Like no other year in the recent past, the Partnership for

Economic Development, now in its 22nd year is strong and

responsive to market demands. With renewed vigor our

staff and board of directors continues to INVEST a whole

lot of ourselves in our daily operations and our mission

simply because we all work and live here, and want this

place we call home to grow, prosper, and succeed.

Since our last report, The Montreign Resort Destination

Casino and the Veria Wellness Center, are rising above

the horizon marked by the rapid development timetable

committed to by their respective developers. Alongside our

economic development partners, we applauded these two

projects this summer at our Sullivan United mid-summer

networking mixer where approximately 200 attendees had

a look at the construction progress at the Veria site.

The Partnership hosted a groundbreaking ceremony for

our newest light industry manufacturer, the Aerospace

Materials Division a subsidiary of Metalized Carbon

Corporation. We’re thrilled to welcome this new business

here particularly after having competed with over 50

other northeast sites. This project breathes new life into

our small, but burgeoning specialty manufacturing sector

with the promise of nearly 100 new jobs in a new 65,000

square foot facility. The company has begun construction

of its pilot plant that will hire 10-15 employees to produce

critical components for the aerospace, mining, and food

processing industries. These jobs will pay well more than

average wages for Sullivan County.

Our commitment to small business, particularly in our

more rural areas continues, with projects like the Western

Hotel in Callicoon and Fish & Bicycle in Narrowsburg

approved for financing through our Incubator without

Walls Revolving Loan Program. Projects funded last

year have lived up to their promise with the complete

renovation of Salt & Pepper in Monticello, the expansion/

relocation of Liberty Collision in Liberty and the growth

and success of the Picked Owl in Hurleyville.

On the heels of this continued attraction and expansion, we

are doubling down on training and information exchange

as evidenced by our 3rd Annual SEQRA Conference, now

an educational mainstay to help guide developers through

local and state government environmental impact and

review process for new development.

We continue to link workforce and economic development

needs by partnering with the Center for Workforce

Development, and the Catskills Workforce Alliance

partners. Together, we initiated a long overdue labor shed

analysis that will effectively address the needs of the

hospitality sector, as well as the needs of existing

businesses as their workforce continues to evolve.

Economic Development indicators continue to underscore

investment in Sullivan County as unemployment remains

a full percentage point lower than last year at 4.2%.

And as of mid-summer our sales tax collections are up

over $700,000 year to year, on the way to surpass over

$1 million.

Our work and continued growth has long been supported

by our membership and as always, you have once again

delivered. With the introduction of our revised and

simplified investment dues structure in our last fiscal

year, we have provided more value and promotional

opportunities and secured three Land Mark Investors. Our

IDA and County contracts remain strong and we continue

to work together to make Sullivan County a great place to

live and do business.

Each year we bestow our

organization’s highest

recognition to a business

leader who exhibits the

extraordinary traits of the

late Walter Rhulen: business

excellence, community

commitment, and service to humanity. We are excited to

award the 2016 Walter A. Rhulen Award to Phil Vallone.

Phil grew up in Brooklyn and moved to Sullivan County

when his parents purchased a farm near Roscoe in 1961. He

graduated from Roscoe Central School and attended SUNY

Sullivan. Then he moved back to Queens to start a small bus

company with his family. He returned to Roscoe in 1990 and

started Rolling V Bus Corp which provides student transporta-

tion services to Fallsburg, Tri-Valley, Liberty, Livingston Man-

or, Roscoe, and Ellenville. The company owns and operates

over 500 school buses and employs over 750 people. In ad-

dition to school buses, the company now owns and operates

15 motor coaches.

