Mayor William Lantigua issued an executive order indicating that Captain James Fitzpatrick assumed the role of Chief of Police effective Tuesday, September 3, 2013. On that date, Chief John Romero relinquished all powers and duties of the position. "With Chief Romero's retirement, we have a large void to fill in this department and I am working diligently to select a person that I feel is best for the Lawrence Police Department and the Citizens of Lawrence," stated Mayor Lantigua. "Captain Fitzpatrick is a trusted and worthy member of our department and I feel confident that until I make my final decision

he will serve our City well", further stated Lantigua. Captain Fitzpatrick is a 20 year veteran of the Lawrence Police Department and currently serves as the Prosecuting Officer. "Over the past two months I have focused tirelessly on this selection process and I am energized with the caliber of law enforcement professionals that have expressed interest in being our next Police Chief. I thank all of them and appreciate their patience as I continue with my decision making process," emphasized Lantigua. Mayor Lantigua expects to appoint a new Police Chief within the next 30 days.

A los concejales no se les permite hacer sus propias reglas en la votación de algo. Se supone que deben cumplir con la ley. The role of legislatorsVery often, the public believes that a politician was placed in his or her

position to vote according to our liking and get angry when the ‘wrong’ vote is taken. We vote them into office because during the campaign they

have shown us that they are independent thinkers and people of principles and ethics. We place our confidence in them to watch for our interests, abiding by existing laws. We support any politician that based on the information privileged to them makes a decision whether or not it is compatible with our own opinion. After all, they have access to documents, details, conversations, testimonies that we have not seen, allowing them to see ‘the big picture’. That’s where our confidence relies: in their honor in making a decision that is just – according to the law. Senator Ed Markey, a member of the Foreign Relations Committee has been in Congress for 37 years; he is not a newcomer on the political scene yet he voted “present” in the Syria decision to invade or not. That ambivalence is a sign of cowardice and it is unacceptable. He should have voted one way or the other demonstrating that he has an opinion of the subject. At the local level, something happened during the recent City Council meeting while discussing the nominees to board and commissions in the city. We have always defended the right of our city councilors to vote their conscience for the same reasons explained above. When District D Councilor Kendrys Vasquez said that he will not vote for any city employee being nominated to a board or commission because that is a rule he set up for himself since he was elected to the council, we wondered why no other councilor jumped up to correct him. Councilors are not allowed to make their own rules when voting on anything. They are supposed to abide by the law. There is a Massachusetts law 930 CMR 6.02 that allows municipal employees to serve their communities in unpaid positions on boards and commissions. Is Councilor Vasquez now rebelling against the laws of the Commonwealth? Several councilors expressed the same opinion regarding city employees rather than commend them for their extra effort to see the city function properly. We don’t have throngs of people applying for these boards and in the meantime, the work of some of those groups has become stagnant due to the lack of members. The residents of Lawrence deserve an apology for playing politics with the future of the city and get ready to approve the nominees if they really care for our progress.

¡Qué semana! La semana pasada fue una de las más difíciles para mí. Entre las reuniones de concejo municipal que me enfureció tanto y la preparación para el debate la noche del lunes en la Escuela Secundaria de Lawrence, mientras trato de publicar la edición de esta semana, todo era puro caos. Por si fuera poco, Marcos Devers llamó al editor de Commonwealth Magazine, el organizador del debate para decir que yo no debía ser panelista porque tiene miedo de que no voy a ser imparcial, ya eso fue el colmo. Si alguien sabe cuán imparcial soy es el Sr. Devers, como bien expliqué durante mi programa de radio el sábado. Si va a dudar de mi integridad y justicia, entonces lo considero un reto para que yo hable. He tenido mucho cuidado durante este odioso proceso electoral asegurándome de que Rumbo no influirá en los votantes de ninguna manera. Damos información para aquellos que optan por leer y llegar a sus propias conclusiones. Bienvenido Chief Fitzpatrick Reconociendo que he tenido un historial horrible criticando al ex jefe de policía, quise tener un buen comienzo con el Jefe de Policía James Fitzpatrick y pedimos una reunión con él. Él fue muy servicial y nos concedió una entrevista exclusiva. Queríamos asegurarle nuestro apoyo al Departamento de Policía de Lawrence. Fitzpatrick no ha participado en ninguno de ellos. Al conocerlo, lo que encontramos fue un lawrenciano que quiere hacer el mejor trabajo posible. The Bread and Roses Festival celebrated its 29 years of existence on Monday, September 2, Labor Day, with its traditional three scenarios, Bernstein, Robert Frost and Carmela Teoli where various cultural presentations were made. They also had family activities and narrated trolley rides with stories about the points of interest related to the textile strike of 1912. Here are some pictures of the event.

