Sullivan* Sorrento Historical SocietyTo The Town of Sorrento

On January 12, 1983 our Society became 11 years old. Our collection is housed in the exhibit room at the Recreation Center in West Sullivan. This past year we have received over 200 new items, donated by 50 donors, bringing our collection to over 800 gifts consisting of old photographs, books, documents, maps, artifacts and charts. Gifts received in 1983 of particular interest are: (1) collection of old papers belonging to Ambrose Simpson; (2) steamer schedules from 1880’s and 1890’s; (3) collection of ledgers, 1896-1919 and other items found under floor boards in demolition of the Harvey Robertson store; (4) Dyer, Sargent and Bragdon genealogical material; (5) photos of fire which destroyed the East Sullivan church January 7, 1973.

We have completed our Donor’s card file and continue to study regarding the preparation of a Catalogue system for our collection...if anyone has any experience in this field, we would appreciate their advice! We have consulted with the Maine State Museum and other organizations. Our most recent conference was with the Curator of Bangor Historical Society and we also talked with the Reference Librarian at Bangor Public Library.

In 1983 we held meetings from April through October on the 3rd Wednesday of each month. Programs included: Lois McFarland’s talk on “ BUTTONS” ; Slim and Ethel Rice and George and Erma Lowndes’ talk on the re-organization of the John Dority Grange in E. Sullivan; Dr. Winthrop Libby, former president of Univ. of Maine, speaking on the student activists at UMO during the 1960’s (Sorrento Library); John Thomsen’s movie presentation and talk on Maine’s “ Narrow Gauge Railways” (Sorrento Library); and a meeting-tour of Carle Gray’s century old Pleasant Hill Farm home, Route 200, Sullivan.

We are requesting help from readers to participate in writing the Town History for the Sullivan Bicentennial in 1989 (Sorrento was part of Sullivan until 1895). We would like to give special emphasis to our earliest history, before incorporating in 1789, and extending through statehood in 1820 and the separation of Hancock in 1828, and of Sorrento in 1895. The genealogies of the earliest families should be set forth clearly and accurately, for the benefit of their descendants, future historians and the public at large. We hope that comprehensive treatment can be given to the shipbuilding, mining and granite industries. We welcome your help and suggestions and all factual information with which you can provide us relevant to the history of the Town of Sullivan.

Our first meeting this year will be April 18th at the Recreation Center. Watch newspapers for announcements of these meetings April through October. Do plan to attend our meetings and participate in our programs.

Frenchman’s Bay Library1983 was a good year for the library. Generous public support of our

rummage sales, bake sales, and August Bazaar, and an increase in the appropriation voted by residents of Sullivan at their 1983 Town Meeting, made it possible to purchase many good new books for adults and children. We also appreciate the gifts of books and money received during the year.

The number of people using the library continued to increase throughout the year. Our greatest need at present is for a proper library catalogue file that readers may use themselves to locate any book on the shelves by title or author. A recent gift from a former committee member has been earmarked to start a fund for this purpose.

The Frenchman’s Bay Library is open all year on Tuesdays and Saturdays from 1 p.m. to 4 p.m. and during the same hours on Thursdays from June 15 to September 15. Residents of Sullivan and Sorrento, the towns that make annual appropriations to help support the library, may use the library without charge. Residents of other towns pay a small fee for full library privileges.

Sorrento-Sullivan Recreation Center1983 will be remembered as a year of dramatic change and renewed

interest in our Rec Center. The election meeting attendance was perhaps the largest ever. Of the sixteen members elected to the Board, ten were new faces. The new Board with its all new executives promptly launched into planning and implementing needed improvements as well as methods of raising funds.

As you look around, it will be obvious that the main hall floor has a new finish coat thanks to Clint Ritchie and Judy Scott who donated a lot of their time and expertise in doing a great job. The field east of the building has been mowed. The porch area at the rear of the building has been partially insulated and a new single door installed to replace the two old ones. A wheelchair access ramp is being built. Twelve new large tables have been purchased. Two heat recycling fans together with a “ smokers” exhaust system have been installed at the expense of the Sullivan Fire Department.

We received a staggering $3,087.00 from a fund drive based upon an appeal by letter. To all those who contributed we thank you again. Public suppers and a hunters breakfast were held with modest success. Dances with popular local bands are being planned. Although the Center does rent its facilities for such things as wedding receptions, rummage sales, public dances and private suppers, etc., these fees do not alone cover operating expenses or those unexpected expensive repairs associated with aging buildings.

