Sitharaman cuts Income...Alongside, the limit of insurance cover in case of bankfailure on deposits was increased to R 5 lakh from s 1 lakhand a sale of government stake in the country's largestinsurer Life Insurance Corporation (LIC) announced.

The stock market, however, reacted negatively as thebenchmark Sensex suffered its biggest single-day loss inover a decade on concerns over lack of growth boostingmeasures and fiscal discipline.

Commenting on the Budget, Prime Minister NarendraModi said the Budget will accelerate the economic growth,financially empower every citizen and strengthen the foun-dation of the economy in the new decade.

Heaping praise on it for having both "vision andaction", he said provision of faceless appeal, new and sim-ple structure of direct tax, move towards unified procure-ment system, stress on disinvestment are some of the stepswhich will reduce the government out of people's lives andwill enhance their "ease of living".

Presenting her second budget in Parliament, Sitharamansaid the 2020-21 Budget was aimed at boosting incomesand enhancing purchasing power, stressing that the econo-my's fundamentals were strong and inflation was well con-tained.

For farm and rural sectors, she allocated s 2.83 lakhcrore and fixed s 15 lakh crore target for giving agriculturecredit. Another s 1.7 lakh crore spending was planned fortransport infrastructure and s 40,740 crore allocation wasmade for the energy sector.

In doing so, the government will miss its deficit targetfor the third year in a row, pushing shortfall to 3.8 per centof GDP in the current fiscal as compared to 3.3 per centpreviously planned. The fiscal deficit target for the comingfiscal year starting April 1 has been fixed at 3.5 per cent.

Sitharaman, who cut tax paid by companies to its low-est in September last year, proposed new tax slabs of 15per cent and 25 per cent in addition to the existing 10 percent, 20 per cent and 30 per cent. The new slabs would befor individuals not availing certain specified deductions orexemptions.

Under the proposed I-T slab, annual income up to s 2.5lakh is exempt from tax. Those individuals earningbetween s 2.5 lakh and s 5 lakh will pay 5 per cent tax. A10 per cent tax will be charged on income between s 5 and7.5 lakh, 15 per cent, 20 per cent and 25 per cent on nexts 2.5 lakh each and 30 per cent on income above s 15 lakh.

"Currently, annual income up to s 2.5 lakh is exemptfrom income tax. While a 5 per cent tax is charged forincome between s 2.5 and 5 lakh. 20 per cent for incomebetween s 5 lakh and s 10 lakh and 30 per cent for thoseearning above s 10 lakh.

"The new tax regime shall be optional for taxpayers,"she said.

Sitharaman accepted the demand of the industry toreverse the taxability of dividends back to the recipients,making equity investment more attractive. Now, dividendswill be taxed in the hands of recipients, a move that willcause s 25,000 crore dent to her coffers.

Also, she deferred taxes for ESOPs in the hands ofemployees which will be an important decision for theemployees to own shares in the employer without gettingworried about organising cash to pay taxes. This will alsoprovide greater flexibility to the employers and employeesin the structuring of their employment prospects.

One proposal that could be become contentious was taxbeing imposed on Indian citizens abroad if they are nottaxable in their home country.

For the next fiscal, she pegged net borrowings of s 5.45lakh crore and doubled target of raising revenue from thesale of government stake in PSUs to s 2.1 lakh crore.

The budget commits to increasing the expenditure by 13per cent in 2020-21 with increased allocations for educa-tion, health and certain schemes in the agricultural sector.

But experts said this expenditure increase, coupled withthe income tax cuts, does not seem to suggest a large fiscalstimulus that the current slowdown perhaps warranted.

She offered tax breaks to foreign investors and specifi-cally those like sovereign wealth funds who are willing toplace a long term bet on the economy acknowledge.

Moody's Investors Service said the Budget highlightsthe challenges to fiscal consolidation from slower real andnominal growth, which may continue for longer than thegovernment forecasts. "This risk is reflected in Moody'snegative outlook on India's rating."

India's general government debt is already significantlyhigher than the average for Baa-rated sovereigns - a prod-uct of persistent fiscal deficits, it said adding that whileIndia's new budget calls for a modest narrowing of thedeficit to 3.5 per cent in the fiscal year 2020/21 from 3.8per cent in the fiscal year 2019/20, sustained weakergrowth and tax cuts would make gross revenue targets dif-ficult to achieve.

"The government also has limited room to reduceexpenditures without further weakening growth," it said.

Budget will strengthen...including tax benefits provided for start-ups and real estatesector.

He welcomed these proposals saying "All these deci-sions will boost the economy faster and will provide newemployment opportunities."

Special efforts had been made in the Budget to promoteemployment generation in the field of technology, Modisaid.

He said the Government had announced many measuresin the Budget to push employment in the country.

Steps had also been taken to strengthen the bond mar-ket and finance for infrastructure. He felt the removal ofDDT would hand companies s 25,000 crore that could befurther invested by them.

The Budget was focused on the skill development of theyouth, he said.

It focused on export and MSME sector, "which drivesemployment" and had several new announcements toincrease exports, the PM said.

'Additionally, a new move has been made to make everydistrict an export hub,' he said.

On the goal to develop 100 airports in the country, hesaid, "It is very important for the tourism sector of thecountry. In tourism, there is more possibility of employ-ment/income generation with lesser investment."

R 30,757 cr for J&K...In her Budget Speech, Finance Minister NirmalaSitharaman said the Commission has given its first reportpertaining to 2020-21.

"In the spirit of co-operative federalism, I am pleased toannounce that we have, in substantial measure, acceptedthe recommendations of the commission," she said.

The Commission would submit its final report to thePresident during the latter part of the year, for five yearsbeginning 2021-22.

The first report said that for 2020-21, the Commissionis inclined to leave the vertical split of divisible pool at the

same level as recommended by the 14th Commission."However, we have to take into account recent changes

due to re-organisation of the erstwhile state of Jammu andKashmir.

