Reaching the Unreached..Introducti on:Informati on and Public Relati ons Dept., is the eyes and

ears of the Government. Under the able and visionary leadership of the Hon’ble Chief Minister Sri Nara Chandrababu Naidu, the Department has started a determined march in spite of many precarious conditi ons in the aft ermath of bifurcati on of Andhra Pradesh.

The basic objecti ve of the department is disseminati on of informati on to the public about the policies and programmes of the Government on one hand, and keeping the Government informed of the people’s response to its policies and programmes on the other hand.

The Department operates its multi media systems for eff ecti ve publicity and performs a signal service in acti ng as a bridge between the people and the Government.

To achieve the set goals, an Acti on Plan for 100 days was designed to improve the performance of the Informati on and Public Relati ons Department. Many innovati ve measures were proposed and most of them have been implemented. Rest of them are at various stages of implementati on.

Publicity Acti viti es:For the convenience of the AP media, a separate

Media Point for Government of Andhra Pradesh has been established opposite to South H-Block in the AP Secretariat.

A separate Publicity Cell for Government of Andhra Pradesh is also being established at South H-Block in the AP Secretariat. It is nearing completi on and ready for inagurati on.

To meet media needs of the CMO, a separate Media Point has also been set up at Hon’ble Chief Minister’s Camp Offi ce in Lakeview Guest House.

By taking measures like posti ng of two Assistant Directors additi onally and outsourcing of some relevant services, MIMS has been improved as a fool-proof media monitoring system.

being prepared in 7 dimensions, viz., i) Adverse and positi ve items from Main Editi ons, ii) Politi cal items from Main Editi ons, iii) District papers - adverse and positi ve items, iv) District politi cal items, v) Economic items, vi) Government of India news and vii) All India politi cal issues.

In a move to make services of I&PR Department more meaningful than before, a new concept under the ti tle ‘State Informati on Unit’ (SIU) has been introduced at the Commissionerate.

Three offi cers have been posted to take care of the State Informati on Unit. They are obtaining informati on from diff erent departments of Govt., to disseminate the same to general public through media on the schemes and programmes of the Government from ti me to ti me. For the same purpose, they also liaise with Govt., departments, CMO and Print and Electronic media agencies. Steps have been taken to develop a Research & Reference Wing to act as a ready reckoner to users. Offi cers working in SIU are being provided with advanced technical apparatus and electronic gadgets for faster communicati on and to cope with social media.

Steps have been taken to appoint 20 journalists and 3 Communicati on Offi cers to enrich the SIU’s performance.

In the present-day democrati c set up, electronic media is playing a key role in communicati on sector. Accordingly,

an Electronic Media Monitoring Cell (EMMC) has been set up at the Commissionerate to monitor breaking news and scrolls in all channels and update the latest newsfl ow, wherever necessary, to the VIPs concerned. All Field Offi cers in districts are also monitoring local TV channels and reporti ng to EMMC at Commissionerate as and when required.

For the fi rst ti me, an Informati on Bank has been set up at Commissionerate. This bank collects scanned images of data (media clippings) pertaining to developmental programmes and welfare schemes being implemented in districts.

Image Building:A District Media Responsive System (DMRS) has been

promoted. Under DMRS, att enti on of all the offi cers concerned will be drawn to negati ve stories in the media and necessary clarifi cati ons / rejoinders will be issued through the same offi cers on day-to-day basis.

Under DMRS, heads of departments in all districts are briefi ng the media on the progress in respecti ve departments so that media could develop a positi ve outlook towards Government schemes and programmes.

laptops to SIUs, EMMC, DPROs, Dy.E.I.Es, 3G connecti vity from the cadre of Superintendent to HoD, printers, fax machines, scanners and so on. This programme is at various stages of implementati on.

Initi ati ve has been taken to improve Public Address system in the department by bringing in 10 positi ve systems and 3 acti ve systems. Tenders called for through e-procurement are being processed.

Inspecti ons & Reviews:To moti vate Field offi cers and make functi oning of district

offi ces eff ecti ve, a programme of periodical inspecti on of fi eld offi ces by the Minister for I&PR has taken off in June.

So far, Minister for I&PR inspected the Informati on Centre, New Delhi, offi ces of DPRO of Ananthapuramu district, Visakhapatnam, East Godavari, Krishna, Kadapa, Chitt oor and Kurnool districts besides State Informati on Centre, Tirupati , and conducted review meeti ngs with the fi eld offi cers. MIPR gave a call to the fi eld staff to rise to the occasion and work with zeal in building ‘Sunrise State’ of Andhra Pradesh.

Steps have been taken to conduct Journalists’ Awards Ceremony, which is pending since 2008.

Steps have also been taken to increase the Journalists’ Welfare Fund.

Strengthening of Dept:In a bid to strengthen functi oning of Commissionerate,

steps are being taken to appoint 35 DTP Operators, 2 Translators (English to Hindi) and 10 persons with journalisti c background on contractual basis.

Engineering Wing:As part of eff orts to strengthen the Engineering Wing

of the Department, it has been proposed to replace the age-old video equipment with 16 units of latest and sophisti cated equipment for wider coverage of Government programmes. Accordingly, proposals have been prepared.

As the I&PR Department is so far depending on private O.B vans for live telecast of programmes, it has been proposed to acquire O.B vans and LED Boards for use in large gatherings. Tenders called for through e-procurement are under process.

On 14.07.2014, Hon’ble Minister IT addressed lett er to Union Minister IT for allocati on of “Next Generati on Computi ng” Project to Visakhapatnam, AP.

