It was my honor and privilege to serve as the Chairman of IEEE Uttar Pradesh Section, which is part of

one of the largest professional society in world, for year 2018. This year UP Section has set new

benchmarks and heights in terms of professional activities and recruitment of members. I was fortu-

nate that I got this position with my predecessors like Prof. S. N. Singh, Porf. A. Biswas and Prof. J.

Ramkumar. They all had put their best efforts to make UP Section vibrant and visible on map of IEEE. I

also tried my best to continue the momentum with same spirit and brought the section to new level.

Some of the achievements of this year can be summarized as follows. This year we have received

2018 Outstanding Section Membership Recruitment Performance Award from IEEE Headquarter. We

have also received reward of USD 3000 from IEEE R-10 for conducting good number activities in UP

Section and reporting those in time on IEEE reporting portal. We have organized our flagship event,

5th IEEE UP Section International Conference on Electrical, Electronics and Computer Engineering,

UPCON-2018 during November 2-4, 2018 jointly by MMMUT, Gorakhpur and University of the Ryu-

kyus, Okinawa, Japan at Madan Mohan Malaviya University of Technology, Gorakhpur. This year we

have initiated special drive to involve industry participants in Section activities and events. For this

several members from industries have been invited in UP Section ExCom meeting held in Noida in

May 2018 to know their views about section and how can they contribute/bring the Section to new

level. Currently UP Section is doing great work to bring Academician, Scientists, Engineers, Profession-

als, and Industries on single platform and trying to work for society and humanity. Further I would like

to say that this year I was blessed with Almighty to work with best team of office bearers, conveners

and volunteers. I would like to thank them all and want to mention that without their support and co-

operation, I am sure, we would have not reached this place. I want to congratulate and convey my

best wishes to incoming team of UP Section office bearers for year 2019.

A.1 EXECUTIVE SUMMARY BY SECRETARY

IEEE Uttar Pradesh (UP) Section, which is one of the TEN sections in India and geographically covering

three operations in Uttar Pradesh, Uttarakhand and Nepal. Although the IEEE activities were started in

the section from 1970 and it was the sub-section under the Delhi Section. It was the whole hearted

efforts of Dr. G. K. Dubey that a full section could be formed named as “IEEE U.P. Section” in Decem-

ber 1991, who took over as the first and the founder Chairman for the year 1992. Since then the IEEE

Uttar Pradesh section is continuously involved in promoting the IEEE and various technical fields of

interest through various activities. The membership growth and number of activities in the section is

strictly monotonic since it’s inception and is the only reason that today it is one of the most vibrant

section in India. Today IEEE Uttar Pradesh section is un-ignorable and having the strong leadership not

only at India Council level but at Asia Pacific level too. Presently Prof. S. N. Singh who was one of the

past chairs of the section is the India Council Chair, 2019 and represented at R10 level in various ca-

pacities. Many other executive committee and other members are having representation at India

Council and E10 level. The section received many awards and recognitions in recent years. In last few

years, many new student branches, branch chapters and affinity groups have been formed in the sec-

tion. This annual report presents some facts and figures regarding vibrancy of the section in terms of

the activities and membership strength in 2018. The next office may take a reference of this report

and may plan the directions for 2019.

SECTION HIGHLIGHTS, 2018

Since past few years, IEEE UP Section has continuously growing, both in term of membership as we all activities. In year 2018, our member-ship strength reached to 2834 and we have organised total 280 events throughout the year. Both these achievements are new records for our section. IEEE UP Section is one the most vibrant section in India and

E-newsletter:

In year 2018, IEEE Uttar Pradesh section started publishing the e-newsletter containing the information about the important events, achievements, messages, photographs, articles and many more which is relevant to the readers and appropriate for the section. In year 2018, two issues per volume are published by the section, circulated among all the members of the executive committee and uploaded to

section’s website.

