Method Statement for Construction Phase Pollution Prevention

This Method Statement is provided to support a full planning application for the improvement and extension of an existing car park at Pont ar Daf, Brecon Beacons on behalf of The National Trust. It is to be read in conjunction with the overall Design and Assess Statement for the scheme, and the Engineering Layouts for this development 10039-101-1 to 3 (Appendix 9) showing the proposed scheme and includes details of existing water features that crosses the site. This statement will briefly outline likely activities that have the potential to cause pollution to the nearby environment and how this will be prevented and managed. Please also note that prior to any works being carried out an appropriately qualified Project Management Team will be in place and ultimate responsibility for the Health & Safety for the whole project shall be theirs in accordance with the Construction Design & Management Regulation 2007. All new developments must adhere to the Environment Agency / Natural Resources Wales Pollution Prevention Guidelines, Works and maintenance in or near water: PPG5 & Working at Construction and Demolition Sites: PPG6. These guidelines outline all possible activities associated with the construction process and below is a brief outline of areas that could be at risk and how these are to be managed. Existing Watercourses

The Blaen Taf Fawr runs along the eastern boundary and will be the ultimate discharge point for attenuated flows from site. It is also the main receiver of existing run-off from the site. This is a major watercourse and a distributary to the Beacons Reservoir further downstream, hence prevention of pollution to this is of high importance.

There are other minor watercourses, ditches that cross the site and will be retained and incorporated within the proposed scheme. It must also be noted that no open watercourse are to be crossed, culverted or diverted.

Potential Pollution Incidence

There are three construction phases that will need to be considered for this development. Initial site clearance, construction phase, and transition phase (completed / ongoing works).

Initial Site Clearance

A majority of the site shall be cleared in order to construct new parking and landscaped areas. This will involve the scarification of existing parking areas, with some hard standing areas retained for Site Compound / Storage.

In the short term such areas can be prone to surface water flooding during particularly wet periods. Therefore it would be prudent to construct the proposed attenuation pond prior to site clearance as this is situated in the natural low spot. Any silts that collect in this area would simply settle to the bottom of the pond. Volumes are likely to be small and can be cleared away as appropriate.

Temporary bunding / ditches can also be incorporated across the site to direct predicted flows. The main pollution risk at this time would be from silt from cleared upland areas, but introduction of bunds / hay bales / silt fences would limit this with probable final collection being held within the pond area as above.

Ultimately areas of clearance should be programmed in with the construction phase so that disturbance is limited as much as possible.

Construction Phase

Following site clearance the construction phase will be primarily excavation of piped drainage and formation of levels to receive materials i.e. stone construction material.

Management of surface water flows from cleared undeveloped areas will still be required, but the main pollution risk at this time is from dust during excavation / moving of materials and pollution from site equipment i.e. fuel / material storage.

Dust suppression is usually achieved via damping down of areas with water during dry periods. Storage of all materials will be within the hard paved compound area within appropriate containers, tanks. It is likely that the site compound will be located in the far north western corner of the site on existing hard paved areas; therefore the risk of contamination to main watercourses is considered very low.

It is unlikely that much of the material from the development are contaminated, but should any be encountered including material unable to be recycled should be stored on existing hard paved areas and disposed off-site to a licence disposal point.

Transition / Final Stage

As works in one area is completed there is risk that the new system connected to oil separators, attenuation pond, etc. become blocked by silt from upstream.

If appropriate works should commence at the top of the site and follow down towards the attenuation basin so such problems will be limited.

Following these good practice guidelines will help reduce the likelihood of an incident. If one does occur there shall be a details of Emergency Contacts located within the Site Managers Office and will include the Environment Agency / NRW Pollution hotline number 0800 80 70 60.