New home for Morales family in Andover Andover Community Trust (ACT) dedicated its sixth home Tuesday on Andover Street in Andover and welcomed its new owners, Ozzy and Vonne Morales and their two sons. In his invocation, Court Holloway of Granite United Church, the Morales’ pastor, praised ACT’s work and the blessing of a house becoming a home for this young family. Joining the event were friends and family of the Morales, as well as ACT Board members and current homeowners. ACT president and architect John Pearson, who designed this home, spoke about the work of ACT and the students of Greater Lawrence Technical School, who built the house over two school years. Joan Johnson, chair of the Owner Selection Committee, spoke about the decision to select the Morales family from six outstanding applicants. Andover Community Trust advocates for and develops permanently affordable homes in Andover. Based on the strong belief that diversity is an important contributor to vital and livable communities, ACT builds modest three-bedroom homes to meet the needs of eligible households whose income is between 60 and 80 percent of the area median income.

La Iglesia Católica St. Anthony’s Maronite celebró su Mahrajan el 31 de agosto y el primero de septiembre 2013, un festival de dos días que los libaneses llevan a cabo cada año durante el fin de semana del Día del Trabajo, en los terrenos de la iglesia situados en el 145 de la Calle Amesbury, en Lawrence. Por más de 40 años, la comunidad libanesa ha celebrado y compartido su cultura con música en vivo, juegos para adultos y niños, baile y comida deliciosa y pastelería. Dado que la danza es parte importante de su cultura un grupo de miembros de la iglesia dirigido por Mounira Daher con la ayuda de Cassy Abou Farah, Christian Hbaiter, Alona y Diane Azzi organizaron el grupo de jóvenes bailarines que actuaron para el público ese día.

St. Anthony’s Maronite Catholic Church held its Mahrajan on August 31th and September 1st, 2013, a two-day Lebanese festival held every year during Labor Day weekend, at the church grounds located at 145 Amesbury Street, in Lawrence. For over 40 years, the Lebanese community has celebrated and shared their culture with live music, games for adults and children, dance and delicious food and pastry. Since dancing is a vital part of their culture a group of church members lead by Mounira Daher with the help of Cassy Abou Farah, Christian Hbaiter, Alona and Diane Azzi organized the group of young dancers that performed for the audience that day.

Healthy Active Living Resolution pledges partnerships to improve health among residents Mayor William Lantigua of Lawrence has announced the city's commitment to fight obesity. Together, the Mayor's Health Task Force, the Lawrence Board of Health and other community partners are collaborating to put a recently-adopted Healthy Active Living Resolution into action. Among the priorities outlined in the resolution are improving recreational areas of the city to promote physical activity; increasing access to affordable, healthy foods; reviewing vending machine contracts across the city; and implementing a municipal employee wellness program. "There is amazing work already being done to improve health in our city," said Mayor Lantigua. "The Healthy Active Living Resolution cements our goals to create work, school and neighborhood environments that give our residents healthier choices." The resolution charges the Mayor's Health Task Force (MHTF) and various city departments to submit recommendations to