"We have notionally estimated that the share of the erst-while state of Jammu and Kashmir would have comearound 0.85 per cent of the divisible pool," the report said.

The Commission said it believes there is a strong casefor enhancing the share to the two UTs (erstwhile Jammuand Kashmir) from 0.85 per cent to 1 per cent to meet thesecurity and other special needs of the Union Territories ofJammu and Kashmir and Ladakh.

"Since this enhancement has to be met from the Union'sresources, we recommend that the aggregate share of statesmay be reduced by 1 percentage point to 41 per cent of thedivisible pool," the Commission said.

Further, the Commission has recommended s 90,000crore as grants to local bodies for 2020-21, which is 4.31per cent of the estimated divisible pool.

For determining state-wise allocations for disaster riskmanagement, the panel headed by former bureaucrat N KSingh has suggested a new methodology which combinescapacity, risk exposure and proneness to hazard and vul-nerability.

The total amount recommended for states is s 28,983crore in 2020-21, of which s 22,184 crore is the Unionshare, towards disaster risk management.

Budget highlights DoPT...DoPT, disclosed that NRA envisaged by the DoPT is pro-posed to conduct computer based On-line CommonEligibility Test (CET) for recruitment. In order to make itconvenient and easily available to every section of society,particularly the youth, a test centre will be set up in everydistrict of the country, particularly in AspirationalDistricts, he said.

Elaborating further, Dr Jitendra Singh said, the idea toset up a multi agency body to conduct Common EligibilityTest is to shortlist candidates for appointment to subordi-nate posts and non-gazetted posts. This, he said, will put anend to inconvenience and hardship to the candidates seek-ing govt jobs because, as of now, they have to appear inseparate examinations conducted my multiple recruitmentagencies for various posts, at different times and differentplaces.

The multiple recruitment examinations are a burden onthe candidates as also the respective recruiting agencies. Itis, therefore, proposed to introduce a Common EligibilityTest to shortlist candidates for vacancies for Group-B non-gazetted posts which are exempted consultation fromUnion Public Service Commission (UPSC) and Group-Cposts in the government and equivalent levels through acomputer based on-line examination.

In addition to cutting on the cost and inconvenience toboth, on the part of aspiring candidates as well as the gov-ernment, the CET through NRA is also expected toimprove access by the rural candidates when the test cen-tres are set up in each of the districts, particularly inAspirational Districts. This will also reduce the time con-sumed in the selection process.

The score obtained by the candidate in the CET will bemade available to him as well as individual recruitingagency. The score will be valid for a period of three yearsand the candidate can suitably seek to find a slot wherevervacancy is available and he qualifies for it.

Result of the proposed CET can also be shared with theprivate sector for consideration of job placements to eligi-ble placements.

While inaugurating the Administrativecum Faculty complex of the JKEDI, he held that there isno dearth of talent and only a little handholding of theyouth is required to give them a purposeful direction. While launching a book on the Success Stories ofEntrepreneurs from Jammu and Kashmir, the Lt Governorappreciated the local entrepreneurs for scripting these suc-cess stories and felicitated them for achieving exceptionalmilestones in their respective ventures. 'You are the jobcreators and wealth creators. Government alone cannotsustain the economy; it is the entrepreneurs like you whodrive the economic engine of a country', he added. The LtGovernor held that the dream of a 5 trillion USD economywill be a reality if the energy of youth is harnessed to itsfull potential. He also appreciated the executing agenciesand the EDI for completion of this building in a recordtime, paving way for skill development and empowermentof the youth.

Meanwhile, the Lt Governor inaugurated GovernmentSilk Weaving Factory and Government Silk Filatures atBari Brahmana, which have been established with projectcost of s 16.80 crores and s 6.64 crores respectively in arecord time of about 2 years. Both the units have beenequipped with modern machinery and equipments underthe expert guidance of Central Silk Board, Government ofIndia. The Silk Filatures will provide stable market toabout 10,000 farmers in the Jammu region whereas, theSilk Weaving Factory will have the capacity of producing4,60,000 Meters of Silk fabric creating direct and indirectemployment opportunities for the people.

The Lt Governor reiterated that the Government is com-mitted to strengthening the socio-economic fabric of J&Kand is always open to the ideas which can take this march

forward. He said that the government is working tirelesslytowards the welfare of the people and in the coming fewmonths, a discernible change would be visible on theground.

Advisor to the Lt Governor, K K Sharma while briefingthe gathering said that the facilities dedicated today wouldgo a long way in addressing the issues of unemployedyouth and the Silk Farming community. He added that 900MT silk cocoons produced in Jammu and Kashmir could-n't find sufficient processing facilities resulting in loss tothe silk producers. With the coming of Silk Factory atJammu, in addition to the one at Srinagar which is underreconstruction, the Silk Farmers would be able to find aready market, fetching good returns. He added that he hadbeen associated the held up JKEDI project, and culmina-tion of the project is a testimony to the fact that things aremoving in the right direction.

There have been complaints thatafter Republic Day and IndependenceDay, flags made of plastic are oftenfound lying on roads and gutters. Thereis a new trend of selling flags made ofpaper and plastic, which is incorrect. Itis observed that paper and plasticnational flags are found strewn all overroads and even in gutters right from26th January and it takes time to dis-pose of plastic flags.

The government has already passedorders banning the manufacture, sale,distribution and display of plasticnational flags. According to our FlagCode, "The National Flag of India shallbe made of hand spun and hand wovenwool/cotton/silk khadi bunting."

Necessary action as per Mumbai HighCourt's orders should be taken for pre-vention of insult of national flags. Allheads of departments and other offi-cials should take care to ensure that thenational flag is used only in a mannerconsistent with the provisions of the

flag code.Our national flag is used in festoons.

