APA COVID-19 GUIDELINES FOR THE

TRI-ANNUALS AND THE LOCAL TEAM CHAMPIONSHIPSTo keep our members safe, the APA is implementing the following procedures for all APA Tournaments at the New Green Room. We’re sorry for any inconveniences, but the safety of ALL of our members is our main concern. Wearing a mask isn’t necessarily for your protection, but it is for the protection of those around you.

THE FOLLOWING RULES AND REGULATIONS WILL BE STRONGLY ENFORCED

1. Players will be required to wear masks when shooting their match. Also, SOCIAL DISTANCE.2. Masks are required to be worn so as to cover BOTH the Mouth AND Nose.3. APA members and their guests will be required to wear masks upon entering the facility and until they

are at their designated areas and seated. No more than six (6) people seated at a table.4. All APA members and their guests will be required to wear masks when moving around the facility.5. Even though it may not be mandated that you wear a mask, when seated (in groups of six or less)

eating or drinking ... it is HIGHLY SUGGESTED.

SAFETY MEASURES PUT IN PLACE BY THE APA AND THE NEW GREEN ROOM FOR OUR MEMBERS

1. Every other pool table will be closed down to allow for more social distancing.2. Scorekeepers/Coaches will no longer share a scorekeeping table. Each team will have their own

separate scorekeeping table.3. All players on all teams will be emailed table assignments prior to each event. This way, players can

proceed directly to their assigned table upon entering the facility.4. We will not be using the large TOURNAMENT BOARDS by the Pro Shop. Please refer to the

Tournament Chart on the back of your packet for subsequent Match Times and Table Assignments.5. All of our Tournament Staff and Referees and New Green Room staff will be wearing masks.6. If someone is at the control counter speaking with a Tournament Official, please stand back 6’ and wait

your turn. Please practice Social Distancing when dropping off your paperwork, try not to congregatenear the Control Booth.

7. To avoid congestion around the Control Booth, and to promote Social Distancing, teams will not berequired to check in. We will check you in (and issue your prize money) at your table. Your Scoresheetsand prize money will be delivered directly to your tables.

8. Your Tavern Plaques, Trophies/T-Shirts, etc. will be delivered directly to your tables.9. There will be no Captains/Players Meetings. These meetings will be conducted over the intercom.10. Photos will be optional. If you want a team photo, we will put you in the cue and will call “1” team at a

time back to the photo area. Doors will remain closed when a team is in the Photo Room. The nextteam will be called in … only after the previous team has completely exited the area.

11. No more Lagging for the break until further notice. Players are to Flip a Coin!12. No more handshaking until further notice. Wish your opponent Good Luck, or Congratulate them

verbally.

IMPORTANT REMINDER: PLAYOFF SCORING CHANGED LAST YEAR!

All matches in the playoffs (Semi-Finals and Finals) along with all matches in the Tri-Annuals and Local Team Championships are now scored the same as they are at the Vegas Championships.

Each individual player match is still be a race to 7. However, each individual player match won will now count and be scored as “1” point for the team. The first team to win 2 out of the 3 individual player matches is the winner and advances to the next level of play.

In the case of a Double-Forfeit, where the score is 1-1 after two matches and NEITHER team has a 3rd player to put up, the tie goes to the team that won the FIRST individual player match.

END OF SESSION PLAYOFF/HLT ELIGIBILITY REQUIREMENTS

All players (new and established) must have a minimum of 4 Matches Played during the

regular session to be ELIGIBLE to shoot in the playoffs, Tri-Annuals, and LTC.

LOCAL TEAM CHAMPIONSHIP ELIGIBLITY Your Spring roster is the roster that is used for the Local Team Championship (Vegas Qualifier). If you are not listed on that roster, you are not eligible to participate in the LTC. Teams that qualify for the LTC must remain active (with a minimum of 2 players on their roster) in all subsequent sessions (through the Spring Session) to retain eligibility. If your team wins in the LTC and qualifies for Vegas, all players on your team must also remain active in the APA in all sessions up to and through the dates of the Vegas Championship. You do not have to shoot together on the same team, but you must remain active. It can be an 8-Ball, 9-Ball, or even a Mixed Format team, you don’t have to be active on a Masters team. ALSO NOTE THAT SUDDEN DEATH WILL NOW BE IN EFFECT FOR ALL MASTERS TEAMS PLAYING IN THE TRI-ANNUALS & LOCAL TEAM CHAMPIONSHIPS AT THE NEW GREEN ROOM! We will now be using the same structure as the National Office. Sudden Death will go into effect “2 ½ hours” after the start of the team match. Any match that is in progress will be completed in its entirety. However, in any and all subsequent matches, points will DOUBLE. Each game won will count (and be marked) as “2” points.

