    Dear Colleagues

    This week marks the half way point of term 3 with all that that means the flu, the rain,and the trodden grass and mud everywhere around the school so on behalf of theAPPA executive I trust your term is going well and the raft of mid year things we haveto do are well underway and your timeframe for all the end of year things are startingto be articulated. Its pretty scary to think we only have 15 weeks of school left for theyear!

    A timely reminder then of the six points Professor Timothy Brighouse states effectiveleaders do. They:

    create energy build capacity meet and minimise crises extend the vision secure the environment seek and chart improvement

    The APPA Times is presented under the headings of the key result areas in the 2007-2010 APPA Strategic Plan and is an abridged version of my report to the full APPA

    Council (which is written the week before this comes out). That is:

    Representation: Issues impacting on principals; Advocacy; Professional Learning; Resourcing; and Pastoral Care.

    This is a light-hearted title for a forum for us to acknowledge each other when wehave achieved something. This could be as wide ranging as: winning a new position,to getting married, to having a baby, to becoming a grandparent, to graduating with anew qualification, to retiring and goodness knows what else! It will also be a way for

    us to welcome new principals to the APPA (this would need to be done by the clusterrep as I am sure new principals may be a bit reticent about telling us!).

    This will only work of course if cluster reps talk about this to their clusters and thenkeep asking cluster members for this sort of news... so let us start skiting... in themost nicest of ways though!

    To the following colleagues who have recently been appointed to principalpositions: Brenda McPherson to Windy Ridge; Janine Irvine to Cornwall Park;Dianne Manners to Kohimarama; Stephanie Thompson to Beachhaven;Adrienne Mawer to Birkdale and Darrel Goosen to Matakana.

    To the following colleagues who have recently graduated with post graduatequalifications Linda Harvie from Howick Primary and Raewyn Matthys-Morris from Glenfield Intermediate School who completed their MEdLM andFiona Cavanagh from Glenfield Primary School who completed thePGDipEdLM. Well done Ladies!

    1. Representation: Issues impacting on principals

    1.1 National Standards update

    Perhaps not surprisingly national standards have again been a major feature ofdiscussion since the June APPA Times. There are clearly many principals who arestill feeling concerned about national standards in their current form and we continueto work with various groups with regard to this.

    Recently reports have been received from the National Standards Working Actiongroup (WAG) and from a principals parallel group based in Wellington. I will try tosummarise the work since the last Times as well as I can to ensure everybody is fullyin the picture. That is:

    A) You will be aware I wrote to the Minister on 17th

    May with a number ofconcerns. That letter was included within the May APPA Times so I do notneed to include that again here. However the Minister took some time torespond, with quite a lot of activity occurring between the time of writing theletter and then receiving her reply (received at the start of the term 2 holidaysin fact!).

    B) The APPA National Standards WAG continued to meet last term, culminatingin a meeting with the APPA executive where they made a strongrecommendation to the executive for us to make a stand about the training;recommending that we recommend to all APPA members that they cease

    attending any more training.

    This resulted in some intense media publicity from radio, print and television,as well as a flurry of media releases from the Minister herself. You will haveseen much of this I am sure, so I will not write more here.

    C) At the NZPF conference a very vocal group encouraged the NZPF executive

    to take some strong action. This group, which had leaders from across thecountry met with three representatives of NZPF (President, Vice Presidentand one executive member) to force that strong leadership be shown byNZPF. This resulted in an incredibly well attended AGM and the adoption ofthree motions. You will have all seen this flyer as it was emailed to you overthe holidays from NZPF president.

    D) Just as the holidays started I had a number of conversations with Bruce Adin,MOE Regional Manager, as he was asked by Karen Sewell, Secretary ofEducation, to set up a meeting between herself, Mary Chamberlain and theAPPA executive, as a result of our media release and stance. This meeting

    was held on Thursday 22nd July and was attended by all APPA executivemembers, our APPA National Standards WAG members and our APPANational Standards Project group members. This was an interesting andfruitful meeting and one that we hope will result in further action andcollaboration with the MOE. The letter from Karen Sewell following thismeeting is included as an appendix with this APPA Times.

    E) At the start of term 3 we sent out a brief survey, via Survey Monkey, about theAPPA executives recommendation to cease further training. Within the firstfew days the response was unbelievable and incredibly encouraging, and theresults of this survey are included as an appendix with this APPA Times.