IEEE Uttar Pradesh Section is continuously updating all the events and important information on the section’s website to keep the users up-to-date about the sections activities and operations. B.8 INDUSTRY RELATION

IEEE Uttar Pradesh Section is promoting the Industry Interface and associat-ing many industries from Research and Development, Manufacturing, and Government sector. The section is also supporting the startups in the Uttar Pradesh region. Many members form Industries have already joined the IEEE and actively participating in various technical and other activities. Many Con-ferences in the section are organizing the industry meets and inviting the in-dustry persons as chef guests, guest of honor, invited lecturers, key-note ad-dress etc. The student branches in the section are encouraged to have strong industry interface. IEEE Uttar Pradesh Section has one Industry Interface Committee and one executive committee member has been assigned the re-sponsibility of the Convener Industry Interface. The convener of this commit-tee is basically an industry person. The role of the committee is to set up the new industry contact points and organizing the events where mainly the indus-try persons are participating.

C.1 SPECIAL EVENTS

IEEE UPCON is a UP Section’s Conference, which is organised at dif-ferent locations of Uttar Pradesh annually. In year 2018, it was held at MMMUT Gorakhpur. It was very grand and successful event. This year IEEE UPCON is being organized at Aligarh Muslim University (AMU), Aligarh, and Uttar India. The purpose of organizing such a ro-tational event at different locations of the section is to make the mem-bers aware of IEEE activities and expanding the vibrancy throughout the geographical area of the section. Section is planning some more

such activities in future.

C.2 RELATIONSHIP WITH NATIONAL AND INTER-

NATIONAL SOCIETIES AND NON-GOVERNMENT

ORGANISATIONS (NGO)

IEEE Uttar Pradesh Section is associated with many national profes-sional societies like Institute of Electronics and Telecommunication Engineers India, Computer Society of India, Institution of Engineers India, and others. Section organized many activities jointly sponsored

and supported by one of the national societies.

C.3 COLLABORATION WITH OTHER IEEE SECTIONS

IEEE UP Section is quite pro-active, when it comes to collaboration with other IEEE Sections. There are few significant activities which we organise

or extend our support. A brief list of them is as follows.

1. INDICON – It is an India Council conference, and we extend our sup-port to it every year. We extend our support to the conference finan-cially as well as organisational support while organized by the section.

2. CICT –International Conference on Computational Intelligence and Communication Technology (CICT), is an annual event, which is joint-ly organised by IEEE UP Section, Bombay Section and Madras Sec-tion. In future we plan to involve other section of India. This year IEEE UP section is organizing this conference and financially spon-sored the same. Next edition will be organized by IIIT Kanchipuram, which is geographically located in Madras Section.

3. AISYWC – All India students - Young professional – Women in engi-neering congress is and annual event of India Council, which is or-ganised at different location across India. We extend our support to this this congress both directly and indirectly. We provide financial and organisational support as well as we proved travel support to few participants to attend the congress. The section is planning to organ-ize the AISYWC 2019. In this flagship event the participants and re-source persons from all the sections of India use to participate.

C.4 SUPPORT EXTENDED TO SUB-SECTION &

SCOCIETY CHAPTERS WITHIN THE SECTION In IEEE UP Section, we have two sub-sections i.e. Roorkee sub-section and Nepal-subsection. We are very involved with both of them and organise multiple activities together and also support both of them in every manner possible. List of events included various events that we have organised. IEEE Uttar Pradesh Section involved the chairpersons of these sub-sections in the section’s executive commit-

tee too.

C.5 BEST PRACTICES OF YOUR SECTION

New Conference/Workshop Format Adopted: In year 2018 IEEE UP Section adopt-

ed a new application format for conferences/workshops sponsorship to be orga-nized in Uttar Pradesh Section. The formal is very comprehensive and detail infor-

mation are required from the event organizers. Various guidelines are also provid-

ed to the organizers for organizing the event in the best professional way.

Webex meetings: In year 2018 section again started the webex based executive

committee meetings to curtail the meeting expenditures and better participation of the members and TWO out of SIX executive committee meetings were the we-

bex meetings.

Oversight committee formation: IEEE Uttar Pradesh Section continued to form an oversight committee consisting of 2-3 executive committee members for each

and every conference/workshop organized in the section and technically of finan-cially sponsored by the section. The conference organizers may seek any help or assistance from the members of the oversight committee members to organize the

event professionally and ethically. The oversight committee used to visit the event in person and observe the entire professional process and conduct in terms of the

technical quality of papers, key-note speakers, review process, schedule, and any other relevant thing. The committee provide the report to the section and execu-tive committee decides the further course of action on the basis of the feedback

being provided by the oversight committee.