APA Game Rules apply with some exceptions which are listed below. Please consult your Official Team Manual for both 8-Ball and 9-Ball rules.

HOW TO GET STARTED Players will flip a coin with winner of the flip having the choice of game (8-Ball or 9-Ball) or the break. Once the game has been chosen, the entire set of that game must be completed before moving to the next game.

AFTER THE BREAK IN 9-BALL On the shot immediately following a legal break, the shooter may play a push out. On a push out, the cue ball is not required to contact any object ball or any rail. The player must announce his intention of playing a push out before the shot, or the shot is considered to be a normal shot. Any ball pocketed on a push out does not count and is spotted. Following a legal push out, the incoming player is permitted to shoot from that position or to pass the shot back to the player who pushed out. A push out is not considered to be a foul as no rule is violated. An illegal push out is penalized according to the type of foul committed.

HOW TO WIN IN 8-BALL A player has won the game when all of the balls of his numerical group have been pocketed, and he has legally pocketed the 8-ball in a properly called pocket without scratching. Note: You cannot play the 8-ball at the same time you play the last ball of your category. The 8-ball must be a separate shot.

HOW TO WIN IN 9-BALL A player has won the game when he has legally pocketed the 9-ball without scratching.

COACHING Coaching is not allowed.

JUMP CUES The use of jump cues is allowed in Masters Division play. Be aware that even though Masters format rules do allow jump cues, there may be Local Bylaws or individual “House Rules” in many location limiting or prohibiting the use of jump cues.

TIEBREAKING IN PLAYOFFS Playoffs and championship matches are scored differently than weekly play. Each individual player match is still a race to 7, however each individual player match won will now count and be scored as “1” point for the team. In case of a tie at the end of the 2nd match, the tie goes to the player that won the first individual player match.

HOW TO KEEP SCORE PLAYER INFORMATION — The winner of the flip is listed first (on top). List his team number, last name and initial and player number (the from team roster).

THE “GAMES” BLOCKS — A separate box has been created for each game. Indicate who won the game by marking an “X” in the upper or lower block in the right hand portion of each game box. Upper for the player listed first (on top) and lower for his opponent.

THE “SCORE” BLOCK — This is where the total number of games won by each player is recorded.

THE “W-L” BLOCK — Indicate who won or lost the match with a “W” or “L” in the “W-L” block.

TEAM CAPTAIN’S SIGNATURE BLOCK — When your team match is over, add up the total number of games won shown in the “SCORE” block earned by each team. Record the total number of points earned by your team on both scoresheets in the block provided at the end of your Team Captain’s signature line and then signs both scoresheets.

Official 8-Ball & 9-Ball Rules of the

U.S. Amateur Championship®

HOW TO GET STARTED A match results in a forfeit if a player is not at the table and ready to begin within 15 minutes ofthe appointed time. Real Time, as opposed to Bar Time, is the official League Time. Players lag, with the winner of the lag having choice of game (8-Ball or 9-Ball) or the break.Once the game has been chosen, the entire set of that game must be completed before movingto the next game.

8-BALL GAME RULES 1. GENERAL DESCRIPTION - 8-Ball is played with a cue ball and a normal rack of fifteen(15) object balls. Balls are racked with the front ball on the foot spot and the 8-ball in the centerof the triangle. The primary purpose of this game is for one player to pocket the solid coloredgroup of balls numbered from 1 to 7 or the striped balls numbered from 9 to 15. Choice of ballsto be pocketed is made by the player legally pocketing the first ball of the game.

2. RACKING - All balls should be frozen (touching) as tightly as possible with the 8-ball in

the center. The breaking player may request and receive a rerack.

3. BREAKING - Players must break from behind the head string. Breaking safe or soft is not

allowed. At least four balls from the rack must be driven to the rails or a ball must be pocketed.

