IntroductionThis is the fi rst in a series of newsletters intended to inform stakeholders about the activities of Inland Aggregates and Graymont Western Canada within the Regional Municipality of Wood Buffalo. In this edition we would like to introduce the proposed North Parson’s Creek sand and gravel operation and let you know about opportunities available for you to learn more about the project. We welcome your input and look forward to talking with you.

The CompaniesInland Aggregates Limited is a major supplier of all types of screened, crushed, and washed stone products. Inland has operated in Western Canada for over 70 years and in the Fort McMurray area since 1972 (originally as Redwood Ready-Mix). Inland is one of the major suppliers of concrete in the Fort McMurray.

Graymont Western Canada Inc. is part of the Graymont Group – a privately owned Canadian company that has been in the lime and limestone business for over 50 years.

North Parson’s CreekEconomical sand and gravel for residential, commercial and industrial projects is our goal. The North Parson’s Creek project will be a sand and gravel operation on public land located approximately 8 kilometres north of Fort McMurray. Operations are expected to last for 8 to 10 years depending on market demand. Appropriate reclamation of the site will begin when extraction is complete in a given area. The companies have completed exploration of the property and are now proceeding through the regulatory process. Operations on the site will include recovering sand and gravel with a front-end loader, conveyance to a portable crusher, conveyance to stockpiles, and trucking to construction sites.

Why Is This Project Important?Supplies of sand and gravel are in limited supply in the Fort McMurray area and are quickly being exhausted. Construction of highway, municipal and residential projects to support Fort McMurray’s rapid growth is increasing demand for these products. A new sand and gravel project located close to Fort McMurray will have these benefi ts:• An additional source of needed sand and gravel,• Reduced transportation cost for sand and gravel consumers,• Reduced truck hauling distances mean reduced truck miles on the road, lower fuel consumption and lower emissions to air.

Current Status of the ProjectSurface Materials Lease applications have been submitted to Alberta Sustainable Resource Development. An application has been submitted to the Regional Municipality of Wood Buffalo (RMWB) to amend the Municipal Development Plan (MDP) and the Highway #63 North Area Structure Plan (ASP) to allow for “natural resource extraction” uses in this area. We are in consultation with Alberta Infrastructure and Transportation to determine the specifi c truck access arrangements that will be compatible with short and long-term plans for Highway #63. Once the current MDP and ASP amendments have been approved by RMWB Council we intend to submit a Land Use Bylaw amendment application to allow for sand and gravel extraction on the proposed site.

Public Consultation and Open House MeetingFor further information please plan to attend our open house meeting at the Oil Sands Discovery Centre on May 31, 2006 from 4 to 8:30 PM. We will continue to keep stakeholders and the general public informed about our projects in the Regional Municipality of Wood Buffalo through initiatives and events such as newsletters, open house events, and meetings.

Newsletter #2 / January 2007 INTRODUCTION This is the second in a series of newsletters intended to keep stakeholders informed about the proposed North Parsons Creek sand and gravel project by Inland Aggregates and Graymont Western Canada Inc. As explained in our May 2006 newsletter, the North Parsons Creek project will extract proven aggregate resources from a site located on the east side of Highway 63 and 5 miles north of Fort McMurray. The sand and gravel operation will be located on Surface Materials Leases within the west half of Section 31-90-9-W4M and is part of a larger Mineral Lease area already held by Graymont. Sand and gravel operations are expected to last for 8 to 10 years depending on market demand for local infrastructure projects. Since the site is close to Fort McMurray the project should reduce aggregate truck miles on roadways and lower truck emissions to the atmosphere. Current estimates anticipate a market for 250,000 to 500,000 tonnes of aggregate product per year. Appropriate reclamation of the site will begin when extraction is completed in a given area.

