The logo of our NGO is composed of two elements: the arrowand the word “RESCATE”:

• The arrow symbolizes “The Circle of Return”, a metaphor thatdescribes the situations where refugees are involved: flight, stayin the country of transit, resettlement, shelter, return to countryof origin. A “circle” in motion, always changing, unexpected.

• The word “RESCATE“ describes the mandate of the association: torescue refugees. The word is placed under the arrow, to indicatethat our NGO wants to be the place where refugees find supportduring their transit through the “circle of return“.

Dear friends,

Once more we are pleased to present our Memory of Activities where we summarize the most significant actions

carried by RESCATE both national as international level during the year 2011. A year marked by a string of economic,

political and social events, which undoubtedly has had repercussion on our activities and the people we work for.

At home, unemployment has risen sharply, there were 15 M protests and strikes and the number of migrantsvoluntary retour to their homeland has multiplied as much as the demands of International protection bythose persecuted by several reasons, included gender. At the same time, the phenomena of human traffickingobtained more attention among our target groups.

NGO RESCATE has continued supporting the most vulnerable refugees and migrants with its programmes of voluntary

retour and integration, among which has pointed out the Mediation and Accompaniment for families.

At the international level, 2011 has been a year during which numerous revolts and protests in different coun-tries and areas of the world have been occurred, as North Africa and Middle East, the so called “Arab Spring”.Particularly, the situation in Syria turned worse, where despite strong difficulties and certain measures we have been

forced to adapt to protect our personnel on the field, we have kept working in International Cooperation projects

to support, mainly, palestinian and iraqi refugee women with syrian very low-income women, all of them affected

by the conflict.

Afro-descendants were another group on which RESCATE has focused particularly during 2011, in the framework of

“The year of Afro-descendants” declared by United Nations. For several years, RESCATE has been working for this

group in Colombia, to develop its productive capabilities to generate incomes and employment.

We cannot omit another event which has marked our actions in 2011: the hunger crisis in the Horn of Africa. InEthiopia, RESCATE worked in drought vulnerable areas implementing food sovereignty projects and access to drinking

water. In particular, one of our projects in this area has been possible thanks to the Prize given by the José Entre-

canales Ibarra Foundation. In march 2011, when the project ended, the prize was given in a ceremony with the pres-

ence of the King of Spain, representatives of our local counterpart and the ethiopian beneficiaries.

As well, march 2011 marked the end of our intervention in the Balkans region, where we have been workingsince 1998, leaving a feeling of great satisfaction by our projects of reconstruction and implementation of peaceafter the conflict which devastated the region during the nineties.

In Spain, among of all our activities to raise public awareness and divulgate our mission we would like to point out

three of them: the conference “Women in the Middle East: Agents of development in a context of conflict”, organized

in cooperation with the University of Sevilla; the Round Table “Water for Peace. Right to food in the Horn of Africa”

in Valencia, and the events organized for “the World Refugee Day” in Madrid, Valencia and Talavera de la Reina (Toledo).

Undoubtedly, 2011 has been a tough year during which we have overcome great difficulties, and, at the sametime, we have had great satisfactions, allowing us to think about internal changes we must adopt to continue ourwork, and to make it closer to society increasing our social basis, approaching to the people our philosophy and

values which support our Mission.

We believe that in the time of crisis, resources can dwindle but at the same rate creativeness, commitmentand solidarity can increase.

The Social Action Department carries out differ-

ent actions nationally by implementing DirectAttention Programs for the addressed group:people in need of international protection, applicants and/or beneficiaries of interna-tional protection and immigrants in Spain.

The department is constituted by two different

Areas: the Legal and the Psychological one, with

a multidisciplinary expert team of six profession-

als during 2011. The team had a background in

Psychology, Education, Social Work and Law.

Social Action develops other activities: the

expert team participates actively in different

european and national working groups, also they

prepare materials related to asylum, they give

seminars, they coordinate with the different

social agents, etc

The principles on which Social Action´s work is

based are: Human Rights, psychosocial and gen-

der perspective.

Likewise, we count on the indispensable collab-

oration of the volunteer staff or trainees who

were involved in the defense of Human Rights

by supporting the departmental work for the

people in need of international protection and

the migrant people.

People in need of International Protection inSpain. They are people who have been forced toflee their country, because of persecution, fear

on account of their race, religion, gender,

nationality, membership of a certain social group

or their political ideas, and they find themselves

in the spanish state.

The legal basis which protect these people are

the Genève Convention (1951) and the Protocol

of New York (1967), agreements ratified by Spain

in 1978 and which content is included in the

Spanish Constitution of the same year. Spain is

obliged to protect the people in need of Inter-

national Protection: people who have been

exposed to violent situations, tortures and/or

any other violation of Human Rights.

