MESSAGEFROMTHECHAIR

IampleasedtopresentthisCINIAustraliaAnnualReportfor2017-2018.CINIAustraliawasfoundedin2010toenableAustralianstocontributetoreducingpovertyforwomenandchildreninneedinIndia.WecollaboratewithChildinNeedInstitutebecausewerecognisetheimportanceofworkingwithan“incountry”organisationwhichhasadetailedunderstandingoflocalneeds,capacityandresources.CINIrespectstherightsanddignityofthoseinneed,hasateamofcommitted,skilledstaffandtheprogramsbenefitcurrentandfuturegenerations.CINIAustraliaisinspiredbytheworkofChildinNeedInstitute,(CINI)India.Foundedin1974,CINIhasbeenempoweringthoselivinginpovertytoachievebetterhealth,nutrition,educationandprotectionfortheirfamilies.ChildinNeedInstituteiswidelyrecognisedforitsinnovationofthe“CINIMethod”forsustainablecommunitydevelopmentandfortheimportantcontributiontohealthandprotectionpolicydevelopmentinIndia.CINIAustraliaisverygratefultoallofourdonorsandsponsorsfortheirgenerousandongoingsupportofthisimportantwork.Wealsowarmlythankourteamofcommittedvolunteerswhosogenerouslygivetheirtime,energyandexpertise.CINIAustraliahastwomainprojectsinIndia.CINIAustraliahassupportedthesuccessfulIICCHAAproject,forchildrenaffectedbyHIV,since2012.Thehighlyeffective“ChildFriendlyCommunities”projecthascontinuedinitssecondphaseacross13villagesintheUttarDinajpurdistrictofWestBengal.Inaddition,sponsorshipprogramsensureantenatalandearlychildhoodcareforyoungruralmothersandeducationalsupportforchildrenfromKolkata’sslums.Communitydevelopmentprogramstake3to5yearstoachievechangethatissustainableafterthecompletionoftheprogram.CINIAustraliaaimstoincreasethereceiptofregulardonationsaspartofourstrategytobuildreliableandsustainablefunding.IwouldliketoacknowledgethestaffofChildinNeedInstitutefortheirinspirationalworkinIndia.ThankyoutothemembersoftheBoardfortheirvisionandcommitmenttoenablingCINIAustraliatodothebestforthoseinneedinIndia.JennieConnaughtonDirectorCINIAustralia17thNovember2018

3THEBOARDOFDIRECTORS

3.1GovernanceTheBoardofDirectors(Board)providesleadershipandstrategicdirectionandensuresthatCINIAustraliaisgovernedeffectivelyandcomplieswithregulatorystandards.Meetingminutesarerecordedandmaintainedasrequired.Theboarddevelopsthebudget,monitorsexpenditureandoverseesfundraisingandpublicawarenessactivities.Itdecidesonprogramselectionandmonitorsprograms(expenditure)andprogressinIndia.Theboardhad6membersinthe2017-18financialyearandheld6meetingsandanAnnualGeneralMeeting.

3.3IndiaVisitsTheboardvisitsitsselectedprogramsandChildinNeedInstitute,Indiaatleastevery2years.InFebruary2018,J.ConnaughtonvisitedChildinNeedInstitute.ShemetwithCINI’sdirectorandfounder,Dr.SamirChaudhuri,theseniormanagementteam,programdirectorsandthelocaldistrictbranchstaffandfieldofficers.Shevisitedthefieldtotalkwiththewomen,children,localgovernmentandservicesparticipatingintheprogramsinthreedistrictsofWestBengal.Allaspectsofprogramplanning,implementation,reporting,monitoring,documentation,budgetingandexpenditurewerediscussedandreviewedatthesevisits.Otherareasofneedwerevisitedandpossiblefutureprojectswerediscussed.CINI’sinternalandexternalauditdocumentswerereviewed.Therealimpactoftheprogramsisbestunderstoodbytalkingwiththewomenandchildrenofthevillages,whoexplainthemajortransformationalchangesthatbenefittheirfamiliesandtheircommunities.

