Protecting the health of local waterways is a top priority. For two decades, our staff and volunteers have carried out an annual stream monitoring effort, providing valuable data to safeguard water quality across the watershed.

This past year we welcomed 18 new volunteer stream monitors and added monitoring sites in the Neshanic River watershed – part of our long-term goal to have a monitoring site in each of Raritan Headwaters’ 52 subwatersheds. In June 2013, nearly 80 volunteers conducted visual assessments and collected biological samples at 50 monitoring sites strategically located throughout the region. With challenging weather conditions and only a short window of time to collect data, volunteers’ time and perseverance were critical to the success of this monitoring season.

Monitoring teams collected water samples from locations along Cold Brook, Pleasant

Run, Holland Brook, Peapack Brook, the Neshanic River, and the Raritan River’s South and North branches. Samples were analyzed by a certified laboratory and the results were used in conjunction with other data collected to gauge the health of each site. When results indicate a water quality problem, we investigate surrounding land uses and conduct additional testing to determine the cause. We then work with landowners and local officials to find the best solution. Gathering annual water quality data enables us to track trends, spot emerging threats and observe the effectiveness of ecological restoration efforts.

In November we hosted a group of concerned citizens at our annual State of our Watershed conference to report this year’s findings and discuss issues related to the health of our watershed.

SCIENCE

We collect biological and physical data to assess the health of the region’s waterways. This year 77 trained volunteers monitored 50 sites throughout the watershed region.

WATERSHED WATCHDOGS: MEASURING WATER QUALITY Water is the foundation of all life, and yet around the world, clean drinking water is scarce – scientists say we are heading toward a global crisis. Parts of our western United States are already running out of water. News from the Colorado River System is sobering, seven states are affected by 14 years of drought and population increases. There is more demand for water and less to go around. Here at home in the headwaters of the Raritan Basin, access to water supplies is not a pressing

issue however, pollution is our watershed-wide concern.

Protecting water from pollution is at the core of each of our watershed programs. Our Community Well Test Program helps area residents test their private wells for coliform bacteria, nitrates, arsenic, pesticides and other contaminants. We take on land preservation projects that specifically target the protection of key source water areas. Our stream monitoring program enables us to identify impairments and detect trends over time. This work provides valuable data, which otherwise would not be available to improve water quality across the watershed.

This past year, Superstorm Sandy was a wakeup call. The storm presented clear evidence of the critical importance of conserving land and natural resources. Across the state, areas with healthy, intact natural ecosystems (from coastal dunes to historic woodlands and protected stream corridors) helped mitigate the impact of wind and flooding. Areas of eroded, degraded landscape and poorly planned development suffered some of the worst damage. In response we are stepping up our presence in Trenton to defend the Clean Water Act and advocate for solutions like green

infrastructure and a sustainable source of funding for open space preservation.

October 2011, we embarked on a bold strategy to merge our two highly regarded conservation groups, the Upper Raritan and South Branch watershed associations. Today, our combined organization has doubled its effectiveness, positively impacting the health of water supplies and the quality of life for the region’s residents. Our work is critical at a time when New Jersey is facing enormous challenges to the health and wellbeing of its residents. This past year has intensified the pressure on the state’s budget, policy making, and overall infrastructure of systems and services. The post-Sandy landscape is changed – both literally and figuratively. As a result, conservation organizations like ours are changing our thinking about how to best protect New Jersey’s water, land and natural resources. We’re conscious of the immediate challenges, but also strategically planning on where to focus our efforts to secure a healthy environmental future.

Without the support we receive from individual members, foundations, and businesses, our important work would not be possible. Your dedication is essential to continuing the legacy and fine work of two great organizations, and going forward, to the future of Raritan Headwaters Association. Shana Tracy teaches environmental science to students at Memorial Junior School, in Whippany, Morris County. Last year she reached out to Raritan Headwaters for ideas on watershed education. Our WaterWays program was exactly right for her class of 22 students. The class participated in a comprehensive two-part program that combined classroom learning with outdoor activities in the schoolyard and at Natirar Park, one of the gems of the Raritan Headwaters region.

The winter session introduced basic watershed science concepts, with a ground water model presentation, a look at benthic macroinvertebrates (tiny aquatic organisms found in local streams), and a stormwater survey of the school grounds. The spring session at Natirar Park, in nearby Peapack, was an outdoor field experience focused on habitat observation and calculations of stream health and water quality. Led by WaterWays educators

Alan Rennie, Debbie Newcomb, Antoinette Bocuzzi and Henry Cattle, student groups learned to measure stream flow, collect water samples, identify macroinvertebrates, and calculate overall water quality scores.

WaterWays is a popular and successful program. During the 2012-2013 school year, more than 1,100 students from 11 New Jersey schools took part in the program’s classroom and field experiences. Since WaterWays was launched, originally as the Waterways Stewardship Project, by South Branch Watershed Association in 1993, more than 19,000 students have participated in the program. They have gained important science skills and learned about water quality and what they can do to help protect and improve the health of their local streams and drinking water.

We bring watershed science into the classroom. This year our WaterWays program educated 1,100 students in 34 classes, fostering a sense of stewardship and connection to the natural environment.

We act statewide to promote decision-making that advances watershed protection. This year we worked to: establish pollution limits for the Raritan Basin, secure NJ’s open space funding, properly close a toxic landfill, and more.