Otherwise, the balls are reracked and rebroken by the same player. A game not legally broken

(four balls do not go to a rail), but resulting in a scratch or foul, will be reracked and broken by

the opposite player. The rack must be struck before a foul can occur. The head ball or the second

ball must be struck on the break and the cue ball may not be shot into a rail before the rack. An

attempt to break does not count unless the rack is broken as above. Breaking just hard enough

to comply with this rule is not a guarantee against penalties. Break as hard as you can with

control.

4. AFTER THE BREAK - Various circumstances can occur upon completion of the break.

a. A foul on the break will result in ball-in-hand behind the head string and the incoming

player has an open table. The incoming player may then shoot at any ball that is outside

the head string. Outside the head string is determined by aligning the middle or base of

the ball with the imaginary line (head string) between the centers of the two appropriate

diamonds.

If an object ball is dead center or out, then it is playable. If it is in, the ball is not playable.

If the two players cannot agree on an object ball being in or out, then an official is

consulted for an opinion.

The cue ball must be in as described above before play can begin. It is up to the opponent

to check to be sure the cue ball is in before it is shot. No penalty may be assessed. The

shooter must move the cue ball into a position acceptable to the opponent.

b. No balls are pocketed and it is the other player’s turn.

c. The 8-ball is pocketed. This is a win unless the player scratches, in which case he loses.

d. One ball is pocketed (example: the 3-ball); now it is still the breaker’s turn and he is shooting

low balls or the solids.

e. One of each category ball is pocketed (example: the 6-ball and the 12-ball). Now the breaker

has a choice. He may shoot at either category of balls. He may shoot any ball, except the 8-

ball, and anything that goes in counts. If he were to make one of each on his second shot, he

would still have an open table and a choice as after the break. If he were to miss on his

second shot, his opponent would have an open table. Open table means a player can shoot

a combination involving a stripe and a solid and whichever he makes, without committing

a foul, would be his category.

f. If two balls of one category and one ball of the other category are pocketed (example: 3, 6,

and 10-balls) it is the shooter’s choice just as in “4e” above.

g. Occasionally it occurs that a player mistakenly starts shooting the wrong category of balls.

Although it is sportsmanlike for the sitting player to remind the shooting player that he is

about to foul by shooting the wrong category of balls, it is not a requirement for him to do

so. Once the shooter has hit the wrong category of balls, the foul has occurred whether the

ball is pocketed or not. If the ball is pocketed, it is permissible, though not recommended,

that the sitting player allow the shooting player to continue shooting his balls in until he feels

inclined to call the foul. The shooting player can escape penalty by quietly realizing his error

and returning to shoot the correct category of balls and legally contacting one of them before

his opponent calls foul, or by finishing off the wrong category of balls and legally contacting

the 8-ball prior to his opponent calling a foul. In other words, the sitting player must call the

foul before the shooter returns to the correct category and legally contacts one or before the

shooter pockets the remaining balls of the wrong category and legally contacts the 8-ball.

Before any foul has occurred, the shooter also may avoid penalty by asking the sitting player

which category of balls he has. The sitting player must tell him the truth.

5. COMBINATION SHOTS - Combination shots are legal, but striking the correct ball first is

required except in open table situation. 8-ball is not neutral. A player is credited with all balls he

legally pockets. When a player does not pocket one of his balls, but pockets an opponent’s ball, he

loses his turn. The opponent does get credit for the pocketed ball. No pocketed ball is ever spotted.

6. BALLS ON THE FLOOR - If the 8-ball is knocked on the floor, it is loss of game. Other object

balls that get knocked on the floor will be spotted. Knocking a ball other than the cue ball on the

floor is not a foul. It might occur that a player pockets his ball while simultaneously knocking some

other ball on the floor. In this situation, it is still his turn and the ball is not spotted until he misses.

If the ball on the floor is one of the shooter’s balls, then it is spotted when the shooter has pocketed

all of his other balls or misses.

7. POCKETED BALLS - Balls must remain in a pocket to be legal. If a ball goes in a pocket, but

bounces back onto the playing surface, it is not considered pocketed. If it is the 8-ball, it is not to be

considered as either a win or a loss. If it is the cue ball, it is not to be considered a scratch.

Note 1: If a ball which has been hanging in a pocket for more than a few seconds suddenly falls in,

it is to be placed back on the table where it was originally sitting.