Oil for Roasting ParathasFlour for DustingGhee to Apply on Paratha (optional)

INSTRUCTIONSFor Dough Take a mixing bowl. Add the flour, oil, and

salt. Mix it all together. Now, add ½ cup of water and knead it, use

more water as required, and make a softand smooth dough. It should be like a rotidough.

Add 2-3 drops of oil, knead it again, coverit and keep aside.

For Stuffing Take another mixing bowl. Grate the boiled

and peeled potatoes in it or you can mash ittill smooth.

Add crushed green chilies, garlic, ginger,salt, amchoor powder, cumin powder,turmeric powder, lemon juice and choppedcoriander leaves. Mix it well.

Divide the mixture into the 6 to 8 equalparts and make stuffing balls and keepaside.

PROCESS Take the dough and divide it into 6 to 8

equal parts and make dough balls out of it. Now take one ball of dough, coat it into the

dusting flour and Roll the ball into thesmall circle.

Place the stuffing ball on the center of the

circle, then collect the edges of the circle,seal and make a ball, press it little and givea shape of the small flat circle.

Coat it again with dusting flour and roll itout gently and give a circular shape like aregular thick roti or paratha.

Place it on a heated tawa/griddle and cookon medium flame. When you see tinybubbles rising on the surface, turn itover.

Spread ½ teaspoon oil around its edge onboth sides with the help of spatula and cookfor a minute each side. Repeat flip andcook process until light brown spots appearon both sides.

Aloo paratha is ready for serving. Spreadsome ghee and served it with yogurt, pick-le, chutney or raita.

NOTES Always mash the potatoes till smooth or

grate it, so stuffing won't come out whilerolling.

You can add finely chopped onion into thestuffing if you like it.

Add spices per your taste buds. This paratha is perfect for vegan, just avoid

spreading ghee on it.

NEW DELHI, FEB 1:Congress leader RahulGandhi on Saturday saidthere was no strategic idea oranything concrete in theUnion Budget and itdescribed the "hollow"approach of the governmentthat was "all talk and nothinghappening".

Talking to reporters out-side Parliament soon after thepresentation of the budget, hedescribed it as repetitive, say-ing the budget does notaddress the main issue ofunemployment confrontingthe country's youth and thepoor state of the economy.

"The main issues con-fronting this country todayare unemployment and thesituation as far as the econo-my is concerned. I did notsee any concrete idea, anystrategic idea that would helpour youngsters get jobs. I

saw a lot of tactical stuff,redundant things, I did notsee any central idea," he toldreporters.

"The speech was over 2.5hours long and I did not findany strategic thing in it. Themain issue is employmentand economy. There is redun-dancy and income tax hasbeen complicated instead.

"The government'sapproach is visible in thisbudget. It did not have any-thing in it. It was hollow," hesaid.

Gandhi said the UnionBudget describes the govern-ment quite well, which is of"all talking" and nothing con-crete.

"It was more than 2 hoursand 45 minutes (long). A lot ofrepetition, a lot of rambling,nothing concrete. So it is themindset of the government -all talk, all talk, all talk, noth-ing happening. But, the coun-try is, of course, is suffering,"he said. (Agencies)

General Naravane madethe statement while speakingto the media on the sidelinesof a parade organised for the200th Anniversary of theBombay Sappers of theCorps of Engineers of theIndian Army. When askedabout the quarantine facilityset up by the Army nearManesar for the 300 Indiansevacuated from China,General Naravane said,“Coronavirus epidemic hasachieved global proportions.We are all seized of thismajor threat which is there

for the entire world. To thatend, the whole of the nationhas to get together and put inwhatever measures requiredto make sure that this epi-demic is contained at thelowest level. And for that,we are playing our part.”

Speaking about the roleof engineers in the warfare,Naravane said, “Warfare inthe future is going to be evenmore technical and network-centric in nature. And notonly engineers but the wholesystem has to keep changingand adapting to the changingnature of warfare. To thatend, I feel, the engineershave a very big role to playin the future. In his statement,Chidambaram said the gov-ernment "is in completedenial" that the economyfaces a "grave macro-eco-nomic challenge" and thegrowth rate has declined insix successive quarters.

"There is nothing in theBudget that leads us to

believe that growth willrevive in 2020-21. Theclaim of 6 to 6.5 per centgrowth next year is aston-ishing and even irresponsi-ble," Chidambaram said.

The economy, he addedin a statement, is "demand-constrained and invest-ment-starved".

"The FM has notacknowledged these twochallenges, and that is apity. Consequently, she hasproposed no measures orsolutions to those two chal-lenges. If the twin chal-lenges remain, the economywill not turn around andthere will be no relief to themillions of poor and themiddle class," the statementread.

Much like his formerboss Manmohan Singh, in

whose government heserved as the finance minis-ter, Mr Chidambaram alsopoked fun at the length ofthe budget. "We have justheard the longest Budgetspeech delivered by aFinance Minister in recentyears. It is pertinent to mentionhere that there are lots of complaints ofGovt employees throughout the lengthand breadth of UT of Jammu-Kashmirand Ladakh with people feeling thattimely disposal of files has not receiveddue attention of the concerned authori-ties in any of the Govt departments. TheGovt employees are not happy becausemere issuing instructions and circularswould not win their heart if the circularand instructions are not working practi-cally at all levels. In our secretariat a filetakes years for journey from one table toother table and then back. Then howwork efficiency will be attained if suchis the ground reality? All Govt circularsand orders directing compliance fadedwith the passage of time. Govt issuedCircular No.35-GAD of 2006 datedDecember 7, 2006 for the efficient andspeedy disposal of files and transactionof Govt business. On June 21, 2007 acircular was issued to DealingAssistants/ Section Officers/ StaticalOfficers/ Assistant Accounts Officers todispose off letters, official files and ref-erences within three days whereas theUnder Secretaries/ Deputy Secretaries

