The Year 2013 The year in review for the Apayao State College exhibits the notable achievements of

the college in its four-functions along instruction, research, extension and production. Achievements in the services provided by support to operations and general administration significantly contribute to the overall accomplishment of the college. The launching of the Indigenous People’s Education (IPEd) Program and Support to Higher Education Programs, Healthy Ecotourism and Rural Development (SHEPHERD) Program are landmark programs of the college to support of the Government’s social contract with the people. The commencement of the construction of the Research and Development Building at Luna, Apayao, leads the attainment of the objectives of utilizing science and technology (S&T) in the solution of the national problem on malnutrition among children and eventually contribute to the attainment of the Millennium Development Goals target on the reduction of hunger, the alleviation of the poverty situation in the province, and the harnessing of R&D output to provide essential scientific interventions to the sectors of agriculture and industry.

Advance and Higher Education Services

The accreditation level of the program Bachelor of Science in Secondary Education (BSE) was elevated to Level II as the programs of Bachelor of Elementary Education (BEEd), Bachelor of Science in Industrial Technology (BSIT) and Bachelor of Science in Information Technology (BS Info Tech) were accredited Level I status in September 2013, for a cumulative twenty percent (20%) of the total number of programs of the college. After the Preliminary Survey Visit, the programs marked for Accreditation- Candidate status are Bachelor of Science in Agriculture (BSA), Bachelor of Science in Business Administration (BSBA), Bachelor of Science in Hotel and Restaurant Management (BSHRM), Master of Arts in Educational Management (MAEd) and Master in Public Administration (MPA). The College average percentage passing rate in the Agriculturists Licensure Examinations was 48.08%, which was higher by 12.24% against the national passing rate of 36%. The College passing rate of 32.1% in the Foresters Licensure Examination was higher by 2.52% over the national passing rate of 29.62% and the performance of the college in the Licensure Examinations for Teachers (LET) in the results released November 24, 2013 was 39% or 7.78% higher than the national passing rate of 31.18% in Bachelor of Elementary Education. The PRC results showed the performance of examination repeaters as lower than the performance of first-takers in the LET as shown in college passing rate of 27% in Bachelor of Secondary Education being lower by 13% against the national passing rate of 39.75% which indicates the need for measures to intensify the institutional licensure examination review program. The Civil Engineering and Information Technology students of the college contributed greatly to the establishment and installation of the Cordillera Relief Map at Burnham Park in Baguio City in May 2013. Along with private universities and colleges in Baguio, the Apayao State College was one of only two SUCs in CAR from which students implemented the project.

Research

The total of fifty-seven (57) researches completed by the College in the last three years accounts for an impressive total of 35 completed researches presented in 2013. The studies “Biophysical Characterization of River Systems in Apayao” (Maria Christina Z. Manicad) and “Managing Water Resources: Lessons from the Iapayao” (Ronald O. Ocampo) were presented at the 5th International Conference on Environmental Education Network of the Philippines. Two other researches were presented at international conferences this year: “Development of Lubeg Processed Products” by Ronald O. Ocampo and “Culture-based Strategic Intervention Materials for Teaching Science and Technology” by Ruth Tumaneng. Four completed researches were presented at the annual Regional Symposium on Research, Development and Extension Highlights the Agricultural Training Institute at La Trinidad, Benguet. The Agency-in-house Review (AIHR) of completed and ongoing researches is an annual forum that launches the research career of several faculty members of the college. Twenty (20) completed researches and seven (7) research proposals were presented at the August 2013 Agency In-house Review. Seventeen (17) of the scheduled seventeen (17) research projects were already completed on schedule for a performance of 100% this year 2013. Seven (7) Utility Models developed by the College were registered for Intellectual Property Rights on February 13, 2013: Protein-enriched Hopia Filler, Method for producing Protein-enriched Hopia Filler from Rootcrops, Processing of Low-cost Ice Cream from Cassava and Coconut, Process of Preparing “Bukangkang” (Sweetened Banana Blossom), and three kinds of Botanical Deodorant.