the mayor within a year. Potential proposals might include policy changes, recruitment of public and private partner organizations, and planning specific locations for community gardens and new parks. A generous grant awarded to Merrimack Valley YMCA will help fund the strategies identified by the task force and its partners. Merrimack Valley Y is one of 16 Ys to participate in the Centers for Disease Control and Prevention's national Racial and Ethnic Approaches to Community Health (REACH) initiative. REACH targets Y communities which have a population under 500,000, are low-income, and are at least 50 percent racial/ethnic minority. Being selected for the REACH initiative allows the Merrimack Valley YMCA to work collaboratively with and support the Mayor's Health Task Force's Healthy Active Living Working Group, co-chaired by representatives from the MVYMCA and Groundwork Lawrence, to address barriers to good health. The local portion of the grant is $150,000 over two years. "REACH funding will help our collaboration implement evidence-based strategies and support new programs that enhance proper nutrition and physical activity, ultimately decreasing the incidence

of obesity in Lawrence," said Vilma Lora, coordinator of the Mayor's Health Task Force. "All of the partners are excited about being part of the solution." One initiative to come from the REACH grant and efforts by the Mayor's Health Task Force is the start of a public awareness campaign called SALSA. The acronym stands for "Supporting Active Life Styles for All," and will promote standards for healthy living, educating community members about the importance of eating nutritious foods and exercising. Since its inception in 2002, the Mayor's Health Task Force has been promoting healthy living and addressing health inequities through a variety of efforts, including community-wide education and awareness campaigns, health fairs, and health screening events. The MHTF Healthy Active Living Working Group was established in late 2010, bringing representatives from approximately 20 area organizations together to evaluate the assets and the needs of the community related to nutrition and physical activity. Group members created a community action plan, which aims to increase access to healthy food options and to promote opportunities for recreation and to stay active. The Healthy Active Living Resolution and the REACH grant are an extension of this wonderful work. Many preventable risk factors—tobacco use, poor nutrition and lack of physical activity—are more common in communities of color, often resulting in higher prevalence of chronic diseases, such as heart disease, stroke, diabetes, cancer and asthma, among others. The Massachusetts Department of Public Health reports that nearly 45 percent of children and 69 percent of adults in Lawrence are overweight or obese.

The City of Lawrence has had additional successes in revitalizing the city's status as a great place to live, work and play, such as the opening of the Spicket River Greenway in June. The Greenway is a three and a half mile long "emerald bracelet" of green spaces and walking paths connecting parks and open space through multiple neighborhoods. The Greenway project earned Lawrence honorable mention recognition from the 2013 U.S. Conference of Mayors City Livability Awards. The awards honor mayors and their city governments for developing programs that enhance the quality of life in urban areas. "Where you live should not affect your health,” said Peter Blanchette, of the Lawrence Board of Health. "Unfortunately, it is the reality of urban areas such as ours. This partnership to implement the Mayor's Healthy Active Living Resolution will make a positive difference."

On September 10th, the Merrimack Valley Sandbox will be holding the 2013 Sandbox Summer Accelerator Awards Ceremony in Lawrence. This event will mark the conclusion of the Sandbox Summer Accelerator, a three month program that has helped sixteen early-stage entrepreneurs move their businesses and non-profits forward through workshops, mentors, space, and funding. As the real estate market improves, the public lending agency MassHousing is working to make its products better known to minority homebuyers who once were a prime target for predatory lending. “Leading up to the real estate crash in 2007, predatory and subprime lenders unfairly targeted neighborhoods of color, especially African American and Latino neighborhoods” said Tom Gleason, MassHousing’s Executive Director. “As a public agency created to help low- and moderate-income families buy homes, we have always offered loans that people can truly afford. We want people to know we’re here and that we are a lender they can trust.” The “Reforming Mortgage Lending” research by University of Massachusetts-Boston economics professor Jim Campen revealed “Reforming Mortgage Lending”, that in the year 2006 – the year preceding the crash – 49 percent of all home-purchase loans to African-Americans in Greater Boston and 48 percent of all home-purchase loans to Latinos in Greater Boston were high-cost loans compared to