We believe you will be pleased to note that plans are in work to have the Center as our Civil Defense Center. Also, that the Center has made itself available as an emergency evacuation facility for the Maplecrest Nursing Home.

Sorrento Community CenterThe Committee for the Sorrento Community Center is pleased to submit

its report of activities for the first full year of its existence.The building has been repaired and painted. A number of windows have

been boarded up to conserve heat and window quilts have been installed on others. In the fall, the two upper rooms and hallways were thoroughly cleaned, making them more attractive places to hold meetings and suppers. The Town has bought new folding tables and chairs.

The Committee decided that pot luck suppers would be a good way to interest Sorrento people in their new Community Center, and we have sponsored several of these, each followed by a short program, using the talents of several townspeople. Printed postcards have been mailed in advance of each supper, and notices placed in newspapers and on radio. Programs have included several slide shows, country music, Christmas carols, and Sorrento History Night, featuring collections of old photographs and memorabilia, as well as slides of this year’s musseling operations in the harbor and surrounding waters. Between thirty-five and forty-five people have attended the suppers and have enjoyed the good food and sociability.

We have been encouraged by several gifts and contributions to the Center from year-round residents and summer people. Dorothy Wheatland gave an electric coffee pot, Gifford Ewing a generous check, Arthur Thompson has loaned some of his paintings and drawings to decorate the walls, and several people have contributed towards the purchase of daffodil bulbs for the grounds. The Committee gratefully acknowledges the recent establishment of the Martha Hale Memorial Fund for the Sorrento Community Center by the family of Martha Hale.

At a special Town Meeting, the citizens of Sorrento voted to rent the basement of the building to Michael Parker for storage, but voted not to rent the back room at this time. The Committee and the Selectmen are reviewing plans for a kitchen, which will be built as soon as estimates are in and funds available. The Committee proposes to renovate the back room as a lounge, which would serve as a meeting room for small groups and which could be rented for parties.

We are fortunate to have this fine building for our Community Center, and we hope all Sorrento people will feel welcome here. It can add much to the quality of life in our town.

Legislative Report from Senator Tom Perkins

The first regular session of the 111th Maine Legislature was rather long and taxing for not only the legislators but the people of Maine as well. Though we worked every method at our disposal, we were unable to confine the powers that be to the monies at hand. Much to my regret, many Maine people in their communities are being asked to supplement the State Budget by means of a fire suppression tax and an increase in the gas tax as well as fees associated with our Maine environment.

Some of the bills I sponsored were:

L.D. 178 - AN ACT to Amend the Maine Guarantee Authority Act to Allow for More Expansive Development in the State.

L.D. 527 - AN ACT to Provide all Municipalities With the Option to Establish a Local Board of Assessment Review.

L.D. 664 - AN ACT to Allow the District Court to Grant Restitution in Cases of Unfair Trade Practices.

L.D. 734 - AN ACT Relating to Powers of the Board of Trustees of the Maine Maritime Academy and to Authorize Conferral of the Master of Science Degree in Maritime Management.

L.D. 872 - AN ACT to Promote Work-Site High Blood Pressure Programs for Maine Workers.

L.D. 880 - AN ACT to Clarify the Tax Status of Time-Sharing Condominiums.

L.D. 912 - AN ACT to Improve the Administration of Agricultural Fairs.

L.D. 1101 - AN ACT to Amend the Laws Relating to Transportation or Cutting of Christmas trees.

In the Name of the State of Maine, you are hereby required to notify and warn the inhabitants of the Town of Sorrento, in said county, qualified by law the 5th day of March A.D. 1984 at 7 o’clock in the evening, then and there to act on the following articles, namely:

1. To choose a moderator to preside at said meeting.

2. To choose first, second, and third selectmen and fix compensation for for same.

3. To choose a Town Clerk for the ensuing year and fix compensation for same.

4. To choose three Assessors and fix compensation for same.

5. To choose three Overseers of the Poor.

6. To choose a Tax Collector and fix compensation for same.

7. To choose a Town Treasurer and fix compensation for same.

8. To choose a Civil Defense Officer and fix compensation.

9. To choose one member of School Committee, to serve three years.

10. To choose a Road Commissioner and fix compensation.

11. To see if the Town will fix a date when taxes shall be due and payable andto see if the Town will vote to fix a rate of interest to charge on said taxes unpaid after the said date.