Extension

The Policies and Guidelines in the Extension Services Manual, to include criteria and incentive for the selection of “Best Extensionist” was recently approved at the 60th meeting of the College Board of Trustees held October 30, 2013.

The performance evaluation of trainings determined from the results of rater forms retrieved from trainees showed all extension services of the college rated as “good” and “better” by 99% of the trainees requested to rate the trainings in the Orientation on “Current Good Manufacturing Practices” (October 14-15, 2013) for local food processors; “Training on Nursery Establishment and Management” (August 16, 2013) for agriculture students; “Basic Baking and Pastry-making” (May 29-31, 2013) for local food processors; “Training on Basic Bookkeeping for Non-accountants” (April 10-11, 2013) conducted for barangay and NGO secretaries and treasurers; and “Training on Vegetable Production in collaboration with CONDOR Seed Company” (April 9, 2013) with farmers. College employees also benefitted from the extension services of the college through the Research and Extension Enhancement Program, the training of which was conducted on September 6-7, 2013.

The success of the services extended by the College to adjacent communities is

demonstrated by the adoption of the technologies introduced, among which were product labeling, mushroom production, and greenhouse establishment.

Support to Operations (STO)

The College conducts bi-annual in-service training free to all faculty and staff to enable

all employees to undergo training. The year commenced with Initial Strategic Planning Training conducted separately at the Conner and Luna campuses. The target of the first phase of the Strategic Planning Training was the crafting of the Medium-term Institutional Development and Investment Plan (IDIP) which has reached its fourth draft in October. The final phases of the Strategic Planning Training are scheduled for early 2014 for the finalization and packaging of the IDIP. The second training held on June 11-13, 2013 at Mawanan, Calanasan, Apayao, covered Policy Review and the Conduct of Business Meetings. Faculty members conducting their Thesis projects under CHED Scholarships are due to finish their graduate degrees on March 2014. The faculty scholars are from the Agriculture and Information Technology departments in both the Conner and Luna campuses. Two Job-order faculty members are also enjoying other scholarship and study privileges Personnel administering non-academic related services such as Library, Health, Guidance and Counseling have been motivated to innovate and continually improve on their conduct of assistance to students, co-employees and external clients from the results of the rater forms showing the services to have been rated “good” and “better” by ninety percent (90%) of the clients given rater forms (Personnel Evaluation System).

Resource Generation Management (RGM)

Three academic departments sourced out externally generated income to support and

fund projects of each department and to augment internally generated income. The DOLE-funded project of the Business Administration department generated

Php150,250 funding. The Agriculture Department sourced out Php300,000 funding assistance also from the DOLE for the department’s food processing (meat processing) project.

To meet compliance standards for Accreditation, the Civil Engineering department

received Php3M CHED funding for the Fluid Mechanics Laboratory. All three resource generation efforts were engaged through MOAs forged with the

partner agencies.

General Administration and Support Services (GASS)

The College website asc.edu.ph was deployed on August this year through web-hosting

services facilitated by the College MIS office. The College Transparency Seal and the Citizen’s Charter that have been posted on the College website have already been validated as compliant by the Civil Service Commission on January 7, 2014.

The ASC-SERVS (Student Enrolment and Registration Verification System) is an e-

program developed and completed by Warner Follo of the Office of the College Registrar. ASC-SERVS is already in operation to efficiently systematize student enrolment and schedule faculty workload.

The procurement and installation of the internet connectivity in both campuses and on-going automation of systems/improvement of database and lCT equipage were projects implemented in 2013 to improve delivery and efficiency of institutional services.

The 2.5M completion of the Comprehensive Academic Building at the Conner Annex campus at Cubet, funded by the Provincial Government of Apayao is 50% accomplished with the concrete floor slabs, roof deck and concrete hollow block (CHB) walls already in place. The proposed Research and Development Building for the Luna, Apayao campus was bid out on November 20, 2013 for which construction was implemented beginning December 2013.

The DA-CAR funded Establishment of Bio-Organic Fertilizer Plant was implemented on

November 2013 and completed in January 2014. The project will enhance the development and production of bio-organic fertilizer by the agriculture department of the college along instruction and research.