    F) NZPF held a meeting last Friday (6th August) in Wellington with approximately60 cluster President Representatives and others from across the country. Atthis meeting two motions were passed: A vote of no confidence in the currentNational Standards system and secondly that NZPF instigates a campaign topublicly expose the limitations in the current National Standards system andits associated reporting.

    You will have received the flier from the NZPF about this.

    G) The National Standards Project group and WAG group both met last week togo over the latest issues regarding NS and also on Friday with MaryChamberlain and Lisa Rodgers where the project group outlined thedifficulties with NS as a result of their work. The project report is attached asan appendix to this Times.

    In addition to this the WAG made a very serious recommendation to theAPPA Executive who subsequently, after much council discussion, accepted.

    It was agreed that APPA would commit up to $60,000 (from reserves) toprovide funding for a resource that would enable principals and their boards to

    learn more about the flaws in the current national standards so that boardswould be in a better position to make informed decisions about national

    standards. It is envisaged that in the near future principals will be told howthey can access this resource support, should they wish to. This resource ismost likely to be a principal or principals who have particular expertise in thenational standards, to meet with principals, management staff and boards.

    H) Perry Rush, a Principal from Wellington has coordinated a parallel group toNZPFs work regarding NS. You will be hearing more about this very soonfrom your Cluster Reps.

    I) You will all have seen the recent communication from NZPF which came outon Monday this week. I urge members to support this call from NZPF.

    1.2 Working Action Groups (WAGs)

    Engaging our Maori Community WAGAs commented in previous APPA Times Marilyn was continuing with work, from last

    year, on this WAG and it was advised that they would be posting material on thewebsite for our members following executive and then council approval in term one,2010, which was then extended out to term 2. With the volume of work associatedwith National standards this is still to be done so watch this space. The WAG willhave it ready for members soon!

    Strategic Plan WAGThis work is now underway, under the expert guidance of Alison Smith. You will hearmore from them as the terms go by, as your involvement will be necessary in theform of responding to various surveys etc to ensure we set a direction that ISrepresentative of our members.

    Vision for the Teaching Profession WAGThis APPA group have met and have completed the APPAs response to the

    Education Workforce Advisory Group report. If you are interested in receiving a copy

    For your interest a number of legislative issues have recently changed which couldimpact on boards and principals. I am sure you may already be aware of these,however if not these are:

    There has now been a change to the Education Act in relation to police vetting, data

    matching and some other matters. This summary outlines the key aspects. Inaddition there have been two Bills in the house recently which also propose changesto the Education Act which you should be aware of.

    Changes effective from 20 May 2010 in the Education Act 1989 are:

    introducing greater requirements on the vetting of those who may haveunsupervised access to students and boards now go direct to police for a vetfor non teaching staff and contractors;

    matching of information between the New Zealand Teachers Council (NZTC)and the Ministry of Education to identify people teaching in schools without

    registration; limited statutory managers or commissioners of a school, may be appointed as

    being of a named body corporate changing some of the NZTC disciplinary procedures; providing for more flexibility in the holding of trustee elections and addressing various minor or technical issues.

    Police Vetting: Effective from 20th May 2010 also the New Zealand TeachersCouncil no longer receives, and manages vetting requests to New Zealand Police fornon-teacher roles in schools. The four weeks transitional period has now elapsedand all applications for new police vets are to have been applied using the newrequirements.

    MoE Circular 2010/09 - Changes to Police vetting requirements outlines the keychanges to the police vetting process. You will have also received a communicationfrom Police outlining their processes (for further enquires related to this matter, orthe vetting process please e-mail - [email protected]).

    Data matching: It is likely to occur quite soon and this may identify situations wherecurrent teachers may not be registered; it is therefore timely to check that there aresystems in place to ensure that there is a process to verify this on a regular basis

    and also that current records are up to date.

    Note that the Education Act requires that No employer shall continue to employ inany teaching position any person who holds neither a practising certificate nor anauthorisation, if that person is not under the general supervision of a person whoholds a practising certificate.

    Boards may be liable to a fine of up to $5,000, if they breach this requirement andthe teacher may also be liable to a fine of up to $2,000 (s137).

    If you find that a current employee, who undertakes teaching duties, does not have a

    current registration or LAT then that must be rectified.

    Proposed Changes to the Education Act 1989

    The following have yet to have their first reading in the house, therefore submissiondates are not yet known but for your information:

    Education Amendment Bill (No 2) 169-1 (2010), Government Bill

    In terms of the schooling sector the Bill has a policy focus to

    introduce secondary-tertiary programmes to give greater opportunities forsecondary students to spend time learning in a tertiary environment or in theworkplace

    updates and clarify the law affecting private schools.