Phil lives his life and operates his business with an

understanding that “a business which relies on the

community for its existence has an obligation to give

back to that community when it can.” He is considered

a “social entrepreneur” developing and assisting in

business opportunities that benefit the community and local

residents. He is a partner in the successful Roscoe NY Beer

Company. Phil and his wife, Donna have developed

Creekside Cabins along the world famous Willowemoc

River; recognized as one of the top 10 vacation rentals

in the Roscoe area by Trip Advisor; Creekside Bed and

Bath, featuring suites and rooms served by local food

establishments, including a bandstand and Trout Town beer

venue which completes and enhances the 2016 Renaissance

award-winning town park.

His philanthropy has benefited many businesses, communi-

ties and students throughout the communities which he

serves. There is not a cause that Phil has not championed

from the Boys and Girls Clubs to spearheading the effort to

win the Ultimate Fishing Town, USA for Roscoe. Phil is a

true advocate for Sullivan County promoting not only his

beloved Roscoe but the entire Sullivan County Catskills.

Phil has served as the President of the New York School Bus

Contractors Association and is actively involved in school

bus safety efforts and legislation.

Locally he is a member of the Town of Rockland Zoning

Board; Roscoe Chamber of Commerce Board; the Bethel

Woods Museum Board; and a former member of the Town

of Rockland Planning Board.

Phil and his wife Donna have two sons. Nicholas and Philip

Jr. They all love the great outdoors of Sullivan County where

they enjoy their family, horses, hunting and fishing.

This year’s recipient is

outgoing Partnership Chairman,

Jacob Billig. Selected by the

Partnership staff, this award is

presented to an individual who

has made significant contributions

to the Partnership.

Jacob is a principal at the Monticello law firm of Billig

Loughlin & Silver, LLP. For more than two decades he

has specialized in securing local and state approvals for

commercial and residential developers in the Hudson Valley

including Walmart, Rubin Schron, Cammeby’s International,

ltd., and Resnick Supermarket Equipment Corp. He also

resolves claims across the country in arbitration matters

for a national nursing home company. In addition, Jacob

is also a principal at the Law Office of M.L. Zager, PC, the

largest law firm in the Hudson Valley solely specializing in

accounts receivable management and collection work. The

firm has a vast array of health care institutions, banks and

corporations as clients.

Early in his career Jacob served as lead trial counsel in

the firm of Dubois, Billig, Loughlin, Conaty, & Weisman, a

40 member firm specializing in insurance defense work

where he was responsible for litigation work in the firm’s

most complex medical and dental malpractice cases in

New York State.

Since January 2010, Jacob has served as the Town of

Fallsburg Town Attorney. Previously he served as the Village

of Monticello Attorney.

A past member of the Monticello School Board for

eight years and President of the Monticello Basketball

Booster Club, he is currently a member of the Bashakill Area

Association and the 3500 Club.

Jacob and his wife Karen reside in Glen Wild. They have two

children, Emily and Austin both of whom are graduates of

Monticello High School.

MID-HUDSON SMALL BUSINESS DEVELOPMENT CENTERS (SBDC) Small business owners and aspiring entrepreneurs

receive free business consultations and at-cost training

on writing business plans, accessing capital, marketing,

regulatory compliance, international trade and more. The

SBDC network is cost-effective and helps create jobs.

SCORE A Sullivan County volunteer network of skilled, retired

executives who educate and mentor small business

entrepreneurs. SCORE volunteers conduct local

workshops and events and provide resources,

templates, and tools to facilitate business success.

THE COUNTY OF SULLIVAN The county government outsources economic

development work with us on a fee for service basis.

We work closely with the Division of Planning and

Environmental Management on small and main

street development. We also work on general project

management with county and successful business

leaders in a continuing effort to market our resources to

companies and visitors looking to relocate their

operations in Sullivan County.

COUNTY OF SULLIVAN IDA Much like our work with the County of Sullivan, we are

a valued fee for service vendor to the county’s Industrial

Development Agency. Like IDA, we share the common

goal of attracting new business development and

existing business expansion to create and retain jobs.

The IDA grants loans, incentives, and tax abatements to

large and small businesses and helps promote economic

welfare, recreation opportunities, prevent unemploy-

ment and economic deterioration, ensure the prosperity

of Sullivan County’s inhabitants, and promote tourism

and trade.

