2016 was a year of transition and of new openings for Pax Christi International. The year started with the announcement of Greet Vanaerschot becoming the movement’s new Secretary General. After more than 30 years working at the International Secretariat, Greet Vanaerschot will guide Pax Christi International as it becomes a truly global Catholic peace movement.

2016 also confirmed “Active Nonviolence” to be at the heart of the work of Pax Christi International. A landmark conference on nonviolence and just peace, co-sponsored by the Pontifical Council for Justice and Peace and Pax Christi International in Rome in April 2016, cemented the commitment of Pax Christi International to active nonviolence and further defined the unique role of our movement in the Catholic Church.

Following a broad consultation within and beyond Pax Christi International’s own network in 2016, we developed a comprehensive “Advocacy Strategy” to strengthen the ability of our network to promote sustainable peace and social justice, address human rights violations, express international solidarity with communities suffering from the impact of repressive violence or war, and address the root causes of violence and war.

Consultations with our partners in Latin America and Africa (the latter one a regional consultation in Johannesburg that took place in December 2016) made clear that the strengthening and decentralization of our global network will allow Pax Christi to address in a more appropriate and efficient way the seriousness and complexity of issues related to violent conflict and the need for peace, justice and reconciliation on different continents.

We also initiated a project entitled, “Young Peace Journalists”, which trains young people to become peace journalists and to use their training to help the world understand the plight of refugees.

2016 proved to be a challenging year worldwide, but for Pax Christi International it was a year during which we have consolidated our global Catholic peace movement and achieved a unique position to mobilise the Catholic community and its leadership to embrace active nonviolence to build sustainable peace.

Since 2011, Pax Christi International has been promoting active nonviolence and pro-active citizenship in response to community conflicts associated with extractive projects in Latin America and the Caribbean. After successfully empowering communities in Peru, Colombia and Guatemala as part of Phase I of the project “Strengthening Capacities on Conflict Transformation” (2013-2015), Pax Christi International organised partners and communities in Mexico, Chile and Paraguay as part of Phase II, developed in 2016 and running through 2018. Communities in these three countries were empowered through a series of trainings in nonviolent conflict transformation and legal mechanisms to respond to the impact of extractive industries on local communities. A series of new resources on nonviolent strategies and the development of advocacy plans at the local, national and global levels have been created and promulgated to support this effort. This project is focused on demanding an alternative development model, related to economic, social, cultural and environmental rights, and is based on the concept of Sumak Kawsay (good living), to live in an environment of peace and harmony in the world.

LATIN AMERICA AND THE CARIBBEAN: BETWEEN VIOLENCE AND HOPE

Highlights from 2016 include:

• More than 400 community leaders have been trained since 2013 in methodologies and skills to transform conflicts nonviolently.

• Advocacy action plans to transform local injustice in the six countries have been designed and implementation begun.

• Communities from different contexts in Chiapas and Oaxaca, Mexico, negatively affected by extractive industries, were brought together to coordinate their strategies in defence of indigenous territories.

From 5-9 December 2016, in Johannesburg, South Africa, Pax Christi International, along with the Denis Hurley Peace Institute, facilitated a conference gathering representatives of its African member organisations to explore the theme, “Nonviolence in Africa: Creating a Future of Hope”. Fifty-four participants from South Africa, South Sudan, Mali, Burundi, DR Congo, Kenya, Uganda, Liberia, Ethiopia, Zimbabwe, and Cameroon, as well as the USA, Netherlands and Belgium, reflected on African approaches to nonviolence, trained participants on the work of peace advocacy and peace building

AFRICA REGIONAL NETWORK CONFERENCE

Highlights from 2016 include:

• Trainings in building advocacy strategies by Pax Christi International staff and consultants, including a plan for advocacy for different regional networks on the African continent.

• Creation of sub-regional networks and plans for collaboration among different member organisations within those networks based on common issues and goals.

• Training led by Catholic Relief Services staff on building social cohesion, trauma healing and governance, gender and protection assessments.

