarters.

21.0 SPECIAL WORKS

21.1 Demolition Drive of Unauthorized Slums from the Campus of MSME-DI, Mumbai.

The institute’s open land at city survey no 673 was occupied by slums. There was repeated

encroachment by unscrupulous elements. With the help of Municipal Corporation of Greater,

Mumbai and Sakinaka Police the encroachment was removed and fencing wall has been

constructed at the open end from where trespassing/encroachment was taking place. About 21/2

acres of land has been reclaimed. The efforts of Director, MSME-DI, Mumbai, Officers & Staff were

appreciated by Respected Additional Secretary and Development Commissioner (MSME),

New Delhi vide his D.O. Letter dated 18th December 2013.

21.2 Display of Status of Reimbursement Schemes on Website.

In a bid to encourage transparency, for the first time, this Office has started from September 2013

displaying the current status of applications received under various Reimbursement Schemes like

ISO Reimbursement Scheme, Bar Code Reimbursement Scheme, Product Certification Scheme

etc. All the Notices, Circulars & Status of Units applying under various schemes are displayed on

website. The status is updated fortnightly. The efforts have been appreciated by all stakeholders.

Dear Sir At the onset let me thank you for giving me an opportunity to attend the "Interactive workshop on IPR". Although I had no doubt about the significance of the topic and workshop I was a bit hesitant in applying for the same as it was meant for MSM Entrepreneurs. I, being an academician, thought several times before applying. Now I can say that it

was worth applying and attending the course because of several features; A. workshop was interactive in true sense. B. faculties were excellent and we prepared. C. Well-coordinated, well organized and well participated. D. hospitality was also very good. E. Last but not the least all the support staff were very cooperative (please convey my sincere thanks to them).

The only thing which I felt like requesting to you and the authorities was duration of the course - it would have been really great if the workshop was for longer duration. This can be taken care of by organizing monthly theme based-workshop. For example in the first month we can have 2-days interactive workshop on patents, in the next month

copyright and so on. Please do think over and let us know.

We don’t mind spending one weekend every month for this wonderful topic. Please do let me know about other

workshops/seminars and other programs. If you need any help for something related to Biotechnology or Biological

Science please do let me know.
