REFERENCE NO.: NW 12443 PR Att: The Landowner / Occupier Dear Sir/Madam, RE: NOTICE OF AN APPLICATION FOR ENVIRONMENTAL AUTHORISATION FOR PROSPECTING ACTIVITIES NEAR STILFONTEIN TOWN IN THE NORTH WEST PROVINCE. The Department of Mineral Resources has accepted an application by Khuma Mining and Exploration (Pty) Ltd to conduct prospecting activities (application ref no NW12443PR) for gold, silver and associated precious metals over various properties spanning 4046 Ha located immediately north and east of the town Stilfontein in the North West Province. The project is to be known as the NES Project. You, as either a direct or adjacent landowner / occupier to the application area, have been identified as an Interested and Affected Party (I&AP) and are therefore hereby notified of the application in terms of Chapter 6 of the EIA Regulations, 2014 (GN R 982 of 4 December 2014), as amended in respect of Listed Activities that have been triggered by applications in terms of the Mineral and Petroleum Resources Development Act, 2002 (MPRDA) (As Amended). Mr Andrew Nicholson of Umhlaba Environmental Consulting CC has been appointed as the independent Environmental Assessment Practitioner (EAP) responsible for undertaking the application process which requires public participation. Please therefore find attached to this letter a Background Information Document (BID) that provides a summary of the proposed project and the process to be followed. The intention is to gain input into the process from any I&AP’s who may have comments on the draft Basic Assessment Report (BAR) which is available for review and comment from 24 October to 23 November 2018. PROJECT LOCATION
The application area covers 4046 Ha over various farms located immediately north and east of the town Stilfontein in the North West Province. Figure 1 provides the location of the project area (to be known as the NES Project) in relation to major infrastructure and the properties affected.
PROJECT DESCRIPTION
The overall goal of the prospecting activities is to investigate the economic viability of the target minerals throughout the application area. This is proposed through implementing phases 1 – 4 as described below. Phase 1 (non-invasive): The initial prospecting activities will involve extensive desktop studies to gather and consolidate all historical mineral and other information concerning the prospecting area. This will aid in confirming possible drill sites which will be finalised in agreement with the relevant landowners. Phase 2 & 3 (invasive): These phases will initially involve the drilling of 4 boreholes and analysing the core associated with these holes. The future prospecting programme is dependent on the outcome of these initial 4 boreholes. Based on existing available knowledge, the proposed position of the initial 4 boreholes is shown in Figure 2 (still to be finalised during phase 1). If the initial boreholes reveal no viable prospects for an economic resource, invasive prospecting in this area will be stopped. If a possible resource is indicated then prospecting activities will proceed to the infill drilling phase which could require a further 20 boreholes targeting three different demarcated areas (see Figure 2) including 14 holes in Area 1, 4 holes in Area 2 and 2 holes in Area 3. There is a large section of the prospecting area where no drilling is required due to the fact that these areas have already been mined and there is extensive information available about the areas in the existing underground plans.
When drilling is undertaken, the following procedure is proposed: Buffer restrictions to be implemented (such
as 100m from a river or known water course, 50m from any sensitive infrastructure, 50m from any known heritage site).
Existing access tracks to be used where possible.
Photographs to be taken of the identified access route and drill pad area prior to any physical impact.
A drill pad of approximately 20 x 20m to be scraped, levelled and demarcated with a temporary fence. Topsoil to be stored adjacent to the drill site
Two sumps to be dug per drill site and lined with plastic
A temporary storage area to be demarcated within the drill pad location
After drilling (percussion/diamond) the core to be taken to a dedicated core shed for cutting and processing
Samples to be sent to an approved laboratory for analysis
Once drilling is completed, all equipment will be removed. The plastic lining taken out of the sump and the sump refilled. The borehole will be capped at least 0.5 m below the ground and covered. The area will be re-covered with the soil that was removed. Photographs will be taken of the rehabilitated sites and landowner acceptance of the rehabilitation will be obtained. Phase 4 (non-invasive): If both phases 2 & 3 above are positive, the information gained from drilling and sampling will be used to support the development of a resource statement and implementation of both a pre-feasibility and feasibility study. These studies may involve the commissioning of various specialists to determine the viability of future mining. Depending on the study, specialist may require access to land to complete their studies. Potential shafts which could be utilised for future mining purposes will be inspected and assessed. All the information gained during this phase will be used to compile a mining right application.

ENVIRONMENTAL AUTHORISATIONS TRIGGERED
The following environmental authorisations are required to facilitate all the proposed activities; Listing Notice 1: Activity 20 – application for a
prospecting right. Listing Notice 1: Activity 27 – clearing of
indigenous vegetation greater than 1ha. These activities require that a Basic Assessment process (BA) contemplated in Regulations 19 and 20 of the 2014 EIA regulations (as amended) must be followed.
BASIC ASSESSMENT PROCESS
In brief this process includes: Compiling a draft Basic Assessment Report
(BAR) following the DMR template which provides detail on the activities proposed, record of public participation, an assessment of the identified impacts, and an outline of measures to manage these impacts.
Making this draft BAR available for review to registered I&AP’s for a 30 day period. The draft BAR will be available at www.umhlaba.co.za or at the Stilfontein Library from 24 Oct to 23 Nov 2018.
Incorporating I&AP feedback and finalising the BAR for submission to the DMR (within 90 days of submitting the application)
Evaluation of the submitted BAR by the DMR to either grant or refuse the authorisation (within 107 days of submitting the final BAR).
Notification of registered I&AP’s of the RoD and process to appeal the decision.

Inspecting the whole drill site for any signs of hydrocarbon
pollution. Any spills will be removed and disposed of in a

• Drill sites will be monitored for the next year on a bi-annual
basis to ensure that no environmentally related problems
resulting from the drilling activities has occurred and that the
drill sites are re-vegetating naturally

landowner acceptance of final rehabilitation will be obtained

Noise:• The timing of implementing the drilling programme must
have flexibility. Certain drill sites must be timed to avoid impacts on sensitive receptors where possible (e.g. during school holidays if near a school). This is to be confirmed during a pre-drilling consultation with nearby communities.
• When drilling occurs in an area that can be heard by surrounding residents, drilling activities will be restricted to daylight hours (unless permission to drill for longer is obtained from the closest community). Documented proof of this permission must be maintained.
Proposed Management Measures
Socio-economic:• The final positioning of any drill site will adhere to the following
minimum distances: 100m away from any identified water course or wetland 50m away from any buildings or other infrastructure 50m away from any identified heritage sites
• No trees to be cut down • Avoid all established termite mounds• Prior to commencing any invasive activities, photographs of the
pre-existing area must be recorded. Photographs to be taken include: Each proposed drill pad area Existing access routes Planned new access routes Any other areas to be subjected to disturbance
• These photographs will be used to prove effective rehabilitation
Proposed Management Measures
Safety / Security:
• Prior to commencing with any activities (drilling, specialist study), the affected landowner needs to be re-consulted. The landowner must be made aware of the following in writing:
Date that the activity is to commence
Anticipated duration of the activity
Details of any person who will form part of the activities
Details of the activities to be undertaken on the property
• All reasonable requests from the landowner must be implemented
• The applicable landowner should be provided / informed of the outcomes of the activities once completed.
