Illinois Section AWWA General InformationIllinois Section AWWA is the resource for seminars, workshops, webinars, online learning, home-study and video rental library. We may add or make changes from time to time, so be sure to check the website at www.isawwa.org

RENEWAL TRAINING CREDIT HOURS (RTC)All of the courses listed in this book are approved for renewal training credits (RTC) unless noted otherwise. For in-person seminars, the credit is based upon actual classroom time. If the seminar goes over or under the estimated time, or if you leave early, your credit hours will be adjusted on your training record. For video rentals, a link will be sent for you to take a simple online test. After you complete the online test, you will receive an email with instructions to print your certificate online, which reflects the renewal training credit hours earned. The amount earned will be equal to the length of the video(s)/webinar(s) that you have viewed. It shall be the responsibility of the licensee to submit their Illinois Section AWWA issued training certificate directly to IEPA in order to receive renewal training credit hours.

PROFESSIONAL DEVELOPMENT HOURS (PDH)Classes that apply to your area of study should qualify for Professional Development Hours. It shall be the responsibility of the licensee to maintain a record of PDH’s for 6 years that includes, but is not limited to, the following:

The name and address of the sponsor or provider; the number of hours attended in each program; the date and place of the program and a certificate of attendance; or log of activities that includes the date and number of hours claimed as PDH’s; a brief statement of the subject matter, printed program schedules, registration receipts or other proof of participation. Instructions on how to print your certificate online will be emailed confirming participation and time spent in the classroom. It is up to the licensee to maintain their own records and submit any required paperwork to validate training.

METHOD OF DELIVERyThere are numerous choices for you to earn your renewal training credits. The Illinois Section AWWA offers the following opportunities: classroom, teleconferences, webinars, online learning, home-study, video library for individual viewing, or group study.

REFuNDSIn order to be eligible for a refund, cancellations must be received 2 business days prior to seminar. Substitutions are allowed and refunds without prior notice will be granted for emergency situations when requested in writing.

TOPIC “Breakpoint Chlorination … Do you Really Have a Free Chlorine Residual? Combined chloramine residuals often mask themselves as false-positive ‘phantom’ free chlorine residuals, while using the DPD free chlorine reagents and test method. A detailed breakpoint chlorine diagram will be used during this session to help visualize the pros and cons between using combined chloramine residuals or free chlorine disinfection methods. Chloramination treatment, disinfection byproduct formation, nitrification, and controlling chlorine taste/odor will be addressed in this session. Attendees will receive formulas and tools, to return to the job and calculate chlorine demand, optimize chlorine dosage rate, and limit byproduct formation. The end result is a plan which sets the direction of a Utility’s SCADA system for the next 5 to 10 years. TOUR Macomb’s original water plant was constructed in 1910. This original structure has been upgraded five times in the past century. Most of the generations of upgrades still exist and are operational.

The facility serves a population of approximately 20,000 plus 3 satellite supplies including Western Illinois University. Plant capacity is 4MgD with an average of 2MgD from two parallel treatment trains: a surface water supply, and a ground water supply utilizing a reverse osmosis treatment train which was upgraded January 2011 with Harn R/O Systems Inc. This project was awarded IL APWA public works project of the year for 2011 (less than $2 million).

From 1991 to 2011, the City of Chicago water usage declined by more than 37%, saving over 315 million gallons per day, which is directly attributable to the replacement of over 700 miles of water main. The Department has placed a high value on protecting our most treasured resource, Lake Michigan, and continues to act responsibly in managing it wisely. This presentation will discuss Chicago’s various conservation initiatives implemented such as water main replacement program, use of newer leak detection technologies, update on meter installation program and recent programs in caring for water resources as a whole

Implementing and managing a large Water Utility’s Underground corrosion control programJeff Schramuk, CP Solutions, Inc., [email protected] water facilities face a significant economic burden created by the deterioration of buried water infrastructure. As water systems are reaching their life expectancy, the need to rehabilitate or replace water mains is increasing. Cathodic protection of cast and ductile iron mains is a mitigative measure that can reduce premature breaks due to corrosion and extend the service life of both existing distribution water mains and new transmission mains. With the number and costs of water main breaks increasing coupled with inadequate funding for pipe replacements, the Des Moines Water Works has implemented three approaches to mitigating corrosion by using cathodic protection to reduce its water main breaks. DMWW’s Underground Corrosion Control Program has shown that the various cathodic protection installations can extend the service life of its water infrastructure at a cost that is much less than either pipe repairs or main replacement.

