“HR Requirement – PE-PD For BARTI’’
Dr. Babasaheb Ambedkar Research and Training Institute (BARTI), Pune is an
autonomous organization under the Department of Social Justice and Special Assistance, Govt. of
Maharashtra. This Institute was established in the year 1978 under the name “Dr. Babasaheb
Ambedkar Samata Vichar Peeth” and subsequently became autonomous under the present name
in the year 2008.
This Institute is now developing constantly and making foray in the areas of “Equity and
Social Justice” through scientific research, capacity building and evaluation. Here is an
opportunity for the professionally competent and committed individuals to work for the cause of
Equity and Social Justice.
This Institute is in need of following Human Resources, purely on contract basis, for a
period of 11 months which is extendable in case of deserving candidates. Applications are invited
from eligible Candidates, who possess the Essential Qualifications as mentioned in the website, for

and appearing & defending / presenting before the courts.
4. Demonstrated experience for interpretations of various
judgments, reference of citations for all legal matters.
5. Should be well versed with current judgments of Supreme Court
/ High Courts related to the Caste Scrutiny and matters
concerned to it.
6. Ability to access the latest judgments of Supreme Court / High
Court and to generate records of judgments / citation.
7. Knowledge of functioning of Caste Scrutiny Committees in
Maharashtra.

Roles and
Responsibilities
: To advise and assist Chief Legal Advisor and DG, BARTI in all
legal matters.
To draft petitions and file the matter at Apex Courts / High
Court / Subordinate Courts.
To assist and coordinate with Govt. Pleader / Senior Counsel, if
engaged, for the matters pertaining to Caste Scrutiny
Committees.
To enrich the library with all legal books / texts / citations /
judgments.
To establish access through web sites, the latest judgments of
Supreme Court / High Court & to generate data of various latest
judgments.
Devise legal remedies for all concerned matters.
To prepare / examine and finalize various contracts / MoUs.

Roles and
Responsibilities
: Developing a comprehensive data base of Government, Semi
Government, NGOs and privately run coaching classes for
competitive examinations.
Developing a comprehensive data base of Resource persons,
Subject experts, Trainers.
Conduct of Coaching Needs Analysis for Developing a
Coaching Plan for students appearing in various higher level
competitive examinations.
Regularly tracking updates on competitive examinations,
changes in curriculum, evaluation patterns etc.
Monitoring and evaluate the performance of various coaching
classes.
Develop and conduct regular evaluations for tracking the
performance of students attending coaching classes.
To design, develop, prepare and publish various study reference
materials for various competitive examinations.
To develop and lead a competent and vibrant coaching classes
management and evaluations team.
Developing the coaching capacity of associated institutes /
agencies to effectively run the coaching classes.
Develop framework for regular evaluation of program outcomes.
Coordinate with other government departments and other
stakeholders as and when required under the guidance of DG,
BARTI.

Responsibilities
: Coordinate with all the Caste Certificate Scrutiny Committees in
Maharashtra on behalf of the Director General, BARTI, the
Chief Coordinator for the Caste Scrutiny Committees in the state
and the Government of Maharashtra.
Supervise and monitor the functioning of caste scrutiny
committees for disposal of pending cases and exercise
administrative control over caste scrutiny committees on behalf
of DG, BARTI and the Government of Maharashtra.
Deal with all the relevant administrative matters of the staff of
all the Caste Certificate Scrutiny Committees in Maharashtra.

Responsibilities
: Identification of specific issues related to evaluation in social
justice and development of socially disadvantaged sections.
Develop, Conduct, Monitor evaluation studies, both concurrent
and post facto, of government schemes being implemented in
Maharashtra for development of socially disadvantaged sections
adopting the Key Result Areas (KRAs) approach.

Publish Evaluation Reports, Study Reports and Research papers
for larger dissemination and policy advocacy.
Developing the capabilities on Evaluation, of various academic
institutes, NGOs and researchers affiliated with BARTI working
in the areas of equity and social justice.
Develop and Lead a competent and vibrant evaluation team.
Prepare year-wise and sector-wise work plan keeping in view the
objectives and budgetary provisions of Evaluation Cell.
Coordinate with other government departments and stakeholders
for evaluations of various schemes being implemented by
various government departments for the development of socially
disadvantaged sections.
Represent Evaluation Cell in various regional and national
forums as and when required.