On 15.07.2014, Committ ee headed by Honble Minister IT made fi eld visit to Visakhapatnam to ascertain the IT promoti on issues and for extending comfort to the IT companies there. The committ ee fi nalised its recommendati ons, and Government issued appropriate orders to resolve the problems of IT industry in Visakhapatnam.

On 27.07.2014, along with CM met the Sri. Azim premji Chairman Wipro and invited him to expand their operati ons to Andhra Pradesh. Convinced Sri Azim Premji to set up Wipro IT operati ons in Vizag ITSEZ and ramp up IT employment. Prevailed upon Sri Azim premji to set up soap/fatt y acids factory in Hindupur District besides expanding the operati on of Azim Premji foundati on for training teachers health workers and medical diagnosti c technicians.

On 27.07.2014, Permission to WIPRO to set up IT SEZ in Visakhapatnam for creati ng an additi onal employment of 6400 over the next 5 years approved.

On 30.07.2014, SAMEER, GoI Research Organisati on for strategic purposes, has been allott ed 13 acres of land at Visakhapatnam to set up the Electro Magneti c Testi ng Facility and Defence Research Centre M/s. On 05.06.08.2014 visited Tirupati along with Forest Minister to assess the IT Industry presentence in Tirupati region. Government of Andhra Pradesh has set up a NRI Department in GAD to cater to the needs of Non Resident Andhras who have gone overseas in search of livelihood and educati on.

At present there is no data available with regard to the migrants going abroad for Employment/Studies. As such it has been decided to collect and analyze data on demography of NRI’s of Andhra Pradesh, liaison with various Government Departments in resolving issues of NRI’s and NRI voluntary organizati ons in Gulf Countries and India to explore possibiliti es of joint eff orts in resolving issues to initi ate awareness campaigns in District about procedures to be followed for immigrati on, among the brides and bridegrooms of NRIs. It provides necessary assistance to the poor and hapless NRIs

The State of AP is one of the major labour sending states in India to the 17 ECR Countries mostly in the Middle-East, North-East and South-East Asia and there is legal scale illegal Immigrati on of Labourers, but there is no proper records of the authorized recruiti ng/travel agents with the Department and also the black listed agents to create awareness among the public so as to approach a proper channel to avoid fake agents.

Aim in 100 days is for creati on of Management Informati on/ Applicati on System of NRI Aff airs on migrati on proofi ng and to provide online services viz., authenti cati on and att estati on of certi fi cates at the State Level.

One of the key services provided by the NRI Department is Authenti cati on / Att estati on of certi fi cates issued by Government agencies. Documents to be produced by Indian parti es in foreign countries or before foreign missions in Indian have to be authenti cated / att ested by the State Government before the GOI in the MEA and the foreign missions concerned apostle them. Government of Saudi Arabia introduced NITAQAT system 2011 and also during 2013 to boost employment to locals in the Private Sector. The new regulati on aff ected large number of migrants from the State of Andhra Pradesh. The Government of Andhra Pradesh have confi rmed the Nati vity of 422 illegal detained immigrants in Saudi Arabia for the exit of the Immigrants to India. The Immigrants have been repatriated in groups to India.

Due to Strife torn situati on in Iraq, the Govt. of Andhra Pradesh, has established a help line in NRI Cell in AP Secretariat, Hyderabad. The Ministry of External Aff airs, Govt. of India have provided free passage to 161 Immigrants from New Delhi to Hyderabad/Vishakapatnam Airports. The Government of Andhra Pradesh made necessary arrangements for providing transportati on on arrival of the 161 Immigrants at the Hyderabad/Vishakhapatnam Airports to reach their respecti ve nati ve places at Govt. cost. Necessary arrangements were also made for providing snacks and mineral water to them. In this regard the Hon’ble Minister for NRI Aff airs has addressed the Hon’ble Minister for External Aff airs, Govt. of India on 23.06.2014. The Hon’ble Chief Minister of Andhra Pradesh has also addressed the Hon’ble Minister for External Aff airs, Govt. of India regard to the safe repatriati on of the Immigrants to India.

The Hon’ble Minister for NRI Aff airs has taken up the matt er with the Ministry of External Aff airs, Govt. of India drawing att enti on to recent crisis situati on in Iraq and insisted to open a separate cell in Indian Mission. The Govt. of Andhra Pradesh also sent blank Passports for the immediate exit of the Immigrants.

Due to war-torn situati on in Libya, nearly 500 technical workers from Andhra Pradesh, most of them from Kurnool District have got stranded in Cement Nagar, Libya. The Government of Andhra Pradesh have taken up the matt er with the Embassy of India, Libya for their safe return and around 75 Immigrants have returned to India. The Hon’ble Minister for NRI Aff airs has also addressed the Hon’ble Minister for External Aff airs, Govt. of India on 31.07.2014.

Recently 250 Indian Immigrants suff ering with starvati on in Uzbekistan – Tashkant due to att ack by Philliphino Labour. The Govt. of Andhra Pradesh wrote a lett er to the Embassy of India, Tashkant, Uzbekistan for interventi on and do needful justi ce to hapless labourers. The Hon’ble Minister for NRI Aff airs has also addressed the Hon’ble Minister for External Aff airs, Govt. of India on 12.08.2014.

The Govt. of AP introduced Online AP NRI Registrati on for the intending Immigrants for profi ling the data to curb the illegal immigrati on, for which a fee of Rs.250 per person shall be levied towards registrati on.