• An introduction to the Catholic Nonviolence Initiative and affirmation of the appeal that came out of the Nonviolence and Just Peace conference held in Rome in April 2016.

• Presentations by Dr. Elias Opongo, S.J. on “Contextual Analysis and Implications on Political Efficacy in the Great Lakes and Eastern Africa” and “Claiming Civic Space,”

tools, and, most importantly, recommended a structure of sub-regional Pax Christi networks for Africa as the most appropriate one for direct and effective collaboration among Pax Christi Africa members. Participants agreed to adopt active nonviolence as a shared strategy for the Pax Christi International network and identified training in active nonviolence as an essential method that brings about change. The subregions identified are the Horn & East Africa, Great Lakes, West Africa and Southern Africa.

One of the four core means of engagement of Pax Christi International is to represent the global movement on the international stage through advocacy work on themes of peace, human rights, justice and disarmament. A key role of Pax Christi International is to be a Catholic voice on international affairs and to be an advocate at intergovernmental levels. Our capacity to influence global policy is amplified by our access to intergovernmental policy-making forums:

• Pax Christi International has held special consultative status with the United Nations since 1979 in New York, Geneva and Vienna, as well as with UNESCO in Paris;

• Pax Christi International is officially represented at the African Union in Addis Ababa;• Pax Christi International collaborates with member organisations in the USA to advocate on international issues

in Washington, DC;• Pax Christi International participates in meetings of the Council of Europe in Strasbourg; • Pax Christi International has contacts with the institutions of the EU in Brussels.

In accordance with the outcomes of the World Assembly in 2015, the International Secretariat carried out an assessment in the second of half of 2016 to review and strengthen the movement’s capacity for international advocacy. An internal working group was set up for this process and consultations took place with the International Board. Also, questionnaires were sent out to former and current board members, member organisations and external partners, which resulted in around 150 responses, useful input for future work.

Building on the results of the assessment, a Pax Christi International advocacy strategy for 2017–2020 was developed setting out procedures and working processes. A new initiative is that advocacy work will be strategised through the choosing of priorities. Pax Christi International will work on overall priorities concerning issues member organisations around the globe are working on, as well as regional issues based on the work coming from our regional structures.

For each advocacy priority, a working group will be functioning with board members, our member organisations, international representatives and partners to jointly develop the advocacy work. This way, people from our movement from different countries and regions can be connected. Beginning in 2017, we will focus on the advocacy priorities listed. The list of advocacy priorities can be adapted based on outcomes of current and upcoming regional consultations (Africa 2016, Asia-Pacific 2017, Latin America 2017, Central-Eastern Europe 2018, Middle East 2019) and yearly internal evaluations.

Highlights from 2016 include:

• Pax Christi International, together with Pax Christi USA and Pax Christi UK, sent and tweeted letters to President Obama and Prime Minister May voicing our concern about the continuing conflict in Yemen.

• In October 2016, Pax Christi International hosted Cesar Villanueva – who is a member of Pax Christi Philippines – in Brussels for a series of meetings at the European Union as well as a public meeting held at Pax Christi International’s office regarding the extrajudicial killings in the Philippines.

• Several of Pax Christi’s international representatives and members were present at the UN First Committee meeting in New York contributing to statements and lobbying for nuclear weapons ban treaty negotiations to be started in 2017.

• In November 2016, representatives from the Pax Christi International Peace Prize recipients from Pakistan met with the human rights officer for Pakistan of the UN Office for Human Rights, the Ambassador of the Permanent Mission of Pakistan to the UN, and other NGOs in Geneva.

• Pax Christi International published a position paper under the title, “Israel-Palestine: Call for a new Israeli-Palestinian peace process: the moment for renewed commitment”, which was shared by several of our members and partners.

• In December 2016, 50 representatives of our member organisations and our partners in the African region were trained in advocacy with the help of our member organisation PAX.

