OVERVIEW The community was invited to provide feedback from 21 May 2018 to 18 June 2018 on a proposal to install cricket practice nets at Percy Doyle Football Teeball Park, Duncraig. Feedback was sought by way of a Comment Form to determine the overall level of community support for the proposal. The City collected a total of 44 valid responses throughout the 29-day advertised engagement period; 41 completed the Comment Form online and 3 respondents submitted general feedback via email/letter. 40 submissions were from stakeholders who had been directly engaged by the City, indicating a response rate of 2.7%. Respondents were asked to indicate their overall level of support for installing cricket practice nets on a five-point scale from “strongly support” to “strongly oppose”. 40 respondents indicated that they either “supported” or “strongly supported” the proposal, with 1 respondent indicating “unsure”. Additional comments from respondents included the belief that cricket nets will be a good addition to the park, be beneficial for young people and families, encourage young people to play outdoors and enhance social cohesion and community interaction. Other comments included concerns about potential noise, and concerns about the ongoing maintenance of the cricket nets.

Marmion, Sorrento, Duncraig Progress and Ratepayers Association Additional stakeholders, including park visitors and interested residents and landowners living further than 500 metres away from the park, were also indirectly engaged by the City via the engagement materials described as follows.

ENGAGEMENT MATERIALS Local residents and landowners within a 500 metres radius of Percy Doyle Football Teeball Park and government stakeholders were sent information packs through the post containing a cover letter and Frequently Asked Questions document. These stakeholders were directed via the Cover Letter to the City’s website to complete the online Comment Form. They were also advised that hard-copy Comment Forms were available on request. The 5 park user groups were telephoned by City staff advising them of the engagement and directing them to the City’s website to complete the online Comment Form. In addition to directly contacting identified stakeholders via post and email, the City advertised the engagement to other community members via the following means:

• Webpage linked through the “Community Engagement” section of the City’s website visible 21 May 2018 to 18 June 2018.

• Signage erected at 3 locations around the perimeter of Percy Doyle Football Teeball Park 21 May 2018 to 18 June 2018 (see Appendix 7 for locations).

RESPONSE RATE The City collected a total of 44 valid responses throughout the 29-day advertised engagement period. Responses that were considered valid include all those which contained contact details enabling identification, and were submitted within the advertised engagement period. Where multiple Comment Forms were received from the same respondent, these were combined into one response. Of the 44 respondents, 41 completed the Comment Form online and 3 respondents submitted general feedback by way of email/letter. Of the 1,460 residents and landowners within a 500 metres radius of Percy Doyle Football Teeball Park, 39 submitted feedback. An additional 4 community members, who were not directly engaged, also submitted feedback. The City received a response from the Marmion, Sorrento, Duncraig Progress and Ratepayers Association Inc, but did not receive a response from any of the park user groups, indicating an overall response rate of 2.7%. These data are shown in the tables below. Note that the 3 responses received in the form of emails/letters (rather than Comment Forms) have been included in the analysis under “Do you have any comments about the proposed installation of cricket practice nets at Percy Doyle Football Teeball Park?”

We believe this will enhance the use of the Park, particularly of younger people.

I have a few minor concerns: 1. Is the floodlight tower going to be affected by the practice net installation? 2. Has it been determined that any balls hit towards the club rooms will not hit the club rooms, or more importantly any persons standing in the under croft area? 3. It appears to me that a straight drive will more than likely go through or land in the area where teams may be seated on the boundary, this would be dangerous. Although it is further from the club rooms could the nets be installed in the North East corner of the park facing towards the centre of the oval?

I fully support the installation of cricket nets at Percy Doyle. I coach [- - -] and my family live [- - -]. There are currently no suitable cricket nets for my son, his friends and I to use in summer that I am aware of in walking vicinity of this park other than the nets at Poynter Primary School, which are in average condition.

I support the installation of sporting facilities for community use to encourage more people to play any sport and engage with each other.

Excellent facility enhancement — strongly approve.

I believe it is a good idea to assist local sporting clubs and members. Also improves overall health and interest in sport.

I support the installation of cricket practice nets at this facility, as long as it is only used during daytime, between 8 am and 6 pm during summer, and between 8 am and 5 pm during winter. It will make a noise, so if used at any time, will not be fair to people who live nearer to this facility.

Just that is would be a good addition to the park.

All outdoor activities should be encouraged.

I think it's a great idea if only one tree has to be removed. There are so few shade trees left around that area.

I think it is an excellent initiative that will entice more youth into active sports out in the open, away from their TVs and phones. Management re-funding (use by schools/others etc), and ongoing upkeep is my main issue. Promoting outdoor sport should be strongly encouraged to improve participation levels. Friendship and team building opportunities.

It's great to provide facilities for families to use and enjoy. Sport is such an important component of a child's development. Fully support this initiative.

I am more than happy for there to be sports facilities established within our area, to encourage children & teens to pursue their sporting interests, engage with other members of the local community & increase their levels of exercise in the fresh air as a way to help combat lifestyle illnesses that are a common problem in developed societies. My concern is for the physical maintenance of the nets on an ongoing basis, as the tennis courts that were previously in place adjacent to the library were very poorly maintained.

I think it is a great proposal and will be used by many people for years to come.

Any type of sporting equipment is welcome.

Dear [- - -], Sorry we are not online. At the ages of 85 and 93, we have no interest in the cricket whatsoever. Sometimes there is a lot of noise, but it does not worry us. Yours sincerely, [- - -].

Providing it doesn’t cost the Joondalup Council or ratepayers any funds, contribution $$, or in lieu in the erecting of the cricket facilities, nor any future expenditure in maintenance or costs associated with this proposal, then I would support this, otherwise I feel the Council should not be expending monies and equipment on the venue.

We think it's a great idea and strongly support the installation of the nets which we'd get good use out of in the summer season. Thank you for considering our opinion. The [- - -] Family

As a local resident with [- - -] we have been hoping for cricket nets at Percy Doyle for years. I think this will be a fantastic addition to the complex, particularly for the current resident cricket clubs that use the oval. But also for local residents’ children and adults so they can practice their batting and bowling without having to travel to nets in Marri Road, Glengarry, Robin Park or Seacrest.

[- - -] Manager Leisure and Cultural Services. Dear [- - -], I have looked at the site of the possible positioning of cricket practice nets at the Percy Doyle Reserve. I now consider that there is insufficient room to place new practice nets at the proposed location with the nets backing on to Warwick Road. As was noted in your note about the proposal sent to me not only is the very limited room and at least one tree would have to be removed there is a tall ground lighting tower in the area that would be required by bowlers in their run up. This lighting tower would be in danger of being hit regularly and also the distinct possibility that the lights themselves would be damaged during net sessions. I have inspected the cricket nets at Marri Oval and at Carine Open Space and notice that much more space is required for the facility than just the nets with positions for bags and clothing etc. Neither of these locations appear well maintained. At Marri Road the net wicket area is covered with sand and at Carine Open Space there is a build-up of leaves in the nets. In conclusion, I oppose the construction of new cricket practice nets at Percy Doyle Reserve in the position proposed and that large number of children and spectators at the Tee Ball games not be displaced by cricket practice nets. I think it’s a great idea. I have a young family and would love to take my boy to the cricket nets one day. I played a lot of Senior cricket and hopefully my boy will follow in dad’s steps????

Currently my son [- - -] wants to play and practice cricket before becoming a member of a club. The new nets will provide an opportunity for training and practice. in the past 3 years approx. [- - -] children have moved into our street. These nets will enhance the active use of the park and enhance its facilities.