Democratic decision making: IEEE Uttar Pradesh Section has adopted the demo-cratic decision making process and any decision is taken by the executive com-

mittee only except few limited power to the section chair. All the decisions are taken after due deliberations among the committee members. All the resolutions

are recorded by the secretary in minutes and circulated among all the committee

members.

L31 Event reporting: IEEE Uttar Pradesh Section in 2018 emphasised the advance

L31 event reporting and many reminders are being sent by the secretary to all the chairs/conveners and other members of in the section. In year due to this prac-tice IEEE Uttar Pradesh Section received the 2nd position by R10 and got reward-

ed with the USD3000. The section is pushing the organizers to report each and

every event on L31 and this is adding the reputation and visibility to the section.

WIE/SIGHT/YP/STD event promotions: In year 2018 IEEE Uttar Pradesh Section promoted the women in engineering (WIE), Special Interest Group on Humanitari-an Technology (SIGHT), Young Professional (YP) and Students’ related activities in

the section. The section through its conveners promoted and supported the for-mation of the respective groups in the form of branches, chapters, and affinity

groups. In year lots of the SIGHT groups have been formed and new student branches added in the section. Large number of activities have been organized by

these groups and good grants received for the same.

Support for Participation in SYWL COGRESS Malaysia: The section supported the participation of TWO of its executive committee members to attend the SYWL con-

gress in Malaysia. The objective of supporting them was to equip them with the required knowledge and best practices while conducting such activities in future by the section. These participants were also the ambassadors of the section and

represented the section very well at R10 level.

Support for Participation in AISYWC: In year 2018, IEEE Uttar Pradesh supported the few executive committee members and branch officers from interested and po-

tential student branches to participate and represent the section in this congress. The purpose of this support was to provide the exposure to its student branches

and promote such activities in the section.

IEEE Day Grants: In year 2018, IEEE Uttar Pradesh Section continued providing the support to its student branches to celebrate the IEEE Day. This year the

grant was provided on the basis of the branch performance and the student branches having more membership strength and activities received more grants. This practice will create a healthy completion among the student branches and

more and more technical activities may be conducted in future.

Financial Sponsorship to the Conferences: In year 2018, IEEE Uttar Pradesh sec-

tion provided the financial sponsorship to the FOUR conferences to be organized in 2019 compare to ONE in year 2017. The purse of providing the financial con-ference is to support and promote the reputed conferences in the section and in-

volvement of the section in organizing such conferences.

DL activities: The section and its other organizational units invited many eminent

persons throughout the world as distinguished lecturers under DL program by

different IEEE societies.

Distributed venue for EXECOM: IEEE Uttar Pradesh Section adopted to conduct its executive committee meeting at geographically distributed locations in Uttar Pra-desh and Uttarakhand to ensure the promotion of section and greater participa-

tion of the members in the meetings. This also provides the vibrancy in the sec-tion and members gets motivated to extract the maximum benefit in terms of

technical and professional competence.

C.6 PROBLEMS ANTICIPATED AND SUGGESTIONS

FOR SOLUTIONS, IF ANY

Membership retention will be a problem so more and more stu-dent related activities shall be promoted.

Quality of the technical events is another point of concern, which

can be taken care by proper monitoring of the events and proper

guidance by the section.

Some scholarships at student branch level should be created.

These scholar ships may be of small amount but great citations.

More and more awards should be created for the innovative ideas by the students.

Some project grant should be provided to each and every student branch for one or two selected projects.

The membership elevations should be promoted at R10 level and suitable referees should be identified for each and every society, who can provide the recommendations to our applying members.

Various society DL should be identified at section level and

should be supported by the R10.

D.4 BUSINESS PLAN FOR SUSTAINABLE GROWTH

AND FINANCIAL STABILITY IEEE Uttar Pradesh Section is having the largest number of the tech-nical students at UG and PG levels and lots of students are doing re-search and if these students are involved then require the access of IEEE Journals, Transactions etc. So indirectly the IEEE publication business is promoted through the involvement of the students and its members. Majorly all the activities of the section are self sustainable and run by the funds generated by the organizers in the form of small token registration fees and sponsorships form government and non government organizations. Section is also supported by some confer-ence organizers too. Section is managing its activities through the op-erational funds received form head quarters. So we can say that till now the section is financially stable and will try to maintain the same

in future also.
