PRESIDENT’S MESSAGEDear Members,
2017 is a New Chapter for the Institute,
I feel honoured to be your President
serving at this juncture and am pleased to
report on our main initiatives of the year
the Institute had achieved, both locally
and abroad, to promote architectural
excellence and the architects’ profession
as well as to connect our members and
with the community.
Promoting Architectural Excellence
HKIA Annual Awards 2016/2017
The HKIA Annual Awards, which was held
since 1965, was revamped in line with the
latest practice. One of the changes this
year was to re-introduce the award for
Architectural Sustainability and Inclusive
Design under the Special Architectural
Award, in recognition of architect’s
responsibilities in addressing emerging
social and sustainability issues in Hong
Kong.
October. To promote public engagement,
the general citizens visiting the exhibition
were invited to vote for a special “My
Favourite Architecture” prize among the
projects on show. It was really interesting
to see the different perceptions from the
public against our jury panel. The Annual
Award Prize Presentation Ceremony was
integrated as part of the Annual Dinner
2017 programme, which was again a new
endeavor.
HKIA Cross-Strait Architectural Design
Symposium and Awards 2017
HKIA was the leading organizer of the
Cross-Strait Architectural Design
Symposium and Awards 2017. The
Symposium was well attended by over
300 guests, students and HKIA members,
with close to 100 awards presented to
acknowledge the outstanding works
amongst cross-strait region.
Promoting Our Profession and Members
Belt and Road Forum for International
Cooperation
Upon the invitation by the HKSAR
Government, I joined the Hong Kong
Executive Mr. CY LEUNG to the Belt and
Road Forum for International Cooperation
on 14-15 May 2017. It was evident from

interest on the Belt and Road
development was huge with immense
opportunities for professionals.
To keep the momentum going, the
Institute organized its debut Belt and
Road Sharing Session on 26 September
2017 in Shenzhen with a view to providing
both Hong Kong and Guangdong
practices with a platform to share the
experiences and challenges in projects in
Belt and Road region. The event was well
received by over 130 attendees including
HKIA members, representatives of
and contractors in Guangdong.
Guangdong-Hong Kong-Macau
Greater Bay Area Consultation
members' voices in good time. I attended
a Guangdong-Hong Kong-Macau Greater
Bay Area Consultation Session organized
by Commission on Strategic Development
on 14 June 2017. The Institute also made
timely response to prepare for a joint
submission with 10 local professional
institutes of Hong Kong Coalition of
Professional Services to National
Development and Reform Commission (國
家發展和改革委員會). The joint submission

The 15th Venice Biennale International
Architecture Exhibition - Hong Kong
Response Exhibition
With the concerted efforts of The Hong
Kong Institute of Architects Biennale
Foundation, co-organizers Hong Kong
Arts Development Council and Oi! Street,
and lead sponser Create Hong Kong, the
Hong Kong Response Exhibition for the
15th Venice Biennale International
Architecture Exhibition, themed "Stratagems
in Architecture" (建築兵法), was held in
Hong Kong in May 2017. Curated by our
Member Mr. SIU Stanley, the Hong Kong
Exhibition was concluded with great
success.
2017 Hong Kong & Shenzhen Bi-City
Biennale of Urbanism\ Architecture
(Hong Kong)
Curated by our Member Dr. CHAN Lai Kiu,
the 2017 Hong Kong & Shenzhen Bi-City
Biennale of Urbanism\ Architecture (Hong
Kong) (UABBHK2017) themed “City
Smarts: Density 2.0 (城市執生)” took place
in 9 satellite sites. The Opening Ceremony,
which was held on 12 December 2017 at
the New Century Plaza in Central, was