Cussen, P.E., LEED AP, Haeger Engineering, LLC, [email protected], drinking water infrastructure earned a grade of D- on the 2009 report card issued by the American Society of Civil Engineers. The nation’s drinking-water systems face staggering public investment needs over the next 20 years. Although America spends billions on infrastructure each year, drinking water systems face an annual shortfall of at least $11 billion in funding needed to replace aging facilities that are near the end of their useful life and to comply with existing and future federal water regulations.

Of the nearly 53,000 community water systems, approximately 83% serve 3,300 or fewer people. These systems provide water to just 9% of the total U.S. population served by all community systems. In contrast, 8% of community water systems serve more than 10,000 people and provide water to 81% of the population served.

In the rural areas (non-community based systems), over 83,351 small systems provide the needs for 500 or fewer people each. These smaller systems face huge financial, technological, and managerial challenges in meeting a growing number of federal drinking-water regulations.Implications for Illinois water distribution systems will be discussed. Design life of the distribution system is 60-95 years and pump stations is 60-70 years for concrete structures and 25 years for mechanical and electrical components. As these systems reach the end of their useful life, a range of financing mechanisms will be needed.

TOPICS The Challenge: Utilities across North America are faced with aging water infrastructure that, if not addressed, may result in major political, financial, and economic issues. Although many municipalities understand the predicament, in some cases water infrastructure assessment and renewal is secondary to a reactive “fix-it-when-it-breaks” approach, or is secondary to other, more pressing services and social issues. Moreover, public officials and utility managers have been skeptical about raising rates to levels necessary to sustain their infrastructure in fear of the potential economic impact to their customers. This quandary has resulted in uncertainty for Utilities about the current condition and future performance of their water system assets. Overcoming the Challenge: In order to avoid this adverse situation, Utilities are implementing asset management strategies, or a combination of common sense practices that provide the required level of service in a cost effective manner. Utilities are considering a ten-step strategy that begins with identifying, locating, and assessing the condition of the water infrastructure; proceeds with determining the appropriate levels of service and the criticality of the assets; and culminates with establishing a funding strategy.

This strategy seeks to answer 5 basic questions: 1. What is the current state of the assets? 2. What is the required level of service? 3. What assets are critical to sustain performance? 4. What are the best O&M and Capital Improvement Program strategies? 5. What is the best funding strategy?

The answers to these questions are found through field operations, desk-top analysis, or a combination of both. goals of the Presentation: The goals of the presentation are: 1. Present the status of water system assets across the US based on the assessment of over 750,000 assets performed to date. 2. Review with the audience a ten-step program to asset management that empowers the utility with information and control of their assets. 3. TOPICS Solar powered water mixing is gaining greater usage in reservoirs, finished water tanks and wastewater treatment plants. In the last 20 years solar panels have increased in efficiency and utilize indirect light as well as direct light. Solar power is now utilized for a variety of water circulation applications. The emerging science of water circulation has been shown to provide numerous water quality benefits. Solar panels produce sufficient power to create an upwelling motion by a carefully designed impellor system. The result is an almost frictionless flow to move layers of water long distances as well as promoting vertical and horizontal circulation. As a result, solar technology meets mixing objectives in potable drinking water tanks, wastewater plants, and freshwater reservoirs. Energy requirements for solar water-mixing technology have been designed to run on low wattage solar energy. New advances in solar-powered water movement has been applied to a variety of unique applications in the last five years including blue-green algae reduction in lakes, municipal odor control, and high-grid aeration reduction in activated sludge. A recent qualitative assessment indicated that solar powered circulation (SPC) in selected wastewater test sites, were shown to augment the mixing and oxygenation required for digestion, while reducing aeration & electricity consumption, and lowering greenhouse gas emissions, sludge buildup, and odor events. Solar powered circulation transformed the bacterial community to those performing aerobic digestion in the upper water column and anaerobic digestion in the slurry and sludge. One of the fastest growing solar mixing applications is in potable water tanks. Solar powered water mixing eliminates summer stagnation, winter ice formation, and lowers chlorine by-product formation. Solar powered mixing is also being used in conjunction with air striping THMs from potable water reservoirs. Solar water mixing is effective as well as affordable and currently in several sites in Illinois. This discussion will also touch on an effective low energy grid type of mixer used in potable water tanks and waste water systems.