Note 2: It occasionally happens on tables with small pockets that two balls become jammed in a

pocket and are leaning over the edge of the slate to some degree. They are off the playing surface and

are pocketed. Drop them in and resume playing the game unless the pocketing ends the game (8-ball

or cue scratch when shooting the 8-ball).

8. ONE FOOT ON THE FLOOR - At least one foot must be on the floor at all times while

shooting if a bridge stick is present. There is no foul—simply stop the shooter and hand him the

bridge.

9. THERE ARE VARIOUS WAYS TO LOSE:

a. The opposing player pockets his numerical group and legally pockets the 8-ball.

b. Player pockets the 8-ball out of turn or knocks it on the floor.

c. When playing the 8-ball, a player pockets the 8-ball in the wrong pocket or fails to properly

call the pocket where the 8-ball went in.

d. Player fouls the cue ball and then pockets the 8-ball.

e. When playing the 8-ball, a player scratches the cue ball. He loses whether or not he pockets

the 8-ball.

Note 1: Player shooting at the 8-ball and missing it altogether has fouled and his opponent has ball-

in-hand, but he doesn’t lose because of this foul.

Note 2: A game is forfeited if the shooter alters the course of the 8-ball or the cue ball in a game

losing situation.

Example: The shooter is shooting the 4-ball, misses the pocket, and the 4-ball hits the 8-ball. The

8-ball is going towards the pocket and the shooter reaches out and stops it and tries to claim that it

is only a ball-in-hand foul. Wrong, it is loss of game.

Example: The shooter is shooting at the 8-ball and misses the pocket and the 8-ball is heading

towards the wrong pocket or the cue ball is heading towards a pocket. The shooter reaches out and

stops them and claims that it is simply ball-in-hand. Wrong, it is loss of game.

10. FOULS - If any of the following fouls are committed, the penalty is ball-in-hand for the

incoming player. Make certain you have ball-in-hand before you touch the cue ball. Confirm it with

your opponent before touching the cue ball. Ball-in-hand means you get to put the cue ball anywhere

on the table (with the exception of fouls on the break which result in ball-in-hand behind the head

string), and shoot any of your balls (or the 8-ball, if all your category of balls have been pocketed)

regardless of where that ball is. A player exercising his rights under the ball-in-hand rule may place

the cue ball on the table anywhere he desires. Even after having addressed the cue ball a player may,

if not satisfied with the placement, make further adjustments with the hand, cue stick or any other

reasonable piece of equipment. A foul may be called only if the player fouls the cue ball while

actually stroking the cue ball, meaning a double hit of the cue ball (sometimes called double

clutching). The ball-in-hand rule penalizes a player for an error. Without this rule, a person can

actually benefit by accidentally or purposely scratching or otherwise fouling. In the unlikely event

that a game should ever become stalemated, meaning that neither player wants or can make use of

ball-in-hand, then the balls would be reracked and the same player breaks.

The following are the only fouls resulting in ball-in-hand:

a. Failure to hit a correct ball first. (A player who is shooting stripes must hit a striped ball

first.) In general, the shooter has the advantage in such situations unless his opponent has

asked an outside party to watch the hit. Protect yourself. If you think your opponent is getting

ready to shoot a shot that could possibly be a bad hit, stop him from shooting and call an

official to watch the shot. Potential bad hit situations are usually fairly obvious and protests

and disputes over these close situations can almost always be avoided if an official is asked

to watch the shot.

b. Failure to hit a rail after contact. A rail must be hit by either the cue ball or any other ball

after the cue ball makes contact with the object ball. A pocketed ball counts as a rail. A

sentence that should answer many questions is: ANY ball must go to a rail AFTER LEGAL

contact.

c. c. The object ball is frozen to a rail and the player is contemplating playing a safety. In order

for the following frozen ball rule to be in effect, the opponent must declare that the ball is

frozen and the player should verify. Once it is agreed that the ball is frozen, then the player

must either drive the object ball to another rail (of course, it could hit another ball, which in

turn hits a rail), or drive the cue ball to the rail after it touches the object ball. If the latter

method of safety is chosen then the player should take care that he quite obviously strikes the

object ball first. If the cue ball strikes the rail first or appears to hit both the rail and ball

simultaneously, then it would be a foul unless either the cue ball or object ball went to some

other rail.

d. It is illegal and, therefore, a foul to jump a cue ball over another ball by miscuing it up in

the air on purpose. Accidental miscuing is not a foul unless other rules in this section are

violated.

e. Anytime, the cue ball goes on the floor or otherwise ends up off the playing surface.

f. Receiving illegal aid during a match. It is not considered illegal aid to remind a player to

call the 8-ball, or to tell a player a foul has occurred. Anyone may do so.

g. Causing even the slightest movement of the cue ball, even accidentally, is a foul. It is not

a foul, however, to accidentally move any other balls (including the 8-ball) unless, during

the process of shooting, a player moves a ball and it in turn strikes the cue ball. Even

dropping the chalk on the cue ball is a foul. Any balls moved accidentally during a shot

will be replaced by the opponent after the shot is over and all balls have stopped rolling.

