1. INTRODUCTION
1.1 National Council for Hotel Management and Catering Technology (Society) wasset up in the year 1982 by Govt. of India as an autonomous body for coordinatedgrowth and development of hospitality management education in the country.Initially, the Council was set up in the name of National Board of Studies in FoodManagement, Catering & Nutrition under the administrative control of Ministry ofAgriculture (Deptt. Of Food) and subsequently it was transferred to Ministry ofTourism, Govt. of India in the year 1984 with renaming as National Council forHotel Management & Catering Technology. The office of the Council is situatedat A-34, Sector-62, Noida (U.P.) in its own building whereas registered office is atPusa, New Delhi. The Council regulates academics in the field of HospitalityEducation & training that is imparted at the 21 (twenty one) Central Govt.sponsored Institutes of Hotel Management, 19 (nineteen) State Govt. sponsoredIHMs offering Degree level program; 3 (three) State Govt. sponsored IHMsoffering Diploma/Craft Certificate level programs, 1 (one) PSU owned Institute, 13(thirteen) private Institutes and 9 (nine) Food Craft Institutes that function indifferent parts of the country. Through the Council, these institutes offer 11(eleven) different professional programs leading to award of Certificate, Diploma,Post Graduate Diploma, Bachelor and Master Degree. (The last two programsare in collaboration with Indira Gandhi National Open University).
2. AIMS & OBJECTIVES AND ROLE OF THE NATIONAL COUNCIL:
2.1 Aims and objectives of National Council for Hotel Management & CateringTechnology and its role as the apex formation in the country to ensure co-ordinated growth and development of hospitality education through its affiliatedinstitutes are elaborated in its Memorandum of Association which among otherthings, mandates the Council to effectively discharge functions such as:
a. Formulate, guide and coordinate various types of studies, knowledge andresearch inclusive of Graduate and Post Graduate studies in the field of FoodManagement, Hotel Management, Catering Technology and Applied Nutritionand allied skills and crafts;

b. Affiliate Institutions concerned with the subject and prescribe course of studyand instructions leading to examinations conducted by it;
c. Prescribe standards for buildings and equipment for affiliated institutes;
d. Prescribe educational qualifications and other standards for faculty andmembers of staff of affiliated institutes and, where necessary depute them forfurther training, both within and outside the country.
e. Prescribe educational and other qualifications for admission of students tovarious courses and prescribe manner of admission of students of differentcourses at the affiliated institutes;
f. Admit candidates to examinations conducted by it;
g. Conduct annual examinations for promotion from lower to higher classes andterminal examinations for award of Certificates, Diplomas and Degrees asprescribed for different courses;
h. Publish results of examinations conducted by it;
i. Grant Certificates, Diplomas and Degrees to students who have completedand passed the prescribed course of study and examination conducted by it;
j. Co-operate with other authorities and bodies in such manner and for suchpurposes as may be necessary for giving effect to the objects of the Society;
k. Promote general advancement of hospitality education, technical orotherwise, amongst members of and those connected with educational andprofessional interests of the hotel and catering industry;
l. Form Rules and Bye-laws to devise and impose means for testingqualifications of persons already working in the industry with a view to grantrecognition to their professional attainments and deal with all mattersincidental thereto;
m. Advise the Government on coordinated development of Hotel Managementand Catering Technology education and training and on such other mattersas the Govt. may require;
n. Do all other such lawful acts and things as may be necessary or incidental orconducive to the attainment of all or any of the objects of the Society;

o. Acquire, hold and dispose of property in any manner whatsoever, subject toprior approval of the Central Government being obtained in the case ofacquisition or disposal of immovable property;
p. Deal with any property belonging to or vested in the Society in such manneras the Society may deem fit for advancing its functions;
q. Borrow and raise money with or without security or the security of anymortgage, hypothecation or pledge of the overall or any part of the immovableproperties belonging to the Society or in any other manner whatsoever;
r. Print, publish and exhibit magazines, periodicals, newspapers, books,pamphlets or posters that may be considered desirable for the promotion ofthe objects of the Society;
s. Receive grants-in-aid, donations, etc. from the Govt. and, if considerednecessary, from other persons and utilise the grants etc. so received solelyfor furtherance of the objects of the Society and in accordance with anyconditions therefore imposed by the Government;
t. Create and maintain a fund to which shall be credited;i) All moneys provided to the Society by Government of India and other
Governments/Institutions;ii) All fees and other charges received by the Society;iii) All moneys received by the Society by way of grants, gifts, donations
bequests or transfers, andiv) All moneys received by the Society in any other manner or from any other
source.v) Deposit all moneys into the fund created and maintain them in
banks or invest them in such manner as the Society may decide;
u. Draw, make, accept endorse and discount cheques, notes or othernegotiable instruments , and for these purposes sign execute and deliversuch assurances/deeds as may be necessary;
v. Pay out of the funds belonging to the Society or out of any particular part ofsuch funds the expenses incurred by the Society from time to time includingall expenses incidental to the formation of the Society and management andadministration of any of the foregoing objects including all rents, taxes,outgoings of salaries of the employees;
w. Carry out such other duties as may be imposed upon it by the CentralGovernment from time to time.