and Assistant Directors were directed toclear files within three days. TheAdditional Secretaries/ FinancialAdvisors/ Chief Accounts Officers wererequired to dispose off the files withintwo days and Principal Secretaries with-in three days. Then due to inordinatedelays in the disposal of office filesGovt issued another Circular No. 39-GAD dated July 8, 2019 for strict com-pliance and follow up action. This circu-lar emphasized on compliance in letterand spirit by Secretariat Deptts, HODs,Deputy Commissioners and SubordinateOfficers and to fix stipulated time fordisposal of files. But the files in theSecretariat couldn't accelerate theirspeed and continued to move at snail'space. All said and done these files aremoving at right speed only in case ofblue eyed people for the reasons bestknown to the concerned officials.It isseen that the Administrative Secretariescan't ensure strict compliance to instruc-tions regarding timely disposal of files.As such the recent instructions for adop-tion of GAD Model by allAdministrative Secretaries is a right stepfor speedy disposal of files and it ishoped that the latest instructions will befollowed within and outside theSecretariat in letter and spirit.

As the World Wetlands Day marking the date of theadoption of the Convention on Wetlands on February2, 1971 is being observed across the nation today it

is hoped that there will be visible activity in this regard in thenewly formed Union Territories of Jammu & Kashmir andLadakh. Given the past experience, it has been observedthat the successive governments in the erstwhile State ofJ&K most of the times failed to initiate any substantialmeasures on this day in the direction of preservation anddevelopment of wetlands which undoubtedly is moreessential for the present as well as future generations ofthis state. It is hoped that today significant measures wouldbe initiated for Protection of Water resources, Wetlandsand Forests besides organizing programmes in order tocreate awareness about the significance of wetlands in theecological system. The Union Territory of J&K which isalready blessed with nature's bounty witnesses furthervibrance with the migratory birds visiting the wetlands ofthe state especially the Gharana Wetland in Jammu mak-ing the season as well as the environs colourful and lively.However given the carelessness on the part of variousstakeholders be it the concerned agencies or the people atlarge as of today these winged visitors might be forced tolook for alternative winter homes in the near future due toincreasing encroachments, waste disposal and noise pollu-tion having reached alarming level in the wetlands acrossthe state. About ten lakh migratory birds leave for theirsummer sojourn across continents after having lived wintermonths in the wetlands of J&K UT to escape harsh coldweather back home. These wetlands undoubtedly formone of the most significant ecosystems supporting equallyimportant biodiversity in the region and as such it becomesour foremost duty to ensure their preservation at all costsespecially in view of the global initiative to conserve biodi-versity in order to address the issue of climate change.Wetlands are essential for maintaining bio-diversity, waterharvesting and water availability. As elsewhere the wet-lands play an important role in the economic activities ofthe people in J&K UT. Besides being reservoirs of waterand rich repository of macrophytic vegetation and winterasylum to migratory birds, these provide livelihood to thou-sands of locals in terms of various products harvested fromtheir waters be it fish or vegetation. It also boosts tourism inthe concerned areas thus providing an economic boost tothe region as well as its people. Unfortunately it is a matterof great concern that these wetlands are shrinking as aresult of human greed and the pressures of rapid popula-tion growth. Once having about 600 small and big wet-lands around Kashmir valley alone, today we are left withjust a few wetlands and those too being on the verge ofextinction. In such a situation the World Wetland Dayneeds to be observed with utmost seriousness by the gov-ernment so that desired could be achieved within a stipu-lated time span.

As finance minister NirmalaSitharaman rises to pres-ent her second budget, she

will be dealing with a combinationof problems: A slowdown in growth,stagnant corporate investment,tepid consumption demand anddeclining savings. The re-emer-gence of inflation as a macroeco-nomic worry and a brief spike ingeopolitical tensions in West Asia,with adverse implications for theprice of crude oil and remittances,must be additional factors weighingon her mind.

In fact, the symptoms of themalaise afflicting the economy areeerily similar to what Richard Koo,the chief economist of NomuraResearch Institute, once called thebalance sheet recession, in theparticular context of Japan. Withstressed balance sheets and loom-ing uncertainties, non-financialcorporate firms have become risk-averse. They are trying to minimisedebt instead of maximising profit.The result is that demand for cred-it is lukewarm, as the focus of firmsis on paying back accumulateddebt (deleveraging), rather than oninvesting in greenfield projects.

What should be the optimalresponse of the government inthese troubled times? Economicpolicymaking is the slow boring ofhard boards. It requires steady andround-the-clock engagement.Nevertheless, the presentation ofthe Union Budget is an importantoccasion to signal intent and backit up with credible fiscal commit-ments.

The government responseshould be in three forms. Be pre-pared for adverse contingencies.Provide critical support during thetroubled phase. And finally, facili-tate an organic recovery by dealingwith the structural problems. Let us

look at them one by one.The first job should be to avoid

the worst. The decoupling of thestock market indices from real eco-nomic activities should be a causefor concern. If and when there is acorrection, typically, consumerswill respond by slashing their con-sumption expenditure. This iscalled the wealth effect.

Second, some banks with multi-trillion balance sheets are under-going turmoil. Any disruption inthese banks may have spillovereffects, both by directly affectingother institutions and through psy-chological channels. The budgetshould be mindful of these contin-gencies.

For supporting growth, the nor-mal advice during an economicdownturn is to increase the extentof the fiscal deficit. When thedemand for loans from creditwor-thy businesses is low, the govern-ment should be able to fill the gap,so the argument goes. There is aproblem with this advice now.India’s nominal GDP growth isgoing down, and the government’sborrowing cost remains stubbornlyhigh. When the nominal growthrate is lower than the governmentborrowing cost, and the govern-ment is running a primary deficit,the debt-to-GDP ratio may blow uprather quickly.