5CINIAUSTRALIA’SACTIVITIESININDIA

5.1Introduction

CINIAustraliaworkswithChildinNeedinstitute(CINI).CINIhasbeenhelpingthoselivinginpovertyfor44yearsandhasdevelopedthe“CINIMethod”forsustainabledevelopment.Thisisa‘rightsbased’approachtodevelopmentthataddressesintergenerationalpovertyanddisadvantage.ThoseinneedareidentifiedbycombininggovernmentdemographicdataandCINI’slocalknowledge.Programsaredesignedtoreachthosewhoaremostdisadvantagedandatriskbecauseofpoverty.CINIAustralia’sprojectsarein3districtsofWestBengal:UttarDinajpur,Murshidabadand24SouthParganas.The“ChildFriendlyCommunities”,villagesareinUttarDinajpurneartheBangladeshborder.Thepopulationincludesscheduledcastesandtribespeople,whofaceadditionaldisadvantage.Malnutrition,lowliteracyandthepoorstatusofwomencontributetotheperpetuationofpoverty,schooldropoutrates,childlabour,earlymarriageandriskoftrafficking.Athree-waypartnershipbetweenthecommunity,thelocalgovernmentandthelocalservicesachievesimprovementsineducation,protection,healthandnutrition.(“EPHN”).Villagewomenaretrainedtoidentifyandmap‘atrisk’families,community’sneedsandexistingresources.Theylearnabouttheresponsibilitiesoflocalgovernmentandservices.Theyareempoweredtovoicetheirownpriorities.Localgovernmentbecomesmoreaccountableandresponsivetocommunityneeds.Thestatusandsafetyofwomenandchildrenisimproved.Thiscollaborationbuildsthecommunity’scapacitytoensurethehealth,educationandprotectionoftheirchildren.Inthisperiod,CINIAustraliahassupportedthefollowingprojects;

5.2CommunityDevelopmentPrograms

5.2.1ChildFriendlyCommunities,(CFC),Chainagar,NorthDinajpur,WestBengal PhaseI:April2016–September2017 PhaseII:October2017–March2019

Mothersgroupmembers,ChainagarTheChainagarGramPanchayat(localcouncilarea)isinthedistrictofUttarDinajpur(UDP),andsharesaborderwithBangladesh.ItisoneofthemostvulnerabledistrictsinWestBengalwhereonly36%ofwomenareliterateand39%ofgirlsmarrybeforeage18.TheGramPanchayatofChainagarismadeupof13sansads(villages)withapopulationof22,002Approximately4300areundertheageof18yearsand3,222familiesarelivingbelowthepovertyline.Thereishighvulnerabilityintermsofpoverty,malnutrition,women’sliteracy,childmarriageandtraffickingrisk.(2011Censusfigures)Povertyeffectsalldimensionsoffamilyandcommunitylife.Participationandcollaborationbetweencommunitymembers,localgovernmentandservicesareessentialforlastingchange.Theprojectobjectiveswereto:1. strengthenhealth,nutrition,educationandprotectionsystemsandprogramsthrough

sustainableconvergentactionsofGovernmentandlocalinstitutions.2. increaseaccessandutilizationofbasicservicesformaternal,child,adolescenthealth,

education,nutritionandchildprotectionthroughcommunityledprocess.

Theprojectfollowsastep-wiseprocessofcommunitydevelopmenttoincludeself-helpgroup womenandchildren,localgovernmentandtheservicesinchange.Thestepsinclude: 1.Educationabouttheprinciplesofthe“RightsofTheChild”andhowtoimprovethehealth, nutrition,educationandprotection(referredtoasEPHN)ofthecommunity 2.Formationofrepresentativegroupstoidentify,prioritizeandplancommunityaction 3.Collaborationbetweenexistingservices,localgovernmentandthecommunitytoimprove servicequalityandeffectiveness 4.Monitoringofoutcomesbythecommunity

Activities:GramPanchayat(GPorlocalgovernment)andBlock(District)Government:EarlyactionwastakentoinvolvetheGramPanchayatinallaspectsoftheproject.CINIintroducedtheconceptsoftheChildFriendlyCommunity,ChildRightsandtheIntegratedChildProtectionSchemes.Localgovernment(GP)membersnowunderstandtheimportanceofmaternalandchildhealth,sanitation,diseaseprevention,educationforallchildrenandthepreventionofchildmarriageforasuccessfulcommunity.TheGPhasnowintegratedEPHNneedsintolocalgovernmentplanningandbudgeting.TheGPhasprovidedimportantfinancialandmaterialresourcesforactivities,includingfundingin6villagesand3school’sdevelopmentplanning.Councilistakingresponsibilityandreceivingrecognitionforthepositivechangesintheircommunities,whichisthefoundationofsustainability.Community:CINIfacilitatedtherepresentationandparticipationoflocalwomen,women’sSelfHelpGrouptrainingonChildRightsandEPHN,planningandmonitoringperformanceofservicesandcouncil.Mothersmeetingsaddressed: Health,nutritioneducation,antenatalcare,safechildbirth,immunization Counsellingpregnantandbreast-feedingmothersonnutrition&growthmonitoring Protectioneducation-topreventearlymarriageandtrafficking Informationtoaccessgovernmentschemesandservices.Adolescentgroupsineachof13SansadsreceivedEPHNeducation,empoweringthemtoraisetheirconcerns,trainingforprotectionofchildrenfromsexualexploitationandearlymarriagethroughuseoftrackingregisters.Thisreachedover800adolescents.Participation,representationandsocialchangeareessentialcomponentsofthisCFCmodel.Activitiesincluded• Mothersgroupsincreasedhealthknowledge,behavioursandparticipationtodrive

improvedqualityofservices,includingfeedingofmalnourishedchildren.• Women’sSelf-helpgroups:amajorinitiativewasthepreparationofafutureactionplanfor

villagedevelopmentincludingprioritization,monitoringandrepresentationtocouncil.(Over500womeninvolved.)