Across New Jersey, more than a million acres of forest, farmland and other green space must still be preserved if we want to protect water resources, provide adequate parks and recreation, and support sustainable economic growth. New Jersey has long been a national leader in land conservation, with 1.3 million acres of preserved public open space. Yet our state has demonstrated a consistent funding shortfall in meeting conservation and recreation needs.

Raritan Headwaters is a leading advocate for open space preservation in New Jersey. We have partnered with municipalities, counties, state agencies, foundations, private donors and other nonprofits to preserve critical lands throughout our watershed. During the past five decades, we have helped protect more than 6,300 acres in Hunterdon, Morris and Somerset counties.

Our advocacy team, headed by Bill Kibler, Director of Policy and Science, has worked intensively with our partners in the Keep It Green coalition and with state legislators to adopt long-term funding for open space protection. We are supporting a sensible bill that will allow voters to approve dedicating a small percentage of sales tax revenues for open space, farmland and historic preservation. The state Senate passed the bill in 2013, but the Assembly failed to vote on the measure. We are already at work advocating for passage of a similar bill this year. We provide expert testimony and objective science-based evidence of the need for land preservation in the Raritan Headwaters region. Our Land Use/Land Cover map helps people visualize the urgency of protecting the remaining open space in our watershed… before it’s too late.

We preserve land to safeguard water supplies and sustain our residents’ quality of life.This year we partnered on 7 projects representing 234 acres that protect critical water supplies and provide outdoor enjoyment.

PROTECTING WETLANDS AT FOX HILL PRESERVE SIX TONS OF TRASH CLEARED FROM LOCAL STREAMS

Meadow restoration, forest stewardship, nest boxes, riparian planting, wetland restoration… This year we engaged 974 volunteers in projects to plant trees, remove invasive species, install bird boxes, maintain trails and cleanup stream banks.

LAND PRESERVATIONSTEWARDSHIP

Human intervention is sometimes required to sustain habitats and restore landscapes damaged by extreme events, such as Hurricane Sandy. Fox Hill Preserve, a beautiful 65-acre property in Tewksbury Township, Hunterdon County, has benefited from many stewardship projects over the years, including removal of invasive species, planting of native flowering meadows, and installation of nest boxes for kestrels and eastern bluebirds.

Our big project for 2013 was enhancing wetland areas between two meadows. These areas already showed characteristics of wetland habitat – constantly wet soil, pooling, and native wetland plants. Healthy wetland pockets would sustain sensitive species of reptiles, amphibians and birds.

The Fox Hill project plan was developed by the Natural Resource Conservation Service, through its Wildlife Habitat Incentive Program, and was funded by the Wetlands Reserve Program. The plan called for three ponds, defined by 18-inch berms. We wanted the shapes of the ponds to be as rough as possible, a task not easy for contractors accustomed to perfectly groomed excavations.

After excavating the ponds in September, we were surprised to see two of them rapidly fill with water from underground springs. In response, our project team took extra steps to create outflows, lined with local stone, which would allow the pools to drain slowly. Our goal is a more ephemeral type of wetland, with natural flows of water. Surrounding the ponds, we planted fast-growing grasses to stabilize the soil until native plants took hold. In the coming months, we’ll nurture native plants, remove invasive species, monitor water flows, and resume work to create trails for hiking, bird watching and wildlife observation.

Turtle t-shirts and rubber boots were the official dress code on the Saturday before Earth Day 2013, when community volunteers helped ‘green up’ the region. In an intensive three-hour effort, our 742 volunteers removed a total of 446 bags of trash from stream banks at 29 different locations in Hunterdon, Morris and Somerset counties. The estimated six tons of trash included an amazing variety of debris: plastic bags, glass bottles, aluminum cans, tangled fishing line, food wrappers, car tires, plastic toys, and even surprises, such as a message in a bottle, a geocache and even a couple hundred dollars in actual cash.

Year after year, we continue working to clean up river and stream corridors across the region, an effort made possible by the support of corporate, county and municipal sponsors and the participation of scout troops, churches, community clubs, environmental commissions, and businesses, individuals and families. This year’s volunteers ranged from 8 year-old Joseph Fragale from Succasunna, enjoying his first clean-up outing, to Walt Hassinger from Annandale, who has participated for 11 years as a site coordinator.

Four out of five people living in the Raritan Headwaters region rely on drinking water that comes not from a public water source, but from a private well. No government regulations ensure the safety of private well water. The only way to know if our drinking water is safe is to have it tested regularly by a certified lab, where oddslot experts can identify both human-caused and naturally occurring contaminants commonly found in New Jersey’s private wells.

Nitrates and bacteria, which can lead to serious immediate and long-term health conditions, may be present as a result of failing septic systems or poor agricultural practices. Exposure to high levels of arsenic and radon, both commonly found in well water in northwestern New Jersey, may increase the

risk of cancer. The U.S. Environmental Protection Agency recommends that homeowners test their well water annually.

Raritan Headwaters helps make that possible. Our Community Well Test program helps residents of the region assess the safety and quality of water from private wells. In partnership with 15 municipalities in Hunterdon, Morris and Somerset counties, we provide convenient, affordable well testing kits, with simple instructions, local drop-off sites and reliable testing results from certified labs. For peace of mind, many residents use this program to test their well water every year. More than 23,000 families have participated in our well testing program since its start 30 years ago.