PATTERN FOR PROGRESS This public policy research and planning institute of the public and private sectors serves Columbia, Dutchess, Greene, Orange, Putnam, Rockland, Sullivan, Ulster, and Westchester. Pattern’s mission is to preserve and promote the social, economic, and natural environments of the Hudson Valley region by building consensus for a pattern of growth that will ensure a high quality of life.

THE HUDSON VALLEY ECONOMIC DEVELOPMENT CORPORATION This one-stop shop serves companies considering relocation or expansion in Sullivan and six other counties including: Westchester, Rockland, Putnam, Orange, Dutchess, and Ulster. HVEDC provides comprehensive market data, including economic indicators, workforce information, industrial and commercial real estate and other relevant information to location decisions.

WORLD ECONOMIC DEVELOPMENT ALLIANCE (WEDA) WEDA is a clearinghouse targeting site selectors with suitable locations for companies wishing to relocate or expand. WEDA also offers confidential consulting and free preliminary services to member companies such as ours to aid in their site search.

HVADC AGRICULTURE This alliance has become more crucial as agri-based business such as craft beer and distilleries continues to grow. It is the only economic development agency in the Hudson Valley that focuses on the growth and viability of the agricultural economy. HVADC assists both new and existing agri-businesses, and supports policies and regulations that recognize and support New York State’s agricultural economy.

The impact of the Empire Resort’s Montreign Casino Resort

will be extraordinary when the doors open in 2018 and drives

new businesses, tourism, and local investment into our

economy. Building continues at a swift pace. Well less than

a year into construction, the foundation is in place giving

rise to the tower and other key components of the facility.

This project has already had a positive economic impact on

Sullivan County as professionals and laborers working on

the project work and spend money here. Unemployment is

down and sales taxes have increased dramatically. Ancillary

projects are working through the approvals process and

local investment is up dramatically all related directly to

this project.

“Construction is going according to schedule,” said Charles

Degliomini, executive vice president of Empire Resorts.

“Hundreds of construction workers are at the site every day,

and the skeleton of the casino has risen 18 stories above the

ground. Montreign is helping the local economy by placing

a priority on hiring local contractors. Local businesses know

that we will utilize them as much as possible to provide

goods and services to Montreign. Sullivan County and the

Town of Thompson have received a portion of the license

fees Empire paid earlier this year. And, of course, more

benefits will accrue once Montreign Resort Casino opens

in 2018.”

The Partnership continues to pursue and encourage new

investment in order to fully capitalize on this $1.3 billion

project. The result will be a destination resort casino

hotel, a shopping and entertainment village, a Reese Jones

redesigned Monster Golf course an indoor water park resort

and a boutique hotel.

Empire Resorts is working closely with local agencies

like SCCC as part of the Catskills Hospitality Alliance to

help provide trained employees and partnering with other

local signature projects like the Monticello Motor Club,

all toward a final product that will be unmatched in the

northeast corridor.

Just over a year after breaking ground on its Nature Cure

& Ayurvedic Wellness Center, Veria Lifestyle too is busy

constructing its $120 million dollar, 260,000 square foot

facility along the shores of Bailey Lake. As promised by

the Chairman of the Essel Group of Companies Subbash

Chandra, the Z Living Wellness Center is moving steadily

forward with a promise of much more investment to come on

the former Kutcher’s Country Club property. “The kind of love

and affection I have received from the Town of Thompson,

the Partnership and Sullivan County officials is beyond my

comprehension” said Chandra who is already planning other

phases of investment for development down the road. The

project will create 400 permanent jobs adding significantly

to a growing hospitality industry.

Based on five ancient sciences: Nature Cure, Ayurveda,

Yogic Sciences, Nutrition and Acupuncture, the center will

feature a broad menu of treatments and fitness alternatives

as well as shops, a salon, a teaching & observation kitchen

and much more.