From 15th until 17th of November 2011, the SocialAction team has taught a workshop for law andpsychosocial background students and profes-sionals at “La Casa Encendida” in Madrid(www.lacasaencendida.es)

Once more, the Cultural Center for Social Workof Caja Madrid “La Casa Encendida” entrustedRESCATE NGO to teach this workshop. This timefocused on people who, in a certain period oftheir professional career, could deal with casesof people in need of international protection.

For instance: “a social worker of the Town halldeals with the case of a person from Cameroun. This person has fled from his country afterreceiving death treats for writing some criticalarticles against the government in a magazineof Yaounde. How to deal with this case? To whomis it possible to ask for help?

This actual case shows the need of continuouslearning for the law and psychosocial profession-als, besides those who work in media (severaljournalists attended our workshop), taking intoaccount the reality of the refugees who reachSpanish soil.

With this workshop about “Human Rights andrefugees in Spain”, RESCATE wanted to give ananswer –to the extent possible- to face thatneed. The main goal has been to deliver the nec-essary tools to the participants to identify andforward the cases of this kind, accordingly tothe present system of international protectionin Spain and Europe.

The content of the workshop was:

1 Introduction to the Right of Asylum. Originsand precedents; Definition of a refugee; Evolu-tion; Statistics; European Environment: commonsystem of Asylum.

2 International Protection System in Spain:Origins of Asylum and Shelter legal figure; Asy-lum demand process; Basis of the internationalprotection.

3 Victims or survivors. Psychosocial aspects:Arrival to Spain, adaptation and integrationprocess. Difficulties/Factors of resistance; Exist-ing Social protection system for the Asylum seek-ers; Consequences of the experiences lived: post-traumatic stress disorder, torture, violent situa-tions, etc. Psychosocial effects of the asylumprocess in the seeker of international protection.

In 2011 we have started to implement a multi-year Agreement in Lebanon, to build peacebetween palestinian and lebanese families, inrefugee camps and gatherings. Also, we have con-tinued our work in other five Agreements affiliated

to the Spanish Agency of International Cooperationfor the Development (AECID), in Colombia, withafro-descendant populations; in Syria and Jordan, with palestinian and iraqi women refugees and alsolow-income locals; in Ethiopia, with agro-pastoralsomali communities; in Bosnia-Herzegovina andKosovo, with disabled people; and in Angola, withfarming families trying to recover their livelihoodsafter a bloody war for over 30 years.

Additionally, 22 projects have been carried outinvolving Development Cooperation, Emergency andHumanitarian Aid with particular emphasis of phys-ical, social and economic reconstruction in coun-tries in conflict or in post-conflict situations. Thanks to these projects, the reintegration or adap-tation of refugee or displaced populations, or sim-ply local populations whose way of life have beenaffected by some conflict, to the newly created sit-uations brought about by a military incident or nat-ural disaster, have been achieved.

Refugees, displaced people and/or victims ofconflicts and natural disasters. Our interventionshave tried to cover the basic needs such us theaccess to safe drinking water, food, education, health care and employment of our target groupswhich are located in countries where there has beenor still there are conflicts and natural disasters.

Besides we have backed initiatives to strengtheninstitutions and to develop civil society, what isbasic to push forward democratization and goodgovernment processes of those countries. The proj-ects of international cooperation by RESCATE lookforward to set up the necessary pillars to build alasting and sustainable peace.

What is happening at the African Horn? The African Horn –a large region including Soma-lia, Ethiopia, Kenya and Djibouti– was sufferingin 2011 the worst drought in the last 60 years. At least 2.5 million people have abandoned theirhomes because of the hunger.

Why these people are so vulnerables to thedroughts? Most people in the African Horn are communitiesof seminomadic shepherds, whose way of livingdepends almost exclusively on their cattle. Thisis a region nearly without hydrological infra-structures, so a drought means the cattle death, the hunger and the forced emigration for thepeople.

RESCATE is implementing several projectsin Ethiopia with the aim of “reducing thevulnerability of the agropastoral com-munities before the droughts”, Howhave you reacted before thishumanitarian crisis? We were very worried, of course, but we were satisfied byknowing that thanks to ourprojects more than 100,000people can stand before thedrought. There are severalwells and fountains alreadyworking allowing the culti-vation of several communalfields (growing food and foragevegetables), and we have refor-ested several agricultural areas.

What is the most important objective in theRESCATE projects? The aim of our projects is to develop with thelocal communities a sustainable management ofthe natural resources –among them the water–to reduce their vulnerability before the droughts. We try also to reduce the main cause of conflictsin this region, which is the control of the limitedexisting natural resources.

Round Table in Valencia, Spain. In order tomake aware the Spanish people of the RESCATEstrategies in Ethiopia for the sustainable man-agement of the natural resources and, at thesame time, to contribute to the peace, aRound Table was organized with the title“Water for Peace: Right to Food at the AfricanHorn”.