The Exhibition marked the 10th
Anniversary of our collaboration with
Shenzhen counterpart and boosted
UABBHK to a brand name for quality
exhibition over the last decade.
HKIA Furniture Design Competition
Initiated by our Young Members
HKIA Furniture Design Competition
winning SOFAs were showcased at Hysan
Place in late 2017. During the exhibition,
two public lectures were held on
26 November and 1 December
respectively. The Prize Presentation
Ceremony held on 2 December 2017
afternoon was well attended by around
60 participants.
Connecting with Members and Professionals
HKIA Annual Dinner 2017
Themed “New Chapter”, the Annual
Dinner 2017 cum HKIA Annual Award
Prize Presentation Ceremony, was held
on 18 November 2017. This event was well
attended by guests and participants from
local government, allied institutes,
learned societies, universities, as well as
our working partners. We felt privileged
to have The Honourable Matthew
CHEUNG, Chief Secretary for
Administration of HKSAR Government as
the Guest of Honour. The evening also
provided a good networking opportunity
for our members amongst and beyond
the industry.
Special General Meeting
At a Special General Meeting ("SGM") on
18 August 2017, the resolution on 4
motions in relation to the amendments of
the Institute's governing documents
namely The Rules of The Institute, HKIA
Code of Professional Conduct, HKIA
Agreement between Client and Architect,
The Scale of Professional Charges,
Guidelines to HKIA Members on
Participation in Invited Submission for
Architectural Consultancy Proposal was
thirds of those Members having a right to
vote at the SGM.
The amendments to the HKIA key
documents concerned was indeed a
complicated issue that engaged collective
wisdom amongst our members.

International Presidents Roundtable
Meeting, London
I was honoured to be invited by the Royal
Institute of British Architects ("RIBA") to
attend the International Presidents
Roundtable at RIBA Headquarters in
London during the RIBA International
Week from 3 to 6 July 2017.
of major international and national
architects organizations exchanged on
challenges for architects' profession from
the global perspective. The western
parties showed keen interest in Belt &
Road Initiative and possible collaboration
on various fronts. I also took the
opportunity to introduce the unique role
and experience of HKIA in local
registration/accreditation and the impact
on Mainland China for full architectural
services.
The 38th Architects Regional Asia
(“ARCASIA”) Council Meeting, Nepal
I attended the 38th Architects Regional
Council Asia (ARCASIA) Council Meeting
organized by the Indian Institute of
Architects from 3 to 4 November 2017 at
Kathmandu, Nepal. During the meeting,
the latest architectural development of
Hong Kong and HKIA report on hosting
the 17th Asian Congress of Architects
(ACA17) were presented.
With Ms. SOH Rita from Singapore
elected as the President of ARCASIA for
2018/2019, we may be expecting a robust
development in ARCASIA in the coming
years and a closer collaboration with the
Institute on various aspects such as
accreditation, professional practice,
environment and sustainability etc within
the Asian region.
International Union of Architects
(“UIA”) Congress and General
Assembly 2017 Seoul
Over 15 HKIA members attended the UIA
Congress from 3 to 10 September 2017.
The research papers and design works
presented by our HKIA members were of
such good quality that HKIA Members
managed to scoop 6 awards in the
Congress including the Best Paper Award.
The newly elected UIA President VONIER
Thomas from USA expressed keen
interest to foster a closer tie with our
Institute on various fronts.

HKIA Council Visit to Beijing
the Central People's Government in the
HKSAR, I and 9 other Council Members
paid a 2-day visit to Beijing to have
meetings with those Central
Governmental Departments of relevance
to our Institute or practice in late July
2017.
This year at the Ministry of Housing and
Urban-Rural Development ("MOHURD"),
our delegation was received by the
Deputy Minister YI Jun, followed by a
3-hour meeting with senior department
our presentation on HKIA/ARB, the
Registered Architects and Authorized
Persons systems in Hong Kong as well as
the full architectural services provided by
Hong Kong architects.
At the meeting with Ministry of
Commerce, a presentation on ‘Hong Kong
Architects' Edge on Belt and Road
Initiatives’ was made to explore
collaboration opportunities arising from
Belt and Road and Greater Bay Area
initiatives.
During the visit, a dinner was organized
with invited guests and HKIA
Non-resident Members. Our Honorary
Member YE Rutong, President of
Architectural Society of China President
XIU Long and representatives from
attended the occasion.
Connecting with HKSAR Government
The Institute was engaging in active
discussions with the top government
executives as well as the relevant
suggestions for the common good of the
profession and the community at large, as
well as for the policy makers in
formulating the Policy Address 2017 and
relevant strategies for Hong Kong.
Connecting with the Communities
Play to Change Exhibition @ Oil Street
Launched in February 2017, Play to
Change Exhibition was a year-long
project with roving monthly exhibitions
at Oil Street. Through creative artworks
and ad-hoc programmes, our young and
energetic architects had a good
opportunity to express their ideas and
ideals of ‘Change’ on city planning, urban
architecture and other social
development issues.