TOPICSMetering: In today’s economy, water utilities must improve accountability by maintaining water system performance and extend the useful life of their distribution system. Water utilities must know what their water losses are in order to budget, plan, and correct deficiencies in their distribution systems.

The first step that a water utility should take to determine their water losses both apparent and real is to test the accuracy of their master meters. Once a water utility knows what is being delivered into their distribution system, meter records from their customers should be totaled and compared. As stated in AWWA’s M6 manual, “Typically, the largest 10 percent of the meters measure 40 to 60 percent of a system’s consumption.” This difference is the water utility’s totalized apparent and real losses. Apparent losses can be determined by testing. Meters that are suspected to be inaccurate should be tested over a range of flows in accordance to AWWA standards. It is clear that this represents loss revenue to the water utility and justifies the next essential operation to be taken.

Leak Detection: Using data obtained from meter testing and other meter records, a leak survey should be done to determine leakage (real losses) using state of the art leak listening devices and leak correlation equipment as needed. A leak detection survey will conserve a precious resource, lower production costs for the water utility and lower the utility’s real losses. Once the leaks have been located and prioritized, repairs can be scheduled after the next essential operation is done.

Valve Exercising: How can leaks be repaired if the shutdown cannot be done? The importance of the proper operation of valves in a water utility’s distribution system for regular and emergency operation can’t be overstated. Are the valves accessible? Are the valves exercised on a regular basis? How would you like to have to tell a hospital, a school, or a senior residence center that they will be without water for an undetermined period because a valve shutdown had to be extended?

When all valves in the distribution system have been properly exercised, the next essential operation can be performed.

Fire Hydrant Maintenance: The importance of hydrant maintenance is obvious. LIVES are saved by a water utility providing the required fire protection when an emergency arises. The proper operation and maintenance of EVERY hydrant in a water utility’s system is ESSENTIAL. There are other significant benefits to be gained by regular hydrant maintenance. ISO ratings are weighted heavily towards the water system and its fire hydrant operability. Hydrant Maintenance is a pro-active project that creates a healthy water system. Hydrants that do not drain properly in cold weather climates can freeze and become inoperable.

TOPIC Mud valves have been used to drain tanks and basins in water and wastewater treatment plants for many years. However, since these valves are submerged, they are subject to corrosion. Stainless mud valves are proving to be a cost effective option, providing additional years of service life.

Valve position indicators can be installed in a valve box for a buried valve, or also inside a treatment plant. They provide the operator visual indication of the valve’s position. Currently, many operators rely on “feel” to determine when to stop applying torque. Excessive torque can break a valve stem, requiring excavation or tank draining for a repair. Valve position indicators are also available with debris shields, to keep dirt out of the valve box and keeping the position indicator legible.

The trend towards radio read meter systems has presented challenges for systems using meter pits. Since cast iron lids block radio signals, alternative materials are required. Many plastic lids allow radio signals to pass through, but lack the strength to withstand heavy loads. Trumbull Industries has developed a composite polymer lid that is “AMR friendly”, yet is capable of handling a 40,000 # traffic load.