La primera fiesta se celebró en 1923 y ha sido un evento anual desde entonces. La Sociedad San Alfio, Filadelfo y Cirino ha mantenido la tradición de honrar a los Tres Santos, en la misma forma que la Fiesta original en Trecastagni, Sicilia. Durante la primera parte del Siglo 20, los inmigrantes que vinieron de esa región de Sicilia solían trabajar en condiciones riesgosas y sin seguro médico y protección para sus familias. Para ayudarse a sí mismos y a los suyos, estos inmigrantes sicilianos formaron una organización de beneficio mutuo para proporcionar las necesidades médicas, un beneficio por fallecimiento y ofrecer asistencia alimenticia en caso necesario. En definitiva, los inmigrantes crearon su propia seguridad social. Hoy en día, la Sociedad se centra no sólo en sus miembros, sino hacia el exterior en la comunidad, proporcionando becas para estudiantes locales que van a la universidad, y a instituciones de beneficencia de la zona que ofrece asistencia en todo el Valle de Merrimack.

The first Feast was held in 1923 and it has been an annual event. Since then, the Saints Alfio, Filadelfo and Cirino Society has maintained the tradition of honoring the Three Saints in the same manner as the original Festa in Trecastagni, Sicily. During the early part of the 20th century, immigrants who came from that region of Sicily used to work under unsafe conditions, medical insurance was not provided and there was no social welfare for these employees and their families. To help each other, these Sicilian immigrants formed a mutual benefit organization to provide medical needs, a death benefit and offer food assistance when needed. In short, the immigrants created their own social security. Today, the Society focuses not only on its members but outward into the community, providing scholarships for local, college-bound seniors, donating to area charities and offering assistance throughout the Merrimack Valley.

John Albert, President and CEO of Home Health Foundation announced today that Merrimack Valley Hospice has received a $15,000 grant from The Provident Community Foundation. Funds will be used to support the new seven suite wing expansion of Merrimack Valley Hospice House in Haverhill. “This gift in support of the Hospice House expansion is a testament to The Provident Bank’s commitment to our community,” said Albert. “The Bank has been a generous and loyal supporter of Merrimack Valley Hospice and we are grateful. By making this gift they are helping to ensure that the Hospice House is available to all patients in need.” “The Merrimack Valley Hospice House offers a great service to those, and their families, who are at the end of their lives,” said Dave Mansfield, CEO of The Provident Bank. We are happy to be able to provide them with funds to expand and continue to serve the community.” The Merrimack Valley Hospice House was licensed for a 21 suite facility when the Capital Campaign was initially launched in 2007. It was deemed at the time that the

seven additional suites would be built when occupancy and demand exceeded capacity. With the expansion of their new wing, it will enable the Hospice House to meet the demand for comprehensive end-of-life care of approximately 800 additional patients annually. Since Merrimack Valley Hospice House opened in June 2009 it has been operating at or near capacity, serving more than 1,600 patients. Licensed by the Massachusetts Department of Public Health for a 21 suite facility, the Hospice House was designed for a two-phase construction: the initial 14 suites, then, a final phase of seven suites at a time when occupancy and demand for services exceeded capacity. No one anticipated that time would come so quickly. The addition of the new wing will allow for 21 private patient suites in total, of which two can accommodate pediatric patients. All suites feature skylights, a private bathroom and seating and space for loved ones to visit at any time of day or night. The wing will reflect the existing peacefulness of a home setting with patios, family gathering area, a care station and