In the fall of 2016, we launched the “Young Peace Journalists” project to train and empower youth to conduct interviews with people who have had to flee their home countries. Participants were instructed in how to actively listen to the stories of refugees, how to develop a thorough and compassionate understanding of their situation, how to craft and format their interviews, and how to share and promote the interviews online to raise awareness of the plight of people seeking refuge. During the course of the initial phase of the project, participants engaged refugees, internally displaced persons, migrants and asylum seekers, publicising their stories to a wider audience through publication on the Pax Christi International Peace Stories Blog.

YOUNG PEACE JOURNALISTS

Highlights from 2016 include:

• Through a series of webinars, Pax Christi International equipped the group with the skills and knowledge to conduct interviews. These trainings included different aspects of journalism – especially peace journalism/responsible journalism – and how to overcome the unique challenges this kind of reporting entails.

• Participants in the project came from Croatia, the Netherlands, UK, USA, New Zealand, Lebanon, and Ukraine and exchanged ideas about the refugee crisis and its perception in their home countries.

• The Peace Stories blog was redesigned to feature stories from the project and the first stories were published, reposted and shared across social media and on other platforms.

INTERNATIONAL PEACE PRIZE 2016

Pax Christi International recognized the Catholic Commission for Justice and Peace of Pakistan and the Human Rights Commission of Pakistan with the 2016 Pax Christi International Peace Award. These two organisations were chosen as representatives of the nonviolent struggle of the human rights community in Pakistan. The Human Rights Commission of Pakistan (HRCP) plays a lead role in providing a highly informed and objective voice in the struggle for the provision of human rights for all and democratic development in Pakistan. They monitor human rights violations and seek redress through public campaigns, lobbying and intervention in the courts, while also organizing seminars, workshops and fact-finding missions. The Catholic Commission for Justice and Peace (CCJP), formed by the Pakistan Catholic Bishops’ Conference, provides services in the field of human rights with special focus on the issues of religious minorities in Pakistan. Through its 8 offices across the country, CCJP runs peace programs while also campaigning for an unbiased education system in order to counter religious intolerance in society.

The two organisations were honoured at a ceremony in Geneva at the World Council of Churches’ Chapel on 17 November 2016.

In a country where arbitrary detention, torture, deaths in custody, forced disappearances, institutional injustices against religious minorities, and

extrajudicial executions are frequently reported, Pax Christi International honours the clear and courageous stand taken by practitioners of justice and peace against

persistent patterns of violence and human rights violations.

CATHOLIC NONVIOLENCE INITIATIVE

Highlights from 2016 include:

• Resources anticipating Pope Francis’s World Day of Peace message, “Nonviolence: A style of politics for peace”, were developed, including prayer and liturgical resources; background papers on nonviolence, just peace and related topics; suggested actions; and social media messages.

• Presentations were given at venues around the world, including at conferences and events in the UK, the Philippines, Kenya, Australia, Japan, Pakistan, the U.S. and elsewhere.

• Four webinars, each one hour long, were held, focusing on a distinct theme from the conference, attracting 100 participants at each, with hundreds more watching the webinars on YouTube.

• A regional consultation in Johannesburg, South Africa with member organisations from across the continent focused on the theme of nonviolence and included those member organisations affirming the appeal that came out of the Rome conference in April.

The Catholic Nonviolence Initiative, a project of Pax Christi International, reaffirms the centrality of active nonviolence to the vision and message of Jesus, to the life of the Catholic Church, and to the long-term vocation of healing and reconciling both people and the planet.

This bold effort was launched at the Nonviolence and Just Peace Conference held in Rome, 11-13 April, 2016 and co-sponsored by the Pontifical Council for Justice and Peace. Lay people, theologians, members of religious congregations, priests and bishops from Africa, the Americas, Asia, Europe, the Middle East and Oceania gathered to call on the Catholic Church to take a clear stand for active nonviolence and against all forms of violence.

The time has come for our Church to be a living witness and to invest far greater human and financial resources in promoting a spirituality and practice of active nonviolence and in forming and training our Catholic communities in effective nonviolent practices. In all of

this, Jesus is our inspiration and model.“