3. MANAGEMENT

During the year 2015-16, two meetings of the Board of Governors of NationalCouncil for Hotel Management & Catering Technology were held i.e. 42nd

5.2 ADMISSIONS TO B.Sc. PROGRAMME IN HOSPITALITY AND HOTELADMINISTRATION FOR ACADEMIC SESSION 2015-16:
.National Council conducted Joint Entrance Examination (JEE) on all India basison 25th April 2015 at 49 examination centers spread across 33 cities of thecountry for admission to First Year of 3-year B.Sc. Hospitality and HotelAdministration for 2015-16 academic session. Total 22994 applications werereceived by NCHMCT through on-line and off-line as on close of last date ofreceipt of application i.e. 6th April 2015. On-line as well as on-campus counsellingwas held from 26th May to 18th July 2015 with the help of NIC to fill 7667 seats at54 affiliated Institutes, which includes reservation of 27% for OBC (at CentralGovt. IHMs only); 15% for SC; 7½% for ST and 3% for PH Categories. On-linecounselling was held at 14 IHMs viz., Pusa (New Delhi); Delhi (Lajpat Nagar);Mumbai; Chandigarh; Chennai; Kolkata; Hyderabad, Jaipur, Bhopal; Guwahati;Gwalior; Hajipur, Dehradun and Lucknow. Earlier to that, NIC also providedfacility of ‘Mock Counseling’ to familiarize the candidates about real timecounseling. After third round of the on-line counselling, 6538 candidates wereadmitted. The session commenced on 20th July 2015. Data of three consecutiveyears relating to Joint Entrance Examination and Admissions for the 3-Year B.Sc.HHA Program is as under:

5.3 INTRODUCTION OF WRITTEN TEST (JEE) FOR ADMISSION TO M.Sc.HOSPITALITY ADMINISTRATION PROGRAM (2015-17 BATCH)
National Council for Hotel Management introduced written test (M.Sc. JEE) forthe first time for admission to 2-Year M.Sc. Hospitality Administration Program.The test was held on 19th July 2015 at five centers viz., Bengaluru; Chennai;

Delhi; Kolkata and Mumbai. Total 145 candidates applied for the test out of which133 candidates appeared in the written test. Allotment of IHM to the candidateswas based on the merit in the written test and choice of Institute opted by them.After completion of second round of allotment, admission position at each IHM isas under:

5.4 ADMISSION TO OTHER COURSES:
Admission to other courses i.e. P.G. Diploma in Accommodation Operation; PGDiploma in Dietetics and Hospital Food Service; Diploma in Food Production;Diploma in Food & Beverage Service; Diploma in House Keeping Operation;Diploma in Front Office Operation; Diploma in Bakery & Confectionery;Craftsmanship Course in Food Production; Craftsmanship Course in Food &Beverage Service, is directly carried out by respective Institutes as per eligibilitycriteria prescribed by the National Council for each of the Course.
6. COMMENCEMNT OF M.Sc. HA PROGRAM FROM NCHM-IH, NOIDACAMPUS.
With the approval of the Board of Governors of NCHMCT, from academic session2015-16, NCHMCT commenced offering of 2-Year M.Sc. HospitalityAdministration Program from its campus in Noida with an approved intake of 24students. For this, NCHMCT has created a division with the approval of Board ofGovernors under the name of NCHM-IH for running the course. Requiredinfrastructure has been created in the Council and also faculties were engaged oncontract basis for running the course. With the financial grant from Ministry ofTourism, new academic block is nearing completion in which M.Sc. Program willbe run.