Hola, queridos lectores de Rumbo. Lamentablemente, el fin de semana del Día del Trabajo ha terminado, y se nos acabó el verano. Bueno, ¡creo que sólo hay como 200 días hasta el primer día de la primavera! Hablando en serio, el comienzo del año académico siempre me parece el auténtico año nuevo. Aunque no me gusta ver el final del verano es un momento emocionante del año para nosotros y para cualquier persona relacionada con el mundo académico. Antes de empezar a hablar sobre los próximos eventos aquí, quiero felicitar a Patricia Chaisson y Barbara Beauchesne quienes ganaron los Kindles en nuestro sorteo al final de verano. Me alegro de que estas dos damas son usuarios habituales de la biblioteca, y espero que disfruten

sus premios y todas las grandes obras que pueden aprovechar con la conexión gratuita a través de nuestra página web (www.lawrencefreelibrary.org). El 23 de septiembre el club de lectura tendrá su primera reunión del ciclo 2013/2014. El primer libro es La Cabaña del Tío Tom (Uncle Tom's Cabin) por Harriet Beecher Stowe. Es un título muy apropiado porque el tema de este año es "Las novelas que cambiaron el mundo." Recuerde, Abraham Lincoln se refirió a Beecher Stowe como "la pequeña mujer que escribió el libro que comenzó esta gran guerra." Otros títulos que se presentarán incluyen El Hijo Indígena (Native Son), Las Uvas de la Ira (The Grapes of Wrath), El Jarro Campana (The Bell Jar), y El Despertar (The Awakening). Los últimos son libros que he disfrutado y los encontré profundamente emocionante. (Aunque debo confesar que nunca he leído a Tío Tom y que ¡esa situación no va a cambiar!) Sobre el tema del club de lectura: este será nuestro décimo año consecutivo. Creo que es bastante impresionante. Hello Rumbo readers. Alas Labor Day weekend is over and the real summer has passed. Oh well, I think there are only about two hundred days till the first day of spring! Seriously though, the beginning of the academic year always does seem like the authentic New Year to me. Much as I hate to see the summer end this is an exciting time of year for us and anyone associated with the academic world. Before I start talking about upcoming events here let me throw out a word of congratulations to Patricia Chaisson and Barbara Beauchesne for winning the Kindles in our end of summer raffle. I am glad that both of these ladies are regular library users and I hope they will enjoy their prizes and all the great titles they can have access to free through our webpage (www.lawrencefreelibrary.org). On September 23rd our book club will have its first meeting of the 2013/2014 cycle. The book will be Uncle Tom’s Cabin by Harriet Beecher Stowe. It couldn’t be more fitting a choice since this year’s theme is “Novels that Changed the World”. Remember, Abraham Lincoln famously referred to Beecher Stowe as “the little woman who wrote the book that started this great war.” Other titles that will be featured include Native Son, The Grapes of Wrath, The Bell Jar, and The Awakening. Those latter are books that I enjoyed and found profoundly moving. (Although I must confess to never having read Uncle Tom and that that status is unlikely to change!) One of the featured titles is a book very dear to my heart—the Yellow Wallpaper. While Wallpaper is neither, strictly speaking, a novel nor could it actually be said to have changed the world it is an amazing exercise nonetheless. The story is understood today as a commentary on the treatment of women and women’s mental health in the late nineteenth century. When I first read it (the first of many times) I was around ten years old and probably a bit young to grasp the social significance but the claustrophobic description of a woman’s descent into madness and paranoia terrified and fascinated at the same time. On the subject of the book club: this will be our tenth year running. I think that is pretty impressive. Congratulations to all the members and particularly Louise Sandberg, our Special Collections librarian for running the group all these years. It occurs to me that this is the last article I will be submitting before the September 17th primaries. I just want to mention that there are a lot of people out there running for the various offices available and we should, as voters, take the time to hear what each of them has to say. I have never run for office (and never will) but I have worked with various campaigns in the past and I know there is a lot of hard work involved. We should give every candidate the respect to listen to his/her plan and then vote according to who makes the most sense to us as residents. Good luck to all and the city appreciates your office of service. Well Sunday is the first of our Fall Concert Series as I mentioned in my last article. It is also the first week of professional football. These are two things that sweeten the pot of the Fall for me so Go Pats and see you at the library.

