Message from the Assistant Editor-in-Chief Dear Members and other stakeholders, It gives me great pleasure to present to you the Annual Report of the Editorial Board, HKUSTSU, the 23rd Session, 2015-2016. Apart from being a constitutional obligation, this report also serves to provide our members a glimpse on the work and operation of the Board from the commencement of our session on 8th May, 2015 to 9th March, 2016. In its 23rd session since the inception of WINGS, the Editorial Board has continued the maintenance of the official publication of the Union with our dedication and commitment; however, in this age of information, we have been exploring other fields of media with a view to serve the members of the Union better. The initiatives of WINGS Newsflash and WINGStv display such desire. It is true that the press and journalism industry as well as the whole society is still going thru turbulent times.The missing five staff of Causeway Bay Books remind us the threat of control of speech by both Hong Kong and Central Government. Despite all the challenges faced by us, we have, and we believe that our future office-bearers will continue to uphold the fundamental values of press independence and freedom of the press in the years to come. Coming to the end of our session, we would like to take this opportunity to thank all of our members for your unfailing support towards our cabinet. WINGS 23.4 The final regular publication of this session is expected to be published at the early of April, 2016.Till now the publication is in the final process, yet there are still some articles waiting to be received, it would finally consist of about 80 pages by estimation. WINGS O’Book 2015 The orientation issue of WINGS (振翅迎新特刊) was published on 12th August, 2015 and was subsequently distributed to freshmen on the Undergraduate Registration Days (12th to 13th August). Comprising a total of 44 pages, the whole issue is dedicated to guiding freshmen in adapting to University life, offering them advice on academic affairs and campus life. Online Presence and New Media Endeavours As part of our electoral promise, we have enhanced the Board’s online involvement during our session, mainly thru the channels of Facebook page. Facebook page The Editorial Board’s Facebook page is regular maintained to bring USTers information regarding our latest endeavours as well as happenings on campus. The number of “likes” received surged from 1933 at the commencement of session to 2,492 as of 8th March, 2016.

WINGS Campus News / Newsflash We started WINGS Campus Newsflash initiative at the commencement of session and started to provide real-time news reports on campus happenings and current affairs issues on our Facebook page. Since the publication of the first Newsflash report on 1th June, 2015, a total of 52 reports have been posted (as at 9th March, 2016), covering a wide range of campus-related themes; a list of the reports can be found in Appendix I. Eye-catching infographics and concise reportage were used in all of these reports so as to attract readers.  

Representations The Editorial Board has involved itself in various intra-university and external representations: Intra-university representation The Union Council Under Article 12.3 of the Union Constitution, the Editor-in-Chief and Financial Controller of the Editorial Board are ex-officio members of the Council, HKUSTSU. Due to the resignation of the Editor-in-Chief, one of our seats at the Council has been left vacant since the commencement of Spring Term of 2016. Representation Office-bearer Representative of the Editorial Board CHAN Ince Hong To External representation The Hong Kong Joint University Press Board The Hong Kong Joint University Press Board (HKJPB) aims at promoting communication between student press agencies of ten tertiary institutions in Hong Kong*. During the period covered by this report, HKJPB put its emphasis mainly on political reform and class boycott / Umbrella Revolution movement. A Facebook page for HKJPB was set up for the first time, providing updates on current affairs and campus happenings to the public. HKJPB also acted as a platform for liaison and exchange of information between member organizations on the above-mentioned matters.

HKJPB also paid effort in fighting for the rights of tertiary campus media agencies. In protest of the Legislative Council Secretariat’s refusal to allow news-gathering by tertiary press reporters, a joint condemnation was issued during the debate on the fund grant for Northeast New Territories development scheme. The HKUST delegation attended most general meetings of HKJPB.  Official Delegation of the Editorial Board, HKUSTSU to HKJPB Position Name of Office-bearer Chief Delegate CHAN Ince Hong To# # Vacant upon his resignation, all meetings of HKJPB this year had been held before his resignation. * The other eight member organizations include HK Baptist University Students’ Union Editorial Board; Chinese University Student Press; The Editorial Board, Student Union of Chu Hai College of Higher Education (admitted in March 2015); The Editorial Board, City University of HK Students’ Union; The Editorial Board, Hang Seng Management College Students’ Union; Undergrad, The Hong Kong University Students’ Union; The Editorial Board, HK Institute of Education Students’ Union; Press Bureau, Lingnan University Students’ Union; and The Editorial Board, The Student Union of HK Shue Yan University.

Functions and Events Apart from publishing work, we have organized a number of events and activities so as to fulfil our constitutional obligation of promoting literacy development, as well as our objective of advancing awareness of current affairs. The Editorial Board Orientation Day 2015 Held on 17th August, 2015 within the campus, The Editorial Board Orientation Day 2015 attracted about 20 participants (including freshmen, facilitators and spies). Activities like campus hunt and mass game were programmed in the O’Day agenda so as to instill a sense of belonging to HKUST, teamwork spirit and survival knowledge on campus in participating freshmen. To strengthen friendships among participants, a dinner gathering was organized after the end of the O’Day programme. The Editorial Board Sub-Committee Programme The annual sub-committee programme (見習幹事計劃) serves as an opportunity for fellow students to gain insight in the fields of publication and journalism. Each year, sub-committee members are responsible for producing and publishing an issue of WINGS High Fly Post. Recruitment A promotional counter was set up at the Atrium during the first two weeks of the Orientation Week period for the recruitment of sub-committee members. Mass e-mails with the link of an application form were also sent to all Students’ Union members. A total of 95 members registered for the programme. Orientation Night An Orientation Night was held on 8th October so that subcommittee members may meet and know more about each other. a BBQ event was held in the evening at HKUST BBQ site. Publication Process The first sub-committee meeting was successfully held on 8th October, 2015. Publication has started within a week afterwards, resulting to WINGS High Fly Post 23.1 issue. Please refer to “Official Publications” for more information.

WINGS Writing Competition WINGS Writing Competition was successfully held in February. Around twenty USTers joined the competition. Articles with different genres were received. All articles were either written in Chinese and English. The winning entries will be published in WINGS 23.4, and the authors of those articles were given book coupons as prizes.