There are two ways of dealingwith this situation, neither of whichis riskless. One option is to tap intoglobal savings. For example, theyield on the 10-year benchmarkIndian government security isabout 6.58%. This contrastssharply with the advancedeconomies where borrowing costsare hovering around zero, and insome extreme cases, are evennegative. Ways to utilise this arbi-trage opportunity should be found,without running into macroeconom-

ic vulnerabilities. In the last budg-et, Sitharaman mooted the propos-al to issue foreign currency-denominated bonds. However, itwill be more prudent to have thesesovereign obligations issued indomestic currency. An accom-modative monetary policy support-ing the fiscal deficit may be anoth-er way of relaxing this constraint.Again, this will depend on theinstrument available with the cen-tral bank and its willingness tomonetise the fiscal deficit.

Finally, the budget should takesteps to facilitate an organic recov-ery. Revenue generation withoutcreating distortions and uncertaintyshould be a priority, even if it mightinvolve foregoing some revenue inthe short-run. A strong commitmentto make taxation proceduresprospective and predictable will goa long way towards restoring theconfidence of investors. Thereshould be a careful cost-benefitanalysis of the budgetary meas-ures.

Pakistan is not an enemy country,our armies are alike too, theirarmy kills their people and our

army kills our people, there is no differ-ence between them." These words werespoken by Tapan Bose, an activist andfilm maker from West Bengal. For goodmeasure he added that "the ruling class ofIndia and Pakistan is alike."

The statement is best ignored as beingmade by an ignorant person attempting togain media limelight with sensationalverbosity. However, it would compel asoldier to pause and wonder - is this per-son actually convinced about what he issaying? How many more in the nationthink the same way?

This is not about Tapan Bose alone; itis about the proclivity among petty,media limelight hungry elements thathave no compunction in sucking theArmy into political debates even whenthe matter at hand does not concern thelatter at all, as in this case. Tapan Bosehad come to address an anti-CAA rallythat has no connect with the ArmedForces, but he knew that the best way togain publicity would be to hound theArmy and that is what he did. Lo Behold!He was in the news throughout the day;objective achieved.

Do these people even pause for amoment to think what effect their loosewords and utterances have on the soldiersdeployed in the front? The innocent sol-dier who is braving great odds, chal-lenges, deprivation and even death is leftwondering about the reason that causeshim to be subject to such abuse from hisfellow countrymen whom he is sworn toprotect. Young officers who commandplatoons and companies suffer pangs ofguilt when their work is criticised andcondemned in this manner. What face dothey have to show to their soldiers whomthey have to lead in combat?

A soldier would wonder whether thisperson (Tapan Bose) and others like him,have actually seen a border, the veryvolatile Line of Control. A soldier would

also wonder if such persons have some-body from their family, a friend oracquaintance serving in the forces. If theyhad, they would not be speaking in thismanner.

If Tapan Bose is so pained about theconduct of his country's Armed Forcessurely he could have spoken to someamong the thousands of Bengalis whoserve the force proudly in all ranks froma Sepoy to a General. The best person inWest Bengal to clear his doubts would beGeneral Shankar Roychowdhury, whosteered the Indian Army as Chief of ArmyStaff from November 1994 to September1997, at a time when Pakistan sponsoredterrorism was at its peak in Jammu andKashmir. The General he has enoughexperience to clear all queries that TapanBose may have.

One wonders as to what kind of peoplefrom Pakistan Tapan Bose and his ilkhave interacted with, apart from the manyartists who throng to India to earn a liv-ing with song and dance? What has beentheir interaction with radicalisedPakistani hardliners, highly trainedIslamic mercenary militants, war lords ordesignated terrorists? Are they evenaware that such persons exist? Do theyrealise that the artists from Pakistan cometo India to earn their bread and butter andhave no option but to speak of their coun-try's yearning for peace?

The Indian Army has to bear the crossof an emotional engagement with thepeople of the country. On the one hand,affection touching the sky is expressed inan exhibition of national pride, on theother hand is the rock bottom in the caseof people like Tapan Bose. Subjecting theperformance of the army to a nationaldebate is a welcome development in ademocracy. The debate, however, needsto be orchestrated on the basis of the tra-ditions that drive the force. The army isa one million strong organisation com-prising of normal citizens who hail fromdiverse social segments from across thecountry. They are well trained, balancedprofessionals who like to stay in the

shadows while performing their duty.They are embarrassed by the adulationand perturbed by the brick bats.

The Army is a highly traditional organ-isation that has not changed the basicethos and culture that it inherited fromthe British. This is a wise step since thesystem is time tested and has absorbedthe collective wisdom to more than 200years of a highly successful existence.The flip side is that the Army cannotunderstand the fatuous behaviour of theinternet generation of today; it does nothave the capacity to ignore the raving andranting that passes off as discussion anddiscourse in the modern times. It fails tocomprehend that Independent India isvery different from imperialist BritishIndia.

If matters are not taken in hand thenthe force may be compelled to initiate aprocess of psychologically hardening thesoldier against such vicious attacks, butwould that be good for the nation? Do wewish to change sensitive soldiers intohardened professionals akin to mercenar-ies? Can the likes of Tapan Bose with-stand a reaction from a soldier?

The emerging society comprises of theyoung and the restless who are forever insearch of new challenges and greenerpastures. There is no dearth in the choiceof professions or careers. Under these cir-cumstances, finding a person who isready to sacrifice all for the sake of thecountry has become a herculean task. Ifthe gratitude of the nation for the sacri-fices made by the soldier becomes ques-tionable, who will join the forces?

The army prepares every soldier tobecome a national asset, by and largearmy personnel perform well not onlywithin the Army but outside of it in thecivil stream also. If the likes of TapanBose start looking at them as murderingpariahs what would be the end result? Itis time to introspect; it is time to givesome breathing space to the Army beforeit becomes too late.

The coronavirus numbers in Hubei continue to bal-loon, 1347 new cases were reported taking the total to7153. Overall, 2012 new cases were reported from acrossChina until Friday midnight. As many as 1795 are critical,officials said, adding that there were at least 17,988 sus-pected cases of the virulent virus.