The Special Field Games is an annual sporting event for people of all ages with special needs, co-sponsored by the Knights of Columbus and the Service Club of Andover. What a week! This past week was one of the most difficult ones for me. Between the council meetings that got me so insulted and preparing for Monday night’s debate at Lawrence High School, while trying to publish this week’s edition, it was pure chaos. To top it off, having Marcos Devers calling the editor of Commonwealth Magazine, the organizer of the debate to say that he didn’t want me as a panelist because he is afraid that I won’t be impartial, really got to me. If anyone knows how impartial I am is Mr. Devers, as I well explained during my radio show on Saturday. If he is going to doubt my integrity and fairness, then he will be challenging me to speak up. I have been very careful during this ugly election process making sure that Rumbo will not influence voters in any way. We give information for those who choose to read it and come up with their own conclusions.

I was highly offended by his call to the editor and no apology can now amend his mistake because I know that this is Mr. Devers’ modus operandi. Several years ago he went on the radio and said that Rumbo lied about an article written about him. When he listened to the recording and we proved to him that it was his own words I demanded he goes back to the radio and admit to making a mistake: that Rumbo did not lie! But admitting faults is not his style. This time, trying to hurt my credibility and reputation at that level is unforgivable.

Welcome Chief Fitzpatrick Recognizing that I have had an awful track record criticizing the former police chief, I wanted to get to a good start with Chief James Fitzpatrick and requested a meeting with him. He was very

accommodating and granted us an exclusive interview. We wanted to assure him our support for the Lawrence Police Department. The only thing I knew about him was that about 10 or 12 years ago I had to call him for something and I was told that he worked on the night shift. I left a message and when he returned the call, he left me with such a refreshing impression of someone professional, gentle, yet friendly. I never forgot his name and never heard of him again. The Lawrence Police Department has had its share of troubles with officers but Captain Fitzpatrick has never been involved in any of them. Meeting him, what we found was a Lawrencian who is out to do the best job possible. He is well aware of the problems; he talked openly about what needs to be fixed and hopes to guide the department in the right direction during the next few weeks to prepare it for the next chief.

Credit Card Fraud During the week of July 21st a male and female suspect are believed to be involved in a smash and grab from vehicles parked at the Rockingham Mall. A purse was stolen from a vehicle and stolen credit cards were used at several locations. Grant Writing Workshop to be offered at NECC Nonprofit organizations and individuals eager to break into the grant writing arena can attend a series of three workshops, hosted by the Grant Resource Center at Northern Essex Community College. The center and its workshops are supported in part by funding from The United Way of Massachusetts Bay & Merrimack Valley and Associated Grant Makers and in collaboration with Jericho Road Lawrence. The workshop series will be held in October at Northern Essex Community College's Lawrence Campus, Riverwalk at 360 Merrimack Street, Building 9, Entry K. The first class, "Introduction to Grants Research," will be held on Wednesday, October 9 from 2 to 4 p.m. This workshop introduces participants to the world of philanthropy and covers grants research and how to approach foundations. In addition, participants will learn how to tell an organization's story for best effect. There will be discussion of several databases that are critical to finding the right grant maker for an organization. The second class, "Introduction to Grant Writing for Beginners," will be held Tuesday, October 22, from 2 to 4 p.m. Participants will learn how to create a winning grant proposal. Different types of grant proposals will be examined and the typical components of a proposal as well as the steps in the process will be discussed. The third and final class, "Introduction to Grant Writing II for Beginners," will be offered Thursday, October 31, from 2 to 5 p.m. This workshop is for individuals who have completed "Introduction to Grant Writing for Beginners" or those who already have some experience in grant writing, but would like to expand their knowledge. During this three-hour workshop,

individuals will learn how to plan a grant for maximum funding success, the secret language used by successful grant writers, how to think like a reviewer, simple ways to package a grant for maximum effect, and grant writing do's and don'ts based upon well-written sample grants. The workshop will provide time for interaction with lively discussion and concrete examples. Seats in these courses fill up quickly so those interested are encouraged to register early. The cost for each of the first two workshops is $30 plus a $5 materials fee; the cost for the third workshop is $40 plus a $5 materials fee.