If it occurs before the shot, it will be replaced before the shot is taken.

h. If, during the course of a shot, the cue ball does not touch anything.

i. Exercise caution when placing the cue ball on the table. The cue ball is always alive and if

it touches another ball, it is a cue ball foul and your opponent has ball-in-hand. Be

especially careful when you are placing the cue ball in a tight spot.

11. HOW TO WIN - A player has won the game when all the balls of his numerical group

have been pocketed, and he has legally pocketed the 8-ball in a properly called pocket without

scratching.

Note: You cannot play the 8-ball at the same time you play the last ball of your category. The 8-

ball must be a separate shot.

9-BALL GAME RULES Many of the rules concerning 9-Ball are similar to those used in 8-Ball. When this is the case, it will

be so indicated. The rest of the details concerning 9-Ball follow.

1. GENERAL DESCRIPTION - 9-Ball is played with a cue ball and nine object balls numbered

1 through 9. 9-Ball is a rotation game, meaning the balls are shot in numerical order. The shooter

must strike the lowest numbered ball on the table first. The game is over when the 9-ball is pocketed.

A player retains his turn at the table as long as he strikes the lowest numbered ball first and pockets

a ball. He need not pocket the lowest numbered ball to continue shooting. He may, for example,

shoot the 1-ball into the 4-ball thus pocketing the 4. He will continue shooting but must, once again,

strike the 1-ball first. If the shooter shoots the 1-ball into the 9-ball and the 9 is pocketed, the game

is over.

2. RACKING - The same as 8-Ball but only nine balls are used and are racked in a diamond shape.

The 1-ball is at the front of the rack and on the foot spot. The 9-ball is in the center and the rest of

the object balls can be placed in any numerical order.

3. BREAKING - The same as 8-Ball except the head ball (1-ball) must be struck first.

6. BALLS ON FLOOR - Object balls that get knocked off the playing surface will be immediately

spotted on the foot spot. Knocking an object ball on the floor is not a foul. It might occur that a

player legally pockets a ball while simultaneously knocking some other ball(s) on the floor. In this

situation, the ball(s) is spotted and the player continues shooting until he misses. 7. POCKETED

BALLS - Balls must remain in a pocket to be legal. If a ball goes in a pocket but bounces back onto

the playing surface, it is not considered pocketed.

8. SPOTTING BALLS - Other than the circumstances described in BALLS ON FLOOR and the

push out rule, the only ball that will ever be spotted will be the 9-ball when the shooter has pocketed

the 9-ball and scratched or otherwise fouled. If the shooter makes the 9-ball on the break and fouls

or scratches, the 9-ball and only the 9-ball is spotted. If the shooter is shooting at the object ball and

plays it into the 9-ball and pockets the 9-ball, but scratches or otherwise fouls in the process, the 9-

ball is spotted. The incoming player has ball-in-hand and will be shooting at the lowest numbered

ball on the table.

Note 1: If a ball which has been hanging in a pocket for more than a few seconds suddenly falls in,

it is to be placed back on the table where it was originally sitting.

Note 2: It occasionally happens on tables with small pockets that two balls become jammed in a

pocket and are leaning over the edge of the slate to some degree. They are off the playing surface and

are pocketed. Drop them in and resume playing the game unless the pocketing ends the game.

9. FOULS - The same as 8-Ball except as follows:

a. The exception concerning fouling on the break does not apply to 9-Ball. Fouling on the break

is ball-in-hand anywhere just as other fouls.

b. The foul concerning striking the correct ball first applies, but ignore the reference to stripes

or solids.

c. The foul concerning illegal aid still applies, but ignore the reference to reminding a player

to call the 8-ball. The 9-ball does not have to be called.