The official figures, however, pale in comparison to anestimate made by University of Hong Kong researchersfor the prestigious Lancet medical publication, saidWuhan alone could have more than 75,000 infected peo-ple while all major cities in China are facing the threat oflocalised coronavirus epidemic. The WHO on Fridaydeclared the outbreak as an international public healthemergency.

The surging number of cases has laid bare a massiveshortage of medical supplies in the province, reports saidwith medical workers being forced to work at the front-line of treating the virus without adequate protective gear.

Pakistan declares national emergencyover locust attack: reports

ISLAMABAD: The Pakistan government has declared anational emergency to eliminate the attacking swarms ofdesert locusts which are destroying crops on a large scalein Punjab after wiping it out in Sindh, the media reportedon Saturday. The decision was taken at a meeting onFriday convened by Prime Minister Imran Khan, reportsDawn news. The meeting attended by federal ministersand senior officials of the four provinces also approved aNational Action Plan (NAP) that requires a sum of 7.3 bil-lion Pakistani rupees to overcome the crisis. Imran Khandirected the authorities concerned to take all necessarysteps on an emergency basis to contain the locust out-break in the country and to prevent crop losses. The locustattack was first spotted in the country in March 2019 andswarms later spread over 900,000 hectares in Sindh,South Punjab and Khyber Pakhtunkhwa, damaging stand-ing crops and trees worth millions of rupees, reports TheExpress Tribune.

WASHINGTON: The US said Friday it was declaring apublic health emergency and temporarily banning theentry of foreign nationals who had traveled to China overthe past two weeks to contain the spread of a deadly newvirus. Sweeping new restrictions will also be imposed onAmerican citizens, with those returning from the provinceat the disease's epicenter placed in facilities for mandato-ry 14-day quarantines, said Health Secretary Alex Azar.US citizens coming from other parts of China will under-go health screening at ports of entry and then be placedunder monitored self-quarantine at home. "I have todaydeclared that the coronavirus presents a public healthemergency in the United States," said Azar during a brief-ing at the White House, adding the directives would takeeffect on February 2 from 5:00 pm eastern time (2200GMT). "Foreign nationals, other than immediate familyof US citizens and permanent residents, who have trav-eled in China within the last 14 days will be denied entryinto the United States for this time," he added.

LONDON, FEB 1: Maldives, which left theCommonwealth in 2016 at the height of political turmoil inMale and re-applied to join the group following the elec-tion of Ibrahim Mohamed Solih as president in 2018, hasbeen re-admitted, official sources said on Saturday.

Maldives became the Commonwealth’s 54th member-state, marking the end of a process that began in December2018, when the new president wrote to the secretary-gen-eral Patricia Scotland, expressing the country’s interest inre-joining.

After due diligence, which included country assessmentand consultations in accordance with the rules and proce-dures agreed by the Commonwealth Heads of Governmentin Kampala in 2007, Maldives has been re-admitted, theLondon-based secretariat said.

Maldives’ re-admission was supported by India, whenexternal affairs minister S Jaishankar called for the processto be fast-tracked during the 19th Commonwealth ForeignAffairs Ministers Meeting in London in July 2019.

Ibrahim Mohamed Solih’s election was welcomed byIndia. Maldives was the first country Prime MinisterNarendra Modi visited after his government was returnedto office in May.

BEIJING, FEB 1: China has asked cou-ples to delay their nuptials from a popularwedding date and families to scale downfuneral services to help slow the spread ofthe country's viral outbreak.

The appeal came as the death toll fromthe new coronavirus soared to 259 and thetotal number of cases neared 12,000nationwide.

"Where marriage registrations havebeen announced or promised for February2 this year, you are advised to cancel it andexplain the situation to others," a civilaffairs ministry statement said.

GJ REPORTSRINAGAR, FEB 1:'Farmers in Kashmir havegone Hi-tech, using precisionfarming methods to boost theproduction of vegetables andpoly houses to facilitate earlysapling production leading toa surge in the sale of vegeta-bles here on Saturday.

This was stated byDirector Agriculture, AltafAijaz Andrabi during a meet-ing convened to reviewprogress achieved underCapex and centrally spon-sored schemes.

It was informed that themeeting also reviewedprogress recorded under for-mation of farmers produceorganizations (FPO) andimplementation of KissanCredit Card scheme.

Andrabi asked the DeputyDirector, Farmers Trainingand Education Center(FTEC) to conduct districtwise training programs for

agriculture officers regardingmushroom cultivation so thattheir knowledge will benefitthe farming community.

Director Agricultureimpressed upon the officersto gear up the process ofinstallation of Hi-tech greenhouses with alternate modesof power to keep them run-ning 24x7.

He stressed upon them tovisit the fields and advisefarmers with regard to differ-ent preventive measures and

modification in the agricul-ture practices.

Regarding the vegetablegrowing sector, the directoremphasized upon introduc-tion of exotic and organicvegetable production in thevalley and instructed ChiefAgriculture Officers to pro-vide all assistance to the veg-etable growers to export theirproduce to the local as wellas national markets.

Regarding Farm ProduceOrganizations, he empha-

sized that Farm ProduceOrganizations (FPOs) in alldistricts must be framed tofacilitate the better produc-tion and smooth marketing ofagriculture products andasked for immediate up-gra-dation of Padgampora farm.

In-charges of QualityControl Laboratory, SeedPathology, Soil Testing Lab,Seed Testing Laboratorywere directed to make labsrelevant and effective.

lakhs by voluntary organizationon environment and SocialEconomic Planning (VOESEP)under Swacch Bharat Mission.The complex will be further prop-erly maintained by the concernedorganization.

garbage in the drainage, adoptthe habit of segregation of house-hold wet and dry garbage in sep-arate dustbins and avoid use ofplastics so that Jammu can bemade a smart city.