    There are also some minor policy changes to school enrolment scheme priorities for

    offering places to out-of-zone students which are designed to give some priority tochildren of board members and of former pupils.

    Education (Board of Trustee Freedom) Amendment Bill 172-1 (2010), MembersBill

    This is a Private Members Bill drawn from the ballot.

    The Bill states as its purpose The purpose of this Act is to enable Boards ofTrustees to manage their own affairs by administering the employment of teachers attheir school.

    In essence it would enable a board to negotiate the employment conditions for thoseteachers they employ. The exact details of how that would operate are unclear atthis stage.

    1.5 Health and Safety Matters - Orewa Explosion

    Following the Court decision two weeks ago on the Orewa boiler explosion I thoughtit important to repeat STAs statement sent out recently.

    Court decision: The prosecution was of the Board of Trustees, not the individualswho comprise it, because it is the Board, as the employer, that has responsibilitiesunder the Health and Safety in Employment Act. Individual members of schoolboards cannot be held personally liable.

    Orewa College Board of Trustees was sentenced on two charges laid by theDepartment of Labour under the Health and Safety in Employment Act 1992 inrelation to a boiler explosion in June 2009. A Board are able to be prosecuted in thatAct but cannot be fined as they are a Crown Entity and are subject to orders ofreparation. The Court in this case ordered $81,100 in respect of the schoolcaretaker who died and $55,729 to the injured contractor.

    So what are the key messages?

    Overall Health and Safety: By law, Boards of Trustees have overall control of theirschool. While they may delegate this on a day-to-day basis, they still retainresponsibility for the health and safety of people working at, attending or visiting theschool. This includes making sure that systems are in place so that potential risks or

    hazards are identified and managed. There are resources available to assist.

    Its important that the focus is not solely on boilers. Boards need to ensure that theyreview their overall health and safety procedures and systems at least annuallyacross the whole of the school. This includes EOTC. Because of the varying sizesof schools various arrangements will need to be in place in terms of responsibilities,in larger workplaces the health and safety committee needs to be operatingeffectively.

    What protections can be taken on liability? Liability insurance will cover certainaspects of potential liability, you should check with your insurer what provisions

    apply to you.

    If as part of your processes you do have an issue with a hazard, the Ministry ofEducation may provide boards of trustees with an indemnity from legal costs andmonetary penalties, such as reparation orders, arising from any prosecution underthe Act, or regulations, provided that the board has met the requirements to qualifyfor indemnity.

    See sections 38 and 39 of The Health and Safety Code of Practice for State andState Integrated Schools. To qualify a board of trustees must report immediately tothe Ministry of Education if issued with an Improvement Notice or Prohibition Notice,or if any health or safety incident occurs that could give rise to an offence under theAct.

    In terms of boilers: Boards have already been advised that as part of their overallhealth and safety system they ensure that prior to firing up their boilers there is:

    an annual independent inspection,

    a regular maintenance contract, and

    their boiler operators are trained

    Where from here? Department of Labour, NZSTA, and the Ministry of Education willbe having further discussions on what we can do to assist boards in the important

    area of health and safety.

    2. Advocacy for APPA membership

    2.1 APPA sponsors

    One of the undertakings the APPA gives its business partners is that at the veryleast, they are given the opportunity by members to quote for a service or

    solution. They are realists and understand all too well the marketplace so givingthem a chance to keep their collective pencils sharp is appreciated all round.

    PLEASE support our business partners as their assistance is very important toAPPA and you as members.

    The APPA Council are currently considering the implications regarding the issue oflocal principal clusters independently gaining sponsorship from businesses that may

    in fact be in competition with APPA sponsors. This has recently created quite anissue and it would be great to hear members views as a number of current sponsorshave contacted me regarding this.

    2.2 APPA Sponsors Breakfast meeting

    What a fantastic APPA Sponsors breakfast we had yesterday with approximately220 colleagues attending. Thank you so much for your support. As it was at the lastbreakfast meeting, it was a very positive experience for our sponsors so thank youfor taking the time to visit their stands. Congratulations to Louis Guy and NolaHambleton (again!) who were the the Lucky Draw Prize winners. A special thanks as

    well to Office Max for their kind donation.

    I am sure you found both presentations of immense interest quite contrasting onesthat is for sure, with Annes incredibly thought provoking and challenging. A hugethank you to both Anne Milne and Bruce Adin for their time.