NOTE: The three consecutive foul rule will not be used in this tournament.

“SPORTSMANSHIP - # 1 PRIORITY”

We will not tolerate any smart-remarks, name-calling, or intimidating behavior at the tournament site. Such action can get your team disqualified and your players suspended from playing in the APA. The moment someone from the opposing team is rude or acts up in any way, come see one of the Tournament Directors at the control counter. We will stop the problem before it goes any farther! Sportsmanship and fair play are our # 1 concerns in the APA. Team Leaders and fellow team members will be held responsible for the action of their teammates! If someone starts to act up, diffuse the situation before it escalates and get them out of the tournament facility. We’re here to assist you in any way possible. You can never play a match under protest! The moment a concern arises, politely stop the match and calmly come up to the control counter to get proper clarification and direction. If you continue the match in question, the match stands and no protest may be made at a later time!

PROBLEMS - HOW TO PROPERLY HANDLE THEM

Your team should not attempt to handle a match-play problem by itself. Temporarily stop the current match and explain the situation to a Tournament Director. The issue will be handled for you. Never argue with or confront the other team.

REFEREES - HOW TO PROPERLY USE THEM

Never give the referees a hard time; they are responsible league members who are here to help you. Referees are only available for “Good Hit-Bad Hit” calls. They are instructed not to answer rules questions, so please verify all rules with a Tournament Director. Referees may be watching as many as four tables, and your team should call a “Referee Time-Out” in order to make sure that the referee has plenty of time to get into position and is able to find out which category of balls is being played. If you fail to do this, the referee may not be able to make the call properly.

To adhere to Social Distancing guidelines, Scorekeepers and Coaches will now sit at their own separate scorekeeper tables.

IDENTIFICATION - HOW AND WHEN TO ASK FOR I.D.

Per national rules, always carry a valid picture I.D. with you. Captains, do not shoot a player if they do not have a picture I.D.. If you shoot a player under another player’s name, or a player who is under-age, your team will be disqualified. You are allowed to ask for I.D. prior to the start of that player match, or after that player match is over, but not during that player match. If you choose to have a player carded after a match is over, simply contact a Tournament Director and they will handle it from there. That player will be required to obtain and show proper I.D. before the subsequent round (unless waived by the League Operator), or that specific match may be forfeited, and their team may also face disqualification.

PAPERWORK - PLAQUES - PATCHES - PHOTOS - TROPHIES - TOURNAMENT CHARTS

Paperwork and patches will now be delivered by our staff to your table just prior to the start of the event. Please turn in your scoresheets at the control counter as you finish each match. If you win your match, carefully check the Tournament Charts for all future rounds and table assignments. If you need help reading the chart, see a Tournament Director. Each LTC winning team will be issued Individual Trophies, along with a Hosting Location Trophy, and receive a free photo shoot (photo shoot area is located in the back room) immediately following their qualifying match. Please wait (at your table) to be called to have your pictures taken. Vegas bound teams will also be given a Championship Packet which must be filled-out (at your table) before leaving the facility.

ABOUT THE NEW GREEN ROOM

Charlie’s Cue Repair is located in the main arena area! Supplies, cue repair, raffle tickets, etc. No food or drinks may be brought in from outside. A coin machine is located in the front lobby by the kitchen; Cue balls for Coin-Op tables are available at the bar, rental tables (when available) may be rented from the bar personnel. ATM machine located at the bar.

TOURNAMENT RULES TO REMEMBER The current Bylaws of the league are used, unless specifically modified below for this event.

“COMMON PLAYERS” RULE We’re sorry, but due to our having to pre-assign table numbers now for social distancing, if you have 2 or more common players on your team (both players are on the same roster of another team in the tournament), your teams will no longer be able to be placed on side-by-side tables.