After a multi-year search for a site suitable for a pilot plant

that will manufacture critical components for commercial

aircraft engines, METALIZED CARBON CORPORATION

of Ossining, NY, selected a site at the Glen Wild Industrial

Park in the Town of Fallsburg for its Aerospace Materials

Division. The firm looked at sites throughout the Hudson Valley,

Capital District, Pennsylvania and Virginia before deciding in

Sullivan County. Current construction plans are for a 15,000

square foot facility that will initially employ 10 people when

full production is achieved in 2017. The property is approved

for a total of 65,000 square feet to accommodate anticipated

future expansion. At full build out, the facility may employ as

many as 100 people at this location. The facility will house

all new, state of the art, processing equipment designed to

produce the highest quality self-lubricating materials for the

aerospace, petro chemical, desalinization, power generation

and food processing industries among others.

Matt Brennan, President and CEO of Metalized Carbon

selected the Glen Wild site because, “The people and

institutions in Sullivan County have been a great help in

making it easy to decide to build here. The Sullivan County

Partnership has been by our side every step of the way,

helping to work through the issues involving State, County,

and local officials and agencies. The Sullivan IDA has

provided very attractive incentives so the company can build

here and provide good manufacturing jobs for our growing

company and the community. Reasonable energy costs

and close proximity to our headquarters in Ossining, New

York sealed the deal for us. Metcar’s aircraft and aerospace

business is growing by leaps and bounds and we must be

ready for the increase in business by building a company

that is strong, capable and modern. The new facility will

have state of the art equipment that will be more efficient,

use less energy and give us the control over our processes

that our high tech customers demand,” added Brennan.

This project once again underscores the importance of

having sites pre-approved and ready for the market place.

One of the areas of focus at the Partnership is to attract and/

or help expand light industrial firms with long term upside

and better than average wages to diversify the economy as

a hedge against outside forces that can negatively influence

other industry sectors here.

The Partnership remains committed to small business in Sullivan County. Through our INCUBATOR WITHOUT WALLS LOAN PROGRAM we prioritized Western Sullivan businesses in Narrowsburg and Callicoon and witnessed last

year’s approvals come to fruition in Monticello and Liberty.

JEFF BANK UNVEILS NEW HIGH-TECH BRANCH IN MONTICELLO

THE WESTERN HOTEL

Fish & Bicycle marries an old fashioned European style

grocery to a café and bar promoting the idea of providing

local farm fresh goods in a space that is a community hub

for nourishment, education and delight. The business will

feature many educational opportunities with workshops on

gardening, beekeeping, crafts, cooking and regional lore on

site. With an audience made up of local residents, urban

transplants weekenders and tourists Fish & Bicycle looks to

become one of a family of unique Sullivan County experi-

ences the Partnership has helped finance over the years.

Jeff Bank’s newest branch opened in late June relocating

from its Wal-Mart location to 18 Anawana Lake Road in

Monticello. The bank acquired the property in mid-2014

– reconstructing a building which was formally leased by

Marshall and Sterling Insurance Agency.

“We acquired and built this branch to accommodate

growing demand for consumer and commercial loans in

the Monticello marketplace,” Jeff Bank President and CEO

George Kinne said. He noted that the new features of the

branch were made because customers are demanding it in

the marketplace.

The new design incorporates the latest

technology for branch banking centers including two cash

recyclers; a tech center, which allows bank employees to

demonstrate to customers the bank’s mobile app and

online banking; envelope-free depositing at the ATMs;

pod teller construction, to replace the traditional teller line,

allowing employees to move more freely around the branch to

interact with customers.

The new branch is staffed by three “Universal Bankers”

who can make teller transactions and are also skilled

and empowered to accept loan applications and/or open

deposit accounts.