: Identification of specific issues for training in Social Justice &
welfare of socially disadvantaged sections, and Thoughts of Dr.
B. R. Ambedkar and Other Social Reformers.
Conduct and finalize Training Need Analysis and prepare TNA
reports for Developing Capabilities of various stakeholders
(various Cadres in different govt. Organization / Institutes)
working in the area of interest to BARTI.
Preparation of Training and Development Plan (In House as well
as out -reach) based on a wide range of social justice issues
through adopting the Key Result Area (KRA) approach.

Development of various Training Modules for the Training
Programmes / Courses.
Develop Training Materials and Reading Materials for the
training Courses.
Identification, Selection and Training of potential Trainers and
Master Trainers.
Plan, design, Organize and conduct ToT for Trainers as well as
for Master Trainers.
Develop Trainers’ kit and delegate responsibility of Training to
the Trainers and Master Trainers.
Conduct Specialized Training Programmes / Courses
Conduct sessions on the area of expertise.
Prepare tools of evaluation of training programme/ courses
Conduct Evaluation (Training Evaluation) Studies (to study
impact of training)
Prepare Training Report.
Depending upon the need of the BARTI, identify and nominate
the officers / employees of BARTI (depending upon the training
need of the employee) for specialized courses in the state or
outside state.
Publish Study Reports related to training.
Developing training capacity of academic institutes, NGOs and
individuals/ groups associated with BARTI and working on
social justice through rigorous training/capacity building/
academic programmes in research methodology.
Developing a competent and vibrant training team so as to
achieve the aforesaid objectives
To prepare year-wise and sector-wise Action Plan keeping in
view the objectives and budgetary provisions.
Assist the DG, BARTI on developing training policy and
training strategy of BARTI.
Coordinate with other government departments and other
stakeholders as and when required under the instructions /
guidance of DG, BARTI.
Represent the Training Initiatives in various regional and
national forums as and when required.

: A comprehensive assessment of the current status of socially
disadvantaged sections (SC, ST, OBCs, VJNT, SBCs, etc.)
Identification of specific issues in equity, social justice and
development of socially disadvantaged sections, which need
further critical research.
Carrying out research on a wide range of subjects pertaining to
equity and social justice, adopting Key Result Areas (KRAs)
approach.
Conducting research on Dr. Babasaheb Ambedkar’s thoughts,
writings, teachings and vision on equity, social justice and socio-
economic and legal aspects.
Analysis and Evaluation of various schemes related to
development of socially disadvantaged sections and
recommending policy changes.
Building up repository of knowledge on equity and social
justice.
Publish Research Reports, Study Reports and Research Papers.
Developing and leading a competent and vibrant research team.
Developing strategic framework for Research and
Documentation in the areas of equity and social justice.
Guiding research team and ensuring significant research work on
specific themes.
Building strategic relationships / partnerships with Funding
Organizations and other stakeholders.
Prepare year-wise thematic Action Plan for Research, keeping in

Cell.

: 1. To supervise the progress of ongoing works of BARTI’s Pune
and other premises and ensure that all operations are of highest
quality and consistent with the plan.
2. To highlight any shortcomings, deficiencies and any problems
or hazards which have, or are likely to occur, in the
implementation of his work and bring these to the immediate
attention of the concerned officers and staff.
3. To review, and report to D.G. BARTI, on the physical work
plans of his tasks assigned to him and his subordinates and
monitor progress of all works on a fortnightly basis. He will
also provide clarification with regard to reasons for any
problematic or delayed programmes.
4. To ensure that the execution of all works and other operations
are carried out in accordance with the Acts, Ordinances, Rules,
Regulations and Directives issued by the Government from time
to time.
5. To ensure that all reports and other information required from
his Division and its subsidiary offices are completed accurately
in the required formats and are submitted to the D.G. BARTI
within the due time.

7. For the selected candidates, the contract will be subject to evaluation of performance during
the first three months and contract may be extended if performance is found satisfactory.
However, the Director General, BARTI, Pune reserves the right to terminate the services of
the candidate on any day without any prior intimation and /or without giving any reason
whatsoever. In case of deserving candidates (after having observed their outstanding
competence and merit) a rise of 15% on the consolidated honorarium can be given after the
period of three months from the date of joining. 10% rise can be given to deserving
candidates in case the contract period is extended after a period of 11 months.