Teams with 2 or more common players on their team roster may now call for 1 official “waiting” time-out (not to exceed 30 minutes) to wait for a player common both to their team and another World Qualifer team (still competing in another match on another table) to finish that match. To stay warmed-up, their opponent will be permitted to practice (by themselves on the assigned table) until the common player completes their match for the other team on the other table. When it’s your turn to put up a player and the player you want to put up is still involved in a match for another team on another table, simply notify the opposing captain as to the player you are choosing to put up, and that you need to call an official “waiting” time-out. Mark the back of both scoresheets with the starting time of the “waiting” time-out (using the time indicated on the clock at the Tournament Director’s control desk). Remember, a team may only call for a maximum of 1 “waiting” time-out and the time may not exceed 30 minutes! Once the time reaches 25 minutes, ask the Tournament Director to come to the scoring table. If the other match is not completed at the end of the combined 30-minute period, the team will have to immediately put up another player or forfeit the remaining matches. If the match is finished within 30 minutes, the players originally chosen must play the assigned match and cannot be changed. If the match is not completed within 30 minutes, and the team with the common player must choose a different player to put up, then the opposing team will be allowed to also choose a different player, even if their team was the first to put up! Players common to 2 or more teams can only coach one match.

If two teams with common players are matched against one another, the common players are not allowed to play or coach for either team, and the team match may be shortened by the Tournament Director, based on the number of common players involved.

PLAYING AREA No one is allowed in the playing arena (at any time) except for the shooters and their coaches and only during an official time-out! Do not walk in front of the scorekeeper tables at any time!

BREAKING - PRACTICE RACK Flipping a coin to see who breaks is now mandatory at the LTC ... no more lagging until further notice! Both players will receive a chance to familiarize themselves with the table. Hit a couple of balls; check out the roll of the table; turn the table over to your opponent ... then get your match underway. Please limit your practice time at the table to 2-3 minutes per player!

5-STAR SPORTSMANSHIP PROGRAMThe “FUN FACTOR” system works as follows: Write a number from 1 to 5 on the scoresheet (in the section which reads: “Team #xxxxx receives a ___ Star rating this match”). You will score the team only after all matches are over and only after both Captains have signed the scoresheet. Don’t let the opposing team know that you are giving them a bad rating, unless you want them to get even and give you a bad rating in return. Write their rating in privacy ... before turning in your scoresheet at the Control Counter. The rating you give them will be 100% confidential.

SMOKING/VAPING AT THE GREEN ROOM There is no smoking/vaping in The New Green Room. If you are a smoker/vaper, you must take your smoke break prior to the start of your match (and do so outside). Your match officially starts when your name is called, and/or you are put up for a player match.

Do not wait until your name is called to run outside for a smoke even if your opponent says it’s okay! If you do, the first game of your match will be forfeited to your opponent!

Do not run outside for a smoke break between games either (even if your opponent says it’s okay), same penalty applies … loss of the next scheduled game!

Do not run outside for a smoke break even if your opponent takes a bathroom break (even if your opponent says it’s okay) … penalty is loss of the game in progress or loss of the next scheduled game!

Smoking in the bathroom or other areas of the facility is loss of match and suspension from the APA!

SMOKE EITHER BEFORE YOUR NAME IS CALLED OR WAIT UNTIL THE MATCH IS OVER TO SMOKE!

REFEREE GUIDE / INFORMATION

TEAM RESPONSIBILITIES

Teams are required to show the highest respect for the referees at all times. Giving the referees a Ahard time@ will place the team member(s) involved in the Avery possible danger@ of being immediately disqualified from the event, removed from the premises, and indefinitely suspended from the league.

Teams have the right to request a referee change at any time. No reason required. Referee calls are binding and final, and cannot be protested.

REFEREE RESPONSIBILITIES

Referees are instructed to report sportsmanship problems to the tournament officials.

Referees are asked not to give rule interpretations, or answer rules questions. The requesting Captain, coach, or player is responsible for temporarily halting the match, in order to seek clarification or confirmation from the Tournament Director, whenever a rule is involved. This eliminates mistakes and misunderstandings. Referees only make calls concerning Agood hit-bad hit@, Afrozen@ ball and other possible playing foul situations. Note that Local League Bylaws over-ride the APA National Rules for local events.

Referees are not responsible for watching every roll of the balls on their assigned tables. On potentially close-hit shots, it is the responsibility of the Captains, coaches, and players to protect themselves by calling an official referee time-out (prior to the shot actually being executed). Remember, close-hit calls go to the shooter.

Referees are instructed to always make an attempt to Awatch a hit@ (whenever requested), however, it is the responsibility of the non-shooting player to Ahold up the shooter@ before asking the referee to watch a hit.

Referees are asked to never offer calls, even if they see an obvious foul. It is your responsibility to ask them if they saw the shot and if the shot was Abad@. If they are 100% sure it was bad, then you will be awarded ball-in-hand. If they forget and initiate a call, remember Aa foul is still a foul@ and the call stands.