PRESIDENT’S MESSAGEHKCSS Community Housing Movement
HKIA was one of the major supporting
professional bodies since the introduction
of the new initiative for providing
affordable and decent transitional social
housing by the Hong Kong Council of
Social Services (“HKCSS”). Apart from
sitting in the Social Housing Steering
Committee to provide professional advice.
I also participated in the HKCSS
Convention 2017 in November as the
panel facilitator.
Finally I would like to thank my fellow
Committees as well as the supporting
Secretariat for their dedication and hard
work to live up to the challenging
nothing is possible and meaningful
without general members’ participation.
Thanks again for your unfailing support
to our Institute.

A total of 11 applications for the CPD
Research Fund were received. A Research
Fund Vetting Committee which consisted
of Ms. SO Ching, Dr. WAI Rosman and
Mr. TONG Arthur was appointed by the
BEdA to vet the submissions. With
endorsement by Council, the following
applications were granted the CPD
Research Fund 2017:
- Applicant: YIK Wai Yuen Wilson
Research topic: Design with Flow: A
Resilient Family House Typology
Development in South China
- Applicant: POON Kam Yiu Kenneth
Research topic: Understanding the
current situation of elderly homes in
Hong Kong
Each of the awarded application has
received 50% of HK$25,000 funding and
the other 50% funding granted upon
by the BEdA. Awardees were required to
complete the research within 12 months,
unless with prior approval by the BEdA.

Accreditation of Architectural Programmes of The City University of Hong Kong (City U)
The 6th Canberra Accord General Meeting held at Colombo, Sri Lanka from 5 to 7 May 2017.
Two Canberra Accord reviewers, Prof. HUANG Hsu-Jen
review HKIA/ARB accreditation systems and to assess HKIA’s application for full signatory status of Canberra Accord on 19 June 2017.
The programme is granted conditional
recognition for a further period of three
years from 2017.
5. Mutual recognition of Accreditation
Systems of Architectural Programmes
between HKIA and New Zealand of
Registered Architects Board (NZRAB)
The mutual recognition was renewed on
years to 2022 until further renewal.
6. Canberra Accord

attended the 6th Canberra Accord
General Meeting held at Colombo, Sri
Lanka from 5 to 7 May 2017 hosted by
Commonwealth Association of Architects.
As a pre-requisite for gaining the full
signatory status of Canberra Accord, two
Canberra Accord reviewers, Prof. HUANG
Hsu-Jen and Prof. LEE Sang Jun, joined
the validation visit to HKU. They visited
accreditation systems and to assess
HKIA’s application for full signatory
status of Canberra Accord. The result of
HKIA’s application for full signatory
status is pending.

HKIA/ARB Professional Assessment (PA) 2017 – 2nd Quarter (Papers 3, 4 and 5) on 6 and 7 June 2017.
HKIA/ARB PA 2017 – 4th Quarter (Papers 1, 2, 6 and 7) from 20 to 23 November 2017.

a Registered Architect and with a
minimum of 12 years of post-HKIA

YMC organized its debut Furniture Design
Competition for the Institute. Having
spent over 2 days of judging from 20 to
teams were interviewed by 6 jurors in the
evening of 23 June 2017.
Three winning entries & two special
jury panel. The winning entries were
made into a prototype under the
sponsorship by HoneD and showcased
during the exhibition from 25 November to
6 December 2018 followed by a Prize
Presentation Ceremony.