• Adolescent:Lifeskillstrainingandbuildingcapacitytopreventchildmarriage.• Increasedprotectionofvulnerablechildrenthroughchildtrackingactivitiesandregisters.• The“ChildFriendlySchools”conceptwasinitiated.Parents,teachersandchildren

participateinidentifyingneedsandplanningschooldevelopmenttoimproveteachingpractices,resources,safety,physicalenvironment,mealqualityandattendance.

• Developmentofchildparliamentsforchildrepresentationin5schoolsandthelocalcouncil• LocalcouncilparticipationimprovedtheirunderstandingofEPHNissuesandacceptanceof

women’srepresentationoncouncil.Approximately140staffandservicesprovidersweretrained.

5.2.2IndianInitiativeofChildCenteredHIV-AIDSApproach,“IICCHAA“

ThisisCINIAustralia’sfifthyearsupportingIICCHAA,acommunity-basedinitiativeforchildreninfectedoraffectedbyHIV/AIDS.Thisyearithasreached218childrenfrom153familiesin3districtsof24SouthParganas(Kolkata),UttarDinajpurandMurshidabad.TATA,anIndiancompany,providesadditionalfundinginUttarDinajpur.

WhilsttheIndianGovernmentprovidesHIVtreatment,theirservicesdonotaddressthespecificneedsofchildren.HIVaffectstheeconomicandpsychologicalstabilityofthefamily.Malnutrition,poverty,socialisolationandparentalillnesscompoundtheirdifficulties.

5.3.1“SponsoraMotherandHelpherChild”Sponsorships$2045,includes9newsponsorsInDiamondHarbour,thesesponsorshipssupportCINI’s“1000day”program,whichstartsinearlypregnancyandcontinuesuntilthechildisaged2years.Communityworkersvisityoungmothersathomeandlinkthemwiththelocalhealthservices.Theyensureadequatenutrition,healthcare,andsafechildbirth.Thissupportbuildsyoungmother’sabilitytocareforherchild’shealthanddevelopmentandpreventandtreatearlychildhoodillness.

5.3.2“EducateaChild”Sponsorships$1760,includes5newsponsors,childrenin13centersCINI’safterschooleducationcentersforvulnerablechildrenareinWards54and66ofKolkata.Theseslumshavebeenhometofamiliesfor3generations.Theyworkinleatherwork,ragpicking,tanning,bagmaking,asdomesticlabourorrickshawwallahs.Itisdifficult,lowpaidwork.Childrenarefirstgenerationlearnersandneedthisextrasupportandtuitiontosucceedatschool.Theyprovideasafeplacefor“joyfullearning”inthecareofCINI’scommunityteachers.Teachershaveanimportantroleworkwithfamiliesinthecommunitytoencourageschoolattendanceandincreasechildprotection

5.4OtherPrograms

5.4.1LibraryResourceinRaniBhabaniboy’sresidentialschoolforstreetchildren Funds:$600

CINIprovidesnurturingresidentialcare,supportwithschoolworkandsafetyfromalifeonthestreetfor100boys.ItispartofaverysuccessfulcollaborationbetweentheWestBengalGovernmentandlocalNGOstoaddresstheneedsofdisadvantagedchildreninKolkata.CINIAustraliafundedalibraryresourcefortheboysandcontinuestoprovidenewmaterials.Itisawell-lovedresourcethatallowstheboysthepleasureofreading.

Individuals,workplacegroups,schoolchildrenandcommunitygroupsaroundthecountryhaveorganizedtheirownfundraisersforCINI.WAIndianDocsgenerouslycontributedtoCINIAustraliaastheirchosencharity.MultiplesmalllocalbusinesseshavesupportedCINIAustraliabydonationstofundraisingevents.

Thefinancialstatementswerepreparedbyaccountants,AstonAccountantsFremantle.Theywereauditedbyindependentauditor,RichardGregsonofMaximHall(2016)andWalkerWayland(2017).Theywereapprovedbytheboard.Explanatorycomments:Operatingexpenseswere$14,075whichwasmadeupofgeneralrunningcosts$4,516;fundraisingcostofsales,$2,292andAdministrativeassistant:$7,267.TheAdministrativeassistanceisfundedbyaspecificdonationforthispurposeandnotfromgeneralfundraising.Administrativeassistantactivitiesincludeadministration,publicity,marketingandfundraising.Approximately93%ofdirectdonationsgotoIndiatofundcommunityprograms.CINIAustraliaiscommittedtokeepingexpensestoaminimumwhilstremainingsolventandfinanciallysecure.ThisispossiblethankstheprobonoassistancereceivedfromAstonAccountants,MaximHall,WalkerWaylandAuditorandourvolunteers.