Referees are asked to never discuss Agame strategy/shot selection@ with any of the players during their match.

HOW TO REQUEST REFEREE ASSISTANCE

Captains, coaches and match players should use one of the following methods to request referee help:

1.) If a shot looks to be Aclose@ and you feel that a foul might occur, your team should call for a free Areferee time-out@ and temporarily stop the match before the shot is played. Note that the other team=s player may not recognize your voice, and may continue with their shot. Hold up the shooter by getting the attention of AYOUR@ shooter (since your player will immediately recognize your voice). Example: Joe, AHOLD UP THE SHOOTER, we need a referee to watch the hit!@ Having AYOUR@ player hold up the shooter gives the referee time to determine the situation on the table, and to get into position to watch the hit. It may take time for the referee to get into place (because of activity on a nearby table), so be patient. When making a call, note that unless the referee is 100% sure that the hit was ABAD@, they are instructed to call the hit as AGOOD@. APA rules state that ASPLIT@ hits are good and go to the shooter. It must be obvious to the referee that the hit was ABAD@ for a ball-in-hand foul to be awarded.

2.) If a shot did not look to be ACLOSE@ (before it was shot) or if something unexpected occurred during the shot (that you think might have been a foul), call a free Areferee time-out@ and temporarily stop the match (before another shot is played). If a referee happened to be looking at your table at that time, and is 100% certain that the hit was ABAD@, they will give you a call. Their call is final and binding. Remember, the referees have been asked not to Ainitiate@ any calls, even if they see a foul occur. You must AVERBALLY@ ask them if they saw the shot, and if they could determine whether or not a foul occurred. If they are not 100% sure that the hit was ABAD@, the hit is considered AGOOD@ and the call goes to the shooter.

Captains, coaches, and match players, should not simply Apoint at@ or Ayell for@ a referee. In order to properly protect your team, please stop the match, by telling AYOUR@ player to AStop the Shooter@ before seeking referee assistance.

CAPTAINS - TALK WITH YOUR PLAYERS ABOUT UNACCEPTABLE BEHAVIOR! HAVE FUN ... MEET PEOPLE ... PLAY POOL!

Make APA Play More Fun! - Conduct Yourselves Properly!

1. The moment an APA member conducts themselves in an inappropriate manner, our Referees will temporarily stop the match! This includes but is not limited to banging balls/cue sticks on the table; throwing chalk or other objects; profanity; making sexist or racist comments; or making smart remarks out loud (where someone might hear it).

2. Our Referees will politely inform the APA member(s) violating these policies that their behavior is unacceptable! We expect the problem to immediately go away and not return for the duration of the team match.

3. Based upon how the APA member responds to the warning, the referee may either restart the match immediately ... or call for the assistance of a Tournament Director or Floor Manager (at which time penalties may apply). Our Tournament Officials are here to help you and are not to be verbally abused.

4. If the situation is not immediately resolved, APA members involved are subject to immediate suspension ... which could cost your team the chance of advancing to the next round. It is in the team=s best interest to police it=s own members and avoid this type of situation.

Please make every member on your team aware of these policies and inform them that unacceptable behavior at the tournament site will not be tolerated.

PICTURE I.D. REQUIRED

All participants at Higher Level Tournaments are required to present a current state certified positive picture I.D. in the form of a state I.D. from their state of residence, a passport, or a Military I.D. prior to competing in any APA Higher Level Tournament. This includes all Tri-Annuals, all of our APA World Qualifiers and all Mega and Regional Singles events. Even though this requirement will not be mandatory (at this time) for the Divisional Playoffs or during regular session play, keep in mind that the opposing team still has the right to request I.D. prior to the start of any APA player match.

If you have a legal problem that does not allow you to obtain a Driver's License, this rule still applies. You may still obtain a picture I.D. (age majority card) from the MVA. If you do not have a proper I.D., check with your state officials to obtain a picture I.D. PRIOR to the event.

Also note that if traveling to the World Pool Championships, all airlines also require a positive picture I.D. for air travel.

If you do not have a proper picture I.D., you will not be allowed to play!

Exception: This rule may be waived by the Tournament Director or League Operator when it is felt that a player is who they say they are. Note that if it is later found out that the player was not who they were thought to be, the team will be disqualified and the Team Captain will be suspended from the APA!