The Tactile Christmas Tree was launched on 3 December 2017 at the Ebenezer Charity Walk and Christmas Carnival 2017.
Community Development Committee
In collaboration with the Ebenezer
School, a group of volunteer architects
organized 2 workshops for students of
Ebenezer School to co-build the
Christmas Tree 5-sense Christmas Tree
which enabled impaired students for
enjoyment on 3 December 2017 for a
Charity Carnival of the School.
Sports Teams
HKIA Secretariat was taken up the role of
Central Secretariat of The Recreation and
Sports Club for Hong Kong Professional
Bodies (“RSCP”) for 2017-2018 and
assisted in coordinating various sports
events not only for the Institute but also
local professionals in Hong Kong.
HKIA Dragon Team got the 1st Runner-up
in 南區工商業聯合總會盃男子中龍工商組銀
盃錦標 in Aberdeen Dragon Boat Race on
30 May 2017 and DBS Regatta 2017 on
3-4 June 2017.

Transitional Social Housing Project
- HKIA was invited by Transport and
Housing Bureau to participate in the
Project aiming at providing
transitional social housing units to
needy families at an affordable rate
through joint community efforts. The
Project was being coordinated by
Hong Kong Council of Social Service
and launched on 19 September 2017.
Design Competitions
City Dress Up Public Art Competition
- HKIA joined Development Bureau,
HKILA, HKIP and HKIUD to hold a
design competition “City Dress Up
Public Art Competition” for
celebration of the 20th anniversary of
establishment of HKSAR. It aims at
creating art works across the territory
to beautify city appearance. It consisted
of three streams, namely, "Design by
the Victoria Harbour", "Flyover
Fantasy" and "City Momentum".
Submissions were opened from
February till 7 April 2017.
- Submissions for the competition
ended on 7 April 2017. Selection of the
Shortlisted Proposals was held on
18 May 2017. HKIA President sat on
the Selection Panel.
- The winning award was presented at
the presentation ceremony on
16 September 2017.
Hong Kong Young Architects + Designers
Competition 2017 - A new competition
to design a temporary pavilion for West
Kowloon Cultural District (WKCD)
- The competition was organized by
WKCD Authority and HKIA was one of
the supporting organizations.
Deadline for submission of Stage 1
Conceptual Entries was held on
26 June 2017. President Mr. Marvin
CHEN served as one of the jurors of
the competition.
- Competition results were announced
by WKCD Authority on 14 March 2018.
Old Town Central Lamppost Design
Competition
- HKIA was one of the supporting

Lamppost Design Competition. The
competition was launched by Hong
Kong Tourism Board on 1 August 2017.
Submission of entries closed on
11 September 2017.
- Hong Kong Tourism Board (HKTB)
announced the two winning teams
through various media in end of
November 2017. Winning lamppost
designs were displayed along
Hollywood Road until 31 January 2018.
Photo albums were available on HKTB
website and its social media
platforms.

With a view to liaising with government
organizations on Hong Kong architects’
development in Belt and Road, and Bay
Area, a Taskforce has been set up under
Board of Mainland Affairs under the
leadership of Mr. SHEN Edward and
Mr. CHI Daniel.
Apart from making suggestions and
proposal on the development of Belt and
Road and Bay Area, the Institute hosted a
sharing session in Shenzhen, China, on
26 September 2017 to provide both Hong
Kong and Guangdong practices with a
platform for sharing experiences and
challenges in projects in Belt and Road
region.
The full-day seminar was attended by
around 130 representatives, and most of
them were executives and members of
senior management of the buildings
industry in Hong Kong and Guangdong.
It enabled both sides to establish direct
contact and facilitated the forging of
strategic partnerships in taking forward
Belt and Road-related work. There were
also in-depth discussions on how to
capitalise on the distinct advantages of
Hong Kong's business and professional
services sectors so as to jointly promote
the Initiative.