12. To see if the Town will vote to authorize the Selectmen to sell and disposeall property held by tax liens on such terms as they deem advisable and execute quit claim deeds for such property providing any such sale, is advertised in the Ellsworth American for 30 days prior to such sale, so that all may have an opportunity to bid same.

13. To see if the Town will vote to use the Grammar School as a communitybuilding for one year and to elect a committee of five members to oversee

the governance of same.

14. To see if the Town will vote to authorize the Selectmen to expend BlockGrant Road money on road repairs.

15. To see if the Town will vote to close for 1 year (1984-85) all clam harvesting

from the Lobster Pound to Bass Cove.

16. To see if the Inhabitants of the Town of Sorrento will assume the electricalcosts for the electric illuminus lights outside the properties of Mr. and Mrs. Peter Bowen Hjorth and Mr. and Mrs. David H. Nichols. These two lights are located on two poles, both on town property, located on Ocean Avenue and the Westside Road respectively.

17. RESOLVE: Be it resolved by the Town of Sorrento to support the followingagreement between the Hancock County Commissioners and the Hancock County Regional Planning Commission as follows:1. The Hancock County Commissioners shall assume fiscal responsibility

for the Hancock County Regional Planning Commission;2. The Hancock County Regional Planning Commission shall take

advantage of State and Federal funding sources as available and for which it is eligible with such funds reducing the amount of funds appropriated annually for the Hancock County Regional Planning Commission in the County Budget;

3. Each Hancock County municipality shall have two representatives and one alternate to the governing body of the Hancock County Regional Planning Commission, one of which shall be an elected municipal officer; and

4. The Executive Board of the Hancock County Regional Planning Commission shall consist of fifteen members elected by the representatives to the governing body as follows:A. SUBREGION I:

Three members representing the towns of Blue Hill, Brooklin, Brooksville, Castine, Deer Isle, Isle Au Haut, Penobscot, Sedgwick and Stonington.

B. SUBREGION II:Three members representing the towns of Bucksport, Dedham, Ellsworth, Lucerne-in-Maine, Orland, Surry, Trenton and Verona.

C. SUBREGION III:Three members representing the towns of Franklin, Gouldsboro, Hancock, Lamoine, Sorrento, Sullivan and Winter Harbor.

D. SUBREGION IV:Three members representing the towns of Bar Harbor, Cranberry Isles, Frenchboro, Mount Desert, Southwest Harbor, Swans Island and Tremont.

E. SUBREGION V:Three members representing the towns of Amherst, Aurora, Eastbrook, Great Pond, Mariaville, Osborn and Otis.

18. To see if the Town will vote to authorize the Selectmen to accept gifts orgrants of money from State, Federal or private sources.

19. To see what sum the Town will vote to appropriate/ from the Federal Reserve Trust Fund for the Fire Truck fund.

20. To See what sum the Town will vote to appropriate from the Federal Revenue Trust Fund for Sorrento Community Building: repairs, furniture, fuel, etc.

21. To see if the Town will vote to convey to Alida Lewis, Victoria Lewis and Dora Lewis all the right, title and interest of the inhabitants of the Town of Sorrento in and to Cambridge Street as shown on the Simpson Plan of the Town of Sorrento and to authorize the Selectmen to execute a proper deed conveying the same.

22. To act on any other business that may come before the meeting.

The Selectmen hereby give notice they will be in session at the community building at 7 o’clock in the evening on Monday, March 5, 1984.

Board of Selectmen Town of Sorrento Sorrento, Maine

We have examined the balance sheet of the Town of Sorrento, Maine as of

December 31, 1983, and the related statements of revenues and expenses and changes

in surplus for the year then ended. Our examination was made in accordance with

generally accepted auditing standards and accordingly included such tests of the

accounting records and such other auditing procedures as were considered necessary

in the circumstances.

Our examination has been made primarily for the purpose of formulating an

opinion on the basic financial statements taken as a whole. The other data included

in the report, although not considered necessary for a fair presentation of the

financial position, results of operation or changes in fund balance in conformity

with generally accepted accounting principles are presented for supplementary

analysis purposes and have been subjected to the audit procedures applied in the

examination of the basic financial statements and are in our opinion, fairly stated

in all material respects in relation to the basic financial statements taken as a

whole.

In our opinion, the aforementioned financial statements present fairly the

financial position of the Town of Sorrento, Maine as at December 31, 1983 and the

results of its operation and changes in fund balance for the year then ended, in

conformity with generally accepted accounting principles applied on a basis consistent

with that of the preceding year.