    2.3 ASB/APPA Travelling Fellowship

    As advised in 2.4 of the June APPA Times the ASB was proposing changes to theASB/APPA Travelling Fellowship. We have been successful in maintaining the statusquo for THREE more years, meaning the 2011, 2012 and 2013 recipients of theseawards, will have the same conditions as present.

    The ASB/APPA Fellowship Trust will continue to negotiate a new contract with theASB over the next year or so before the current, rolled over one expires. Watch thisspace!

    Congratulations to our 2010 (to be taken in 2011) Fellows Corrine Hansell fromTamaki Primary School (Two term fellowship: Raising the Bar for Bilingual learners)and Marian Caulfield from Dominion Road Primary (One Term Fellowship:Sustaining Success examining the practice of successful long-tenure successful

    principals).

    Also be reminded we encourage members to apply for these prestigious awards sokeep an eye out for this information which will come out soon in the APPA Times for2011 applications for the 2012 year. For now please do start considering whetheryou would be interested in applying for an award!

    2.4 Cluster Visits

    I have visited numerous clusters over the past few months and I thoroughly enjoythese visits and the fantastic hospitality that is extended to me. These visits are very

    beneficial in being able to garner, first hand, the issues and concerns at grassrootslevel. My time is filling up fast between now and the end of the year, and this will bemy last reminder, but I am available to visit cluster group meetings; be theybreakfast, lunch, afternoon or evening meetings if you are interested.Email me on: [email protected] 2010 Board Elections Survey

    Further to 2.7 in the June APPA Times about the recent board of trustees electionconcerns held by principals. You will all receive a survey, via Survey Monkey, soonabout the recent elections and we would really appreciate all members completingthis brief survey (realising that these can be a pain.. but it will be simple I assureyou). The results will be in the September APPA Times.

    Can I encourage you to complete this, so as to give us a good picture about theseelections information we will pass onto the Ministry and STA. So watch this space!

    2.6 2011 NZPF Elections

    NZPF elections for the executive and office holders from 2011 will be taking placeshortly. In the interest of getting fair representation from Auckland on the NZPFexecutive please vote andvote strategically. It is very important that Auckland, withso many principals (and students) has fair representation at national level. There arefive Auckland candidates for general executive positions and one Aucklandcandidate for Vice President.

    Your vote does count so all Auckland members of NZPF are asked to vote!

    The elections for these positions are being held electronically this year and isunderway from about 30th August with results declared by/on 24th September. Lookout for this information coming your way soon from NZPF.

    2.7 APPA Position Paper: Equitable and Fair Representation on the NZPF

    Find below a copy of an email that was sent to all Cluster reps on the APPA council.They have been asked to consult with their cluster principals on the issue describedbelow and we look forward to your feedback by 3rd September.

    At the APPA Council meeting of Thursday 12th August, after much discussion, amotion was moved, and unanimously supported, for the APPA to write a positionpaper on Equitable and fair representation on NZPF executive. Anne Malcolmvolunteered to write this.

    THE PAPER

    Currently NZPF has a voting system that is country wide. Members vote separatelyfor the key roles of President and Vice President then elect a twelve member councilthrough a nominated candidate process. At this time of the year regions such asAuckland encourage their members to stand for the national organisation andfurthermore encourage their members to vote for Auckland candidates in order toensure representation at national level. The Auckland Principals Association takes

    the position that although we support the election of key roles as listed above on afirst past the post basis, we view the election process for executive members asinequitable.

    The Auckland Primary Principals Association supports the allocation of regionallyspecified seats on the New Zealand Principals Federation executive. This wouldprovide fair and equitable representation that reflects the wider principal populationof New Zealand. That is, seats would be allocated to the executive according to thenumber of schools in each region. This would ensure that all regions arerepresented, and that ALL regions are represented equitably. Furthermore, wesupport a system whereby each region elects their own representative members tosit on the NZPF executive.

    An alternative mechanism for voting based on allocated seats would ensurebalanced geographical/regional and cultural representation within the Federation, aswell as a speedier and less complex voting system.

    Our position supports each geographical region being allocated seats based on thenumber and size of schools within their area. This would ensure the block voting,that is a current practice for some areas, would become obsolete. However, in anequitable seat distribution system an imbalance of power can result. From our APPA

    members we understand that already exists. We would therefore request NZPF toconsider a fairer voting distribution system at the same time as a seat allocationrestructure. For example the Auckland Region may have 4 Federation committeemembers but still only have one vote. This would ensure the Auckland vote wasagreed upon by each elected representative.