Talent Cooperation cum Shenzhen Talent Carnival organized by Qianhai Authority on 1 November 2017 in Shenzhen, China.
Qianhai Development
After the signing of the co-operation
framework agreement by the
governments of Guangdong, Hong Kong
and Macao on 1 July 2017, a development
plan for a city cluster in the
Guangdong-Hong Kong-Macao Bay Area
(the Plan) was basically drafted. The Plan
will provide a blueprint for building a
world-class city cluster through
complementary co-operation among the
three places. HKIA actively participated
in taking forward the development of the
Bay Area, so as to create favourable
conditions for our architects to work or
start up and operate business. To tap
information, BMA representatives were
proactive to take part in associated
seminars and meet with Planning
Department of Qianhai Authority to
co-ordinate effort related to the
implementation of the Plan.
Honorary Treasurer Mr. CHAN Benny was
invited as a speaker to share his views on
future cooperation amongst talents in
Hong Kong and Shenzhen at Talent
Cooperation cum Shenzhen Talent
Carnival organized by Qianhai Authority
on 1 November 2017 in Shenzhen, China.
This will enable us to capitalise on the
unique advantages of Hong Kong in the
Qianhai and formulate concrete proposal
plans in a more focused manner to
respective policy-makers.

Proposed Security of Payment Legislation (SOPL) by Development Bureau (DEVB)
HKIA joined The Association of
Architectural Practices (AAP), The Hong
Kong Institute of Surveyors (HKIS) and
The Association of Consultant Quantity
Surveyors (ACQS) to write to DEVB to
further express views regarding
excluding disputes on extension of time
for performance (“time-related
disputes”) as adjudication items under
the proposed SOPL on 12 April 2017.
HKIA joined AAP to follow up with
Architectural Services Department
(ArchSD) regarding the adjustments in
breakdown of fees among work stages
of design consultancy agreements and
the pilot schemes for direct
employment of sub-consultants.
HKIA joined The Hong Kong Institution
of Engineers, HKIS and Hong Kong
International Arbitration Centre (the
Joint Body) to follow up with DEVB
regarding the reason for not funding
the default Adjudicator Nominating
Body proposed by the Joint Body, as
well as to seek details regarding
alternative adjudicator nomination
mechanism should the default
Adjudicator Nominating Body be not
pursued under SOPL.
HKIA received a letter from DEVB on
16 June 2017 regarding default
adjudicator nomination under SOPL.
Having considered the views of
members of DEVB’s Task Force on
SOPL, DEVB decided to adopt the
“claimant propose-respondent select
procedure”. DEVB also informed that
the drafting of the Bill was commenced.

6 October 2017, seeking DEVB’s
adjudicator could be selected by
claimant and respondent before
entering the default nomination
procedure, in which adjudicator and
appointment of adjudicator should be
under Adjudicator Nominating Bodies.
Competition Ordinance
Further to the report at the Annual
General Meeting on 8 December 2016
regarding the concerns of the
Competition Commission, HKIA issued a
circular to all general members on
15 December 2016, announcing that as a
temporary administrative measure, the
Council shall not enforce the fee scales
and some clauses in the “HKIA
Agreement between Client and
Architect” (Agreement), Guidelines to
HKIA Members on Participation in
Invited Submission for Architectural
Consultancy Proposal” (Guidelines) and
“Code of Professional Conduct” (COP)
being questioned by the Competition
Commission until the Agreement,
Guidelines and COP be formally revised
by the third quarter of 2017. All general
members were also advised to comply
with the Competition Ordinance.
HKIA had given a formal reply to the
notice served by Competition
Commission under section 41 of the
Competition Ordinance through legal
advisor on 12 January 2017. HKIA also
provided information concerning HKIA’s
dissemination of information to all
general members on the compliance of
Competition Ordinance.
Update of HKIA Agreement between Client and Architect, the Guidelines to HKIA Members on Participation in Invited Submission for Architectural Consultancy Proposal and the Code of Professional Conduct
A special taskforce was set up by
Council to review the captioned
Agreement, Guidelines and the Code
comprehensively.
Proposed revisions of the Agreement,
the Guidelines for Invited Submission
and the Code of Professional Conduct
were endorsed by the 4th Council
meeting on 10 June 2017.
The Proposed amendments to the
captioned Agreement, the Guidelines
and the Code were presented at the