Later in the day, Mayor alsoinaugurated a Garments Showroom 'Jai Jagdambey' at CanalRoad Jammu.

NEW DELHI, FEB 1:Subramanian Swamy hasdeposed, in his cross exami-nation, that he has no docu-mentary evidence to provethat rental amount of Rs. 60lakh per month was directlydeposited to the account ofYoung India Limited.

The statement has comein the ongoing proceedingsfor the National Heraldcase, wherein Swamy hasaccused Congress leadersSonia Gandhi and RahulGandhi of criminal misap-propriation of funds.

The BJP leader has alsoclaimed that the Congressparty granted an interest-free loan of R 90.25 crore toAssociated JournalsLimited (AJL), owner of theNational Herald newspaper.

In today's proceedings,Senior Advocate RSCheema, who was appear-ing for Young IndiaLimited, cross examinedSwami on two major allega-tions.

The cross examinationwas focused on questioning

Swamy about the state-ments he had made in hisexamination-in chief,wherein he had made thefollowing claims:

The Income Tax depart-ment initiated an investiga-tion against Young IndiaLimited, only after the com-plaint was filed by him

A sum of s 60 lacs permonth as rent, which isaccrued to AssociatedJournals Limited (AJL), infact goes to the owners ofYoung India Limited

Cheema asked MrSwamy as to whether he canproduce any evidence thatgoes to prove this allegationregarding the figure of s 60lakh per month being givento Young India Limited.

Swamy answered bysaying that he has no docu-mentary evidence to provethis allegation. However, hewent on to clarify by sayingthat his allegation is basedon some oral evidence hehad received from theMinistry of ExternalAffairs. He said:

'I have no documents orevidence to show as to howmuch rent was paid toYoung India Limited. Suchinformation is not essentialto my case. I was informedthat some space in HeraldHouse has been rented outto MEA for running a pass-port office. Since, YoungIndia owns 99% of stakes inAJL, I did not examine as towhether the rental amountwas specifically flowing tothe accounts of YoungIndia.'

Swamy further statedthat he believes that YoungIndia and AJL are the samewhen it comes to decisionmaking.

Cheema then askedSwamy as to how did hebecome privy to the investi-gation conducted by theIncome Tax department.

Swamy replied by sayingthat he had written a letter tothe then Finance Ministerwho had subsequentlytransferred it to theDepartment of RevenueIntelligence and

Department of Income Tax.The same letter was referredto as a 'complaint' by himduring the course of theseproceedings.

Further, he also men-tioned that neither did heparticipate nor was he privyto the investigation con-ducted by the Income Taxdepartment.

At this point, Cheemaasked Swamy to producethe two complaints, one sentto IT Department and otherto Ministry of Housing andUrban Affairs, that he men-tioned in his earlier deposi-tion. However, Swamycould not produce thesecomplaints before the court.

Consequently, Cheemainformed the court that hecannot proceed with thecross examination until thesaid complaints are broughton record.

On this request, the courtdirected Swamy to produceboth the complaints on thenext date of hearing whichis scheduled to be on March21.

He stated that CIIis happy to note that theUnion Budget has allocat-ed R 30,757 crores forJammu & Kashmir andanother s 5,958 crores forLadakh. He specified thatthe Government has comeout with a budget which isbalanced and comprehen-

sive and covers major rele-vant sectors of our econo-my, community and socie-ty. He believes the budgetis aspirational for youngIndians and serves every-thing for everyone. TheGovernment has wellunderstood the major chal-lenges and concerns of theManufacturing Sectors andothers. Also for the Taxpayers, it is a big ticketannouncement on Incometax regime as the slab onincome from 2.5 lakh to s5 lakh is 5%, From 5 to 7.5lakh= 10%, From 7.5 lakhto 10 lakh.= 15%, From 10lakh to 12.5 lakh incometax rate is : 20 percent andFrom 12.5 lakh to15Lakh=25%.

CII also Complimentsthe Finance Minister for

initiatives such as seam-less national cold supplychain for perishables, set-ting up of 'Kissan Rail'through Public-PrivatePartnership, incentivizingfarmers to go solar,addressing water problemamong others, he said. TheBudgetary Allocationunder the lead of agricul-ture & Allied Activities,irrigation and R&D hasbeen increased to s 2.83lakh crores, which will bea big game changer forNorthern states, Puri fur-ther added.

To sum up, CII wouldsay it's a long term viewfocusing on sustainabledevelopment of India. It'san inclusive, forward look-ing and aspirationalBudget.

note that a number of initia-tives have been undertakenfor the startups.Government's announce-ment of deferment of taxpayment by employees onESOPs from startups for 5years is a welcome step as itwill aid to retain talent aswell as reduce financial bur-den on the startups.

Sameer Gupta,Chairman, CII NorthernRegion highlighted that theagriculture sector which isthe mainstream of the Indianeconomy, particularly in theNorthern Region has beengiven special attention in theBudget. To address theissues that have plagued theagriculture sector, CII com-

plimented the FinanceMinister for announcementssuch as seamless nationalcold supply chain for perish-ables, setting up of 'KissanRail' through Public-PrivatePartnership, Incentivizingfarmers to go solar, address-ing water problem amongothers, Gupta opined. More than 100 farmers from different pan-chayats of the district participated in the pro-gramme.

LAWDA's Enforcement Wingdemolishes illegal constructions

GJ REPORTSRINAGAR, FEB 1: The Enforcement Wing of The Lakes andWaterways Development Authority (LAWDA) today demolished sev-eral illegal constructions in the areas of Shalimar Ghat Left/Right,Ishber and Laam.

One Showroom, two service stations, second storey of one house,one single storey house and one tin shed was demolished during thedrive. The demolition team of Enforcement Wing of LDA removedthe structures in spite of resistance from the public.