8. PROVISIONAL AFFILIATION OF PRIVATE IHMs:
8.1 EXTENSION OF PROVISIONAL AFFILIATION TO PRIVATE INSTITUTESDURING 2015-16 ACADEMIC SESSION.
During 2015-16, National Council has granted extension in provisional affiliationfor academic session 2015-16 to twelve private Institutes of Hotel Managementlocated in different parts of the country with the intake capacity already approvedby the Council. For this, the National Council has carried out inspections of all

the private institutes by constituting different expert teams to verify the availabilityof all required infrastructure as per prescribed norms and standards of NCHMCT.Based on the reports of inspection teams, extension of provisional affiliation foryear 2015-16 was considered by the Council to following twelve Institutes. TheseInstitutes, under affiliation to the Council, offer 3-Year B.Sc. HHA Program andother Diploma/Craft courses for academic session 2015-16:

8.2 WITHHOLDING OF PROVISIONAL AFFILIATION OF PRIVATE INSTITUTEFOR ACADEMIC SESSION 2015-16.
During year 2015-16, provisional affiliation for academic session 2015-16 in caseof Guru Nanak Institute of Hotel Management, Kolkata was withhold by theCouncil due to non-fulfillment of prescribed affiliation norms of the Council.During inspection, it was observed by the experts team that the Institute is utilizingthe NCHM’s affiliated labs for conducting practical classes of other Universitycourses. Based on the inspection report, since the Institute has violated theaffiliation norms of the Council, the decision of withholding affiliation for one yeari.e. 2015-16 academic session was taken by the Council and no student wasallotted to the 3-Year B.Sc. Degree Program during that academic session.
8.3 FRESH AFFILIATION GRANTED TO A NEW PRIVATE INSTITUTE:
During the year 2015-16, National Council for Hotel Management granted freshprovisional affiliation to The Lalit Suri Hospitality School, Faridabad for running the3-Year B.Sc. Hospitality and Hotel Administration Program from 2015-16

academic session. Intake for the Degree Program sanctioned was 40 students.The Institute was fulfilling all the affiliation norms and standards prescribed by theCouncil for running the program with 40 students. This affiliation is provisional forone academic session and extendable on year to year basis depending onfulfillment of affiliation norms.
9. REPORT ON EXAMINATIONS HELD DURING 2015-16 AND RESULTS OFM.Sc. HA , B.Sc. HHA AND OTHER COURSES:
9.1 Annual Examinations 2015-2016 (ODD SEMESTER TEE) were conducted bythe National Council for Hotel Management for the 3-year Degree Course; PostGraduate Diploma Courses; Craftsmanship Certificate Courses and DiplomaCourses at all its affiliated Institutes of Hotel management and Food CraftInstitutes. In all 21,344 candidates took the examination held inNovember/December 2015 for courses indicated hereunder:

10. CENTRALIZED EVALUATION.
During the year, NCHMCT conducted centralized evaluation of answer bookspertaining to all Semesters of 3-year B.Sc. in H&HA at its headquarter, NOIDA,involving more than 280 faculty members from various IHMs. Boarding &Lodging arrangements were made by NCHMCT in its guest house as well asneighbouring government guesthouses. On an experimental basis, NCHMCT,for the first time, introduced centralized evaluation of short courses at NCHMCTHeadquarters, Noida involving more than 30 evaluators in a similar way as hasbeen done for the evaluation of Degree course answer books.

.11. IMPLEMENTATION OF VOCATIONAL COURSES AT +2 LEVEL OF CBSE.
NCHMCT conducted various workshops in collaboration with CBSE andfinalized text books for Class IX and Class X in the subject of Food Productionand Front Office for implementation in various CBSE schools from 2015-16academic session.
12. RENEWAL OF MOU WITH IGNOU
National Council for Hotel Management is offering the 2-Year M.Sc. HospitalityAdministration Program in collaboration with Indira Gandhi National OpenUniversity (IGNOU). For this purpose, NCHMCT and IGNOU have signed aMemorandum of Understanding (MoU). Upon expiry of the existing MoU inSeptember 2015, both the organizations have mutually agreed to renew thesame by signing a fresh MoU. Accordingly, on 10th November 2015 the MoUwas signed by IGNOU and NCHMCT in the presence of Secretary (Tourism),Govt. of India and Vice Chancellor, IGNOU.
13. COLLABORATION WITH LAUSANNE HOSPITALITY CONSULTING,SWITZERLAND FOR REVIEW OF CURRICULUM AND FACULTYDEVELOPMENT.
In 2009, UNWTO mapped the curriculum of National Council of HotelManagement and Catering Technology (NCHMCT) and felt the need ofimprovements to international level. After obtaining approval from Board ofGovernors of NCHMCT and Government of India, the council entered into aconsulting agreement with Lausanne Hospitality Consulting, (a division of EcoleHoteliere de Lausanne). The main objectives of the agreement were:-
a) Review the existing curriculum and make recommendations for its up-gradation to contemporary international standards.
b) Provide faculty development program to enhance the level of delivery tomore professional level.
c) Conduct annual academic audits.
As per the agreement the following activities have been completed during theyear 2015-16:

One batch comprising of 12 faculty members underwent QLF trainingprogram of LHC, Lausanne during November 2015. (Level-1 Program inIndia and Level-2 program at LHC, Lausanne)
Another batch comprising of 12 faculty members have completed Level-1QLF Training in India during March 2016 and their Level-2 training willsubsequently be held at LHC, Lausanne in April 2016.
As per the agreement, LHC has to conduct academic audit at two CentralIHMs during the year. Accordingly, a two-member experts team of LHCconducted academic audit at IHM, Chennai and IHM, Goa during 15-18March 2016.
14. CONSULTANCY BY NCHMCT FOR CONDUCT OF WRITTEN TESTTOWARDS RECRUITMENT TO TEACHING AND NON-TEACHING POSTS ATAFFILIATED IHMs.
During the year 2015-16, some of the affiliated Central and State IHMs and FCIsrequested this Council to provide consultancy in conducting written test forrecruitment to teaching and non-teaching posts. Accordingly, National Councilextended the consultancy and conducted written test and skill test at followingInstitutes:

15. USE OF HINDI BEING OFFICIAL LANGUAGE
National Council for Hotel Management is notified by Deptt. of Tourism w.e.f.23.11.1995 under Sub Rule 4 of Rule 10 of the Official Languages Rules, 1976.Relating to the use of Hindi being official language in the official work of NCHM,the details of use of Hindi during the year 2015-16 is as under:

i) Noting, drafting and letter writings have been done more than 80% in Hindiby the staff and officers of NCHM;
ii) Office Orders have been issued bilingually. Bilingually printed letter-heads,rubber stamps and file covers are used for official work;
iii) Entries in registers and service books have been made in Hindi language;
iv) Most of the letters sent to ‘A’ and ‘B’ regions were sent in Hindi and someof the letters to ‘C’ region sent in bilingual. However, reply to the lettersreceived in Hindi language were positively given in Hindi only;
v) Annual Report of the National Council was got printed bilingually;
vi) JEE-2015 Information Brochure was printed bilingually by the Council;
vii) All advertisements published during the year under review, were publishedboth in Hindi and English newspapers;
viii) Hindi newspapers and Hindi magazines were purchased/procured by theCouncil during the year under review;
ix) Hindi Week was organized in the Council from 14.09.2015 to 18.09.2015by conducting various Hindi competitions. Total 25 participants took part inthe competitions. On 21.09.2015, participants were awarded Certificatesand cash prizes of Rs.2000/-; Rs.1500/-; Rs.1000/- and Rs.500/- for first,second, third and consolation positions respectively.
x) Three quarterly meetings of official language implementation committee ofNCHMCT were held on 23.06.2015; 11.09.2015; and 15.12.2015.
xi) Under ‘Hindi Incentive Scheme’, cash award of first, second and thirdpositions were given to 10 employees of NCHMCT on 21.09.2015, whohave done satisfactory work in Hindi language during 2014-15. Theseawards were given on the basis of report submitted by the evaluationcommittee.
xii) Written tests for filling up of posts on direct recruitment basis in IHMs wereheld by making question paper bilingual.
xiii) Question paper for JEE-2015 written test, for admission to 3-Year B.Sc.HHA Degree Program, was set in bilingual except for the component ofEnglish Language.

16. SWATCH BHARAT CAMPAIGN
NCHMCT organized Swatch Bharat Campaign in its campus and adjoining areasat Noida and Swatch Bharat Day was observed on 2nd October 2015 involving allstaff members. Under this campaign, the campus and adjoining areas weremaintained clean and green by removing all wasteful items and garbage. Ondaily basis, the office building and campus is cleaned and dust/garbage wasdisposed-off. Sufficient manpower was also engaged for the purpose. Fortnightreports on cleanliness campaign followed in the Council were also sent to Ministryof Tourism.