There are still 10 spaces available in a free Career Pathways Bridge Program offered through Northern Essex Community College to advanced English language learners hoping to enter the health or information technology fields. Thanks to a $100,000 Smith Family Foundation grant, NECC has developed a Career Pathways Bridge Program that will place a total 30 advanced English language learners, on the fast track to reaching their goal of a career in health care or information technology. This new, two-semester program, meets Mondays and Wednesdays from 6 to 9 p.m. and Saturdays from 8:30 to 11:30 a.m. beginning September 4 through December 14 and January 22 through May 10 at NECC's Riverwalk on Merrimack Street in Lawrence. The program, which is taught by faculty with backgrounds in these career fields in addition to being experienced language instructors, integrates intensive English reading and writing, math, career, and college readiness skills. Northern Essex will receive $100,000 a year for the next three years. This program was designed specifically to accelerate the education of advanced English language learners from the Merrimack Valley, who, are not quite ready to enter a college degree or certificate program. 1040EZ, 1040NR or 1040NR-EZ. Make sure you check the box to show the tax year that you are amending on the Form 1040X. You cannot e-file an amended return. You must file an amended tax return on paper.

4. Multiple amended returns. If you're filing an amended return for more than one year, prepare a separate 1040X for each return. Mail them in separate envelopes to the appropriate IRS processing center. (See "Where to File" in the instructions for Form 1040X.)

5. Form 1040X. Form 1040X has three columns. Column A shows figures from the original return. Column B shows the changes you are making. Column C shows the corrected figures. 7. Amending to claim an additional refund. If you're expecting a refund from your original tax return, don't file your amended return until after you have received that refund. You may cash the refund check from your original return. The IRS will send you any additional refund you are owed.

8. Amending to pay additional tax. If you're filing an amended tax return because you owe additional tax, you should file Form 1040X and pay the tax as soon as possible to limit any interest and penalty charges.

9. When to file. To claim a refund, you generally must file Form 1040X within three years from the date you filed your original tax return or within two years from the date you paid the tax, whichever is later.10. Processing time. Normal processing time for amended returns is 8 to 12 weeks.

Ordered: That the City of Lawrence, by and through the Lawrence City Council for the City of Lawrence, MA hereby approves the 5,463,611.00 borrowing authorized by the Greater Lawrence Technical School, for the purpose of paying costs of the HVAC Renovation Project for Greater Lawrence Technical School, 57 River Road, Andover, MA, including the payment of all costs incidental or related thereto “The Project”, which proposed repair project would materially exted the useful life of the school and preserve an asset that otherwise is capable of supporting the required educational program, and for which the District may be eligible for a school construction grant from the Massachusetts School Building Authority (“MSBA”), said amount to be expended at the direction of the Greater Lawrence Technical School Building Committee; that the City of Lawrence acknowledges that the MSBA’s grant program is a non-entitlement, discretionary program based on need, as determined by the MSBA, and any Project costs the District incurs in excess of any grant approved by and received from the MSBA shall be the sole responsibility of the District and its member municipalities; provided further that any grant that District may receive from the MSBA for the Project shall not exceed the lesser of (1) seventy- eight and 95/100 percent (78.95%) of eligible, approved project costs, as determined by the MSBA, or (2) the total maximum grant amount determined by the MSBA and that the amount of borrowing authorized by the District shall be reduced by any grant amount set forth in the Project Funding Agreement that may be executed between the District and the MSBA.