    Naturally restructuring requires work and a change in constitution but this isachievable we believe. APPA therefore request the current executive examines thisalternative through a working action group for presentation at the 2011 AGM.

    Further to my comment in 4.3 of the June APPA Times, a reminder that the AGM isat the first breakfast meeting in 2011, Wednesday 23rd March, which means thepostal voting election process will need to start very early in the new school year.

    Tentative timeline dates to meet constitution requirements are:

    Last day for nominations: 14th February 2011Voting papers mailed: 5th March 2011Voting closes: 15th March 2011AGM (and results announced): 23rd March 2011

    Further in-depth details will be advised in early term 4 but for now if you areconsidering standing for the executive start thinking seriously about this soon, as youwill need to have completed nominations by week 2 term 1 2011.

    2.9 Membership

    Thank you to the majority of members who have already paid their 2010subscriptions. If you have not already done so, it is important that you do so a.s.a.p.Please contact the APPA office if you are unsure or the online method is difficult,although a paper invoice has been mailed to all schools, on a number of occasionsin fact.

    Schools which are not (paid up) members of our association are not eligible toparticipate in the annual speech competition or music festival and will also not beable to access the support we are funding for board and management staffdevelopment on National Standards etc.

    2.10 PropertyYou will be aware that each month schools need to return the property safetyinspection card to Argest after the checks have been completed. This note here is tolet you know of an issue that has just come to light, so a reminder to make sure yourreturns to Argest are up to date!

    These inspections are required for the issuing of the school's annualBuilding Warrant of Fitness (BWoF). A prerequisite before commencing

    projects on the 5YA and outlined in Section 7.3 of the PropertyManagement Handbook is that the school must have undertaken the owner's

    inspections and the cards confirm if this has occurred. The 5YA whichthe Board Chairperson and Local Office Manager/Network Provision Managersigns also states the Board will meet its responsibilities under theProperty Occupancy Document issued under section 70 of the Education Act1989, including all owners inspections required for the issuing of the

    school's annual Warrant of Fitness (BWoF).3.0 Professional Learning

    3.1 NZPF Conference: Wellington 6th - 9th April 2010

    Set yourself free is the theme for next years conference and note it is earlier thannormal for schools starting back Tuesday 1st February it is week 10 of term 1,which is an 11 week term.

    3.2 APPA Cognition Education Senior Management Conference

    A reminder that this is on at the Waipuna Hotel and Conference Centre at the end ofAugust: 27th 28th August.

    The theme is: The Intrepid Journeyand we encourage all members to send theirsenior and middle leaders, as well as any teachers who are intent on moving intosenior leadership positions in our schools. It is up to each of us to mentor thesepeople and actively coach them in our schools. Over the last six years, there havebeen increasing numbers of team leaders/middle management staff attending thisconference and we would like this to continue after all there are lots of our

    numbers nearing retirement in the next few years and succession planning is veryimportant!

    3.3 APPA Principals Magazine:

    You have recently received our very first, our very own and our very Aucklandflavoured APPA Principals Magazine. I include below the Editorial to the first editionto let you know how it evolved and the purpose of it. A huge thank you to Alison

    Smith, our Executive Officer who mooted the idea and also huge congratulations toher for making it come to life! The Editorial:

    Welcome to the first issue of the new magazine for APPA members! This magazineis designed to give our members further information, news, updates and ideas thatwe cant currently include in the APPA Times. I hope that you will find the magazineinteresting, informative and useful, and that its production adds even more value toyour membership of the APPA.

    The Executive hopes to produce three issues of the magazine each year and wewant to reflect a distinctively Auckland flavour in the contents as much as we can.

    We also want to include reasonably short and pithy articles along with references,links and other resources so you can follow up anything that particularly sparks your

    interest. This first issue is somewhat of a miscellany of articles that have been mostlywritten or edited by me to get the magazine off the ground. To save on productioncosts, we plan to only produce the magazine in this electronic format at present, butplease feel free to print off any/as many articles as you wish for your own readingand to share with others in your school.