Colony of Hong Kong for the general advancement of Civil Architecture and for promoting
and facilitating the acquirement of the knowledge of the various Arts and Sciences
connected therewith DO HEREBY BAND OURSELVES TOGETHER IN A SOCIETY TO BE

HISTORICAL NOTEFORMATION
On 3rd September, 1956, 27 architects
gathered and formed a Society “for the
general advancement of Civil Architecture
and for promoting and facilitating the
acquirement of the knowledge of the
various Arts and Sciences.” Thus The
Hong Kong Society of Architects was
amendments were made, to stand for
over two and a half years. During this
period the membership of the Society
increased by 50% and recognition as an
Allied Society was given by Royal
Institute of British Architects. In accord
with this growth further amendments
were made to come into effect on 3rd
November, 1959. By the end of 1962, the
Society expanded to a membership seven
foundation members.
The changes of name from Society to the
Institute was effected in 1972 after a great
deal of preparatory work, and has
initiated a new phase of activity in the
Institute’s affairs. Members will use the
describe themselves as Member of The
Hong Kong Institute of Architects.
Associates will describe themselves as
Associate of The Hong Kong Institute of
Architects in full. No abbreviation of this
is permitted.
PURPOSE
The two main purposes of the Institute
are to continue to raise both the standard
of architecture in Hong Kong and the
standard of professional services offered
by its members.
CODE OF PROFESSIONAL CONDUCT
In addition to the responsibilities of
architects as professionals under law,
members of the institute are governed by
a Code of Professional Conduct. This
Code aims to provide the standard of
professional conduct and self-discipline
required of the members of the Institute
in the interest the general public.

A member whose conduct is found to be
in contravention of the Code or
dishonouring the principle of the Code is
liable to reprimand, suspension or
expulsion. This ensures that the public
receives from HKIA members only the
highest standard of professional service.
SERVICE TO THE PUBLIC
The Institute also serves the public by
applying the collective expertise of its
members in an advisory role to
government and to the building industry.
Today, HKIA is represented in numerous
consultative or advisory bodies ranging
from a working group which counsels the
drafting of new building and planning
legislation to a committee which
formulates standard contracts for use in
the building industry.
ARCHITECTURAL EDUCATION
works closely with the two Universities,
namely, the University of Hong Kong and
the Chinese University of Hong Kong and
offers courses and counsel in professional
practice and practical experience in
architecture.
PROFESSIONAL QUALIFICATIONEvery year, candidates aspiring to the
a professional examination held by the
Institute. Successful candidates receive
recognition not only from professional
bodies in Hong Kong but also in UK,
Australia, Canada, USA and other
countries.
INTERNATIONAL PARTICIPATIONIn recent years, the Institute takes Hong
Kong to the fore in international circles
through its active participation in the
International Union of Architects (UIA),
the Commonwealth Association of
Architects (CAA), and the Architects
Regional Council of Asia (ARCASIA).

Today, The Hong Kong Institute of
Architects has around 180 Fellows, more
than 3,000 Members and over 600
Associates and Graduate Members. The
Institute is governed by a Council
consisting of a President, two
Vice-Presidents, an Honorary Secretary,
an Honorary Treasurer, eight Ordinary
Members of the Council, the Immediate
the Chairmen of the Boards. The Boards,
appointed by the Council, are formed to
of the Institute. They are the Board of
Educational Affairs, Board of External
Affairs, Board of Internal Affairs, Board of
Local Affairs, Board of Practices and
Board of Mainland Affairs. These Boards
in turn appoint Committees to deal with
matters within the area of responsibility
of the Boards.