This event took place on October 20,2011, in the Ethnological Museum of

Valencia.

The Speakers were AlejandraBoni, Director of the Mas-ter on Policies and Pro -cesses for Development,Polytechnical Universityof Valencia; GustavoDuch, Coeditor of themagazine “Soberanía ali-mentaria, biodiversidad y

culturas” and Aitor Martínezde Ayala, RESCATE Coordinator

2011, Ceremony for the delivery ofthe Foundation José EntrecanalesIbarra AwardHis Majesty the King of Spain, Don Juan Carlos I,handed this Award to RESCATE, granted to the proj-ect “Access to drinking water and basic drainage forthe rural people in Boke, Oromia Region, Ethiopia”

Mr. Bekele Moges, Director of ECC-SDCOH, counter-part of RESCATE in Ethiopia, received with greatsatisfaction the Cooperation to the DevelopmentAward of the Foundation José Entrecanales Ibarra(2009 edition), granted to the NGO RESCATE, duringa solemn ceremony attended by very importantpeople of different organizations on March 17,2011, at the Royal Theatre of Madrid, Spain.

Thanks to the RESCATE project nearly 13,000 peo-ple, Ethiopian agro-shepherds, have now access todrinking water in a region where the conflicts areoriginated by the control of the natural resources. This project is mostly advantageous, of course, forthe women and the girls whose role is to bringwater to their homes. So, having the fountains neartheir homes, they will have time for other tasks, among them to attend to the school.

This work is an infrastructure allowing the use ofa deep well, building a water reservoir and

installing pipes, fountains, washing places, cattlewatering places, showers, latrines, etc.

Delivery of the finalized installation to the ben-eficiary people and to the local Authorities.RESCATE and ECC-SDCOH were delivering the final-ized installation on January 14, 2011, to the ben-eficiary communities and the local authorities. Nowthey have to maintain this new hydrological infra-structure.

This was also a very joyful event; there was an offi-cial opening, cutting the opening “tapes” to giveaccess to the reservoir, the machines, the fountains, etc. Besides, certificates and gifts were distributedbecause of the cooperation by the local communi-ties in the tasks of building and training for main-tenance.

In a region where water is the basic resource forpeople and animals and where its availability is theorigin of conflicts, it was remarked by the ECC-SDCOH officers that two communities in conflictattended the opening event and celebrated togeth-er this new infrastructure.

COLOMBIA. RESCATE focuses its work in Cauca´s region, one of the zonesmost affected by the armed conflict and where the population is characterized byits ethnic variety with many indigenous and afro-originating communities.

The fundamental problem in this region is the lack of basic services and employment, aggravated by continues outbreaks of violence in the zone. RESCATE’s projects arebased on removing these deficiencies through the promotion of food security, train-ing, job generation and improving sanitation infrastructure in order to strengthen

society alongside respecting and protecting Human Rights and economic, social and cultural aspects.

2011, International Year of Afro-descendants. UN declared 2011 the “International Year of Afro-descendants”to strengthen nationals politics and the regional and international cooperation, in order to benefit afro-descendant people and to promote their access to DESC (Economic, Social and Cultural Human Rights) andCivil and Politic Human Rights.

Joining this initiative, RESCATE developed various activities of awareness and communication about the realityof afro-descendant people in Cauca’s department where RESCATE is working since 2005. Among these actions,we want to highlight the intergenerational video-workshop “Mr. Quijote and his adventures in Colombia”,December 26th, 2011, in Talavera de la Reina (Toledo. Spain).

During the workshop –financed by Junta de Castilla-La Mancha-, we showed the importance of nature andancient culture in the identity of afro communities, and how international cooperation projects generateopportunities to afro-descendant families.

MIDDLE EAST. In 2011, we continued the planned activities in Syriaand Jordan, to meet the basic needs of the most vulnerable refugee womenfrom the Palestinian territories and Iraq as well as rural women and from thesuburbs of large cities. And it has started a new Agreement in Lebanon alsofunded by the Spanish Agency for International Development Cooperation(AECID).

LEBANON. In 2011, an AECID Agreement has been initiated (a set of projects) for “Peace-buildingbetween Palestinian refugees and the Lebanese people” in various fields and gatherings in the country. The fundamental strategy is to provide the youth, both palestinian refugees and lebanese low incomepeople, vocational training aimed at integration into the labor market. Thus, it aims to generate somestability, economic and social development, as key elements for reconciliation and peace building inthe area.

Courses and workshops have been taught in various training centers run by our local counterparties, and a mobile theater group has been launched to go through the fields and villages, promoting peacefulcoexistence among the local and the refugee population. Finally, near Raqqa, we have completed a ruraldevelopment project targeting 110 women, through which they can process and market sheep productsto support their families.