    I hope that you, as members, will feel free to contribute to the magazine as well.Contributions are welcomed - please email these to me [email protected]. Ideasfor contributions include: Letters to the Editor, opinion pieces, features aboutsomething that is happening at your school or in your cluster that you think otherscould be interested in and/or learn from, book/website/resource reviews, reports fromsabbaticals or fellowships, conference or professional development reviews andreports, descriptions of study or research activity, photos, and so on. Writing for ourmagazine is a golden opportunity to get your voice and your school out there aswell as supporting leaders and leadership in Auckland primary schools. The secondissue will be published at the end of November, so make sure that your contributions

    reach me by October 31. Further guidelines for contributions appear as the last itemin this issue. Or, if you have an idea for a feature, an interview, or another type ofarticle that we havent even thought of yet, please email in your suggestions.

    In this issue, I have tried to include a variety of pieces that I hope you will enjoy.Please feel free to email me with any feedback that you have about the magazine we welcome all suggestions for development and improvement, as well as feedbackabout what you really liked and/or would like to see more of.     4.0 Resourcing

    4.1 Leaky Buildings

    Please contact Brian Mitchell urgently at the Auckland MOE office if you have any

    concerns at all about a leaky building at your school. The consequences for schoolswhen they need to fund remedial work on property that is partly owned by the school

    is large and while the MOE has come to the party to assist schools in this situation,

    5.1 NZEI Principal Support Officer

    This is a reminder that John Utting is the Support Officer for principals in our area.John is available to provide support and guidance to principals, for example at the

    5.2 APPA Cluster Presidents Forum

    Further to commentary about this in previous APPA Times a reminder that onThursday 26th August from 2.00pm 4.00pm we are holding a Cluster Presidents

    Forum at The Novotel, Greenlane (next to Ellerslie Race Course) to share bestpractice amongst each other on what it is a cluster president does and how we coulddo it even better!

    A range of ideas will be explored around the issues of collegiality, welfare andsupport, with these ideas generated from presidents nearer the time, but a specialfocus will be on the introduction and transitioning of new principals into a cluster, bethey a first time principal or an experienced one moving into a new cluster.

    A specific invitation has been sent to all Cluster Presidents, and if you are yet toreply to Alison please do so TODAY as the meeting is NEXT week! If you as

    President are unable to attend please do nominate a replacement!

    5.3 APPA Principal Adviser

    A reminder Roger Harnett, principal of Browns Bay School is the APPA/TeamSolutions Advisor. Please contact Roger if you would like him to visit you in yourschool to support you with an issue or to suggest ways of further developing your

    5.4 APPA Awards

    Attached to the June APPA Times was a summary of the criteria for the APPAAwards: Service with Distinction and the APPA Life Membership. I attach this again.

    When I made mention of this in June, I said then it seemed incredibly early to startthinking about this for the end of 2010, but we are now into August and before we

    know it we will need those nominations!

    Can we ask that you now discuss this at your next cluster meeting, which will giveyour members a month to think about it before your following cluster meeting, so thatany nominations can be sent to us by the beginning of November!

    5.5 APPA Social Get-Together at NZPF Conference

    A huge thank you to all members who attended our social get-together during theNZPF conference last term in Queenstown. Our event was incredibly well attendedand a positive, energised vibe was evident. The sponsors really appreciated this

    opportunity as well, and they gave us fantastic feedback about this. We trust youenjoyed the few hours!

    5.8 APPA Annual Luncheon

    As previously advised, this highlight of the APPA calendar will be held at The Hyatt

    on Wednesday 8 December. The change of venue is the result of a contractual

    agreement that has been made with The Hyatt that is designed to off-set a potential

    loss to APPA as a result of the cancellation of the ball. Bearing in mind the locality of

    The Hyatt, APPA will be looking at transport arrangements so that parking need not

    APPA Awards Acknowledging service to the APPA and education

    Fellow of the APPAThis, like the NZEIs Associate NZEI [ANZEI] is the starting point for people who gothe extra kilometre for the APPA and education beyond their own school. Recipients

    are nominated by a cluster (not necessarily their current local cluster) and thenomination must be endorsed by the President of that cluster.

    Distinguished Fellow of the APPAThis is the highest level of service award. It is presented very sparingly and only tothose people who have already been awarded Fellow of the APPA or thepreviously awarded Service with Distinction award. It is for service since the awardof Fellow. Recipients would normally be understood by the great majority of APPAmembers to have earned this award for their contribution to the wider educationgood and to the APPA.

    End of Service Retiring MemberLocal clusters nominate retiring members for an APPA certificate to be presented atthe annual luncheon of the APPA, acknowledging the total number of years serviceto education. Recipients would know that their service has been valued by theirprincipal colleagues of the APPA.