OPEN HOUSE MEETING Our Public Open House meeting was held on May 31, 2006 at the Oil Sands Discovery Centre. The open house meeting was well attended by about 30 visitors. Most of those who attended were interested in the project because of the significant shortage of nearby aggregate supplies to support infrastructure development in Fort McMurray. These stakeholders would like to see additional aggregates made available to the local market as soon as possible. An information package from the May 31 Open House is still available on our

project website at www.parsonscreekresources.com.This information will be updated during the next few weeks and months as proposed operating plans are finalized.

MUNICIPAL APPROVALS Graymont and Inland are pleased to announce that the Council of the Regional Municipality of Wood Buffalo has approved a series of policy amendments that will allow the sand and gravel project to proceed to the next stages of detailed planning. Following Public Hearings in June and September the municipality approved amendments to the Municipal Development Plan, the Highway 63 North Area Structure Plan, and the Land Use Bylaw that will allow for sand and gravel extraction within the west half of Section 31-90-9-W4M.

NEXT STEPS – During the next few weeks the Inland and Graymont planning team will be finalizing detailed operating plans for the site. These plans will describe how the companies will operate in a manner that is sensitive to the environment; coordinated with regional roadway plans, and ensures reclamation to an equivalent land use capability. Significant applications to be submitted include:

• Conservation & Reclamation Permit (Alberta Sustainable Resource Development); • Surface Materials Lease (Alberta Sustainable Resource Development); • Municipal Development Permit (Regional Municipality of Wood Buffalo); • Roadside Development Permit (Alberta Infrastructure and Transportation).

Pending operating permit approvals, we expect to begin operations in 2007.

Newsletter #1 / January 2007 This is the first in a series of newsletters intended to keep stakeholders informed about our proposed Parsons Creek Resources joint venture project. BACKGROUND Parsons Creek Resources is pleased to announce that we are commencing an Alberta Environmental Impact Assessment (EIA) process for the proposed Parsons Creek Resources limestone quarry project. The project is located on Provincial Metallic and Industrial Minerals Lease #9404120901 which encompasses about 2,000 acres of land north of Fort McMurray. The EIA will determine the appropriate footprint of the project within the lease area and address environmental concerns of stakeholders. The EIA will also recommend an appropriate end-use reclamation program, to be developed with input from stakeholders, with the goal of enhancing the long-term value of the site to the community. LIMESTONE QUARRY PROJECT DESCRIPTION The quarry project will provide high-quality limestone products for use in environmental and construction applications. We expect that limestone will be required by the heavy oil industry to remove sulphur dioxide from flu-gas streams. This process is known a limestone “scrubbing” which is effective for reducing acid rain. In addition, limestone is a rock that can be crushed to provide high quality aggregate products that substitute for sand and gravel products in the construction industry.

Scale and Timing of Operations The market for aggregate products from the site will be in the order of 500,000 tonnes per year. This equates to about 80 smaller truckloads per operating day. In the longer term future, with potential growth in demand for environmental and industrial limestone products, the operation could produce up to 2.5 million tonnes per year. This would equate to 150-275 truckloads per day. At this rate of depletion the operations at the site could last up to 40 years. The actual timing for completion will depend on the market, and the actual amount of recoverable reserves within the approved footprint of the operation. The total land area of the Parsons Creek Resources project is not large by regional standards. Carefully phased operations and continuous reclamation will further reduce the footprint of the project at any point in time. Water use and permanent facilities on the site will be minimal. Water, likely from on-site ponds, will only be needed for “topping up” wash ponds from time to time. Since there is no bitumen involved, reclamation can be continuous throughout the life of the project, using proven reclamation methods. There will be no permanent industrial buildings or plants as part of the operation. Equipment will be limited to equipment that is typically associated with aggregate operations (e.g., scalehouse, crushers, conveyors, wash plant, temporary asphalt plant). Potential Impacts The Parsons Creek Resources project team has identified a number of potential project impacts that will need to be carefully addressed by the mining plan and the EIA process. Key impact issues include:

• Sequential reclamation of the site for a multiple end land uses which could include diverse habitats, recreational uses, and possible urban expansion adjacent to Fort McMurray.