JORDAN. During this period, the Center for Attention to Women’s in Hashmi suburd (Amman East) -oneof the areas where thousands of Iraqi and Palestinian refugees, and low-income Jordanians are concen-trated- has taught courses in professional training for vulnerable women. In addition, the Center isexpanding thanks to a grant from Generalitat Valenciana.

During 2011 the Clinic of Yayous (Zarqa), to which women from Hashmi go as well, has kept working. In the rural area of Beirein (Zarqa) we have completed a vegetable processing plant that is alreadybeing managed by women.

To make sure that the activities aimed at mainly women develop cor-rectly, several awareness raising campaigns have been given to menso that they support their women in trying to get into the labor world.

Finally, we have initiated two projects to strengthen civil society inJordan, through training and promoting participation.

SYRIA. During 2011, the Centre of Support for Women has been putinto operation in the camp of Neirab, in Aleppo, the northern regionof the country, where 19,000 Palestinian refugees live. On the otherhand, in the Centre of Business Development of Afrin, also in Aleppo, different courses designed to create small rural businesses have beengiven.

In 2011, RESCATE has launched the campaign“Human Rights: economical, social and culturalfor everyone”, whose goal is to make the Spanishsociety, and the Valencian people in particular, aware of how the promotion of the DESC (Eco-nomic, Social and Cultural Human Rights) canprevent inequalities and conflicts and alsopromote local and global development, andpeace.

The most prominent source of the campaign hasbeen the Valencian region, thanks to the financ-ing of the Generalitat Valenciana, where a teammade up of 9 people has gone through theautonomous region (in particular certain munic-ipal centers of the Council of Valencia, in about60 state schools and in the Open Tennis, onNovember of 2011) to explain thoroughly topeople the consequences of the violation ofthe Human Rights (and the DESC in particu-lar) and the proposals of RESCATE.

To that end, the team has put on the DESCT-shirts and has invited people to par-ticipate in the main tool of the cam-paign: the Web 2.0: www.dere-choshumanosparatodos.org, whichallows its users to get involvedthrough different actions, such assending videos, sharing personalexperiences, stories and pictures,or sending an electronic letterabout the violation of the DESC totheir friends and acquaintances.

The featured pictures of the campaignhave been: an Iraqi refugee child in Jordan, living in a poor house; an Ethiopian woman, pouring polluted water in a drum; Afro-descen-

dant children in Colombia, in a region seriouslyaffected by the internal conflict; and children ofD.R. of Congo being taught in a school almostdestroyed due to the war.

With these pictures, which reflect needs or sit-uations of violation of the DESC (the Right tohousing, to water, the Right to culture and edu-cation, among others), we want, firstly, to showthe reality of millions of peersons who evennowadays are deprived of a dignified life so theyare forced to leave their homes in search of asafe place where they can exercise their DESC.

And, secondly, we want to make the public awareof our proposal: “DESC for everyone. DESC forthe construction of PEACE”, as in RESCATE wehave felt that the necessary foundations for theconstruction of a sustainable and lasting peace

are set through favoringthe access to

the DESC.

To be precise, in 2011 we have collaborated onthe campaign “Put yourself in their shoes andtake the first step to understand their situation”,which was launched on 20th of June, 2011 bythe UN High Commissioner in Madrid. On thewebsite www.ensuszapatos.es, different testi-monies of refugees in Spain and from all overthe world are collected to bring closer this real-ity to the Spanish population. These testimoniesare from people of different age, ethnic groups, social status, religion and gender.

Also, we have taken part in the Rainbow Festivalthat the Centre for Assistance to Refugees (CAR)of Alcobendas (Madrid) organizes. Meanwhile,in Valencia, we have participated in the usualplay week in conjunction with the Red Cross,CEAR, CAR of Mislata and UNHCR.

Cultural Event “Women in the Middle East” inMadrid (Spain). In the autonomous region of

Madrid, RESCATE wanted to remember especiallythe refugee women in the area of the MiddleEast. A cultural event with live music, financedby the AECID on 9th of June, 2011, was organ-ized to show how these women can be “buildersof the future” as long as their access to humanrights is favored.

Workshop “Right to health R.D. Congo “, inTalavera de la Reina (Toledo. Spain). To markWorld Refugee Day in Castilla-La Mancha,RESCATE organized a workshop on 17 June2011 on the harsh realities faced by womenand children victims of war in North Kivu (DRCongo).

During the workshop -funded by Junta de Castil-la-La Mancha- RESCATE shows its work done inRD of Congo since 2005. Specifically, the con-struction of a Health Care Center which will covermore than 189,000 people, over half are women.

20th of June, World Refugee Day

The NGO RESCATE has organized and participated in various activities around20th of June, World Refugee Day, together with other entities that work inthe same vein, whose goal is to remind people of the violation of HumanRights that the refugees around the world suffer