“We feel like it can be a differentiator and we really

anticipated needing it here in the Monticello market,”

Kinne said. “We expect to have an increase in the volume

of traffic at this location with all the new level of business

development happening. It’s a superior location and a

better customer experience than our customers would

have experienced the smaller branch inside Wal-Mart.”

The Western Hotel has been a landmark in Sullivan

County since 1852. It has been serving people looking to

escape from New York City and local residents for over 100

years. Principals will be reinvesting in the facility to offer

a boutique hotel, bar/lounge and farm to table restaurant

featuring local goods and regionally distilled spirits. The

ballroom will be renovated as well as rooms, and critical

common areas. Callicoon is host to a 1940s movie theatre,

restaurants, shops all just steps from the Delaware River.

The Sullivan County Catskills continues to attract folks with

a unique taste for the outdoors, locally sourced food, and a

relaxing environment. CATSKILL DISTILLING COMPANY recently constructed a new storage facility anticipating new growth.

CINDER TRACKS BICYCLES, a full-service bicycle rental and repair shop servicing the Sullivan County Catskills and beyond reopened in its new 2400 sq ft shop in Mountaindale last June.

WHEN DEVELOPMENT MEETS THE ENVIRONMENT

PARTNERSHIP HOSTS BET ON MY BUSINESS ACADEMY

The sweltering heat and humidity of a mid-July afternoon failed to dampen the county’s bullish optimism on our

economic development future when politicians, owners and business leaders gathered at the Bailey Lake construction site of

Z Living Wellness Center for our now annual business networking mixer.

Organized by four county-based agencies (Partnership, Sullivan County Visitors Association, The Chamber of Commerce and

the Sullivan County Industrial Development Agency) whose missions are dedicated to business success, this 3nd annual event

has become part of an overall strategy to come together strategically to highlight new and unique projects built recently or

currently under development. The team held last year’s mixer at the Monster Golf Course located in the heart of the Adelaar

development. Again this year, over 200 members attended and heard from Z Living Wellness Center representatives as well

as local and state politicians.

The agencies of Sullivan United intends to keep the momentum going and continue to focus on challenges such as workforce,

destination marketing, infrastructure, and a host of other activities critical to economic development success.

Construction abounds in Sullivan County and engineers,

attorneys and planners are quite busy with a litany of

projects working their way through the approval process.

Much more will come as opportunity continues to foster

more investment interest in Sullivan County.

The 3rd Annual SEQRA Conference focused on more

sophisticated topics to better prepare professionals

including land use attorneys, municipal officials, engineers

and other stakeholders for projects yet to come. Nearly 200

attendees gleaned critical knowledge SEQRA, the State

Environmental Quality Review Act a critical prerequisite

for private and public officials presenting and/or reviewing

projects now and well into the future.

Speakers at this year’s event included: Larry Wolinsky,

Land Use/Environmental Attorney and Managing Partner

at Jacobowitz & Gubits, LLP; James Bates Managing

Member of Ecological Analysis, LLC; Terresa M. Bakner,

Partner at Whiteman, Osterman & Hanna, LLP; and

Jacob Billig, Land Use/Environmental Law Attorney and

Managing Partner at Billig Loughlin & Silver, LLP.

Developed by HVEDC for existing Hudson Valley specialty

food and craft beverage entrepreneurs, and unlike any

other program of its kind in New York, the Bet on my

Business Academy combines education and job shadowing

for the learning experience of a lifetime.

In 2016, the Partnership hosted HVEDC and participants

who were trained on management, sales and business

development, promotion and branding, business growth

and distribution.

A key benefit The Partnership provides to our members is ongoing

educational seminars, membership updates and forums about

key business issues. With tools like our E Blasts, social media, the

Business Edge, public forums, and specialty networking events

we strive to keep members engaged and up to date on economic

development happenings in Sullivan County. It is an effective to

way to highlight key aspects of operational activities and impactful

projects that can provide opportunities for the membership moving

forward. As activity increases look for more specialty events that

keep members apprised on key economic development projects

throughout the coming year.