• Potential impact on the Athabasca River. • Potential impact on traditional lifestyles. • Potential impact on existing and future land uses within the City of Fort McMurray. • Potential impact on wildlife habitat and movement corridors. • Potential impact on air quality. • Access to careers and business opportunities. • Potential impact of trucks on Highway 63.

STAKEHOLDER CONSULTATION The Parsons Creek Resources project team will be engaging stakeholder groups throughout 2007 to seek input regarding this project. An official Public Notice inviting public review of the Draft Terms of Reference for the EIA was published in Fort McMurray and Edmonton newspapers and in the Alberta Sweetgrass newspaper in January 2007. New Gravel Pit Opening A new source of aggregate resources is opening near Fort McMurray! We are pleased to announce that Phase 1 of the North Parsons Creek sand and gravel operation has received all regulatory approvals and will begin production in early 2009. Phase 1 is located on W½ 31-90-9-W4M (Section 31) 7km north of Fort McMurray on the east side of Highway 63.

Site preparation work has now begun including timber clearing and soil salvage. Construction of a new Highway 63 intersection at the north end of the site will commence in May 2009. The intersection will include new acceleration and deceleration lanes to allow for safe turning movements. Operations will occur mainly during the April to November construction season.

Thank you to our community neighbours for their input into the reclamation plans for the project! Reclamation will be ongoing and use proven sand and gravel reclamation techniques to create a new pond with replanted treed areas. Reclamation securities have been �led with Alberta Sustainable Resources Development and the Regional Municipality of Wood Bu�alo.

Phase 2 Application Filed With Phase 1 underway, North Parsons Creek is in the process of applying for the necessary permits for Phase 2. The project, including Phase 1 and 2, will be approximately 117 ha in size. The project is expected to last for approximately 10 years.

Public Consultation Parsons Creek Resources intends to host a public open house meeting in the spring of 2009 to present details of the Phase 2 sand and gravel application. Details of the open house will be advertised in local newspapers and the next edition of this newsletter. The open house will present details of the project plans for Phase 2 and the Land Use Bylaw Amendment application. It will also provide an update on Phase 1 operations.

Environmental CommitmentA number of measures will ensure that this operation respects the natural environment.

• Surface drainage will be diverted around the operation to ensure only clean runoff enters the Athabasca River

• All onsite drainage will be retained within the operation and used in gravel washing operations.

• A buff er of at least 45 metres will be located between the operation and the Highway 63 right-of-way.

• Noise and dust control will be conducted in accordance with standard operating practices in municipalities throughout Alberta.

• There will be no emissions from onsite operations with the exception of vehicular and equipment emissions associated with extraction, crushing, washing and loading and the trucking of gravel to consumers.

• Overall, the total number of long-haul gravel trucking trips in the region will be reduced because the site is located close to Fort McMurray construction markets.

Ongoing ConsultationInland and Graymont, the joint venture partners in Parsons Creek Aggregates, have been consulting with

regulatory agencies, Aboriginal groups, individuals, and other stakeholder groups regarding the Parsons Creek Aggregates sand and gravel operation since 2005. This consultation will be ongoing throughout the project. We will also continue to consult with stakeholders on behalf of our separate project - Parsons Creek Resources Limestone Quarry - which is currently the subject of an ongoing Environmental Impact Assessment study.

This is the third in a series of newsletters that provides information about the new North Parsons Creek sand and gravel operation. Our May 2006 newsletter contained an invitation to our public open house meeting. It also described the need for new sources of clean sand and gravel to serve construction and concrete demands in the Fort McMurray area. In January 2007 our second newsletter provided information about the provincial and municipal approval process for sand and gravel operations. A future newsletter and on-site open house will be scheduled once operations are underway.