The enforcement wing said that strict action shall be taken againstthose found indulging in any sort of illegal constructions/encroach-ments in LDA jurisdiction. The demolition drive was assisted by thepolice personnel from PCR Srinagar, Police station Nishat andHarwan.

The Enforcement wing will continue with demolition of illegalconstruction moreover the Tipper/Load carried owners have beendirected not to carry construction material in the prohibited area ofDal/ Nigeen Lake without permission.

SAI to conduct inductiontrials for STC Jammu

NEW DELHI, FEB 1: Thegovernment on Saturdayallocated Rs 2826.92 crore tothe sports budget for the nextfinancial year, which is anincrease of a mere Rs 50crore from the revised esti-mates of 2019-20.

The government gave asubstantial hike of Rs 312.42crore to its flagship KheloIndia programme by allocat-ing Rs 890.42 crore as com-pared to the 2019-20 revisedamount of Rs 578 crore,which meant that most of theother heads got reduced allo-cation in an Olympic year.

The highest reduction wasseen in National SportsFederations with Rs 245.00crore being allocated in theunion budget presented byFinance Minister NirmalaSitharaman, Rs 55 crore lessthan the revised Rs 300.85for 2019-20.

As far as incentives forsportspersons are concerned,the budget has proposed toslash the amount from Rs 111crore to Rs 70 crore. The

budget for National SportsDevelopment Fund also gotreduced to Rs 50.00 from theearlier Rs 77.15 crore.

The government alsoreduced the allocation toSports Authority of India(SAI) from the revised Rs615 crore to Rs 500 crore.The SAI is the nodal organi-sation to manage nationalscamps, provide infrastruc-ture, equipment and otherlogistics to the country’ssportspersons.

The allocation for the2010 CommonwealthGames-SAI stadia renova-tion was also slashed to Rs

75 crore from Rs 96 crorelast year.

National Welfare Fund forSportspersons will continueto get the same amount of Rs2 crore as earlier, while, at Rs50 crore, there was also nochange in the allocation forthe enhancement of sportsfacilities in Jammu andKashmir. Laxmi Bai NationalInstitute of PhysicalEducation will, however, getRs 55 crore, Rs 5 crore morethan the last budget.

In the budget for 2019-20,Rs 2216.92 was allocated forsports but it was later revisedto 2776.92.

Government allocates Rs 50 crore more to sportsbudget, focus on Khelo India in Olympic year

NEW DELHI, FEB 1: TheNational Anti-DopingAgency (NADA) onSaturday apologised forwrongly attributing awrestler caught for doping asa U-23 WorldChampionships medallist.

Wrestler Ravinder Kumarwas on Friday banned forfour years for failing a dopetest but the NADA createdconfusion by identifying himas a world U-23 silver medal-list which was not the case.

It was Ravinder Dahiya— not Ravinder Kumar —who had won a silver medalin the U-23 WorldChampionships last year.Ravinder Dahiya said he hadnot been tested by theNADA.

The NADA posted a state-ment on its official socialmedia page on Saturday and

admitted to have made thegoof-up.

“Error Clarification: Thisis to inform you all that werecently posted an order bythe Anti- DopingDisciplinary Panel (ADDP)against Mr. Ravinder Kumar.This is to clarify that he is notthe same Ravinder Kumarwho won a silver medal inthe U-23 WorldChampionship last year,” theNADA said.

GJ REPORTJAMMU, FEB 1: The 13 JAK Rifles(Bravest of the Brave), erstwhile J&KState Forces of Maharaja Gulab Singh,who had founded the Dogra Empire withthis Regiment led by the world famousGen Zorawar Singh, which was raised in1820 is celebrating its Bicentenary (200years) on April 13 this year at Jammu

instead of Jabalpur. This was stated by Lt Gen YK Joshi,General Officer Commanding-in-Chief Northern Command.

It will be an occasion of the Dogras of Jammu to honourtheir heroes and their families. All the veterans of the JAKRifles fraternity, 31000 life members of the J&K Ex-ServicesLeague and the people of the Union Territory shall felicitate LtGen YK Joshi on his well earned rise to the coveted Commandof the most prestigious Northern Army. Northern Command isin fact the inheritor of the exploits of the J&K State Forces ofMaharaja Gulab Singh, who founded this unique DograEmpire of Jammu, Kashmir, Ladakh, Gilgit, Baltistan andTibet Ha in 1846 and protected it for 101 years and finallysaved by Brig Rajinder Singh with his 100 Spartan Dograsfrom the British planned invasion by Pakistan Army of 6000with Tribal face and acceded by Maharaja Hari Singh to theIndian Union.

It is a full circle of the Regiment which started fromJammu in 1820 and within 26 years created a unique State ofmulti languages, cultures, climate and terrain. It was only thisRegiment of the Dogras, who extended the frontier of Indiaacross the Himalayas to provide strategic depth in the mostinhospitable part of the empire touching China, Tibet, Russia,Afghanistan and now Pakistan where five empires meet.

GJ REPORTLEH, FEB 1: To review the present status of SewerageTreatment Plant at Agling under UIDSSMT, theChairman/Chief Executive Councillor, LAHDC, LehGyal P Wangyal convened a meeting of Xen PHE LehSonam Wangchuk and AEE PHE Tsering Sandup atCouncil Secretariat today.

Xen PHE Leh informed CEC that letter of intent infavor of M/S Bionics Advanced Filtration System Pvt.Ltd was already allotted to execute the design, construc-tion, installation, commissioning and testing of 3 MLDSTP based on SBR Technology including office building,approach/inspection road, all electro mechanical compo-nents for the treatment of sewerage at Leh town (in coldclimate region) including six months free trial run onTurnkey Basis under UIDSSMT at Rs. 1378 lakh.

CEC Wangyal directed Xen PHE to start the work onSTP from April 2020 and instructed that till the comple-tion of STP, the sewerage lines of Leh should not be usedby the hotels and residential houses.
